Measuring the Dynamic Efficiency of Government Research Institutes in R&D and Commercialization by DEA Window Analysis (DEA 윈도우 분석을 이용한 정부출연연구기관의 연구개발 사업화 동태적 효율성 분석)

  • Government-funded research institutes (GRIs) have played a pivotal role in national R&D in Korea. To achieve desired goals of GRIs with the limited R&D budget, their performance along with time needs to be measured and compared so that appropriate R&D policies can be formulated and implemented. This study measures the dynamic performance of GRIs from the efficiency perspective using the window model of data envelopment analysis (DEA). DEA is a non-parametric approach to measuring the relative efficiency of decision-making units (DMUs) with multiple inputs and outputs, and the DEA window model can capture the dynamic changes in efficiency of DMUs during multiple periods. The relative efficiency of GRIs is measured from the two perspectives: R&D and R&BD. Patents, papers, technology transfers are selected as outputs for R&D while compensated technology transfers and technology royalty are employed as outputs for R&BD. This study measures and compares the two types of performance of 20 Korean GRIs under the control of National Research Council of Science and Technology during the period of six years from 2008 to 2013. The results are expected to provide fruitful implications for national R&D policy making.

Port Export and Efficiency of the Regional Economy in Korea (항만수출과 지역경제의 효율성)

  • DEA converts multiple inputs and outputs of a decision unit into a single measure of performance, generally mentioned as relative efficiency. DEA has been applied successfully as a performance evaluation tool in many fields including manufacturing, banks, pharmacies, and hospitals to name a few. This paper applies the input-oriented DEA model, DEA/Window analysis, and Malmquist indices to the 9 regions in Korea to measure the efficiency and productivity. The empirical results show the following findings. First, the super efficiency indicate that efficiency of Group 2 is greater than Group 1. Second, Malmquist indices show that productivity of Group 2 is less than Group 1. Third, DEA/Window of Group2 show that Chungnam is most stable, while Jeonnam is most unstable.

Trends in Indian Private Sector Bank Efficiency: Non-Stochastic Frontier DEA Window Analysis Approach

  • The study examines the efficiency of private sector banks in India with the help of Window DEA (Data Envelopment Analysis) for a period from 2005 to 2017. With a window of three years, the period was divided into 11 windows. The study outcomes show that 59.9% of all private sector banks in India operate at more than 0.9 level of efficiency, and there are only three occasions when banks were operating at the efficiency value between 0.6 to 0.7. Further, the consistency in the efficiency scores of the banks has also been analyzed using an efficiency mapping matrix, and the mean efficiency score of the bank in each window is studied. The score of standard deviation was interpreted accordingly for these banks. Banks that are showing the highest efficiency scores also have a higher variance of efficiency scores. There was no bank identified in the matrix that promises high-efficiency ratings with low variability. The study concludes that the analysis of the efficiency mapping matrix indicates that, as a DMU escalates in the efficiency scores, the standard deviation reflecting the risk in overall efficiency scores also tends to rise. The findings complement the concept of higher risk to higher return or greater efficiency.

  • This study aims at proposing a direction of improving the efficiency in Korean information technology(IT) industry. In the face of re-engineering which has been done in most industries, it is very important to assess the validity of their restructuring or M&A based on the future efficiency. At first, by using the DEA/WINDOW, we will evaluate how the 30 firms are efficient for outputting their performance with respect to the profit realization and market ability. Then, in order to propose the direction of the efficiency improvement and suitable restructuring strategy, we will clarify how the efficiency of IT firms depends on their firm size. Finally, we will analyze their 'economy of scale' and also reveal how their economy of scale depends on the firm size based on return-to-scale(RTS).

Container Terminal Efficiency Measurement Using Data Envelopment Analysis: Pre-Pandemic Comparison of Colombo and Busan

  • Increasing port competition driven by the containerisation has motivated ports and terminals to focus on their performance to efficiently utilise the available resources and to make strategic decisions in port development and expansion. With both inter-port andintra-port competition increasing in the port of Colombo, this study aims to measure the efficiency of the container terminals in Colombo comparing to terminals in the port of Busan using the DEA window analysis to determine their operational efficiency and to provide suggestions for future port development activities. Multiple window analyses were conducted using CCR and BCC models with different orientations and window lengths to compare the efficiencies of 11 DMUs in both ports during the period from 2015-2019 to measure the efficiencies prior to the COVID-19 pandemic. Results revealed the largest terminal operator, PNC in Busan, to be the most efficient overall, while the second highest efficiency was recorded by one of the smallest terminal operators, SAGT in Colombo, among the sample. Although use of DEA in port performance measurement has been popular for many years, efficiency measurements in the port of Colombo, the main hub port in the South Asian region, has not been comprehensively studied so far.

Evaluation of the Efficiency of Korea's Domestic Passenger Shipping Routes using DEA Window (DEA Window 모형을 활용한 한국의 내항여객운송항로 효율성 평가)

  • The purpose of this study is to analyze the efficiency of 90 domestic passenger shipping routes using the DEA Window model as a Decision Making Unit (DMU). Data from 2015 to 2019 are divided into three windows, and efficiency was analyzed by using the number of passenger ships of sails, gross tonnage and distance traveled as input variables and transportation performance of the general public and islanders as output variables. As a result of the analysis, improvements are derived and presented for routes with low relative efficiency. In particular, the efficiency is evaluated for general routes operated by private operators as profit routes and auxiliary routes supported by the government as non-profit routes. In addition, scale efficiency (SE) is derived by using the technical efficiency (TE) of the CCR model and the pure technical efficiency (PTE) values of the BCC model. It is found that the inefficiency of the route was due to pure technical efficiency (PTE) rather than scale efficiency (SE). It will be necessary to consider the improvements for each route shown in the analysis results of this study when establishing the policy for the domestic passenger shipping route.

An Efficiency Evaluation of Firms Having Implemented ERP using DEA/Window in the Retail and Distribution Industry (DEA/Window기법을 이용한 유통산업의 ERP 도입 효율성 연구)

  • This research was undertaken to find out how effectively ERP has been employed by the enterprises through comparing and analyzing the management performance of each enterprise after introducing ERP to Retail and Distribution Industry using DEA technique. According to the research results, efficiency evaluation for each site was calculated through input and output factors to find out comparative ERP system usage efficiency of 10 Retail and Distribution Industry Companies in terms of such factors as employee, quick assets, inventories, sales revenue, operating income. This paper confirms that the companies having launched management innovation by aggressively adopting ERP saw their management efficiency improving consistently, and in the distribution industry, it took at least 3 years before the effect of ERP introduction on enhancing management efficiency became visible. Furthermore, this paper also reveals that, unlike the manufacturing industry which was the subject of the previous study, efficiency was not necessarily proportional to the size of company in the service industry including distribution and export which was the subject of this paper.

Analyzing the Dynamic Productive Efficiency of Large Purse Seine Fishery in Korea (대형선망어업의 동태적 생산효율성 분석)

  • This study is aimed to estimate a dynamic productive efficiency by vessel of large purse seine fishery and analyze changes of them over times using a window/DEA method. In addition, based on estimation results, it aims to suggest production management implications for an viable development of fisheries. Results indicated that an annual efficiency change of large purse seine fishery was estimated at 0.77 for 2007~2008, 0.83 for 2008~2009, and 0.77 for 2009~2010, showing a decreasing trend. As returns on sales of vessels of large purse seine fishery showed a decreasing trend, the degree of efficiency of a vessel might be closely related to the fishing profitability. The Window/DEA method was used in this study to estimate the efficiencies of vessels for large purse seine fishery. This method is well known and widely used to analyze the dynamic efficiency and it can provide useful implications for management of input factors. As a limitation of this study, it was not able to provide detailed management ways to reduce inefficiencies. However, they can be investigated with data on managerial factor, human factor, distribution factors as a future study.

An Analysis of the Efficiency of Korean railroad container freight station with Data Envelopment Analysis-Assurance Region (DEA-AR) (DEA-AR을 활용한 철도 컨테이너 화물역 효율성 분석)

  • Because the transport policy of Korea has overemphasized road, the physical distribution function of railroad has dwindled a great deal relatively. Recently, the railway has started to be embossed due to the rise of oil prices and environment problems, in addition the government is investing greatly in railroad. The railway corporation took a big step in its history in changing to a public corporation in 2005, and it has been making every possible endeavor to improve management. This research analyzed the trend and stability of the efficiency of railway container handling goods station in korea from 2002 to 2007 based on time of after being changed to a public corporation in 2005 in order to look into the trend of efficiency. The DEA- AR(Data Envelopment Analysis-Assurance Region) and the DEA-Window, widely used as the estimation techniques of the efficiency, were used. According to the results, the efficiency was a little enhanced in 2003 in comparison with 2002, after which it continuously decreased up to 2006 and again rose in 2007. The efficiency of the railway corporation was 0.6777, but after changing to a public corporation, it showed a trend of better efficiency after some transition period had passed.

Analysis of the Efficiency of National SW R&D Projects Using DEA (DEA를 활용한 SW 국가연구개발사업 효율성 분석)

  • As software(SW) has been considered as a key driver of the fourth industrial revolution, significant R&D investment has been made by Korean government. Despite the attention and support by the government, systematic analysis on the SW R&D efficiency has not been fully addressed. In this study, the efficiency of SW national research and development projects was analyzed using Data Envelopment Analysis(DEA) techniques. Efficiency was measured from both static and dynamic perspectives based on 1,463 projects conducted by the National IT Industry Promotion Agency(NIPA) from 2008 to 2018. The static efficiency analysis identified the causes of inefficiency as scale and technology problems. As a result of dynamic efficiency analysis, we present a sector-specific response model using an efficiency-stability matrix. This study is meaningful in that efficiency analysis was conducted on the entire SW national R&D project, and static/dynamic efficiency analysis results are expected to be used as a guideline for planning SW national R&D project.
