On the Process Improvement for Foreign Purchase Upgrade Programs in Weapon Systems Acquisition Based on Systems Engineering Method (국외상업구매를 통한 무기체계 성능개량사업에서 시스템공학 기반의 프로세스 개선)

  • It has been recognized that in keeping the national defense capability on a leading edge, not only the continued production of weapon systems but also the associated maintenance and upgrades are becoming the subjects of great importance. Based on systems engineering process, the domestic acquisition programs for weapons systems led by DAPA have made some advancement where both new systems development and systems upgrade have attracted attention. On the other hand, as a useful type of domestic acquisition the foreign purchase program has been conceived as a process of simply buying needed weapons from abroad. Therefore, if some degree of development is necessary in system upgrades by foreign purchase, many problems turned out to exist. To study a remedy is the objective of this paper. The issues are analyzed first and then a relevant process is proposed based on a systems engineering method. Also included in the improved process is on how to generate a requirement document and the corresponding template to meet the goals of the upgrades by development. By applying the proposed process and template in the foreign purchase upgrade programs, derivation of more appropriate requirements can be expected, thereby offering effective management of programs and target goals.

Study of Acquiring the Credibility for Weapon System M&S with V&V Process (검증 및 확인(V&V) 절차를 통한 무기체계 M&S 신뢰도 확보에 관한 연구)

  • Verification, Validation & Accreditation (VV&A) process is widely applied in various disciplines as a method of acquiring the credibility for M&S tools. The guideline of VV&A states that the detailed process can be established flexibly according to the needs and the availability of resources. For example, DAPA (Defense Acquisition Program Administration) guideline suggests that the accreditation process in the VV&A can be omitted if necessary. On this study, we first introduce and describe V&V process. Accreditation process is omitted due to limited time and resources. However, the proposed V&V is sufficient for our needs. Finally, we apply the proposed process of V&V to the System-Integrated Simulator of "Raybolt", Medium-Range Infantry Missile System, for the acquisition of the M&S credibility.

  • This study analyzed the reality and problems of the defense standard classification system. This paper proposes a plan to perform standard management tasks efficiently through case analysis of domestic and foreign standard classification systems. To continuously solve the problem of military product quality in defense technical data, it is necessary to promptly reflect the civilian's excellent technology and benchmark the civilian standard system to manage high-quality defense standards. First, to analyze the reality, the NATO classification system was analyzed through the private KS of domestic and ICS codes, the US defense standard system of overseas. In the case of the Korean military, the reality of the defense standard classification system was grasped through the National Defense Standards Comprehensive System operated by the Defense Acquisition Program Administration. The classification of the ministry of defense's weapon system and force support system is the most suitable classification system for the Korean military, which is classified into eight weapon systems and six force support standard systems for all steps. Specifically, it was classified into 12 major categories, 66 categories, and 352 sub-categories. In this study, the establishment of the defense standard management system can improve the classification system of new defense standards by reflecting the superior technology of the private sector.

A Study on the System Engineering Standard Applicable to Defense Program (방위사업에 적용 가능한 시스템 엔지니어링 표준에 대한 고찰)

  • The system engineering should be actively applied to successfully develop a complex and advanced weapon system, because the system engineering uses a multidisciplinary approach. Therefore, this study proposed a system engineering process for a successful weapon system development. According to the national standard policy, an IPT aspect system engineering standard must adapt the ISO/IEC/IEEE 15288. It also asks for tailoring with considering the IPT characteristics as a weapon system acquisition institution. The IPT aspect system engineering process to acquire a weapon system can be expressed with 3 process groups (Agreement, Technical Management, Technical) and 20 processes. There was a need for an institutional framework to hire retired experts from related organizations as consultants to apply the low-cost and high efficiency system engineering in the weapon system acquisition field.

A Deriving methodologies for OT&E items using WBS when acquiring a weapon system (무기체계 획득시 WBS를 활용한 운용시험평가 항목 도출방법 개발)

  • In general, similar or previous projects are mainly referred to in order to derive operational test and evaluation(OT&E) items after acquiring weapon system. The idea that a more systematic method is needed is spreading because some of OT&E items derived in this process are redundant or unnecessary. Therefore, in this topic, we plan to use WBS, a tool that classifies components into a hierarchical structure and manages development easily to achieve the weapon system development goal. In addition, the WBS tool is applied to the medium-sized standard vehicle project, which is currently being research and developed, to effectively derive OT&E items. As a result of deriving OT&E items by applying WBS to the vehicle development field and electric devices of the medium-sized standard vehicle project, the operability and relationship were judged early, and then contents of the evaluation items could be written substantially while working on environmental adaptability. In the future, it is judged that the efficiency will be increased if the method discussed in this paper is applied when deriving the OT&E items from the R&D development project.

  • Liquidated Damages is damages that have to be paid when a debtor could usually work off that which they owe, but didn't due to causes imputable. However, currently the Defense Acquisition Program Administration contracts with domestic businesses in case of delay of implementation occurs; they have to pay damages of deferment unlimitedly as a penalty concept, not in compensation about delay. With this in account, conflicts between the two continuesly happen. DAPA wastes administration and counter business costs increasingly burdening their budget. Defense and military procurement need to revise the compensation of deferment system. This paper analyzes the problems about that system, which is applied to domestic business, and also compares it with that of industrialized countries and suggests measures of set price caps in compensation of the deferment system.

A Study on Securing Ship Survivability focused on a Cost and Effectiveness Analysis for Air Defense Performance (대공방어성능에 대한 비용효과분석을 중심으로 한 함정생존성 확보방안 연구)

  • It is crucial to set up early the required performance of surface ship for preventing the risk factors such as an excess of performance, cost and period in development stage. In this study, MOP and MOE are proposed to establish the method for deriving alternatives, MOP represents the defensive effect for anti ship missiles and MOE is the ratio of cost and performance. The 16 engagement scenarios which selectively install RF decoy, RF jammer, CIWS and anti air missile are suggested. The simulation results by using NORAM tool operated by ROK Navy show that the ship survivability is 0.605~0.975 and MOP is 0.301~0.887. The analyzed results represent the operating scenario with RF decoy, RF jammer and short range anti air missile is the best cost and effectiveness measure.

Influencing Factors on the Duration of Offset Agreement (절충교역 계약 소요기간 영향요인)

  • Republic of Korea has been applying offset to defense acquisition program for some benefits such as modernization of defense industry and enhancement of R&D capabilities since 1983. But in point of implementation, there is the possibility of delay of offset agreements based on the value of proposed technologies. As it often happens that the delay of offset agreement negatively affects the time schedule of main defense deal, it is necessary to prepare for this issue. The purpose of this study is to extract some factors affecting the duration of offset agreement by statistical analysis. Reviewing existing papers and contract process, nationality of enterprise, the number of project participants, properties of project, the number of technologies in the first proposal, level of domestic defense technology in each weapons system, the amount of main contract were used as independent variable and duration of agreement as dependent variable. To hypothesis testing, correlation and multiple regression analysis were conducted using the previous 25 contract cases. As a result of correlation analysis, the amount of main contract, the number of technologies in the first proposal and properties of project have positive relationships with dependent variable. In multiple regression, the amount of main contract and the number of project participants have significant effect on the duration of offset agreement.

Analysis of defense procurement agency Study on the appropriate brokerage fee and effectiveness (군수품 무역대리점의 효과성과 적정 중개수수료에 관한 연구)

  • In this study, two analyses were conducted in relation to the defense procurement agency. The first was a questionnaire survey conducted by defense business personnel to quantitatively measure the effectiveness of the defense procurement agency's utilization. In the second, the appropriate standard for brokerage fees was developed, the actual work of the defense procurement agency in overseas sales was surveyed, and the brokerage profit of the general product was applied to the defense procurement agency's brokerage profit data. Using the defense procurement agency was 1.07 times more effective than not using it, and the appropriate brokerage fee varied according to the project size. For medium / small projects, 5.1 ~ 8.7% of the total project cost is an appropriate brokerage fee, compared to 1.2 ~ 1.8% for big-scale projects. The government's appropriate brokerage fee is not fixed, but is elastically applied according to the size of the total project cost, and it is appropriate to analyze the characteristics of the project and identify and adjust the required activity cost in advance.

Study on Efficient Frequency Guard Band Decision Rule for Interference Avoidance

  • When we assign frequency resources to a new radio service, the existing services need not to be interfered with by the new service. Therefore, when we make a frequency assignment, a guard band is necessary to separate adjacent frequency bands so that both can transmit simultaneously without interfering with each other. In this paper, we propose an efficient frequency guard band decision rule for avoiding interference between radio services. The guard band is established based on the probability of interference in the previously arranged scenario. The interference probability is calculated using the spectrum engineering advanced Monte Carlo(MC) analysis tool(SEAMCAT). After applying the proposed algorithm to set up the frequency guard band, we can decide on the guard band appropriately because the result satisfies the predefined criterion.
