As a plan for oil spill accidents, research to collect and analyze optimal equipment assignments is essential. However, studies that have diversified and analyzed the optimal equipment assignments for responding to oil spill accidents have not been preceded. In response to the need for analyzing optimal equipment assignments study, we devised a genetic algorithm for optimal equipment assignments. The designed genetic algorithm yielded 10,000 optimal equipment assignments. We clustered using the k-means algorithm. As a result, the two clusters of Yeosu, Daesan, and Ulsan, which are expected to be the largest spills, were clearly identified. We also projected 16-dimensional data in two dimensions via Sammon's mapping. The projected data were analyzed for distribution. We confirmed that results of the simulation were better than those of optimal equipment assignments included in the cluster.In the future, it will be possible to implement an approximate model with excellent performance based on this study.

Especially, this makes terrible social problems that the users who sign up their site are persistingly attacked and damaged by hackers using this information. As methods of the social technologic attacks are simple but based upon human psychology, it is easy that people become a victim in the majority of cases. There is a strategy blocking fishing sites by using the black list for defending these attacks. This tactic, however, has some problems that it isn't possible to handle new fishing sites having a short life-cycle. In this paper, we suggest two solutions to minimize data spill. One marks existing sites with the sign of a reliability measured by a comparison between black list and the white list; therefore, the user check the authenticity about the homepage. The other shut off previously the leaking of private information by sensing a entry of personal information into new sites.
The ocean drifter is a device for observing the ocean weather by floating off the sea surface. The data observed through the drifter is utilized in the ocean weather prediction and oil spill. Observed data may contain incorrect or missing data at the time of observation, and accuracy may be lowered when we use the data. In this paper, we propose a data correction model using recurrent neural networks. We corrected data collected from 7 drifters in 2015 and 8 drifters in 2016, and conducted experiments of drifter moving prediction to reflect the correction results. Experimental results showed that observed data are corrected by 13.9% and improved the performance of the prediction model by 1.4%.
An oil tracking system that monitors the spilt oil trajectory by using GPS was developed. The system consists of a tracking buoy deployed on the oil spilt area and an onshore(or onboard) monitoring station. The tracking buoy is equipped with GPS, signal converter, handy radio and battery while the monitoring station includes a station radio, signal converter, antennas and PC. The hull shape of buoy is designed to effectively simulate the spilt oil movement at sea surface. Radio sets for HAM are used as a data transmitter and a data receiving station, and signal converter is also for amateur use. A field experiment was conducted and it was shown that the integrated system is relable and robust. The developed oil tracking system reveals reatively good performance at reasonable cost. In favorable environment the system may communicate in the distance more than 50km.

Since adopting 1969 CLC and 1971 FC, IMO increased maximum amount of compensation by adopting protocols of 1969 CLC and 1971 FC. Recently IMO adopted 2003 Supplementary Fund by which the compensation limits increased dramatically to 750 million SDR. Korea government has only entered 1992CLC/FC. However, since the Hebei Spirit incident in 2007, there have been strong claims that Korea government should enter 2003 Supplementary Fund. In this article, feasibility study was carried out to help Korea government decide whether or not entering the Convention. The quantitative analysis has been carried out using data of the past oil spill accidents and contribution fee to IOPC Fund and showed that the benefit was much bigger than costs. The qualitative analysis in relation to resources fix compensation to victims, benefits of consignee, and the status of Korea in IMO also showed that Korea should ratify the 2003 SF.
Most of the distributed high-dimensional indexing structures provide a reasonable search performance especially when the dataset is uniformly distributed. However, in case when the dataset is clustered or skewed, the search performances gradually degrade as compared with the uniformly distributed dataset. We propose a method of improving the k-nearest neighbor search performance for the distributed vector approximation-tree based on the strongly clustered or skewed dataset. The basic idea is to compute volumes of the leaf nodes on the top-tree of a distributed vector approximation-tree and to assign different number of bits to them in order to assure an identification performance of vector approximation. In other words, it can be done by assigning more bits to the high-density clusters. We conducted experiments to compare the search performance with the distributed hybrid spill-tree and distributed vector approximation-tree by using the synthetic and real data sets. The experimental results show that our proposed scheme provides consistent results with significant performance improvements of the distributed vector approximation-tree for strongly clustered or skewed datasets.
We reviewed literature focusing on the amounts of domestic production, distribution, and consumption of strong acids and their spill cases. In particular, we investigated the chemistry and toxicity of four strong acids classified as "accident preparedness substances," including hydrochloric, nitric, sulfuric, and hydrofluoric acid. We recommend sulfuric and hydrofluoric acid as the chemicals of priority control based on the amounts used and toxicity. An advanced prevention/response system needs to be established along with an improved human and social infrastructure to prevent and efficiently respond to chemical accidents. Understanding the behavior and transport of spilled strong acids in the soil and groundwater environments requires a multi-disciplinary approach since they go through a variety of chemical and biogeochemical reactions with complex geomedia. However, no such research has been done in this area in Korea to the best of our knowledge. We expect the results of this study to contribute as basic data to future research.

The ocean ecosystem and the marine farms were damaged after latest oil spill in Taean. They suffered heavily due to the expansion of the red tide on the coast and the sudden changes in water temperature. We should develop the way to deal with various factors to reduce the damage. In this paper, real time data with which are supplied us through many kinds of sensors on measure equipments will be processed to the visualized shape. Simple numeric data and 2D graph will be changed 2D or 3D graphic objects and animations using WPF, a new effect method in user interface area. This visualization system for environmental data shows us various pictures and offers multimedia data communication.

Mallipo is a representative beach contaminated by Hebei Spirit oil spill accident in December 2007. This study aims to compare the differences of two seasons (winter and summer) for the spatio-temporal variation patterns of oiling status in the whole area and divided five regions of Mallipo beach. In the whole area, the decreasing rate of average TPH (total petroleum hydrocarbon) in winter was twice greater than summer during four years. According to the spatial variation pattern analysis of oiling status using weighted mean center and weighted standard distance, the oil concentration was clustered on southwestern region in winter, however, the TPH was dispersed in the whole area in summer. Temporal variation pattern of TPH in each of Mallipo's five regions showed that TPH had been consistently decreased in winter, but oil concentration had not been changed in summer since 2009 except the southwestern region. Therefore, in order to evaluate and predict the progress of oiling status, it is needed to analyze the spatio-temporal variation pattern of TPH using spatial analysis after separating data into seasons (e.g., winter and summer). In addition, time series analysis is useful in the regional scales through spatial partitioning rather than the whole beach area for the understanding of temporal variation pattern.
In this study, for the purpose of water supply planning, we propose a sophisticated multi-period mixed integer programming model that can coordinate the behavior of multi-reservoir operation, minimizing unnecessary spill. It can simulate the system with operating rules which are self- generated by the optimization engine in the algorithm. It is an optimization model in structure, but it indeed simulates the coordinating behavior of multi-reservoir operation. It minimizes the water shortfalls in demand requirements, maintaining flood reserve volume, minimizing unnecessary spill, maximizing hydropower generation release, keeping water storage levels high for efficient hydroelectric turbine operation. This optimization model is a large scale mixed integer programming problem that consists of 3.920 integer variables and 68.658 by 132.384 node-arc incidence matrix for 28 years of data. In order to handle the enormous amount of data generated by a big mathematical model, the utilization of DBMS (data base management system)seems to be inevitable. It has been tested with the Han River multi-reservoir system in Korea, which consists of 2 large multipurpose dams and 3 hydroelectric dams. We demonstrated successfully that there is a good chance of saving substantial amount of water should it be put to use in real time with a good inflow forecasting system.
