An Empirical Comparative Study of the Seaport Clustering Measurement Using Bootstrapped DEA and Game Cross-efficiency Models (부트스트랩 DEA모형과 게임교차효율성모형을 이용한 항만클러스터링 측정에 대한 실증적 비교연구)

  • The purpose of this paper is to show the clustering trend and the comparison of empirical results and is to choose the clustering ports for 3 Korean ports(Busan, Incheon and Gwangyang Ports) by using the bootstrapped DEA(Data Envelopment Analysis) and game Cross-efficiency models for 38 Asian ports during the period 2003-2013 with 4 input variables(birth length, depth, total area, and number of cranes) and 1 output variable(container TEU). The main empirical results of this paper are as follows. First, bootstrapped DEA efficiency of SW and LT is 0.7660, 0.7341 respectively. Clustering results of the bootstrapped DEA analysis show that 3 Korean ports [ Busan (6.46%), Incheon (3.92%), and Gwangyang (2.78%)] can increase the efficiency in the SW model, but the LT model shows clustering values of -1.86%, -0.124%, and 2.11% for Busan, Gwangyang, and Incheon respectively. Second, the game cross-efficiency model suggests that Korean ports should be clustered with Hong Kong, Shanghi, Guangzhou, Ningbo, Port Klang, Singapore, Kaosiung, Keelong, and Bangkok ports. This clustering enhances the efficiency of Gwangyang by 0.131%, and decreases that of Busan by-1.08%, and that of Incheon by -0.009%. Third, the efficiency ranking comparison between the two models using the Wilcoxon Signed-rank Test was matched with the average level of SW (72.83 %) and LT (68.91%). The policy implication of this paper is that Korean port policy planners should introduce the bootstrapped DEA, and game cross-efficiency models when clustering is needed among Asian ports for enhancing the efficiency of inputs and outputs. Also, the results of SWOT(Strength, Weakness, Opportunity, and Threat) analysis among the clustering ports should be considered.

  • The steel industry plays an important role in the entire Korean Economy. However, little empirical research has analyzed the efficiency of steel companies. The purpose of this paper is to measure and analyze their efficiency using DEA models. We evaluate the CCR and BCC efficiency and the return to scale of 28 Korean steel companies. We also provide their envelopment map and the projection, which are valuable information for inefficient companies to find benchmarking companies and to improve their efficiency.

  • Although there are many positive sides of the current fee-for-service payment schedule, there is a strong necessity to control the rapidly increasing national healthcare expenditure. The global budget is often mentioned as one prominent alternative for solutions. In this article, both microscopic and macroscopic approaches are considered to set the hospital medical expenditure budget. In a macroscopic aspect, the SGR model, which considers the financial limit of the healthcare system, is used to set the next year target budget. In addition, the DEA model is used to measure the inefficiency and cost recognition. In this article, the national medical target expenditure is distributed to an individual hospital based on the level of efficiency. By combining the SGR and DEA, it will be possible to set a real world applicable target medical expenditure budget model.

Efficiency Analysis of Port Considering Congestion (체선을 고려한 항만의 효율성 분석에 관한 연구)

  • This study fist raises the following research question. How does the port congestion affect port operational efficiency? To answer the question, this study adopts slacks based measure data envelopment analysis (SBM-DEA) model to analyze the efficiency of port considering the congestion. As a result of the DEA-CCR(Chanres, Cooper and Rhodes) model, both Busan(2011) and Ulsan(2011) are the most efficient decision making units(DMUs). As a result of the DEA-BCC(Banker, Chanrnes, and Cooper) model, Busan(2011), Ulsan(2011), Ulsan(2012), Busan(2012), and Yeosu Gwangyang(2012) are the most efficient DMUs. As a result of SBM-DEA model, Ulsan(2012), Busan(2011), Busan(2012), Incheon(2011), and Ulsan(2011) are the most efficient DMUs considering the port congestion. The result of DEA-CCR BCC model is not identical with the result of SBM-DEA model analysis. It means the port congestion does less affect the port operational efficiency. Should the number of the vessels with the port congestion minimize, Incheon and Yeosu Gwangyang port could save lots of the port congestion cost for a total of three years.

DEA모형을 이용한 공공기관 효율성분석에 관한 사례연구: 일선우체국을 중심으로

  • 효율성은 산출물의 가치와 그 산출물을 창출해 내기 위해 생산과정에서 소비한 투입물 가치의 비율로 나타낸다 투입물이나 산출물의 시장가격이 존재하는 경우 이 값을 가중치로 이용하여 산출물과 투입물의 가치를 계산할 수 있다. 그러나 투입물과 산출물의 종류가 다양한 경우에는 투입물의 가치를 적절히 평가하기가 쉽지 않다. Data Envelopment Analysis(DEA)모형은 효율성을 여러 가지 투입물의 가중평균에 대한 여러 가지 산출요소의 가중평균의 비율로 표시하며, 특정 의사결정단위의 효율성 정도는 유사한 투입 산출구조를 가지는 준거집단과 비교하여 상대적으로 측정하고자 하는 방법이다. 본 논문에서는 DEA모형의 구조와 이론적 근거, 그리고 적용상의 장단점에 대해 알아 본 뒤 국내 일선우체국의 운영자료를 토대로 하여 공공적인 성격을 띠는 기관의 운영효율성 측정에의 적용사례를 제시하였다. 투입자료로는 '98년 우정사업자료를 중심으로 공통영업비, 우편영업비, 금융영업비, 직원수, 관할가구수, 관할면적, 고정자산 등 7개 변수와 우편영업수익, 금융영업수익, 보험수지차, 배달 및 중계 우편물량, 현금출납 취급건수, 연평잔실적의 6개 변수를 각각 투입물과 산출물 변수로 설정하여 모형을 구축하였다. 분석대상으로 삼은 64개 우체국 전체의 효율성 평균은 82.14%으로 나타났으며 DEA모형의 효율성결과와 기존에 이미 발표된 정보통신부 평가결과와의 상관관계는 0.46291로 강하지는 않지만 두 변수간에는 정(正)의 상관관계가 있음을 알 수 있었다.

A Measurement Way of Operation Risk Evaluation of Korean Seaports Using Negative DEA (Negative DEA를 이용한 국내항만의 운영위험평가 측정방법)

  • The purpose of this paper is to show the empirical measurement way of operation risk evaluation in domestic seaports for overcoming the limitations which the traditional DEA method has by using 13 Korean ports in 2003 for 4 inputs(birthing capacity, cargo handling capacity, number of coastal guard vessel, number o f coastal special guard vessel ) and 5 outputs(Export and Import Quantity, Number of Ship Calls, number of coastal accident, number of coastal crime, number of coastal pollution). Because traditional DEA method has produced the limited set of information, negative DEA mixed with tier, stratification and layering methods should be adopted. The goal of negative DEA is to set up DEA models that will place the poor operating ports on or close to the empirical frontier. The core empirical results of this paper are as follows. First, Donghae ports should benchmark the operation way of Yeasu, Busan, Woolsan ports in terms of the middle and longterm base. Second, 5 ports(ports of Taean, Yeasu, Tongyoung, Busan, Sokcho) which were revealed as the poor operating ports in Negative DEA analysis should benchmark Incheon, Woolsan, Pohan, and Donhae ports. The policy implication to the Korean seaports and planners is that Korean seaports should introduce the new methods like Negative DEA of this paper for predicting the poor operating in the ports.

DEA 와 SVM 을 통합한 IT 벤처기업의 효율성 평가

  • IT 벤처기업은 자본 대비 높은 수익성을 가지므로 지식기반 산업환경에서 많은 투자자들의 집중적인 관심을 받고 있다. 이러한 IT 벤처기업의 효율성을 평가하기 위한 방안으로, DEA 와 데이터마이닝 기법을 통합하는 방안을 제시하였다. 국내 코스닥 상장 기업 가운데 IT 에 주력하고 있는 벤처기업들을 대상으로 본 연구에서 제시한 효율성 평가방법을 적용 하였다. 대표적인 비모수적 분석기법인 Data Envelopment Analysis(DEA)를 이용하여 연구대상 기업들을 효율기업 및 비효율기업으로 구분한 후, DEA 의 효율성을 설명하는 모형을 logit 을 이용하여 구축하였다. DEA 는 기업의 상대적인 효율성을 측정하는 데에서 우수하지만, 효율성 정도를 설명하는 모형의 구축에는 한계가 있다. 이를 보완한 DEA 의 결과를 logit 과 통합한 효율성 모형에 대해서 데이터 마이닝 기법인 logit, 판별분석, Support Vector Machine(SVM) 등을 적용하여 IT 벤처기업의 효율성을 사전에 예측하여 평가 및 투자에 활용할 수 있는 방안을 제시하였다.

A Measurement Way of Seaport Efficiency and Ranking Using Fuzzy DEA: Average Index Transformation Model Approach (퍼지DEA에 의한 항만의 효율성 및 순위 측정방법: 평균지수변환모형 접근)

  • The purpose of this paper is to suggest the efficiency measurement way of Korean seaport by using Average Index Transformation model of fuzzy DEA(Data Envelopment Analysis). Two inputs[cargo handling capacity, and berthing capacity], and outputs[cargo handling amount, and the number of ship calls] are used in 1995 and 2004 for 26 Korean seaports. Empirical main results are as follows: First, Tongyung, Gohyun, Okpo, and Sogcho Ports are efficient, and Yeasu Port shows the high efficiency level over 95% under input oriented CCR model. Gohyun and Sogcho Ports showed the most efficient score under average index transformation model. Okpo and Yeasu Ports increased their efficiency scores as the lamda(λ) values are up. The empirical results of fuzzy DEA average index transformation model for Wando, Yeasu, and Seoguipo ports showed that if the lamda values are higher, the efficiency scores are also higher. The main policy implication based on the findings of this study is that the management manager of Ministry of Land, Transport and Maritime Affairs in Korea should introduce the fuzzy DEA average index transformation model for deciding the size of inputs including the port investment amount and evaluating the port efficiency.

An Empirical Comparison and Verification Study on the Seaport Clustering Measurement Using Meta-Frontier DEA and Integer Programming Models (메타프론티어 DEA모형과 정수계획모형을 이용한 항만클러스터링 측정에 대한 실증적 비교 및 검증연구)

  • The purpose of this study is to show the clustering trend and compare empirical results, as well as to choose the clustering ports for 3 Korean ports (Busan, Incheon, and Gwangyang) by using meta-frontier DEA (Data Envelopment Analysis) and integer models on 38 Asian container ports over the period 2005-2014. The models consider 4 input variables (birth length, depth, total area, and number of cranes) and 1 output variable (container TEU). The main empirical results of the study are as follows. First, the meta-frontier DEA for Chinese seaports identifies as most efficient ports (in decreasing order) Shanghai, Hongkong, Ningbo, Qingdao, and Guangzhou, while efficient Korean seaports are Busan, Incheon, and Gwangyang. Second, the clustering results of the integer model show that the Busan port should cluster with Dubai, Hongkong, Shanghai, Guangzhou, Ningbo, Qingdao, Singapore, and Kaosiung, while Incheon and Gwangyang should cluster with Shahid Rajaee, Haifa, Khor Fakkan, Tanjung Perak, Osaka, Keelong, and Bangkok ports. Third, clustering through the integer model sharply increases the group efficiency of Incheon (401.84%) and Gwangyang (354.25%), but not that of the Busan port. Fourth, the efficiency ranking comparison between the two models before and after the clustering using the Wilcoxon signed-rank test is matched with the average level of group efficiency (57.88 %) and the technology gap ratio (80.93%). The policy implication of this study is that Korean port policy planners should employ meta-frontier DEA, as well as integer models when clustering is needed among Asian container ports for enhancing the efficiency. In addition Korean seaport managers and port authorities should introduce port development and management plans accounting for the reference and clustered seaports after careful analysis.

Measuring Efficiency of Korean Fund Operation Company using DEA (DEA 모형을 이용한 국내 펀드 운용사의 효율성 분석)

  • It is hard environment to get a profit without active invest due to the low interest. In this kind of environment, however, it is also difficult to find good company directly. So private investors is hard to succeed in comprehensive financial environment. Analyzing efficiency is necessary to enhance the competitive power of fund companies. This paper analyze the efficiency of fund company using DEA models. We evaluate the CCR and BCC efficiency and RTS(return to scale) of 33 Korean fund companies. We also suggest the fund company which can be benchmarked based on analyzed information.
