A Study on the Understanding of the Analysis of the Future Operational Environment for Smart Defense Innovation and the Application of the ROK MND (스마트 국방혁신을 위한 미래 작전환경 분석의 이해와 군 적용방안에 대한 고찰)

  • For smart defense innovation, the key is to apply state-of-the-art technologies of the Fourth Industrial Revolution to national defense. In order to apply state-of-the-art technology to the defense sector, we need to apply and develop technologies to analyze and respond to uncertain future operational environments. To this end, our military is investing a lot of time and effort. To understand future operational environment analysis and to apply and develop our military, we explored the perspectives of operational environment analysis in major countries and studied specific cases of U.S. troops with systematic analysis functions. The U.S. Army has established a cooperative system to analyze future operational environment under the leadership of the Education Command and operates the organization organically. It also utilizes the collective intelligence of expert groups in various fields by utilizing the MSC, and it is time for the Korean military to take the lead in keeping with the era of transformation. To that end, the organization of the U.S. Education Command should be benchmarked and the Korean Future Operation Environment Analysis Organization should be established and operated. Through this study, we have developed an understanding of the future operational environment analysis system of the U.S. Army and presented a plan to apply the ROK MND.

Analysis of Trends for Weapon System Accidents Using Social Network Analysis (사회 연결망 분석을 활용한 무기체계 안전사고 동향 분석)

  • Since military weapon accidents or breakdowns are directly linked to enormous damage, it is important to analyze the causes of weapons system accidents. Recently, in the defense sector, there have been cases in which budget has been saved through analysis of the causes of frequent breakdowns and improvement activities that have occurred in the process of operating weapon systems since 2015. But due to the nature of the defense sector, it is not easy to collect data and studies on weapons system accidents have been insufficient so far. Therefore, this study aims to investigate the causes and types of military weapon accidents by collecting military weapon accident data for military weapon systems and analyzing trends by weapon system classification through the analysis process. It analyzes statistically and visually through social network analysis, NodeXL. It is expected that this study will help improve the stability of the weapon system by reducing the number of military weapon accidents and failures.

A Study on the Development of Evaluation Indicators for the Proposals of National Defense Core-Technology R&D Projects (국방핵심기술 연구개발의 제안서 평가를 위한 평가지표 개발에 관한 연구)

  • This paper proposes the systematic design approach for developing the evaluation indicators that evaluate the candidate proposals in the national defense core-technology R&D projects. To improve the validity and fairness of the evaluation indicators, the existing evaluation process in a military and a public sector are surveyed and also the existing evaluation system of the core-technology R&D programs for the national defense is analysed and discussed. A new system for the evaluation indicators is designed by using the axiomatic design, factor analysis and the analytic hierarchy process. It is expected that the proposed evaluation indicators contribute to enhance the fairness and the reliability of the evaluation process for the proposal of the national defense core-technology R&D projects.

An Effectiveness Analysis of Anti-Ballisitic Missile Launcher Arrangement for the Lower Tier Defense against the Ballistic Missile (탄도미사일 하층 방어 수행을 위한 발사대 배치 효과도 분석)

  • For a lower tier defense, the distance between a launcher and an engagement control station is quite important to estimate the proper defense area and to effectively arrange missile launchers. In this paper, we have analyzed an effectiveness of anti-ballistic missile launcher arrangement for the lower tier defense against the ballistic missile. The operation concept, specific configuration and aerodynamic characteristics of the ballistic missile such as SCUD-B/C, Nodong are considered in order to develop a realistic engagement simulation. The diverse engagement results through numerical simulations are provided to conduct the effectiveness analysis of anti-ballistic missiles.

  • University Research Centers specialized in defense technology(DURCs) were designed to develop fundamental knowledge and to acquire core technologies related to defense development by conducting creative and interdisciplinary research. The centers also have a function of fostering scientists and practitioners possessing defense-oriented cross-disciplinary knowledges. Since the outset of the DURC in 1994, Sixteen DURCs have been funded and eleven DURCs are now in operation. The purpose of this paper is to analyse the operational status and the performance of DURCs and to suggest ideas on improving the effectiveness of the DURC program by comparing with the Korea Excellent Research Center program and the U.S. National Science Foundation(NSF) Engineering Research Center(ERC) program.

A Study on the Possibility of Airborne Laser Applications to the Korean Missile Defense (ABL의 한국적 미사일방어 적용 가능성 연구)

  • This work describes the possibility of ABL(Airborne Laser) applications to the Korean missile defense. The missile defense system is the multilayered defense system that consists of shooters, sensors and BM/C4I. The ABL is the missile defense system of boost phase. It is placing a high energy, megawatt class chemical oxygen iodine laser and highly sophisticated beam control/fire control and battle management systems on a modified Boeing 747-400F aircraft to detect, track and destroy ballistic missiles in their boost phase of flight. This work analysis the ballistic missile's threat of North Korea and the flight trajectory for the SCUD missile that is cut-off by the ABL. From this analysis the possibility of the ABL applications to the Korean missile defense is presented.

Developing Improvement Plans for National Defense Safety Directive to Align with the Serious Accident Punishment Act

  • To ensure a systematic and integrated approach to defense safety management, individual safety management regulations have been consolidated into the National Defense Safety Directive. However, despite being enacted after the enforcement of the Severe Accident Punishment Act, the National Defense Safety Directive does not incorporate the contents of the Serious Accident Punishment Act. This omission is likely to cause confusion in safety management. In this paper, a PDCA analysis of the Severe Accident Punishment Act and the National Defense Safety Directive was conducted to identify area for improvement and supplementation in the Directive. Chapter 3 proposes amendments to clearly define the scope and responsibilities of safety management, implement serious accident prevention measures and inspections, and establish the penalties for those involved. These amendments aim to ensure faithful compliance with the Severe Accident Punishment Act. Chapter 4 emphasizes the implementation and inspection of risk assessments to enhance the effectiveness of safety accident prevention and preparation, thereby ensuring the completeness of the PDCA cycle.

Structural Design of Composite Blade and Tower for Small Wind Turbine System

  • This work is to propose a structural design and analysis procedure for development of the low noise 1kW class small wind turbine system which will be applicable to relatively low speed region like Korea and for the domestic use. The proposed structural configuration has a sandwich composite structure with the E-glass/Epoxy face sheets and the Urethane foam core for lightness, structural stability, low manufacturing cost and easy manufacturing process. Structural analysis including load cases, stress, deformation, buckling, vibration and fatigue life was performed using the Finite Element Method, the load spectrum analysis and Miner rule. In order to evaluate the designed structure, the structural test was carried out and its test results were compared with the estimated results. Moreover Investigation on structural safety of tower was verified through structural analysis by FEM.

A Causality Analysis of Korean Defense Expenditure and Economic Variables (한국의 국방비지출과 경제변수의 인과관계 분석)

  • Ever since Benoit's(1973, 1978) study, the relationship between defense spending and economic growth has been the subject of extensive empirical works. While a number of studies have reported that higher defense expenditure stimulate economic growth, many other studies have reported that an increase in military burden may hinder economic growth. To the extent that countries differ substantially in socioeconomic structures, the effects of defense spending cannot be generalized across countries. In this paper, Granger causality tests are performed between Korean defense expenditure and economic growth, consumption, investment, inflation and unemployment rate during the period from 1970 to 2002. The results show that Korean defense expenditure did not affect economic growth and unemployment rate. However, Korean defense expenditure caused consumption and inflation to decrease and investment to increase. On the other hand Korean defense expenditure was not Granger-caused by economic growth, consumption, investment, inflation and unemployment rate. In conclusion, the opportunity cost of Korean defense expenditure seemed to be relatively moderate considering Korean security environment. Even if it was not statistically significant, Korean defense burden at least did not bother economic growth.

A Study on the Investigation and Analysis of Defense Information Technical Standard Application (국방정보기술표준 적용실태 조사 분석에 관한 연구)

  • This study is aimed to investigate the application of DITA(Defense Information Technical stAndard) on the weapon information systems and defense management information systems in order not only to update the current DITA version 4.0, but also to develop SoS(System of systems) interoperability policy in the armed forces of Korea. For this study, 18 information systems were considered, their development products(System/Sub-system Specification, Technical architecture View, System Interoperability Test and Evaluation products) were reviewed and analysed. As a result of the investigation and analysis, it was found that the 44% of the DITA standard profiles were used for the development of the defense information systems. We conclude that DITA should be updated to be a minimal set so that all the defense information systems should be DITA-compliant. And it should be reviewed periodically to reflect the new information technology.
