Financing COVID-19 Deficits in Fiscally Dominant Economies: Is The Monetarist Arithmetic Unpleasant?

  • The coronavirus pandemic of 2019-20 confronted fiscally dominant regimes around the world with the question of whether the large deficits caused by the health crisis should be monetized or financed by issuing debt. The unpleasant monetarist arithmetic of Sargent and Wallace (1981) states that in a fiscally dominant regime tighter money now can cause higher inflation in the future. In spite of the qualifier 'unpleasant,' this result is positive in nature, and, therefore, void of normative content. I analyze conditions under which it is optimal in a welfare sense for the central bank to delay inflation by issuing debt to finance part of the fiscal deficit. The analysis is conducted in the context of a model in which the aforementioned monetarist arithmetic holds, in the sense that if the government finds it optimal to delay inflation, it does so knowing that it would result in higher inflation in the future. The central result of the paper is that delaying inflation is optimal when the fiscal deficit is expected to decline over time.

한국 농업법인의 적정부채비율 추정을 위한 실증연구 (The Study on the Estimation of Optimal Debt Ratio in Korean Agricultural Corporations)

  • 본 연구는 다른 산업에 비해 정부의 부채비율 정책에 민감하다고 할 수 있는 우리나라 농업법인의 적정부채비율 추정을 위하여 이론적으로 도출 가능한 분석적 수리모형을 수립하고 객관적인 자료를 이용하여 적정부채비율을 추론하는데 목적이 있다. 분석모형은 독립변수를 부채비율로 하는 자기자본순영업이익률 계산식으로부터 출발하고 관련 모수는 매출액 영업이익률, 총자산회전율, 순금융비용율로 구성된다. 이 가운데 순금융비용율의 경우 부채비율과 1차 선형 관계를 고려한 방정식을 분석모형에 추가하는 등의 분석적 절차에 따라 적정부채비율 기준을 자기자본순영업이익률을 극대화하는 부채비율 수준으로 정의하고, 이들 식으로부터 자기자본순영업이익률은 부채비율을 독립변수로 하는 2차함수로 나타낸다. 이러한 분석방법 및 절차에 의해 우리나라 농업법인의 14년 자료를 토대로 적정부채비율을 도출한 결과 약 138% 정도의 부채비율이 농업법인 전체의 자기자본순영업이익률을 제고하는 것으로 나타났다. 이는 그동안의 농업법인 부채비율이 적정부채비율에 비해 비교적 높게 형성되어 있음을 알 수 있는 결과로써 기업이 부채비율을 관리하는 목적이 안전성 유지, 수익성 확대 등에 있고, 부채비율 관리에서 중요한 것이 수치에 대한 일률적 판단이 아닌 해당 업종의 특성을 고려한 대응이라고 했을 때 향후 농업법인에 대한 당국의 정책적 변화가 뒤따라야 할 것으로 보인다.

The Effect of Maturity Mismatch between Investing and Financing on Audit Pricing

  • This research investigates the consequences of the increase in corporate use of short-term debt in China over the past decades. Using a sample of Chinese firms from 2007 to 2018, we empirically explore the effect of corporate use of short-term debt for long-term investment (SFLI) on audit pricing. We first examine the relationship between SFLI and audit pricing for different groups of firms. Then, we investigate the role of the increase in short-term debt in alleviating principal-agent conflicts and reducing agency costs. We have four primary empirical findings. First, auditors tend to charge SFLI clients higher fees. Second, the negative relationship between SFLI and audit fee is found in private firms, firms audited by Chinese domestic auditors, and firms with higher information asymmetry. Third, the time auditors spent on SFLI clients is significantly more than that spent on non-SFLI clients, suggesting that the decrease in audit fee is not due to the decrease in cost. Fourth, SFLI significantly reduces the agency costs of the firm, which auditors regard as a low risk signal and grant an audit fee discount. Our findings suggest that the decrease in debt maturity, not only influences managerial behaviors, but also influences auditors' risk assessment and pricing decisions.

The Determinants of Foreign Exchange Reserves: Evidence from Indonesia

  • This study aims to identify and analyze the factors that affect foreign exchange reserves in Indonesia. We consider the variables of external debt, exchange rate, inflation, and exports as explanatory factors referring to previous studies. We apply the Autoregressive Distributed Lag approach to time-series data retrieved from the Central Bank of Indonesia (BI), the Central Bureau of Statistics (BPS), and International Monetary Funds (IMF) from January 2016 to December 2018. Our results show that foreign debt, exchange rates, inflation, and exports significantly affect the simultaneous fluctuation of foreign exchange reserves in Indonesia. Partially, foreign debt has a significant and positive effect on foreign exchange reserves. The exchange rate has a significant and negative effect on foreign exchange reserves in Indonesia. However, our findings explain that inflation does not significantly affect foreign exchange reserves in Indonesia, and exports have a significant and positive effect on foreign exchange reserves. This study is expected to be useful to policymakers in managing foreign exchange reserves, so the economy of Indonesia can grow sustainably. One of the exciting things in this study lies in the model that uses the Autoregressive Distributed Log, which can explain long-term relationships through adjusted coefficient and cointegration tests.

Board Characteristics and Capital Structure: Evidence from Thai Listed Companies

  • This study examines the relationship between board characteristics and capital structure. Data was collected from the annual reports of listed companies in the Stock Exchange of Thailand, from 2015 to 2017, which totaled 1,264 firm-year observations. The study uses multiple regression analysis to analyses the data by using independent variables, including board size, outside directors, managerial ownership, CEO duality, frequency of board meetings, board experience, and gender to measure board characteristics and the total debt ratio for capital structure. Research findings show that the more independent the directors are, the lower the cost of debt financing is, as they control the management team more strictly about debt financing than directors with less independence do. Additionally, the results reveal that the higher the percentage of managerial ownership, the higher the level of leverage and debt financing, whereas board size and board meetings have a negative relationship to capital structure. Further research showed that firm size, growth opportunities and corporate governance rating all had a positive significant impact on capital structure. The findings of this study suggest that the presence of proper corporate governance leads to better funding mechanisms as it ensures that the company is in a better position to obtain external funding.

The Impact of Capital Structure on Firm Value: A Case Study in Vietnam

  • The article analyzes the impact of capital structure on the firm value of chemical companies listed on the stock market of Vietnam. Data was collected from the financial statements of 23 chemical firms listed on the Vietnam stock market from 2012 to 2019. Quantitative research method with regression model according to OLS, FEM, REM method is used; FGLS method is used to overcome the model's defects. In this research, firm value (Tobin's Q) is a dependent variable. Capital structure (DA), Return on assets (ROA), Asset turnover (AT), fixed assets (TANG), Solvency (CR), Firm size (SZ), Firm Age (AGE), and revenue growth rate (GR) are independent variables in the study. The analysis results show that the capital structure of firms in the chemical industry listed on the Vietnam stock market has an inverse correlation with firm value. Besides, firms with greater asset turnover, business size, and number of years of operation have lower firm value. This article helps corporate executives improve corporate value by adjusting their capital structure properly. Chemical firms adjusted their capital structure in the direction of gradually decreasing the debt ratio and gradually increasing equity. Firms use high debt, which has the effect of reducing the firm value of firms in the chemical industry.

지방재정분권화의 차원과 타당성 : 시스템사고의 동태적 역학관계를 중심으로 (Position and Validation of Local Finance Decentralization : Focusing on Dynamics of System Thinking)

  • 이 연구는 지방분권을 위한 정책수단으로 재정분권이 어떠한 방식으로 이해될 수 있으며, 왜 필요한지에 대해 시스템사고의 이론을 바탕으로 지방재정시스템을 구성하는 변수들의 상호작용관계를 분석하였다. 연구를 통해 얻어진 결과는 다음과 같다. 첫째, 지방재정시스템을 구성하는 변수들은 상당한 수준에서상호작용관계가 형성되고 있으며, 5개의 양(+)의 피드백 루프가 중심이 되어 급속한 성장과 급속한 쇠퇴를 거듭한다는 점을 발견할 수 있었다. 둘째, 지방재정분권화의 타당성에 대한 전략 지점이 인과지도 모델링을 통해 발견되었다. 특히, 선순환구조를 악순환의 구조를 변질시키는 변수(국고보조금, 부동산거래과세, 중앙정부차원의 지방재정조정제도, 지방정부채무 등)이 지속적으로 작동함으로써 지방재정시스템을 쇠퇴시키는 것으로 나타났으며, 이를 바탕으로 전략적 정책과제가 도출 될 수 있었다. 이러한 연구는 지방재정분권에 대해 부분에 지식이 아닌 전체적 지식의 관점에서 지방재정시스템을 이해하고 지방재정의 학문적 폭을 높여 줄 것으로 판단된다.

On Capital Flight from the ASEAN-8 Countries: A Panel Data Estimation

  • This paper examines how macroeconomic variables, such as interest rate differences, inflation, exchange rates, economic growth and external debt growth, affect capital flight in the ASEAN-8 countries. We apply a panel data model with fixed effect estimation for the data for eight countries from the period 1994 to 2018. We use the residual approach used by the World Bank to measure the value of capital flight. The results show that the interest rate differences, exchange rates, economic growth and foreign debt growth had a positive and significant effect on outward capital flight. A further implication of this finding is that the interest rate differences, exchange rate, economic growth and foreign debt growth are factors that trigger an increase in capital outflow in the ASEAN-8 countries. Nonetheless, inflation rate is not considered to be the main factor influencing capital flight, as average inflation in the ASEAN-8 countries remains relatively stable. This paper will be beneficial for policymakers in the ASEAN-8 countries and encourage them to constantly pay attention to these four variables, as they significantly influence capital flight, whereas they can disregard the impact of the inflation variable that is not significant in influencing capital flight.

The Effect of Capital Structure on Financial Performance of Vietnamese Listing Pharmaceutical Enterprises

  • This study investigates the effect of capital structure on the financial performance of pharmaceutical enterprises which are listing on Vietnam's stock market. The study builds the regression using ROE as dependent variable and four independent variables, including self-financing, financial leverage, long-term asset and debt to assets ratios. In addition, we use other variables as controlling ones, such as firm size, fixed asset rate and growth. We collect data for the period from 2015 to 2019 of all 30 pharmaceutical enterprises which are currently listing on Vietnam's stock market. The least square regression (OLS) is used to test the effect of capital structure to the firms' financial performance. The analysis results show that the financial leverage ratio (LR), long-term asset ratio (LAR) and debt-to-assets ratio (DR) have positive relationship with firm performance, meanwhile the self-financing (E/C) affects negatively to the return on equity (ROE). Upon the findings we suggest that the Vietnamese government should focus on stabilizing macro environment to create favorable environment for enterprises. And the pharmaceutical enterprises should build more reasonable capital structure with higher debt proportion than equity, diversifying loan mobilization channels such as issuing long-term bonds. Additionally, the firms should expand the scale appropriately to maintain development and ability to pay debts.

Capital Structure and Financial Performance: A Case of Saudi Petrochemical Industry

  • The study investigates and measures the impact of capital structure, profitability and financial performance on the success of the business organization. Capital structure of the business organization refers to the proportion of external funds and internal funds, i.e., debt and equity. In Saudi Arabia, petrochemicals companies are working on equity, but financial performance reflects negative trend for the period 2004 to 2016. The research is based upon secondary data available on the websites of petrochemicals companies of Saudi Arabia. Financial Ratio variability analysis and Trend Indices of financial ratios (TICBI) measure and compare the financial variability and sensitivity of financial ratios of the business organization. Correlation between Trend Indices (TICBI) of independent variable and dependent variables are to be calculated to know the impact of changes in debt equity on other dependent variables. The results reveal the unexpected performance of petrochemicals companies due to under-utilization of the resources caused by low demand and lower prices of the products governed by some internal and external factors. The study finds that size, demand, cost of production, profitable streams of products, and low cost capital in external funds are the factors responsible for overall growth development of the petrochemicals industry of Saudi Arabia.
