시설배치문제의 의사결정지원 시스템 - 그래프이론의 접근

  • The purpose of this research entails the study of the multicriteria graph-theoretic Facility Layout Problem(FLP), the development of a Decision Support System(DSS), and a sensitivity analysis for graph Theoretic heuristics. The graph theoretic FLP Decision Support System gives decision makers or planners more information as a guide in producing their final layouts. This information is provided by a variety of final result scores, so called upper bound values, based on different options and different criteria. The increased information provided will give decision makers more confidence in design a block plan. One case is presented to demonstrate the applicability of the system to real-world problem. Finally, applicabilities of the DSS to other format layouts, such as GT layout and JIT's U-line, are briefly mentioned.

  • Data Envelopment Analysis (DEA) is a useful tool to analyze the relative efficiency of decision making units (DMU) characterized by multiple inputs and multiple outputs. This method has been popularly used as an analytical tool to suggest some strategic improvement. To do this, the results of DEA provide decision makers with a single efficiency score, efficient frontier, return to scale, benchmarking decision making units, etc. The purpose of this paper is to evaluate research performance of 38 universities and provide an inefficient university with the way of organizational changes to be an efficient university by using DEA. Various input and output variables are used to identify technical and scale inefficiency. Additionally, we analyze how an inefficient DMU could be changed an efficient DMU based on a case university. This result will give an insight of constructive directions for increasing of research performance to university decision makers.

  • The purpose of this paper is to propose an interactive method, which is designed to select the optimal preferred alter-native for the MLDM(Multiple-the Larger-the better type Decision-Making) problems with the-larger-the-better quality characteristics. The basic idea of the paper is essentially to eliminate inefficient alternative based on the concept of Taguchi Signal-to-Noise ratios and the cutting range instead of using UVF(Utility/value Function) on the group of attributes that can be considered importantly by the decision makers. As a result, the method proposed in the paper for MLDM problems can be significant in that the change of characteristics is transformed into the size of Signal-to-Noise ratio, which can be relatively easy to understand by decision makers.

  • It is unavoidable to provide products that meet customers' needs and wants so that firms may survive under the competition in this globalized market. This paper focuses on how to provide levels for attributes that compse product so that firms may give the best products to customers. In particular, its main issue is how to determine common attributes and the others with their appropriate levels to maximize firms' profits, and how to construct a decision support system to ease decision makers' decisons about optimal common attribute selection using the Semantic Web and SWCL technologies. Parameter data in problems and the relationships in the data are expressed in an ontology data model and a set of constraints by using the Semantic Web and SWCL technologies. They generate a quantitative decision making model through the automatic process in the proposed system, which is fed into the solver using the Logic-based Benders Decomposition method to obtain an optimal solution. The system finally provides the generated solution to the decision makers. This presentation suggests the opportunity of the integration of the proposed system with the broader structured data network and other decision making tools because of the easy data shareness, the standardized data structure and the ease of machine processing in the Semantic Web technology.

  • The purposes of this paper are to compare expert systems and decision support systems, and illustrate the possible benefits when expert systems are integrated into the model base of a decision support systems for supporting decision-makers. Integrating expert systems capability into decision support systems may enhance the quality and efficiency of both computerized systems. This integration can improve selection of model, analysis, model management, judgement, and modeling. Thus the results are much more powerful decision support systems than are presently available.

  • This paper investigated, using a flexible approach, the effects of the psychological type of the decision maker and the advanced format of information presentation on decision maker performance in a computer-simulated production game. The current sutdy was guided by a model derived from a general model developed by Chervany, Dickson, and Kozar(1972). The experimental model had two dependent variables; total profit and decision making time. Three independent variables representing the psychological type of the decision maker, the report format, and decision aids were used in this study.

  • Evaluating the results of National Nuclear R&D projects has critical importance in nuclear management aspect. This paper uses multi-attribute utility theory as a basis for obtaining a value Index to assess the results of nuclear R&D projects and applies the theory to a specific Korean case study. To structure and quantify basic values for the . evaluation, we elicited important attributes, then refined and structured them into a hierarchy. A multi-attribute index is constructed as a multi-attribute utility function, based on value judgments provided by a group of technical experts, policy makers, and decision-makers. The implications of the results are also discussed. We found that the work and results can provide valuable insights for assessment of nuclear R&D consequences.

Rapid ecosystem services assessment of Mundok Ramsar wetland in Democratic People's Republic of Korea and opportunities to improve well-being

  • Background: The understanding of ecosystem services can be quantified and qualitative to assess the impacts of changes in the ecosystem to support human well-being. In the Democratic People's Republic of Korea, sustainable use of ecosystem services has attracted the interest of a range of decision-makers. However, although there is a concern for biodiversity, natural ecosystem, and their services, linking ecosystems with conservation planning remains challenging. Results: This study assessed the first qualitative ecosystem services provided by the Mundok wetland with decision makers of the West/Yellow Sea region. Furthermore, this study applied the Rapid Assessment Wetland Ecosystem method to support natural resources management, improving living conditions. We identified that cultural and supporting services index are highly provided, but preparing a plan to increase the provisioning and regulating services in Mundok wetland is necessary. Conclusions: The assessment results can provide helpful information for ecosystem services assessment, habitat conservation, conservation planning, and decision-making at local level.

  • This paper investigates the R&D project portfolio selection problem. Despite its importance and impact on real world projects, there exist few practical techniques that help construct an non-dominated portfolio for a decision makers satisfaction. One of the difficulties constructing the portfolio is that such project portfolio problem is, in nature, a multi-attribute decision-making problem, which is an NP-hard class problem. This paper investigates the R&D project portfolio selection problem. Despite its importance and impact on real world projects, there exist few practical techniques that help construct an non-dominated portfolio for a decision makers satisfaction. One of the difficulties constructing the portfolio is that such project portfolio problem is, in nature, a multi-attribute decision-making problem, which is an NP-hard class problem. In order to obtain the non-dominated portfolio that a decision maker or a user is satisfied with, we devise a user-interface algorithm, in that the user provides the maximum/minimum input values for each project attribute. Then the system searches the non-dominated portfolio that satisfies all the given constraints if such a portfolio exists. The process that the user adjusts the maximum/minimum values on the basis of the portfolio found continues repeatedly until the user is optimally satisfied with. We illustrate the algorithm proposed, and the computational results show the efficacy of our procedure.

Optimal monitoring instruments selection using innovative decision support system framework

  • Structural monitoring is the most important part of the construction and operation of the embankment dams. Appropriate instruments selection for dams is vital, as inappropriate selection causes irreparable loss in critical condition. Due to the lack of a systematic approach to determine adequate instruments, a framework based on three comparable Multi-Attribute Decision Making (MADM) methods, which are VIKOR, technique of order preference by similarity to ideal solution (TOPSIS) and Preference ranking organization method for enrichment evaluation (PROMETHEE), has been developed. MADM techniques have been widely used for optimizing priorities and determination of the most suitable alternatives. However, the results of the different methods of MADM have indicated inconsistency in ranking alternatives due to closeness of judgements from decision makers. In this study, 9 criteria and 42 geotechnical instruments have been applied. A new method has been developed to determine the decision makers' importance weights and an aggregation method has been introduced to optimally select the most suitable instruments. Consequently, the outcomes of the aggregation ranking correlate about 94% with TOPSIS and VIKOR, and 83% with PROMETHEE methods' results providing remarkably appropriate prioritisation of instruments for embankment dams.
