Various R&D programs for rocket-based combined cycle (RBCC) engines have progressed worldwide for the space development and the defense applications. As a way toward indigenous domestic RBCC program, a preliminary design of flight test conditions was studied in this study for a sub-scale RBCC engine using a sounding rocket. Launch and flight profiles were calculated for several booster options and compared with that of HyShot II program. The result shows that the Korea Sounding Rocket-II (KSR-II) is a proper candidate to perform the flight test available in Korea. The recommend flight test conditions with KSR-II are Mach 6.0 with a test vehicle of 230 kg and Mach 7.4 with 50 kg. Present study will soon be followed by a design of sub-scale RBCC for a flight test using a sounding rocket.

N-Guanylurea dinitramide (GUDN) is an energetic material with low sensitivities and good performance for use as propellants or insensitive munitions explosives. The efficient synthesis and characterization of high energy density material of GUDN is reported. GUDN was characterized spectroscopically as well as elemental analysis. In addition, the heats of formation were calculated with the Gaussian 09 suite of programs. For initial safety testing, the impact sensitivity and the friction sensitivity were tested following BAM procedure.

Traditional propellants emit toxic gases such as carbon dioxide and hydrogen chloride during combustion which are harmful to the environment. This study established a synthetic process of a high nitrogen containing derivative of tetrazine, 3,3-Azobis(6-Amino-1,2,4,5-Tetrazine) (DAAT), which can be applied as solid fuels for a solution to environmental concerns. Also, this paper described the detailed process and the analytic results of properties, which were not mentioned in previous reports. The compound was characterized by NMR, IR spectroscopy, and thermal, impact, and friction stability were measured. In addition, the heats of formation (${\Delta}H_f$) and detonation properties (pressure and velocity) of DAAT were calculated using Gaussian 09 and EXPLO5 programs.

National defense research and development is trying to develop the weapon system to satisfy users' requirements at minimum cost, high quality and the shortest period. Under integrated database computer environments, development processes and tools have been developed to implement system engineering and concurrent engineering systematically. In the aerospace defense weapon system, the fixed wing development department has developed and operated the integrated operation and management information system based on web technology to manage efficiently the technical information generated by the R&D process. When this system was applied to the existing R&D project for the aircraft weapon system, it proved and verified its efficiency. In this paper, we describe the future development plan of an integrated R&D framework and an integrated weapon system database based on the integrated operation and management information system which are able to centrol the technical information of KF-X, UAV(Unmanned Aerial Vehicles) and UCAV(Unmanned Combat Aerial Vehicles) programs. We also describe an interoperability and integration plan with WISEMAN which will be operated soon in our research Institute.
The acquisition cost of defense weapon system has been continuously increasing because of art-of-technology of it. This phenomenon requires efficiency and transparency in the weapon system acquisition process through cost estimation. Therefore cost estimation is very important to the government acquisition programs to support decisions about funding and to evaluate resource requirement as a key decision point. The Commercial parametric cost estimating models have been using extensively to obtain appropriate cost estimates in early acquisition phase. These models have many restrictions to ensure the cost estimating result in Korean defense environment because they are developed based on foreign R&D data. Also estimation results are different from Korean defense industry accounting system. So, some studies have been tried to develop a CER (Cost Estimation Relationship) based on the Korean historical data. However, there are some restrictions to improve the predictability and ensure the stability of the developed singular CERs which consider the following data characteristics individually. The the abnormal conditions of data that is multicollinearity, outlier and heteroscedasticity under rack of the number of observations. In this paper, a CER's Linear Combining Model is proposed to overcome those limitations which guarantee more accurate estimation (25.42% higher precision) than other singular CERs. At least, this study is meaningful as a first attempt to improve the predictability of CER with insufficient data. The methodology suggested in this study will be useful to develop a complex Korean version cost estimating model development in future.

In the defense industry, national security takes priority over economic sense and this has translated into high cost and long-term research and development. However, the exponential growth of technology and rapid changes in the security situation in recent years have resulted in a call for the development of systems at a low cost within a short period of time. In order to implement a modularization strategy in the field of defense, the introduction of line replaceable units in OO systems needs to be prioritized. This study selects six criteria following a literature review and prioritizes 11 modules for OO systems using the project evaluation method, Grey Relational Analysis (GRA). Based on the GRA results, the grey relational grades were derived as 0.83, 0.81 and 0.80 for the M11 (Main board), M8 (EMI module), M3 (Single board computer) modules, respectively. The cost and time of development is expected to be reduced in accordance with the grey relational grade. The results of this research could be utilized for decision making on adopting modularization in similar system development or product improvement programs (PIPs).
This study is meaningful in finding out what legal and policy issues need to be improved in order to foster the aircraft industry, which is relatively underdeveloped compared to the fact that some heavy industries, such as the automobile industry and shipbuilding industry, have achieved a high level of production and technology globally. Korea's aircraft industry has been growing at a slower pace than other industries, largely due to the country's economic growth and the lack of a market structure to properly use variables such as the level of development in related industries, aircraft technology and demand for aircraft manufacturing. While most industries are privately led by the market structure of the competition system, heavy industries such as the aircraft industry generally grow under the market structure of the incomplete competition system, because only by securing huge initial investment costs, high technology, and sufficient demand, they can maintain minimum economic feasibility. The Korean aircraft industry was focused on developing and mass-producing military aircraft focusing on military demand, but it sought to turn the tide by signing the BASA (Bileral Aviation Safety Agreement) with the U.S. A preliminary feasibility study was conducted in 2010 to develop next-generation medium-sized aircraft, but was cancelled due to differences in position with Canada's Bombardier, which is subject to the concourse, and Korea Aerospace Industries (KAI) is pushing for the production of Bombardier's Q400 license on its own. Compared to the mid-to-large sized civil aircraft that are facing difficulties in development, KAI and KARI are successfully developing technologies to unmanned aerial vehicles and civil helicopters. In addition, the unmanned aerial vehicle sector is not yet suitable for manufacturers that have an exclusive global influence, so we believe that it is necessary to pursue government-led research and development projects with a focus on the areas of commercial helicopters and unmanned aerial vehicles in order to foster the aircraft industry in the future. In addition, since military aircraft such as KT-1 and T-50 are currently being exported smoothly, and it cannot be overlooked that the biggest demand for aircraft manufacturing in the Korea is the military, it is necessary to push forward national R&D projects and defense R&D program simultaneously to enable both civilian-military development. However, there are many differences between the two projects in the way they are implemented, the department in charge and the royalty system. Through this study, we learned about the technology ownership and implementation rights of national R&D projects and defense R&D programs, as well as the royalty system. In addition, problems with the system were identified and improvement measures were derived.

As a part of the R&D efforts for the hypersonic vehicles, various flight test programs has been carried out using small launch vehicles or sounding rockets. Australian HyShot program is a representative case of the flight test program for scramjet engines carried by international collaborations. A number of hypersonic flight test programs has followed in a similar way. In USA, Falcon HTV-2 was carried by DARPA, X-51A by AFRL and HyFly by ONR. HyCAUSE and HIFiRE were carried in collaboration with Australia. In France, LEA program is on the way similarly to X-51A. Russia, China and India seems like carrying out flight test programs for the development of hypersonic defense system. The goals, technical elements, the status and the relation between the programs were summarized in this paper as a reference for the similar program of the country in the future.

Also, the compound was characterized by NMR, IR spectroscopy, and physical properties such as glass transition temperature, melting point, decomposition temperature, density, impact sensitivity, viscosity and volatility were measured. In addition, the heats of formation (${\Delta}H_f$) and detonation properties (pressure and velocity) of DAMTR were calculated using Gaussian 09 and EXPLO5 programs.

The precedent study stage of defense programs is a project stage that is conducted to support the determination of an efficient acquisition method of the weapon system determined by the requirement. In this study, the FTA/FMEA technique was used in the safety analysis process to identify elements to be conducted in the precedent study stage and a methodology for deriving the key review elements through conceptualization and tailoring was suggested. To supplement the key elements derived from the existing research, it is necessary to analyze various events that may arise from key elements. To accomplish this, the HAZOP technique for safety analysis in other industrial fields was used to supplement the results of kdy element derivation. We analyzed and modeled the execution procedure by establishing input/output information and association with the key elements of the precedent study stage derived by linking HAZOP/FTA/FMEA techniques. In addition, performance maturity was evaluated for performance of precedent study, and a risk-based response manual was generated based on inter-working information with key elements with low maturity. Based on the results of this study, it is possible to meet the performance, cost, and schedule of the project implementation through application of the key elements and procedures and the risk management response manual in the precedent study stage of the defense program.
