Forecasting the Flood Inflow into Irrigation Reservoir (관개저수지의 홍수유입량 예측)

  • Recently rainfall and water evel are monitored via on -line system in real-time bases. We applied the on-line system to get the rainfall and waterlevel data for the development of the real-time flood forecasting model based on SCS method in hourly bases. Main parameters for the model calibration are concentration time of flood and soil moisture condition in the watershed. Other parameters of the model are based on SCS TR-%% and DAWAST model. Simplex method is used for promoting the accuracy of parameter estimation. The basic concept of the model is minimizing the error range between forcasted flood inflow and actual flood inflow, and accurately forecasting the flood discharge some hours in advance depending on the concentration time. The flood forecasting model developed was applied to the Yedang and Topjung reservoir.

Development of a Decision Support System for Reservoir Sizing

  • A decision support system for determining reservoir capacity, named as KORESIDSS (KOwaco's REservoir SIzing Decision Support System), was developed. The system is composed of three subsystems; a database/information subsystem, a model subsystem, and an output subsystem. This system is operated using MS-Windows with a GUI (Graphic User Interface) system developed using Visual Basic 5.0. As a continuous runoff model, the DAWAST model (DAily WAtershed STreamflow model) developed by Noh(1991) was and its analysis module was developed. This system was applied to a newly-planned dam, the Cheongyan Dam, Which will be located in Cheongyang-Gun, Chungcheongnam-Do and it was proved to be applicable in determining reservoir storage.

Development of a Hydrologic System for Simulating Daily Water Storage in an Estuary Reservoir

  • In order to analyze the water supply capacity in an estuary reservoir, a system composed of daily water balance model and daily inflow model was developed. The agricultural water demands to paddy fields, domestic water demands to residential areas, and industrial water demands to industrial complexes were considered in this daily water balance model. Likewise, the outflow volume through sluice gates and inside the water level at the start of the outflow was initially conditioned to simulate estuary reservoir storage. The DAWAST model (Noh, 1991) was selected to simulate daily estuary reservoir inflow, wherein return flows from agricultural, domestic, and industrial water were included to simulate runoff. Using this system, the water supply capacity in the Geum River estuary reservoir was analyzed.

Real-time Flood Forecasting Model Based on the Condition of Soil Moisture in the Watershed (유역토양수분 추적에 의한 실시간 홍수예측모형)

  • One of the most difficult problem to estimate the flood inflow is how to understand the effective rainfall. The effective rainfall is absolutely influenced by the condition of soil moisture in the watershed just before the storm event. DAWAST model developed to simulate the daily streamflow considering the meteologic and geographic characteristics in the Korean watersheds was applied to understand the soil moisture and estimate the effective rainfall rather accurately through the daily water balance in the watershed. From this soil moisture and effective rainfall, concentration time, dimensionless hydrograph, and addition of baseflow, the rainfall-runoff model for flood flow was developed by converting the concept of long-term runoff into short-term runoff. And, real-time flood forecasting model was also developed to forecast the flood-inflow hydrograph to the river and reservoir, and called RETFLO model. According to the model verification, RETFLO model can be practically applied to the medium and small river and reservoir to forecast the flood hydrograph with peak discharge, peak time, and volume. Consequently, flood forecasting and warning system in the river and the reservoir can be greatly improved by using personal computer.

  • The Soil Conservation Service (SCS) developed a unique procedure for estimating direct runoff from storm rainfall. But, It is very difficult to estimate accurately flood hydrograph by SCS method, because the initial ion of Ia(0.2Sa) itself has lots of systematic errors and there is no investigation on Ia in the Korean watershed. The maximum storage capacity of Umax is calibrated in the DAWAST model and is related to the present ability of rainfall to be infiltrated into the unsaturated soil. Effective rainfall for design and real-time flood hydrograph can be estimate more reasonably by introducing new Ia relationship made from the rainfall-runoff data observed in the Korean watersheds.

  • A formula of watershed evapotranspiration by Penman or Thonthwaite or Lowry-Johnson was used to measure its quantity of evapotranspiration until now. These formula were derived for Foreign country and, it is rather difficult to apply the above formulas to the Korean watershed. These measuring methods are merely used to measure the monthly quantities of evapotranspiration. At the research CE of a coefficient of evapotranspiration for a watershed were newly presented, which was utilized for the calculation of Beken's formula in the DAWAST model.

  • 개념적 수문 모형은 탱크의 개수, 탱크 간 관계구조, 그리고 저류량과 유출량 간 선형/비선형 관계 정의 방식 등에 따라 다양한 형태로 개발되어왔으며, 각 모형마다 매개변수 수 및 입력 자료가 상이하다. 모형의 매개변수가 많아지면 결과가 좋게 나타날 수 있으나, 늘어난 매개변수에 대해 물리적 의미를 부여하고 해석하기가 쉽지 않다. 단순한 모형은 보정이 용이하고 그 특성상 실무에서 널리 이용되고 있으나, 물순환 구조가 복잡한 유역에 대해서는 적용성이 떨어질 수 있다. 하지만 매개변수의 수가 많은 모형이 적은 모형에 비해 항상 결과가 좋은 것은 아니다. 복잡한 모형은 부족한 안정성에 의해 보정 기간에서는 결과가 좋았으나, 검정 기간 대해 결과가 안 좋을 수도 있으며 이에 대한 평가가 필요하다. 본 연구에서는 국내에서 주로 이용되는 개념적 모형을 대상으로 모형의 복잡성과의 정확도의 관계를 비교 평가하고자 한다. 대상 모형으로는 수정 3단 Tank 모형, Im's Tank 모형, Two-Parametric Hyperbolic Model (TPHM), 그리고 Daily Watershed Streamflow Model (DAWAST)을 선정하였고, 대상유역으로는 이동저수지 상류에 위치한 2개 유역을 선정하였다. 모형 간 비교를 위한 정량적 통계적 지표로 $R^2$, Nash-Sutcliffe efficiency (NSE), root mean square error-observations standard deviation ratio (RSR), 그리고 percent bias (PBIAS)를 이용하였다. 본 연구 결과는 개념적 수문 모형에 대한 이해를 증진하고, 장기유출 해석을 위한 수문 모형의 선택 시 모형의 복잡도 및 정확도의 관점에서 도움을 줄 수 있는 기초자료로 이용될 수 있을 것이다.

Increasing Instream flow in Nonsancheon by Water Storage Securing Scenario of Upstream Reservoirs (상류 저수지군의 저수량 확보 시나리오에 의한 논산천의 유지유량 증가)

  • This study was performed to evaluate the effect of increasing instream flow at Nonsancheon stream of Nonsan city by securing water storages in upstream reservoirs; Ge-ryong, Gyoung-cheon, Dae-dun, and Tab-jeong. The paralleled and cascaded upstream reservoir operations for 8 storage securing scenarios were considered to simulate daily streamflows at Nonsan station. Using Tab-jeong reservoir water storage, the DAWAST model's parameters were determined, and the verified result showed Nash-Schcliffe's coefficient of 0.666. Instream flows were analyzed to supply maximum $59.85Mm^3$ on an annually average from upstream reservoir storage securing scenarios. The storage securing set of 2 m heightened Ge-ryong, 5 m Dae-dun, and 1 m Tab-jeong showed that the additional secured water storages were $17.132Mm^3$ and instream flow at Nonsan station was increased to $2.183m^3/s$, 2 times of present condition.

A Feasibility Study on Supplying Stream Minimum Flow Using Detention Storage in Developing Planned District (단지계획지구 홍수저류지의 하천유지유량 공급방안 연구)

  • This study was accomplished to confirm the possibility of supplying stream minimum flow from detention storage which was determined to reduce peak flows of flood within developing planned district. The results analyzed was summarized as follows; Firstly, Sin-gil district situated in Ansan city was selected, of which watershed area has $0.56km^2$. And detention storage was determined to $5,370m^3$ from analyzing flood volume by the SCS unit hydrograph method. Secondly, using Visual Basic ver 6.0, a detention storage water balance model was developed, in which simulation was based on conditioning storage inflow and outflow according to streamflow volume or rate state. And streamflow was simulated using the DAWAST model. Thirdly, detention operation scenarios were consisted of the combinations with inflow referencing streamflow of 5mm/day, 10mm/day and outflow referencing streamflow of 1mm/day, 2mm/day. The developed detention storage water balance model was operated to simulate daily water storages of detention sized on flood by scenarios. Stream minimum flows were able to be supplied during 209 days to 237 days per a year, total volume of stream minimum flows supplied for this period was analyzed to reach 27 to $55\% of yearly streamflow volume. If inflow criteria of streamflows to detention was considered to be established on a theoretical condition, it is expected to supply stream minimum flows of 20 to $30\% of yearly streamflow from stream to detention. Also to maximize function of supplying urban stream minimum flow from detention storages, sewage waters within developing planned district have to be treated and entered to detention inflow together with streamflows to enrich function of detention planned to reduce flood volumes.

Characteristic Analysis of the Coefficient of Initial Abstraction and Development of its Formular in the Rural Watersheds - for the Small-Medium Watersheds in the Geum and Sapkyo River - (농촌유역에서의 초기강우손실 특성분석과 계수 산정식 개발 - 금강.삽교천 중소유역을 중심으로-)

  • It is important to estimate accurate effective rainfall to analyse flood flow and long-term runoff for the rational planning, design, and management of water resource. The initial abstraction is also important to estimate effective rainfall. The Soil Conservation Service (SCS) has developed a procedure and it has been most commonly applied to estimate effective rainfall. But the SCS method still has weak points, because of unnatural assumptions such as antecedent moisture conditions and initial abstraction. The coefficient of initial abstraction(K) is depending on the soil moisture condition and antecedent rainfall. The maximum storage capacity of Umax which is calibrated by stream flow data in the proposed watershed was derived from the DAWAST(DAily WAtershed STreamflow) model. The values of K obtained from 69 storm events at the five watersheds are ranging from 0.133 to 0.365 and its mean value is 0.207. Effective rainfall could be estimated more reasonably by introducing new concept of initial abstraction. The equation of $K=0.076Sa^{0.255}$ was recommended instead of 0.2 and it could be applicable to the small-medium rural watersheds.
