A Study on Harmonized Hand Signal Standards for Shipboard Work Safety (1): A Validity Analysis of Ship Hand Signal Standardization (선박작업 안전을 위한 수신호 통일지침 마련에 관한 연구(1) - 선박의 수신호 체계 표준화 타당성 검증을 중심으로)

  • As preliminary work for the establishment of a harmonized ship hand signal standard, this paper explores the availability of hand signals as a means of shipboard work communication and considers the validity of standardization. Prior to the feasibility study, shipboard work activities that use hand signals were classified based only on ship safety managers' arbitrary decisions. This survey was carried out to measure shipboard workers' willingness to communicate with hand signals and their preferences regarding the institutional standardization of a hand signal framework if they engage in activities classified as relevant. The results of statistical analysis (a t-test and correlation analysis) showed that respondents are willing to accept harmonized hand signals regardless of both their work type (crew/safety supervisors) and work department (deck/engine room) under working situations where hand signals are an available means of communication. In addition, there was a significant difference in the extent of shipboard workers' frequency of hand signal usages between each type of work activity, indicating a significant positive (+) correlation between frequency of usage and preference for standardization. Finally, it was concluded that shipboard work communication would be effectively improved if a follow-up study is carried out to establish prioritized harmonized hand signal standards for port-related work activities, such as crane operation, windlass/winch operation, line movement/delivery and cargo hold operations.

  • The current challenge with which most shipyards are faced is to reduce the design time and the time-to-delivery benefits of new information technologies such as ERP, APS, and SCM system. These technologies should integrate the information that flows in the enterprise wide activities. First of all we should maintain control of ship design and product data such as bill of material, product structure, drawing, 30 modeling and manufacturing information for the integration. The product data management (POM) system copes with these requirements. All the product data is stored in POM database and vaults in a structured manner and all the changes of product data are monitored, controlled and recorded. This study discusses how POM system can be implemented in shipyard. The procedure is surveyed to apply a POM system for the ship design data management. This study also presents several examples in order to make a practical guidance for ship POM implementation. Proposed studies can be useful for shipyards planning to adopt POM systems in enterprise wide manner.

  • The current challenge with which most shipyards are forced is to reduce the design time and the time-to-delivery because of explosive order of shipbuilding. Collaborative design and product data management have become important to reduce the lead time. Furthermore, enterprise information technologies such as ERP (Enterprise Resource Planning), SCM (Supply Chain management), and APS (Advanced Planning System) requires the collaborative environment. Also, manufacturing environment has been considered as a topic of strategic interest to get shorter product lifecycles in shipyards. Most shipyards have chosen an environment of ETO (Engineering To Order) strategy which designs and produces new products in response to various requirements of customer, rules and regulations. In the ATO (Assemble 10 Order) environment, most component parts have been designed to be procured or produced on the order requirement. The basic distinction between the ETO and ATO is the timing of the design. Thus in the ATO environment, it is more flexible in reducing the lead time to meet the specified requirements of customers. However, the ETO strategy requires new ship design process and ship product structures that are linked with the implementation of PLM. And, the function and architecture of current PLM solution has been designed based upon ATO environment properly. This paper presents the PLM architecture which effectively reflects the characteristics of shipbuilding. 4-layer architecture model is suggested to implement the PLM system. Also, implemented functions of ship PLM is explained in order to make a practical guidance for ship PLM implementation.

  • It is general that large ships entering or leaving a port located in the East coast of Korean peninsular are often exposed athwart to swell while maneuvering in the vicinity of breakwater at harbor enterance or to prevailing wind inside the port in winter. Particulary, Many VLCCs laden with ore coal are calling at Pohang Port, on account of which it is likely that one of those VLCCs block the port if they were to run aground in fairway due to adverse circumstance of swell, prevailing winds or improper shiphandling. This accident may result in delay of delivery of raw material for Pohang Steel Mill which will bring about shortcomings of steel products for nationwide relevant industries causing national economic shock. Therefore, This study basically aims at establishment of certain criteria for safe unberthing of VLCC in this port to prevent such unexpected disaster because any VLLC is highly affected by external forces when in ballast condition. Computer simulations are unavoidable to fulfull this study successfuly and many simulations have been carried out repeatedly to find a model of safe unberthing under various unfavourable wind conditions. The "PC-based ship maneuvering simulator for training purpose" was used to perform numerous simulations at the least economic burden and to verify its availability that it can be used not only for training but also some other purposes. purposes.

INCOTERMS 2000 and Non-Maritime Trade Terms (INCOTERMS 2000과 비해상매매조건(非海上賣買條件))

  • This study has been focused on the revisions and characteristics of the 7 non-maritime trade terms(EXW, FCA, CPT, CIP, DAF, DDU and DDP) in Incoterms 2000. Main characteristics are as follows: First, the use of different expressions intended to convey the same meaning has been avoided and the same expressions as appear CISG have been used. Second, the content of preamble in each trade terms has been shortened and definitedly. Third, if the parties are going to use variants of trade terms in Incotrems 2000, the meanings should be made clear by adding explicit wording in the contract of sale. Main revisions of the 7 trade terms are as belows: First, Incoterms 2000 has emphasized that in EXW, the seller delivers when he places the goods at the disposal of the buyer at the seller's premises or another named place(i.e. works, factory, warehouse, etc.) not cleared for export and not loaded on any collecting vehicle. Second, in FCA, delivery is completed; a) If delivery occurs at the seller's premises, the seller is responsible for loading. b) If delivery occurs at any other place, the seller is not responsible for unloading. Third, in CPT and CIP, all costs and charges relating to the goods whilst in transit until their arrival at the agreed place of destination, unloading costs and all duties, taxes and other charges as well as the costs of carrying out customs formalities payable upon import of the goods and for their transit through any country are linked with the content under the contract of carriage. Fourth, Incoterms 2000 has emphasized that in DAF, the seller delivers when the goods are placed at the disposal of the buyer on the arriving means of transport not unloaded, cleared for export, but not cleared for import at the named point and place at the frontier, but before the customs border of the adjoining country. Fifth, Incoterms 2000 has emphasized that in DDU, the seller delivers the goods to the buyer, not cleared for import(in DDP, cleared for import), and not unloaded from any arriving means of transport at the named place of destination. Sixth, if the parties do not intend to deliver the goods across the ship's rail, FCA, CPT and CIP instead of FOB, CFR and CIF should be used.

  • Recently, the new issues for the safety and the information delivery system in the ship are raised. The deployment and the efficient algorithms of deploying the wireless sensor networks instead of using the built-in wired networks or the setup of the new wired networks is more desirable than the deployment of the wired networks in a ship after its final production since it can reduce the cost and the time of the brand new wired networks by reshaping some of the internal structure of the ship. In this paper, the shipboard signal propagation measurement system based on the signature sequence-three way slave mode are designed and its measureed data are analysed after measuring the signal propagation characteristics. Consequently, it is expected that the reliable and cost-effective signal measurement system with the three way algorithm for the deployment of the shipboard wireless networks can be achieved.

  • The International Maritime Organization has determined that more than 80% of maritime accidents are caused by human error. A variety of methods have been considered to reduce maritime accidents caused by such human error. Navigators operate by observing surrounding maritime situations and analyzing information using various navigational devices. This study proposes a system to ensure safe navigation by assisting navigators through the delivery of maritime safety information (MSI) between land and sea. In the future, supplementing the system through long-term on-the-ship tests is necessary by defining MSI in relation to maritime service portfolio regions.

  • Often an INS has to be aligned in navigation. In these cases it is necessary to obtain some reference information on the state of the aligned INS(Slave) such as its position, its velocity of its angular rate. Usually the reference information is velocity which is supplied by another reference INS. In the alignment state the velocity computed by the reference INS(Master) is compared with that computed by the slave INS and the difference which is indicative of the slave misalignment with respect to the master, is processed by a Kalman filter which estimates misalignment as well as the slave gyro and accelerometer error states. The operation of aligning a slave INS with a master INS comparing quantities computed by both INS is known as transfer alignment. The delivery vehicle performs error these maneuvers enable the TA Kalman filter to separate between the tilt errors and the accelerometer biases which otherwise are unobservable. The basic objective this paper is to study the observability enhancement by ship's maneuvering and matching methods during transfer alignment at sea.

  • Diesel engine is one of the most expensive and important components in a ship. Many researchers are interested in increasing the performance of diesel engines. Design of an optimum cooling system should also contribute to the enhancement of the performance as well as the efficiency of engines. In this study, we investigated the flow pattern within the cooling system of a marine diesel engine by using numerical simulation prior to the study of the heat-transfer problem. The engine cooling system is composed of five cooling units each unit containing a water-jacket and a cylinder head. Based on the calculated data, we also conducted theoretical analysis that can predict the flow-rate delivery in each of the five units.
