A Study on DMSMS Management for Weapon systems (무기체계 특성을 고려한 부품단종 관리방안에 대한 연구)

  • DMSMS(Diminishing Manufacturing Sources and Material Shortage) of weapon systems is caused by required increase in system life cycle and reduction of military electronic parts market share. This problem causes serious problems about Combat readiness and Life-cycle cost. In this paper, we review the method for managing the DMSMS and then suggest effective alternatives to reduce the risk of DMSMS for weapon systems, such as systematic DMSMS management system and quantitative design refresh planning considering the DMSMS.

  • The DMSMS(Diminishing Manufacturing Sources and Material Shortage) can occur in every weapon systems and especially, this phenomenon frequently occurs in electronic parts. But we have no DMSMS-related directives, guidelines, regulations and activities, so we have some difficulties in operating weapon systems. In this paper, we review the reality of DMSMS in our weapon systems and then suggest effective alternatives to reduce the risk of DMSMS for weapon systems.

  • DMSMS (Diminishing Manufacturing Sources and Material Shortage) is increased by developing the scientific technique and downsizing the military part market. DMSMS affects the increase in total life cycle costs and serviceability. Therefore, advance control for parts is important to reduce the cost, and a database is needed to share information on the DMSMS. A task needs to be performed continuously by setting the major control item to management more efficiently. The purpose of this study was to deduce the major control item for the DMSMS management system. Thus, the pre-control item basis of the DAPA (Defense Acquisition Program Administration) Manual and the SD-22 Manual were first selected, and the results of the survey were analyzed by AHP (Analytic Hierarchy Process) method. Fifteen of the detailed items were stratified into three criteria (Impact, Probability, and cost of the DMSMS), and each weight for the items was calculated using a nine-point scale survey. The AHP survey was executed with 25 specialists in the DMSMS management field, and the score of consistency ratio over 0.1 was excluded. The model explained the results and suggested future directions for development.

  • To solve the problem of frequent component failure in guided weapons, a process of component failure in developed countries was investigated and analyzed. The suitability of component control, including risk assessment, analysis of operational impact, and the establishment of response measures, was also demonstrated. In addition, the economic effects of component control were presented by estimating the costs incurred if component control is performed in advance, after-sales, and non-management. DMSMS problems refer to losses or impending losses of an item, raw material, or software manufacturer or supplier. A problem with the discontinuation of parts occurs when the manufacturer or supplier ceases to produce and support the necessary parts, materials, or software, or when the supply of raw materials is no longer possible. Hence, it is important to recognize that failure to all parts of the system can occur.

  • The main cause of DMSMS is the rapid replacement cycle and short life cycle of parts, according to the development of science, compared to the long life cycle of weapons systems. In particular, the problem of the supply and demand of such parts becomes even more acute during the operation maintenance phase after the mass production and power generation stage. To eliminate DMSMS problems that arise continuously from development to the operation of weapon systems and select the most cost-effective countermeasures to obsolescence, this paper suggests a standard to determine the appropriate time for quantitative performance improvement by conducting total life cycle cost analysis. For such purpose, this study examined the domestic and overseas cost analysis methods and applied it to single domestic weapon system to verify the research. This study responds to the issue of discontinuing components and helps reduce the total life cycle cost of military products.

  • Parts obsolescence is a component type, in which raw materials or parts that make up a weapons system, are developed and produced according to demand, but they age due to changes in technology or market conditions. The weapon system equipment currently being used by the military is having difficulty in procurement, maintenance, and operation because of the obsolescence of parts. Parts obsolescence during the life cycle of a weapons system affects not only the combat readiness of the military but also the economic loss of material, parts, and equipment manufacturers and suppliers. On the other hand, advanced technology has reduced the life span of electronic components that make up the weapons system. In addition, because of the nature of the weapons system, the obsolescence of components takes decades from development to disposal, which has a serious adverse effect on equipment readiness and life cycle costs. Therefore, it is necessary to manage systematically the parts obsolescence from development until the disposal of the weapons system equipment. This study examined the system of component control in developed countries to present a proper management plan for local situations and propose development plans for the early settlement of component control.

  • The share of advanced technology in modern weapon systems are gradually increasing, and life cycle of components are shortened due to the rapid speed of technological development. On the other hand, the weapon systems have a characteristic that takes a long time in the requirement stage of weapon to the operation and maintenance stage. Due to inevitably, obsolescence of the main components for parts occurs in the acquisition phase. The obsolescence parts could cause delays in mass production schedules, and further adversely affects operational availability due to poor supply of repair parts during in the maintenance phase. However, business managers are obliged to maximize the performance while minimizing the cost of the total life cycle of the design, production, and operation stages. It is necessary to establish and implement an appropriate components and parts of life cycle management plan. In this research, we analyzed the effectiveness of parts obsolescence management through cost avoidance and total life cycle cost that can be reduced through proper parts obsolescence management.
