공간환경계획 수립을 위한환경정보의 체계화와 개선방안 (Systematizing and Improving of Spatial Environment Data for the Establishment of Spatial Environment Planning)

  • 환경정책기본법에 근거하여 수립되는 환경보전계획은 친환경적인 공간구축을 위한 활용 가능성과 잠재성에도 불구하고 선언적이면서 형식적인 계획으로 사실상 인지되고 있다. 이러한 인식의 중요한 요인 중의 하나는 공간개발과 직접적인 관련성이 있는 공간계획(도시기본계획 등)이나 도시개발계획과의 연계성을 확보하지 못한 것에 기인하며, 이는 공간환경계획이라는 계획 간의 연계수단의 필요성으로 종결된다. 이에 환경보전계획의 활용성과 계획 간의 연계성 확보를 위한 공간환경계획의 수립을 위해 선행되어야 할 공간환경정보의 체계화를 제안하고자 하며, 이를 위해 기존의 환경정보를 파악하고 공간환경계획과의 연계방안에 대해서 살펴보고자 하였다. 이와 관련해서 국가차원 및 지자체 차원에서 구축하고 있는 공간정보시스템을 살펴보고, 환경매체별로 활용 가능한 공간정보를 분류하였다. 또한 9개의 환경매체별로 공간환경계획에 포함될 수 있는 공간정보 및 계획 항목을 도출하여, 기존의 공간정보시스템, 공간환경 현황정보, 공간환경 관리계획으로 이어지는 연계체계를 구축하였다. 나아가, 공간환경계획 활성화를 위해 공간환경정보 구축에 관한 개선사항을 제안하였다. 체계적인 공간정보 구축은 공간환경계획 수립을 용이하게 함으로써 환경보전계획을 강화하고 위상을 높임은 물론, 관련 공간계획과의 연계성 강화에도 기여할 것이다.

  • 본 논문의 목적은 기후변화로 인한 재난으로부터 회복력이 높은 공간계획을 수립하기 위해 도시, 환경, 방재 분야 공간정보 현황을 분석하고 분야 간 공간정보 연계 활용방안을 제시하는 것이다. 이를 위해 문헌 자료 검토와 함께 관련 기관 담당자 전화 면접 인터뷰, 전문가 자문 등을 통해 분야별 공간계획 지침 및 공간정보 활용 현황을 파악하였다. 이러한 공간정보 조사결과를 통해 시 군 구 지자체 단위의 법정 공간계획 수립 시 각 분야에서 연계 활용 가능한 공간정보 목록을 도출하였다. 이러한 조사 결과를 바탕으로 기후변화 적응을 위한 공간계획 수립 시 도시, 환경, 방재 분야 간 공간정보 연계 및 정책적 활용 방안을 제시하였다.

하천망분석도(KRF)의 활용성 증대를 위한 공간데이터 구조 개선에 관한 연구 (A Study on Redesign of Spatial Data Structure of Korean Reach File for Improving Adaptability)

  • National Institute of Environmental Research (NIER) has developed the Korean Reach File (KRF) for scientific and systematic analysis of variables related to water quality, pollutant sources and aquatic ecosystems in consideration of steam reach networks. The KRF provides a new framework for data production, storage, management and analysis for water related variables in relation to spatial characteristics, connections, and topologies of stream reaches. However, the current version of KRF (ver.2) has limited applicability because its nodes include not only the stream points based on topological characteristics but also those based on water quality monitoring stations, which may undermine its generality. In this study, a new version of KRF (ver.3) was designed and established to overcome the weak point of version 2. The version 3 is a generalization of the old KRF graphic data and it integrates the attribute data while separating it from the graphic data to minimize additional work that is needed for data association and search. We tested the KRF (ver.3) on actual cases and convenience and adaptability for each application was verified. Further research should focus on developing a database link model and real-world applications that are targeted to process event data.

  • Incheon Bay of Korea is one of the most famous regions for high tidal range. Ministry of Land, Transport and Maritime Affairs(MLTM) has implemented preliminary investigation for tidal power energy development in this area since 2006. Through field observations, various kinds of marine data consisting of depth and geography, marine weather, tidal currents, wave, seawater characteristics, geology, marine ecosystem and marine environment were gathered. To use these data efficiently for the determining of feasibility of developing and appropriateness of project scale, spatial data management and application system is essential. Therefore, in this study, the concept, methodology and procedure of spatial data modeling are defined for tidal energy development. Spatial data modeling consists of essential model relating to tidal energy directly and optional model including environmental factors. Essential model is composed with fundamental elements like as depth, geography, and several numerical modeling results(tide, tidal current, wave).

  • The purpose of this research is to develope street trees management program for more an effective street trees management. The principal point of this program is to relate spatial data and attribute data that is the main concept in GIS(Geographic Information System). To do this function, MapObjects which is ESRI's mapping and GIS components was used to process spatial data and Access which had been developed by MS was used to manipulate attribute data in this program. Visual Basic also was used to design and develop user interfaces and procedures, relate two sort of data, and lastly complete Application. Relational data model was adopted to design tables and their relation, Antenucci's GIS development model was selected to design and complete this program. The configuration of this application is composed of management data and reference data. The management data includes the location of street tree, a growth condition, a surrounding environment, the characters of tree, an equipments, a management records and etc. The reference data include general information about tree, blight and insects.

공간환경계획 측면에서의 환경보전계획의 문제점 및 개선방안 (Problems of Environmental Conservation Planning and its Improvement in Aspects of Spatial Environmental Planning)

  • Environmental conservation planning as set forth in the "Framework Act for Environmental Policy" is a representative planning that demands linkages with spatial development planning like urban master plan. However, despite the intentions and efforts of government (including revision of relevant guidelines etc.), controversy still continues regarding the efficacy of environmental conservation planning in respect of its linkages to spatial development planning. Accordingly, this study was devised to examine existing issues and produce proposals for improvement in ensuring the efficacy of environmental conservation planning by local governments. This study focused in particular on the establishment of spatial environmental plans as suggested in the guidelines of the Ministry of Environment for the purposes of strengthening the efficacy of environmental conservation planning. Based of questionnaires for relevant officials of local governments, the study found that although local governments with established current spatial environmental plans are not numerous, the need for establishment of spatial environmental plans were high in terms of the applicability of environmental conservation and spatial plans. Furthermore, this study also confirmed through analysis of questionnaires data, archival research and case study research that there were a number of salient issues including an overly access and program centered planning method based on individual pollution sources and individual post factor measures in the planning aspect, a lack of usable spatial information in the application of spatial environmental information, and inadequate connections with spatial development planning in respect of linkages with other plans. Under these circumstances, various proposals for improvement were presented including the establishment of contents in environmental conservation planning for each urban master planning item from the standpoint of planning, strengthening of basic environmental surveys for spatial planning and preparation of applicable proposals from the perspective of leveraging of spatial environmental information, and systematic improvements that can enable mutual consideration through feedback between environmental conservation planning and urban master planning from the perspective of connections with spatial planning.

지상지자기변화기록을 이용한 우주천기연구 (SPACE WEATHER RESEARCH BASED ON GROUND GEOMAGNETIC DISTURBANCE DATA)

  • Through the coupling between the near-earth space environment and the polar ionosphere via geomagnetic field lines, the variations occurred in the magnetosphere are transferred to the polar region. According to recent studies, however, the polar ionosphere reacts not only passively to such variations, but also plays active roles in modifying the near-earth space environment. So the study of the polar ionosphere in terms of geomagnetic disturbance becomes one of the major elements in space weather research. Although it is an indirect method, ground magnetic disturbance data can be used in estimating the ionospheric current distribution. By employing a realistic ionospheric conductivity model, it is further possible to obtain the distributions of electric potential, field-aligned current, Joule heating rate and energy injection rate associated with precipitating auroral particles and their energy spectra in a global scale with a high time resolution. Considering that the ground magnetic disturbances are recorded simultaneously over the entire polar region wherever magnetic station is located, we are able to separate temporal disturbances from spatial ones. On the other hand, satellite measurements are indispensible in the space weather research, since they provide us with in situ measurements. Unfortunately it is not easy to separate temporal variations from spatial ones specifically measured by a single satellite. To demonstrate the usefulness of ground magnetic disturbance data in space weather research, various ionospheric quantities are calculated through the KRM method, one of the magneto gram inversion methods. In particular, we attempt to show how these quantities depend on the ionospheric conductivity model employed.

공간정보 오픈플랫폼 3차원 건물데이터 포맷 개선방안 연구 (A Study on the Improvement of 3D Building Data Format for Spatial Information Open Platform)

  • 공간정보 오픈플랫폼에서는 국가공간정보를 공개하여 국민이 자유롭게 활용할 수 있는 서비스를 제공하고 있다. 최근 고품질의 3차원 공간정보와 실내공간정보에 대한 수요가 증가하고 있으나, 현재 오픈플랫폼은 실내와 실외의 공간정보 데이터가 상이한 형식과 저장구조로 구성되어 매끄럽게 연결된 서비스가 불가능한 상황이다. 또한 현재 서비스에 사용되는 3차원 데이터 포맷이 최근 서비스 환경의 변화와 신기술을 반영하지 못하고 있는 실정이다. 따라서 본 연구에서는 오픈플랫폼 3차원 데이터의 서비스 향상 및 상호운영성 확보를 위하여 서비스에 사용되는 3차원 데이터 포맷의 개선방안을 제시하였다. 제안한 포맷은 기존 포맷과 비교하여 경량화되었고 렌더링 속도가 개선되었다.

Current status and characteristics of the Ecological and Natural Map in the Republic of Korea

  • The integration and management of various national ecological assessments are essential for the benefit of the public. In the Republic of Korea, the Ecological and Natural Map (ENM) serves as a comprehensive platform that synthesizes the results of national ecosystem surveys into a unified system interface. To provide the current status and characteristics of our policy, we analyzed the ENMs and related appeals from 2014 to 2022. Following their implementation, the ENM Guidelines underwent nine revisions, with most of the revisions pertaining to appeals. Nine public announcements were made regarding the ENM, resulting in a gradual expansion of the conservation area. The data also showed a consistent increasing trend in appeals. Most of the 1st-grade areas in the ENM regions where appeals were filed have significantly decreased. The larger area or the smaller population density of an administrative distinct, the more appeals were filed. Our study presents information regarding the current status of the ENM system. The analysis of the operational direction and indicator trends across the 16-year period since the establishment of the system provides valuable insights for similar systems.

  • 건설 프로젝트가 점차 대형화, 복잡화, 전문화 되면서 지속적으로 변화하는 건설 환경에 대응할 수 있는 프로젝트 관리 기법 개발에 대한 요구가 증가하고 있다. 건설 프로젝트의 특성상 관리 기법은 건설 현장이나 구조물의 유지 관리 단계에서 발생하는 방대한 양의 정보를 실시간으로 수집하고 처리하여 표현할 수 있어야 한다. 이를 위해 국내외적으로 실시간 3차원 공간 모델링 방법의 개발에 대한 연구가 활발히 진행되고 있으며, 실시간 3D 공간 정보 획득은 모델링을 위한 필수 요소라 할 수 있다. 최근 개발된 플래시 레이다는 실시간으로 주변 환경에 대한 3차원 공간 정보 획득이 가능하도록 하는 장비로 건설 산업에서의 3차원 공간 모델링 시스템에 가장 적합한 기술이라 할 수 있다. 본 논문에서는 보다 정확한 3차원 공간 모델링을 위해 플래시 레이다의 장비 성능을 파악하고, 실험을 통해 이를 이용하여 획득한 3차원 공간 데이터의 정확성을 검증함으로써 건설현장에 대한 장비의 적용성을 검토하고자 한다.
