Analysis of Disaster with Casualty Caused by Malfunction of the Water Level Monitoring System in Imjin River (임진강 경보제어시스템 오동작으로 인한 인명피해 사고 사례 분석)

  • North Korea's discharge of water from a dam into the Imjin River that flows through the inter-Korean border swept away a riverside camping site early Sunday morning, killing six people. This tragic incident might have been prevented if the North had given prior notice of the release from its Hwanggang Dam to the South. Investigations are under way to determine the reasons behind the unexpected act. This incident was a man-made disaster not least death of six people. A water level monitoring system(WLMS) of the Imjin River was installed the bridge of Pilseung that operate three public institutions. The WLMS of the A institution set up warning siren and broadcasting as the water level has been rising the bridge of Pilseung in the Imjin River. But the A institution's system was already out of side before discharged of water a dam into the Imjin River and the operators were culpable negligence. The B institution's office employee on charges of negligence that might have contributed to the tragedy and one of the A institution's employees ignored 26 warning messages on the WLMS. This tragic incident was a man-made disaster not least death of six people and might have been prevented if the WLMS was normally operated and the system operators must be worked a tight.

Experience of a Disaster Medical Assistant Team activation in the fire disaster at Jecheon sports complex building: limitation and importance of rescue (제천 스포츠복합건물 화재 재난에서의 권역재난의료지원팀 활동 경험 고찰: 한계점과 구조의 중요성)

  • Objective: This study was designed to report on the progress of the fire at Jecheon sports complex and to assess the adequacy of Disaster Medical Assistant Team (DMAT)'s activities in response to the fire disaster. Methods: We conducted a retrospective review based on camera recordings and medical records that were recorded at the disaster site for assessment of activities. We cooperated with firefighters, police officers, local hospital medical staffs and public health personnel in Jecheon in order to classify patients in the disaster field and to understand the patients' progress. Results: At 15:53, the first request for emergency rescue came to the 119 general emergency call center, and a request for DMAT activation came at 16:28. DMAT arrived at the site at 17:04 and remained active until the following day at 00:43. The total number of casualties was 60, including 27 minimal (Green) patients, 29 expectant (Black) patients, three delayed (Yellow) patients, and one immediate (Red) patient. There were 32 patients who received on-site care by DMAT. Two patients were transferred from a local hospital to Wonju Severance Christian Hospital for hyperbaric oxygen therapy. Conclusion: Twenty-nine victims were found in the sports complex building, and there were 31 mildly to moderately injured patients in this fire disaster. The main cause of death was thought to be smoke suffocation. Although DMAT was activated relatively quickly, it was not able to provide effective activity due to the late rescue and difficulty with fire suppression.

  • Abstract The objective of this study is to investigate and analyze understanding of residents living in landslide disaster impact areas to landslide mitigation and recovery projects with respect to develop socio-economic damage level standards of landslide disasters. South Korea is one of the representative mountain-side urbanized countries that cities have been developed through mountain-side urbanization due to high population density because mountain areas occupy 64 percent of the total land proportion. South Korea were recently suffered from the massive landslide disasters with significant causality that overcomes the annual drowned causality of flood disasters. Consequently, the total death toll of South Korea landslide disasters including unexpected Mt. Woo-Myun disaster and Chuncheon disaster in 2011 became forty-three persons. The hugh amount of disaster management budget was spent in landslide mitigation and recovery projects of the affected areas. This research performed facility field research and resident surveys for landslide damage conditions and damage factors for Mt. Woo-Myun, Chuncheon, Pusan, and Dongdoochon that were major effect cities of 2011 landslide disasters.

  • Lately, In case of domestic fire situation, Suffocation due to inflammables has shown higher than direct disaster of the fire among the statistics of death caused by disaster. According to study, Lightweight Hybrid Panel as using the inner or outer wall is made with Polysilicon of the inorganic material, PA and vermiculite, so we make progress to performance experiment and review the density, thermal conductivity properties.

A Study on the Cause of Death Accident on Peak and Non-Peak Hours in Highway using Logistic Regression Analysis (로지스틱 회귀분석을 이용한 첨두·비첨두시간대 고속도로 노선별 사망사고 원인 분석에 관한 연구)

  • 본 연구는 전국 고속도로별 첨두 비첨두 시간에 발생되는 교통사고 중 사망사고의 주요 요인들을 발견하고 분석하여 각 노선별 사고 특성을 제시하고자 한다. 이에 로지스틱 회귀분석을 통해 분석한 결과 남해선의 경우 첨두 시간에 발생되는 사망사고의 요인 중 주시태만이 첨두가 비첨두의 경우보다 높게 나타났고, 논산천안선, 호남선과 중부내륙선의 경우 모두 졸음의 사망사고 위험도가 첨두일 경우 비첨두의 경우보다 높게 나왔으며 논산천안선, 호남선의 경우 비첨두일 때 과속에도 영향을 받는 경향을 나타냈다. 특이하게 경부선의 경우 졸음의 사망사고 위험도가 오히려 비첨두일 경우가 첨두의 경우보다 높게 나타났다. 비첨두일 경우 경인선, 서해안선, 영동선 등의 노선에서도 졸음, 주시태만과 과속의 위험도가 나타났다.

  • 본 연구는 고속도로 40개선을 중부 남부 그룹으로 나누어 종단경사, 월별, 가해자연령구간 측면에서 사고 특성을 파악함으로써 유의하게 지역별 고속도로 사망사고를 높이는 요인을 분석하고자 했다. 조사된 노선 중 88올림픽선, 남해선, 호남선, 울산선 등을 포함한 18개 고속도로 노선을 남부 그룹으로, 경인선, 영동선, 서울외곽순환선 등을 포함한 11개 고속도로 노선을 중부 그룹으로 나누어 비교 분석 결과는 다음과 같았다. 고속도로에서의 사망사고 주요 원인의 비율 1위 과속, 2위 주시태만으로 비슷했으나 남부 고속도로 그룹은 요인 중 졸음에만 유의했다. 중부 고속도로 그룹에서도 졸음 시 유의하게 나타났으며 남부보다 오즈비가 1.22배 높게 나타났다. 추가로 중부 고속도로 그룹에서 주시태만(오즈비 1.477), 운전자기타(오즈비 0.347)이 유의하게 도출되었다.

  • By the report of KISCO, the 54.20% of total disaster and the 20.87% of death disaster was caused by unsafe position-control. However, it is possible to decrease this kind of disaster rate by designing the control device in the consideration of safety. One of the most popular control device is vehicle instrument panel. Therefore, not only basic function but safe control under the driving environments should be considered when the vehicle instrument panel is designed. For safe control at the driving time, it is especially important to determine the priority of each part using emergency degree and usage frequency, and to set them with this priority for easy control position. In this paper, developing method to determine the priority of each part by pair-wise comparison for emergency degree and usage frequency was suggested and generated the mutual order weights to give them orders. To apply this method to the parts of instrument panel such as function button, audio, air conditioner, and other several detail parts, the direct questionnaire was implemented to drivers about the emergency degree and usage frequency of each part.

A Risk Assessment Method using Disaster Influence Factors on Construction Project (건설 프로젝트의 재해영향요인 기반 위험성 평가방법)

  • Current risk assessment methods typically determine accident risks embedded in construction projects by combining severity and frequency; however, they do not reflect the characteristics of construction projects. To solve the problem, this study aims to develop a novel risk assessment method that combines severity, frequency, and disaster influence factors (i.e., weather conditions and worker's characteristics) for assessing risks of activities occurring on a construction site actually. In this study, a severity was estimated by death against victims, and a frequency was estimated by the victim rate. The frequency was then converted to probability taking disaster influence factors into account. Thus, instead of considering severity and frequency for assessing the original risks (RO), the proposed method uses severity and probability to yield adjusted risks (RA) for each activity. A case study was conducted to determine if the proposed method works as intended in a real setting. The results show that RA is more sensitive to disaster influence factors than RO and, therefore, is able to assess the actual risks reflecting the working environment and conditions of a construction site. This study contributes to risk management of construction projects by offering a risk assessment method that measures a possibility of potential disasters from the probabilistic perspective. This method would help project managers assess accident risks in a more systematic and quantitative manner.

Improvement of funeral home services in preparation for national disasters (국가재난대비 지정 장례식장 서비스의 개선 방안)

  • As new disasters such as COVID-19, MERS, and earthquakes appear in modern society, the nation's ability to manage uncertain risks is becoming more important. The government is promoting a disaster safety management policy closely related to daily life by reinforcing on-site response capabilities. Therefore, in order to respond more effectively to disasters that have recently been enlarged, complicated, and delocalized, there is a limit to only disaster-related organizations in the public sector. It is necessary to check it and find ways to develop it. In the event of an unpredictable national disaster or infection, the government needs disaster safety management measures closely related to daily life. Accordingly, as an efficient response and strategy such as procedures and methods for funeral support at the scene of a national disaster were needed, a designated funeral home was introduced. In the event of a major disaster, a large number of casualties that exceed the daily work level of the relevant department occur and rapid changes in relief, medical care, funeral and administrative procedures occur accordingly. The purpose of this study is to derive basic operating directions and prompt funeral support plans for funeral homes designated for national disaster preparedness.

  • In this thesis using FTA technique, the author proposes a new method of analysis of some accidents in construction work. Some efficient plans of safe facility investment are made out. For this study, I referred to 'The Death Accident in Construction Works', which have been published by Korea Industrial Safety Corporation from 1993 to 1999 for 6 years. I selected some of apartment constructions which have caused many deaths for the purpose of analysis in the study. I found that the concrete work using ferro-deck takes more deaths than the conventional construction. After finding this, I selected GANG FORM works using ferro-concrete which is the most widely used but causes many accidents. On the basis of the classification, I try to do some quantitative analyses by adding the death frequency and material factors. In order to draw up the most efficient investment plan, it is imperative that FT diagram be made out and that factors. In order to draw up the most efficient investment plan, it is imperative that FT diagram be made out and that minimal Cut Set be needed. It requires a great deal to labor and time to get Minimal Cut Set. The Minimal Cut Set which is formed of these process is the main factor to analyze disaster in the work. It is desirable that we add calculated percentage of accidents to these factors to these factors in value order, that is to say, from the high cost to low cost.
