This study is to improve the method of calculating the risk of liability that arise from release and dispersion of chemicals outside the plant in process industries such as chemical and petrochemical plants. To achieve this goal, the correlation factors with the risk of chemical release accident is derived by simulating release and dispersion of substances (14 types) designated by Ministry of Environment as preparation for accident, analyzing the cases of chemical release and effects of plant life damage. The method of calculating chemical liability risk was modified and supplemented based on the results obtained from the study. The correlation coefficient between the probit value of 14 chemical types and the liability risk by EURAM (European Union Risk Ranking Method) was -0.526, while the correlation coefficient with the modified chemical release accident risk was 0.319. Thus, the value from modified method shows that they appear to be correlated. According to modified calculating methodology, the correlation between ERPG-2 value and liability risk of 97 chemical types was -0.494 which is 19 times higher than existing liability risk correlation as absolute value. And the correlation coefficient of corrosion risk was 0.91. The standardized regression coefficients (β) value of correlation factors that affected the increase and decrease of risk were derived in order of Corrosion Index(0.713), ERPG-2 (0.400) and NFPA Health Index (0.0680) by values. It is expected that these findings this study result will also enable the calculation of reasonable chemical release liability risk for existing and new chemical, and will help use them as quantitative liability risk management indicators for chemical plant site.

HAZUS-MH is a GIS-based computer program that estimates potential losses from multi-hazard phenomena: earthquakes, floods and hurricanes. With respect to seismic disaster, characteristics of a hypothetical or actual earthquake are entered into HAZUS. Then HAZUS estimates the intensity of ground shaking and calculates the correspondent losses. In this study, HAZUS was used as a part of the preparations of the future seismic events at a coastal plant facility area. To reliably characterize the target facility area, many geotechnical characteristics data were synthesized from the existing site investigation reports. And the buildings and facilities were sorted by analyzing their material and structural characteristics. In particular, the study area was divided into 17 blocks taking into account the situation of both land development and facility distribution. The ground conditions of blocks were categorized according to the site classification scheme for earthquake-resistant design. Moreover, seismic fragility curves of a main facilities were derived based on the numerical modeling and were incorporated into the database in HAZUS. The results estimated in the study area using HAZUS showed various seismic damage and loss potentials depending on site conditions and structural categories. This case study verified the usefulness of the HAZUS for estimating earthquake losses in coastal facility areas.

Previous management for speed in road traffic system was aimed only to the improvement of mobility and safety. However, consideration for the aspect of environment and energy consumption efficiency was valued less than the former ones. Nevertheless, economical damage scope caused by climate change has been increasing and it is estimated that environmental value will be increased because of the change of external circumstances. In addition, policy for reducing carbon emission in transportation system was assessed as insufficient in improving the condition of traffic road since it only focused on the transition of private vehicle into public transportation and development of eco-friendly car. Now it is the time to prepare for the adaptation strategy and precaution for the increased number of private vehicle in Korea. For this, paradigm shift in traffic operation which includes the policy not only about the mobility but also about caring environment would be needed. It is needed to be able to monitor the actual amount of greenhouse gas in real time to reduce the amount of emitted greenhouse gas in the aspect of traffic management. In this research, a methodology which can build on-line greenhouse gas emission monitoring system by using real time traffic data and predicting the circumstance in next 5 minutes was suggested.
Flacherie virus (FV) is an important pathogen in the silkworm, which often gives serious damage to farmers for cocoon production. The inbred parents and F$_1$'s from an eight-parent diallel were examined to determine the inheritance of resistance to flacherie virus in the silkworm. Three resistant (R), two intermediate (M) and three susceptible (S) inbreds were used in the diallel with no reciprocals. Mean resistance was measured by survival rates of larvae which were fed on mulberry leaves sprayed with diluted mid-gut homogenate of FV infected larvae. Broad-sense heritability was obtained according to inbreds and F$_1$ family performance. Estimation of general (GCA) and specific combining ability (SCA) was made according to Griffing's Model 1, Method 2. Mean FV resistance of F$_1$ family displayed additive effect of the major gene, while heterotic effect was not significant. Considerable variation in FV resistance within F$_1$ groups of R$\times$S and S$\times$S indicated that action of minor genes for FV resistance may have been involved. FV resistance of inbreds perse and predominant effect of the major gene over minor gene(s) satisfactorily predicted the FV resistance of the hybrids. Broadsense heritability value of FV resistance on the basis of F$_1$ family performance averaged 93%, which suggested that environmental effects might have not been important in this experiment. GCA was highly significant for FV resistant among inbreds. GCA effect of 13.1 in Jam 108 was highest and -17.7 in Gyeongchu lowest. Effective selection for high FV resistance would be possible, using inbreds with high GCA effect and low GCA variance. SCA was significant among hybrids. High SCA effect in the hybrid of Geumho$\times$Mudeung (13.7) and Hansaeng #4$\times$Jam 115 (11.6) indicated that the interaction effect of minor genes for resistance to FV in the silkworm could be exploited by standard silkworm breeding procedures.

By considering the definition and application of resolution as well as the concept and theory of SAR, the essential contents of the SAR design and analysis are described. This paper is to compare and analyze the resolution performance capability of three techniques for achieving azimuth resolution such as the real aperture, the unfocused and the focused techniques, through the simulation. Simulation is performed to make the restricted conditions for the unfocused technique that can be implemented by the less commputing load of signal processingand the lower cost. Through the mission analysis, the use of SAR image can be applied for estimation of whole situation at the regional area in the field of military demands for tactical purpose as well as civilian demands for the damage of disaster. RPV and sall or medium aircraft are selected to carry the SAR for these purposes and the proper resolution turns ou 5~15 m. The trade-off study of variables through the simulations results in the proper conditions such that range is less 3, 000 m, Wavelength is 1~10 m, and the raw signals and results processed by three techniques for two point targets are exhibited undr such conditions. Therefore, at some points, the result of this paper si proposed for useful applications of unforcused technique in the restricted conditions except the identification of the small target at a long range re- quired for high resolution.
Appropriate speed limits at a reasonable level in urban roads are highly important factors for efficient and safe movement. Thus, it is greatly necessary to develop the objective models or methodology based on engineering study considering factors such as traffic accident rates, roadside development levels, and roadway geometry characteristics etc. The purpose of this study is to develop the estimate model of appropriate speed limits at each road sections in urban roads using traffic information big data and field specific data and to review the effects of accident decrease. In this study, the estimate method of appropriate speed limits in directional two or more lanes of urban roads is reflecting features of actual variables in a form of adjustment factor on the basis of the maximum statutory speed limits. As a result of investigating and testing influential variables, the main variables to affect the operating speed are the function of road, the existence of median, the width of lane, the number of traffic entrance/exit path and the number of traffic signal or nonsignal at intersection and crosswalk. As a result of testing this model, when the differences are bigger between the real operating speed and the recommended speed limits using model developed in this study, the accident rate generally turns out to be higher. In case of using the model proposed in this study, it means accident rate can be lower. When the result of this study is applied, the speed limits of directional two or more lane roads in Seoul appears about 11km/h lower than the current speed limits. The decrease of average operating speed caused by the decrease of speed limits is 2.8km/h, and the decrease effect of whole accidents according to the decrease of speed is 18% at research road. In case that accident severity is considered, the accident decrease effects are expected to 17~24% in fatalities, 11~17% in seriously injured road user, 6~9% in slightly injured road user, 5~6% in property damage only accidents.

The purpose of this study is to improve the accuracy of the urban runoff and drainage network analysis by using the observed water level in the drainage network. To do this, sensitivity analysis for major parameters of SWMM (Storm Water Management Model) was performed and parameters were calibrated. The sensitivity of the parameters was the order of the roughness of the conduit, the roughness of the impervious area, the width of the watershed, and the roughness of the pervious area. Six types of scenarios were set up according to the number and types of parameter considering four parameters with high sensitivity. These scenarios were applied to the Seocho-3/4/5, Yeoksam, and Nonhyun drainage basins, where the serious flood damage occurred due to the heavy rain on 21 July, 2013. Parameter optimization analysis based on PEST (Parameter ESTimation) model for each scenario was performed by comparing observed water level in the conduits. By analyzing the accuracy of each scenario, more improved simulation results could be obtained, that is, the maximum RMSE (Root Mean Square Error) could be reduced by 2.41cm and the maximum peak error by 13.7%. The results of this study will be helpful to analyze volume of the manhole surcharge and forecast the inundation area more accurately.
Long-term stability and delayed failure of granite were evaluated through the laboratory test based on Wilkins method and Brazilian disc test (BDT) which yields tensile strength, mode I fracture toughness and subcritical crack growth parameters. Then, the long-term strength of granite was estimated by using analytical models and long-term stability of compressed air-energy storage (CAES) pilot cavern pressurized up to 5 ~ 6 MPa was evaluated using numerical code, FRACOD with the determined subcritical crack growth parameters. The results of test and analyses showed that the subcritical crack growth index, n was determined as 29.39 and the inner pressure of 5 ~ 6 MPa had an insignificant effect on the long-term stability of pilot cavern. It was also found that the measurement and analysis of acoustic emission events can describe the accumulation of damage due to subcritical crack growth quantitatively. That is, AE monitoring can provide the current status of rock under loading if we make an identical installation condition in the field with that of the laboratory test.

Nondestructive test (NDT) provides much information on concrete without damage of structural functions. Of NDT methods, elastic wave propagation methods, such as ultrasonic pulse velocity (UPV) method and impact-echo (IE) method, have been successfully used to estimate the strength, elastic modulus, and Poisson's ratio of concrete as well as to detect the internal microstructural change and defects. In this study, the concretes with water-binder ratio ranging from 0.27 to 0.50 and fly ash content of 20% were made and then their longitudinal wave velocities were measured by UPV and IE method, respectively. Test results showed that the UPV is greater than the longitudinal wave velocity measured by the If method, i.e., rod-wave velocity obtained from the same concrete cylinder. It was found that the difference between the two types of velocities decreased with increasing the ages of concrete and strength level. Moreover, for the empirical formula, the dynamic Poisson's ratio, static and dynamic moduli of elasticity, and velocity-strength relationship were determined. It was observed that the Poisson's ratio and the modulus of elasticity determined by the dynamic method are greater than those determined by the static test. Consequently, for the more accurate estimation of concrete properties using the elastic wave velocities, the characteristics of these velocities should be understood.

New approaches for detecting, preventing and remedying environmental damage are important for protection of the environment. Procedures must be developed and implemented to reduce the amount of waste produced in chemical processes, to detect the presence and/or concentration of contaminants and decontaminate fouled environments. Contamination can be classified into three general types: airborne, surface and structural. The most dangerous type is airborne contamination, because of the opportunity for inhalation and ingestion. The second most dangerous type is surface contamination. Surface contamination can be transferred to workers by casual contact and if disturbed can easily be made airborne. The decontamination of the surface in the nuclear facilities has been widely studied with particular emphasis on small and large surfaces. The amount of wastes being produced during decommissioning of nuclear facilities is much higher than the total wastes cumulated during operation. And, the process of decommissioning has a strong possibility of personal's exposure and emission to environment of the radioactive contaminants, requiring through monitoring and estimation of radiation and radioactivity. So, it is important to monitor the radioactive contamination level of the nuclear facilities for the determination of the decontamination method, the establishment of the decommissioning planning, and the worker's safety. But it is very difficult to measure the surface contamination of the floor and wall in the highly contaminated facilities. In this study, the poly(styrene-ethyl acrylate) [poly(St-EA)] core-shell composite polymer for measurement of the radioactive contamination was synthesized by the method of emulsion polymerization. The morphology of the poly(St-EA) composite emulsion particle was core-shell structure, with polystyrene (PS)as the core and poly(ethyl acrylate) (PEA) as the shell. Core-shell polymers of styrene (St)/ethyl acrylate (EA) pair were prepared by sequential emulsion polymerization in the presence of sodium dodecyl sulfate (SOS) as an emulsifier using ammonium persulfate (APS) as an initiator. The polymer was made by impregnating organic scintillators, 2,5-diphenyloxazole (PPO) and 1,4-bis[5-phenyl-2-oxazol]benzene (POPOP). Related tests and analysis confirmed the success in synthesis of composite polymer. The products are characterized by IT-IR spectroscopy, TGA that were used, respectively, to show the structure, the thermal stability of the prepared polymer. Two-phase particles with a core-shell structure were obtained in experiments where the estimated glass transition temperature and the morphologies of emulsion particles. Radiation pollution level the detection about under using examined the beta rays. The morphology of the poly(St-EA) composite polymer synthesized by the method of emulsion polymerization was a core-shell structure, as shown in Fig. 1. Core-shell materials consist of a core structural domain covered by a shell domain. Clearly, the entire surface of PS core was covered by PEA. The inner region was a PS core and the outer region was a PEA shell. The particle size distribution showed similar in the range 350-360 nm.
