This paper presents the status of dam construction in Korea, along with a brief assessment of the dam design and construction practice. The assessment is based on publically available design and construction records of the major existing rockfill dams which have been constructed since early 1970's, and focussed in identifying geotechnical characteristics of design and construction parameters of the dams. Though the assessment, two representative dams, having unique geotechnical characteristics, are selected for comprehensive comparison of their geotechnical engineering behavior during construction and operation. The comparison yields very interesting findings on the effects of various design and construction parameters on dam behavior.
Background: Previous numerous studies on watershed scale demonstrated that the constructions of upper dams may influence the below dams due to modifications of flow regime and nutrient inputs. Little is known about how the dam constructions influence the downstream lakes or reservoirs in the regional scale. This study demonstrates how the construction of upper dam (i.e., Yongdam Dam) influences nutrient regime, trophic relations, and empirical models in Daechung Reservoir (DR). Yongdam Dam was constructed at the upstream region of DR in year 2000. Results: The analysis of hydrological variables showed that inflow and discharge in the DR were largely reduced after the year 2000. The construction of upper dam construction also resulted in increases of water temperature, pH and conductivity (as an indicator of ionic content) in the DR. Empirical models of TP-CHL and N:P ratio-CHL suggested that stronger responses of CHL to the phosphorus were evident after the upper dam construction, indicating that algal production at a unit phosphorus increased after the upper dam construction. Mann-Kendall tests on the relations of N:P ratios to TN showed weak or no relations ($t_{au}=-0.143$, z = -0.371, p = 0.7105) before the dam construction, while the relation of N:P ratios to TP showed strong in the periods of before- ($t_{au}=-0714$, z = -2.351, p = 0.0187) and after the construction ($t_{au}=-0.868$, z = -4.270, p = 0.0000). This outcome indicates that TP is key determinant on N:P ratios in the reservoir. Scatter Plots on Trophic State Index Deviations (TSIDs) of "TSI(SD) - TSI(CHL)" against "TSI(TP) - TSI(CHL)" showed that the dominance of clay turbidity or light limitation was evident before the upper dam construction [TSI(TP) - TSI(CHL) > 0 and TSI(SD) - TSI(CHL) > 0] and phosphorus limitation became stronger after the dam construction [(TSI(TP) - TSI(CHL) < 0 and TSI(SD) - TSI(CHL) > 0]. Conclusions: Overall, our analysis suggests that the upper dam construction modified the response of trophic components (phytoplankton) to the nutrients or nutrient ratios through the alteration of flow regime, resulting in modifications of ecological functions and trophic relations in the low trophic levels.

In the construction of dam, the key factor which decides the type of dam is security of materials resource. Because of the large scale earth work, the ability to supply the materials is essential part about economical efficiency. The research is the case study about controlling the plan to secure the material resources in the design of Buhang multipurpose dam. In case of Buhang multipurpose dam, at that time of basic design, it was planned to use a rock fill material. From the detail investigation about the river bed accumulative layer widely spread on the submerged district on the basic design, the research is accomplished to replace rock material with gravel material. After the investigation of whole reserves of gravel material, estimation of conformity as dam construction material from analysis of grain size distribution, the case study of oversea construction, and the material property comparison between rock fill material and gravel fill material, it is verified th possibility of using the gravel fill. Thereafter, the analysis of dam stability using a gravel fill material is accomplished. Finally, A gravel fill material can be used as the main construction material of CFRD, therefore the efficiency of resource recycling in the submerged area is maximized, and the established plan is more advantageous to stability, constructibility, environmentibility than the case of using a rock fill.
Emergy concept was used to evaluate the contributions of a dam construction to the real wealth of our economy. A dam that is proposed as a multi-purpose dam was used to illustrate emergy evaluation methodology. Models for emergy evaluation were constructed with energy systems language, a symbolic modeling language which presents network properties of systems holistically. Water supply was the most important contribution in terms of emergy, which reflects that the dam is proposed for stable water supply to a local region. Generation of electricity was the second in emergy benefits of the dam. Emergy costs were more evenly distributed among the costs which would occur as a result of the dam construction. Emergy yield ratio was 1.30 if sediments are not included, and 1.15 if sediments are included, which results in net yield in both cases. The ratio would, however, fall below 1.0 if rare species within the system boundary are lost as a result of the dam construction because of the high emergy value included in biotic species, which means that emergy costs will be greater than emergy benefits. This study illustrated a new methodology in environmental impact assessment to better manage our environments in an age of diminishing resources.
This study was carried out for reading the change of local meteorological environment according to dam construction of Nakdong-river using meteorological data analysis, and modeling. The meteorological data analysised are mean temperature, foggy day, precipittion day and sunshine time. As tile result of analyzing meteorological data of before and after the construction of dam in Andong and Hapchon, some discrepancy were observed by month because the lakes have different effect on the region as wind field. The common phenomenons that are revealed after dam construction are increase of foggy day and decrease of sunshine time.

Instrumentation system in Concrete Face Rockfill Dam(CFRD) can give special attention to the deformation characteristics of the rockfill and behavior of the concrete membrane during construction, reservoir filling and subsequent phase of operation. It also contains data about vertical and transversal compressibility moduli of the rockfill, deflections in the concrete slab, and draws comparisons with other concrete face rockfill dams of recent construction. In this paper, the internal deformation data from D dam monitored by means of hydrostatic settlements cells are analyzed. Observations cover the construction stage, reservoir filling and up to March 1991. The above method can be concluded D dam was well constructed and maintained.

Evaluating stability of dam foundations is one of the prime areas of any rock engineering investigations. Despite best engineering efforts in the design and construction of dam foundations, the foundation regime of a constructed dam suffers deterioration due to continuous erosion from backwater current of dam discharge and dynamic effects of loading and unloading process. Even during construction, development of frequent cracks due to sudden thermal cooling of concrete blocks is not uncommon. This paper presents two case studies from India and Bhutan. In the first case, the back current of water discharge from the Srisailam dam in India had continuously eroded the apron and has eaten into the dam foundation. In the second case with dam construction at Tala Hydroelectric Project in Bhutan, sudden overflow of river during the construction stage of dam had led to development of three major cracks across the dam blocks. This was ascribed to adiabatic cooling effect of concrete blocks overlain by chilled water flow. Non-destructive evaluation of rock mass condition in the defect regime by the borehole GPR survey helped in arriving at the crux so as to formulate appropriate restoration plan.
This study analyzes hydrometeorologic changes after a dam construction, and develops a model related to estimating the geographical boundary hour far hydrometeorologic changes could happen due to a dam construction. The model is applied to several dams, namely Seomjin Dam, Soyang Dam, Andong Dam, and Chungju Dam. Throughout estimating the correlation between albedo and recycling coefficients, the result confirms that the land use changes by dam construction are the critical factor on the recycling of the water in the air. It is also shown that the geographical boundary is highly related to the surface area of a dam. Finally, this model is expected to be applied to estimate its boundary of hydrometeorologic changes by a new dam construction.

To assessment the disturbances of the Namgang caused by dam construction, upstream area was selected for the reference reach and downstream area was selected for the comparison reach. And these reaches were surveyed and analyzed according to the assessment criteria of the river disturbances.The artificial factors of river disturbances were classified as river improvement works, dam construction and aggregate dredging. The indexes were physical factors as like epifaunal (bottom), embeddedness, velocity/depth regime, sediment deposition, channel flow status, channel alteration, frequency of riffles, bank stability, vegetative protection, riparian zone etc.The assessment results showed 46% of the assessment criteria which was serious status in dam downstream area and 89.5% of it which was excellent status in dam upstream.Finally, the results showed that physical river environment in downstream area was disturbed by the discharge control and the interception of sediment discharge by dam, consequently this disturbance give rise to impact of ecosystem in river.
