Sunrise and sunset times differ depending on location and date. Previous studies conveniently but monotonously applied day and night times set up. This research defined the daytime and nighttime while considering the time of twilight according to the date and the location of ship collision accidents. Classifying the frequency of ship collision accidents with this standard, we conducted a chi-squared test for the difference between daytime and nighttime. The frequencies of ship collision accidents according to daytime and nighttime was compared by season, month, and time, and all of them showed statistically significant differences. The highest number of daytime ship collisions was 11.6 %, in June, and nighttime collisions peaked at 13.7 %, in December. The most frequent hour for daytime ship collisions was 0700h-0800h, at 10.2 %, and nighttime collisions peaked between 0400h-0500h, at 16.9 %. It is clear that the criteria used in previous studies cited was applied without any theoretical basis and likely only for the convenience of the researchers. It was found that results depend on what criteria are applied to the same research data. This study shows that statistical analyses of marine accidents, traffic volume, and congestion density should be carried out quantitatively while considering daytime and nighttime hours for each particular location and date.
The increase of economic growth has brought out the noise pollutions in city regions. To evaluate these problems, this study was investigated to assessment and analysis of noise pollutions at Cheongju area in winter and summer seasons. The noise levels were measured and analyzed at the general areas the 4 roadside areas (park, residential, commercial, and industrial area). As a result, following facts have been found. The equivalent sound levels(Leq) at general are in winter were 51.3∼78.2 dB(A) at the daytime and 41.1∼63.1 dB(A) at the nighttime And in summer there were 53.5∼77.3 dB(A) at the daytime and 41.9∼64.0 dB(A) at the nighttime, respectively. These values were higher than average value of Korea. At the roadside area, the values of Leq were 51.9∼72.8 dB(A) at the daytime, 44.3∼68.2 dB(a) at the nighttime in winter, and in summer there were 62.5∼73.1 dB(A) at the daytime and 50.4∼68.3 dB(A) at the nighttime, respectively. These values were lower than average value of Korea. The calculated traffic noise index(TNI) were 64.6∼93.6 at the daytime and 26.5∼106.6 at the nighttime in winter, In summer, there were 65.0∼90.7 at the daytime, and 32.3∼91.8 at the nighttime. The TNI values varied wide ranges at the nighttime according to traffic volumes.
PURPOSES: This study analyzes the characteristics of traffic flow on freeway sections under daytime and nighttime conditions to improve traffic safety, and suggests a method to estimate an accurate freeway capacity value that reflects these characteristics. METHODS : The trends and differences in capacity were investigated using comprehensive field data collected under both daytime and nighttime conditions on freeway sections with designated speeds of 80, 100, and 120 kph. RESULTS : The capacity values under nighttime driving conditions were reduced by 3.3%, 6.9%, and 8.8% at 80, 100, and 120 kph, respectively. Several nighttime adjustment factors were deduced for each designated speed category from the analysis results. CONCLUSIONS : It is expected that more accurate capacity values can be estimated for freeway sections under nighttime conditions by applying the resulting adjustment factors. In addition, traffic safety will be improved through the increased efficiency of traffic management on these freeway sections.

This paper presents an effective vision based method for LED traffic light detection at the daytime. First, the proposed method calculates horizontal coordinates to set region of interest (ROI) on input sequence images. Second, the proposed uses color segmentation method to extract region of green and red traffic light. Next, to classify traffic light and another noise, shape filter and haar-like feature value are used. Finally, temporal delay filter with weight is applied to remove blinking effect of LED traffic light, and state and weight of traffic light detection are used to classify types of traffic light. For simulations, the proposed method is implemented through Intel Core CPU with 2.80 GHz and 4 GB RAM, and tested on the urban and rural road video. Average detection rate of traffic light is 94.50 % and average recognition rate of traffic type is 90.24 %. Average computing time of the proposed method is 11 ms.

PURPOSES : The purposes of this study are to compare the day and night characteristics and to develop the models of traffic accidents. in Rural Signalized Intersections METHODS : To develop day and night traffic accident models using the Negative Binomial Model, which was constructed for 156 signalized intersections of rural areas, through field investigations and casualty data from the National Police Agency. RESULTS : Among a total of 17 variances, the daytime traffic accident estimate models identified a total of 9 influence factors of traffic accidents. In the case of nighttime traffic accident models, 11 influence factors of traffic accidents were identified. CONCLUSIONS : By comparing the two models, it was determined that the number of main roads was an independent factor for daytime accidents. For nighttime accidents, several factors were independently involved, including the number of entrances to sub-roads, whether left turn lanes existed in major roads, the distances of pedestrian crossings to main roads and sub-roads, lighting facilities, and others. It was apparent that if the same situation arises, the probability of an accident occurring at night is higher than during the day because the speed of travel through intersections in rural areas is somewhat higher at night than during the day.

This study aimed to investigate the sleep-wake patterns, social jetlag (SJL), and daytime sleepiness (DS) among air traffic controllers (ATCs) with rotating shifts. A total of 133 shift-rotating ATCs participated by completing self-report questionnaires regarding their sleep-wake patterns and DS. SJL, indicating the mid-sleep difference between workdays (W) and free days (F), was calculated for each shift. Night-shift workdays had the shortest sleep duration (SD) (5.28 hours), whereas free days following day shifts had the longest SD (6.66 hours). SJL for day and night shifts was 2.73 and 2.71 hours, respectively. The average DS score was 7.92 out of 24, with a 28.6% prevalence of DS. There was a negative correlation between SD following day shifts and SJL for the day shifts. Given these findings, it is recommended to implement effective interventions and work schedules to maintain consistent sleep patterns and minimize social jetlag to address sleep issues for shift-working ATCs.

The daytime(7 a.m to 10 p.m.) and the nighttime(10 p.m. to 7 a.m.) used to calculate existing $L_{dn}$ is different from the domestic daytime(6 a.m to 10 p.m.) and nighttime(10 p.m. to 6 a.m.) periods. The difference of a time periods makes too difficult for converting measured $L_{eq}$ during daytime($L_d$) and nighttime($L_n$) periods to $L_{dn}$. Thus, it is difficult to directly compare with $L_{dn}$ standard of a foreign country. The pupose of paper is to propose a proper experimental equations that make up for the problems. The data of this paper used road traffic noise data of Auto-Network System(ANS) that generates $L_{eq}$ TNI, $L_{NP}$ for 1 hour. A method of this paper is as follows.(1) The data of ANS converted 24 hour $L_{eq}$ which measured every 1 hour to existing $L_{dn}$ and to $L_{dn}$ of an experimental equations.(2) The existing Lan is compared to results of $L_{dn}$ from experimental equations. The paper proposes a three experimental equations. This paper select an approximate equation that was most similar, to existing $L_{dn}$ out of these equations. When $L_{eq}$ data of different daytime and nighttime periods are converted to $L_{dn}$, an experimental equation of this paper can be used and applied to $L_{dn}$'s calculation.

PURPOSES : Low visibility caused by dark surroundings at nighttime affects the likelihood of accidents, and various efforts, such as installing road safety facilities, have been made to reduce accidents at night. Despite these efforts, the nighttime severity index (SI) in Korea was higher than the daytime SI during 2011-2014. This study determined the factors affecting daytime and nighttime accident severity through a discriminant analysis. METHODS : Discriminant analysis. RESULTS : First, drowsiness, lack of attention, and lighting facilities affected both daytime and nighttime accident severity. Accidents were found to be caused by a low ability to recognize the driving conditions and a low obstacle avoidance capability. Second, road conditions and speeding affected only the daytime accident severity. Third, failure to maintain a safe distance significantly affected daytime accident severity and nonsignificantly affected nighttime accident severity. The majority of such accidents were caused by rear-end collisions of vehicles driving in the same direction; given the low relative speed difference in such cases, the shock imparted by the accidents was minimal. CONCLUSIONS : Accidents caused by a failure to maintain a safe distance has lower severity than do accidents caused by other factors.

The strong protection method of radiation emergency preparedness is the evacuation when a great deal of radionuclide material is released to environment. Required factors for evacuation time estimate of Ulchin nuclear power plant site were investigated. The traffic capacity and the traffic volume by season were investigated for the traffic analysis and simulation within EPZ of Ulchin site. As a result, the background traffic volume by season were established. The NETSIM code was applied to simulate for 12 scenarios in the event of normal traffic/summer peak traffic/winter peak traffic, daytime/night, and normal weather/adverse weather conditions. The results showed that the evacuation time required for total vehicles to move out from EPZ took generally $210\~315$ minutes. The evacuation time took longer about 45 minutes at night than in the daytime, and 45 minutes in adverse weather than normal condition.
PURPOSES : The purpose of this study is to develop models of accidents occurring at circular intersections related to the time of day and night and driver gender, and to provide countermeasures for safer circular intersections. METHODS : Seventy intersections built before 2008 were surveyed for inclusion in the modeling. Traffic accident data from 2008 to 2014 were collected from the TAAS data set of the Road Traffic Authority. Sixteen variables explaining the accidents including geometry and traffic volume were selected from the literature and seven multiple linear regression models were developed using SPSS 20.0. RESULTS : First, the null hypotheses, that the number of traffic accidents are not related to driver gender or time of day, were rejected at a 5% level of significance. Second, seven statistically significant accident models with $R^2$ value of 0.643-0.890 were developed. Third, in daytime models by gender, when the right-turn-only lane was selected as the common variable, the number of lanes, presence of driveways and speed humps, diagrammatic exit destination sign, and total entering traffic volume were evaluated as specific variables. Finally, in nighttime models by gender, when the diagrammatic exit destination sign was selected as the common variable, total entering traffic volume, presence of right-turn-only lanes, number of circulatory road way lanes, and presence of splitter islands and driveways were identified as specific variables. CONCLUSIONS:This study developed seven accident models and analyzed the common and specific variables by time of day and gender. The results suggest approaches to providing countermeasures for safer circular intersections.
