Paper cultural heritages usually experienced the chemical and the physical deterioration because of various factors including preservation environment and the property of their materials. General restoration technology for paper cultural heritages is the lining. The application of the lining paper and the lining technology has varied depending on researcher's experiences. Therefore, each lining material and technology must be evaluated to develop a standard guide for preservation and restoration of paper cultural heritages. To date, various analysis techniques using lining paper, in terms of their materials, have been applied to analyses of causes and condition of damages, but it is difficult to develop a standard restoration treatment method of paper cultural heritages because it varies by their material. The Hanf, is made frrr the mulberry, is generally used for the lining in Korea.edt is required that the cr, in terms properties and general properties of Hanf, is used for lining papers, are evaluated to develop a standard guide for their restoration.ed this study, the general properties of several lining papers(Hanf), especially dimensave bility, were evaluated as part of the standardization of lining papers. The result have varied depending on the pulping chemical and the manufacturers. the basis weight, thickness and tensale strength of lining papers is bigger the paper treated by natural ash than the paper treated by sodium carbonate.ed case of formation, folding endurance, and dimensave bility, the paper treated by sodium carbonate showed better properties than those of the paper treated by natural ash.
Artificial or natural artifacts, which have historical, artistic, academic or scenic value as national, ethnic or global assets, are designated as "cultural heritages" under the Act on the Protection of Cultural Heritage. Cultural heritages can be divided into tangible cultural heritages, intangible cultural heritages, and monument and folklore heritages. In addition, depending on the object of designation, a cultural heritage can be designated either as a city or a provincial cultural heritage or a cultural heritage material, by a city mayor or provincial governor, and as a state-designated heritage by the administrator of the Cultural heritage Administration. The regular survey is a part of the policy for the preservation and management of state-designated heritages, which requires that surveys be undertaken every three to five years for the preservation, repair and maintenance of cultural heritages. It was stipulated in the Act on the Protection of Cultural Heritage in 2006, and since then has substantially contributed to the preservation and management of state-designated heritages based on the identification of damage to cultural heritages and the application of appropriate treatment measures. However, some parts of the guidelines on the regular survey, legislated in 2006, occasionally give rise to confusion in managing the regular survey system of state-designated movable cultural heritages, and need to be modified to facilitate the systematic management and improvement of the regular survey system. This study attempts to analyze the structure and operation of the regular survey system of state-designated movable cultural heritages, and proposes plans for improving the way of specifying each department which leads, manages and executes the regular survey, the process of entrusting the survey, and its guidelines and forms. I hope that these plans concerning the regular survey of state-designated movable cultural heritages will contribute to improving the quality and management of the system.

The National Registered Cultural Heritage no. 377, 'The Eclectic-style House in Daeheung-dong, Daejeon', was relocated in 2013, even though it was privately owned. The relocation of National Registered Cultural Heritage through an urban redevelopment project is rare because the restriction of the preservation of a cultural asset is relatively tolerated. For the sake of profit in a redevelopment project, a privately owned Registered Cultural Heritage is likely to be demolished with no laws to prevent it. This study researched the history of the heritage and the procedure of the relocation process. Based on the research, the study intends to clarify the relationship between the economic and legislative conditions with the result of the National Registered Cultural Heritage relocation in general. The failure of the successful relocation of the National Registered Cultural Heritage in redevelopment projects is caused mainly by a change of ownership, which is generally from personal to anonymous associations. Based on the condition, this study maintained the Cultural Heritage's redefinition as a public asset and proposed phased amendments in each major procedure of a redevelopment project for the successful preservation and reuse of National Registered Cultural Heritage.
This study applied the index called Visual Perception Intensity (VPI) which quantitatively deals with landscape values and viewpoints to designate the cultural heritage areas in the Scenic Sites. The results of the study are as follows. First, a VPI selection index was presented for designating the cultural heritage areas in the Scenic Sites. The index was applied in consideration of the distance from the viewing point to the object and its incident angle. In addition, the process of the VPI analysis was implemented with GIS and the analysis algorithm was constructed. Second, the possibility of VPI was examined by comparing the simple frequency of the cumulative visibility with the results of the VPI. The VPI was analyzed to be more influenced by the incidence angle than the distance between the viewpoint and the object within a 4.74 km area. Third, a field survey was performed to investigate the effectiveness of the VPI classification. The survey was implemented based on the results of the investigation into the VPI to examine whether human visual perception was fully reflected. It was confirmed through the field survey that an area with high VPI was also an important area. Fourth, a plan for the cultural heritage area adjustment was constructed by applying the VPI to the areas already designated as Scenic Sites. As a result of classifying the VPI into three classes, it was found that the areas with the second class or higher were needed to be designated as cultural heritage areas and the areas with the third class as the Historical and Cultural Environments Preservation Area.

The Cultural Properties Protection Law Act 1962 has been achieving its role for systematic preservation, management and application of the cultural heritage under rapid economic growth circumstances through continuing revisions. Introduced the influence review system for cultural heritages in 2000, and legislated the guideline for the state-change allowance standard for the National Cultural Heritage in 2006 in specific, the law has been contributing significantly for the cultural properties and historical/cultural environment preservation, along with increase in administrative efficiency and improvement on settlement environment. However, increase in public awareness about the cultural property's value and the needs for the local revitalization by utilizing the heritages, while some allowance standard not peoperly delivering the surrounding conditions, such as the value of the properties and their substantial characteristics, land utilization, etc. being applied, complaints from the local residents are increasing continuously. Thus this research focuses on clear vision/value of the heritage and apply them to create the review criteria for the state-change allowance per heritages. Here we set the Focus of Landscape Management Indicators in order to actively preserve and manage the physical characteristics and the native value by analyzing the Cultural Heritage Protection Laws and related guidelines, manuals and research papers, and redesign the cultural propertiy's classification scheme and propose the Review Standard for state-change from the view point of changing the current state. With this research, we expect increase in the satisfaction for the Property management system with public understanding promotion regarding the Standards by applying the reviewed state-change allowance Standards, white securing the consistency for the review criteria as well as the systematic management of historical/cultural environment with their typification characteristics and the value for short-term.
Efforts are being made internationally to pay attention to the landscape value of modern and contemporary heritage and to pass it on. However, in Korea, the registration of modern and contemporary landscape heritage as registered cultural properties is insignificant. There has also been little discussion on ways to improve the system in this regard. This study sought ways to improve the registration criteria and classification system of the registered cultural property system so that modern and contemporary landscaping heritage could be protected. Currently, the registration criteria for registered cultural properties are not stipulated for each type of heritage, but are stipulated as a single comprehensive standard. Registration criteria should be separately prepared so that the landscape value of the heritage can be reviewed. First, the registration criteria have an important value in understanding the development of landscape culture. Second, well-preserved landscaping reflects or characterizes the times. Lastly, it should be defined as related to the works of major artists or important figures or historical events. The classification system must match the studied building cultural property classification system, and the detailed types of modern and contemporary landscape heritage should be specified. The major classification follows the building cultural property classification system, but parks and green spaces, squares, and gardens, which can be called a single landscape heritage, should be added to the middle classification. Landscaping heritage, such as gardens combined with building heritage, shall be specified in the subcategory based on building use.

After 60 years since the enactment of the cultural property protection act, Korea's national system of protecting what has been valued has been transformed into a 'National Heritage System'. To meet the new system, the classification of national heritage has been re-classified into three categories as cultural heritage, natural heritage, and intangible heritage. In accordance with the sub-classification, acts for cultural heritage act and intangible heritage has been amended and act for natural heritage has been enacted. Act for natural heritage defines natural heritage as natural objects or cultural heritage formed through the interaction between human beings and natural environment. The sub-classification are categorized as follows; animal, plant, geological and natural reserves, natural landscapes, historical-cultural landscapes, and mixed landscapes. It also allows creating traditional landscapes so that traditional way of landscaping can be encouraged and integrated with modern life within historic environment. In line with the new concept of traditional landscaping, existing practices will be also needed to be changed. Traditional landscaping will play a significant role in setting out the new administrative paradigm which focuses on more value preservation. This paper recommends that effective collaboration between government, experts of traditional landscaping, and owners should be established to integrate the new policy in practice.

Korea began preserving and managing natural monuments in 1933 under Japanese Colonization, but North Korea and South Korea were forced to establish separate natural monument management policies because of the division after the Korean Independence. The purpose of this study is to compare and analyze the natural monument management policies of both south and North Korea between 1933 and 2005 to introduce new policies for Korea unification. The following are the results: First, South Korea manages every type of cultural asset, including natural monuments, through the 'Cultural Heritage Protection Act,' whereas North Korea managing its cultural assets through the 'Cultural Relics Protection Act' and the 'Landmark/Natural Monument Protection Act.' Second, South Korea preserves and utilizes natural monuments for the purpose of promoting the cultural experience of Korean people and contributing to the development of world culture, whereas North Korea uses its natural monuments to promote the superiority of socialism and protect its ruling power. Third, North and South Korea have similar classification systems for animals, plants, and geology, but North Korea classifies geography as one of its natural monuments. Unlike South Korea, North Korea also designates imported animals and plants not only for the preservation and research of genetic resources, but also for their value as economic resources. Fourth, North Korea authorizes the Cabinet to designate and cancel natural monuments, whereas South Korea designates and cancels natural monuments by the Cultural Heritage Administration through the deliberation of a Cultural Heritage Committee. Both Koreas' central administrations establish policies and their local governments carry them out, while their management systems are quite different. In conclusion, it is important to establish specified laws for the conservation of natural heritages and clarified standards of designation in order to improve the preservation and management system and to sustain the diversity of natural preservation. Moreover it is also necessary to discover resources in various fields, designate protection zones, and preserve imported trees. By doing so, we shall improve South Korea's natural monument management policies and ultimately enhance national homogeneity in preparation for the reunification of the Koreas in the future.
In this paper we examine cultural properties of the North Korea from 'the law of the Democratic People's Republic of Korea on Protection of Cultural Property". This law was adopted the Resolution of the Standing Committee of the Supreme People's Assembly of DPR of Korea in 1994. For our study, some other laws or rules established after the end of Japanese colonial occupation (1910-1945) in North Korea were examined. The policy on protection and conservation of cultural property in North Korea seems to have taken place a relatively rapid. The purpose of this law is to carry out the policy with a view to contributing to establishment of strict system and order for protection and management of cultural property, to their preservation in original state, to their proper inheritance and development, and to enhancement of national pride and confidence among the people. This law consists of 6 chapters (52 articles): (1) Fundamentals of the law on protection of cultural property, (2) Archaeological excavation and collection of cultural relics, (3) Evaluation and registration of cultural property, (4) Preservation and management of cultural property, (5) Restoration of cultural property, and (6) Guidance and control of cultural property protection. Nevertheless, it is difficult to find the evidence of efforts to exploit the cultural properties from an academic point of view in North Korea since the late 1980s.

In this paper, we present a nondestructive analysis using X-ray and microscopic investigation to detect the structure, manufacturing technique and preservation status of the Goryeo lacquered box Inlaid with Mother-of-pearl Chrysanthemum and Scroll Design (Goryeo Lacquered Box). We confirm that the Goryeo Lacquered Box consists of the soft wood as the basic material. The soft wood was coated with textile and then lacquered. The box structure of the Goryeo Lacquered Box was formed of wooden boards with wood plants added to the side, after processing into a trefoil-shaped. The wooden sides of the Goryeo Lacquered Box were cut at regular intervals for easier processing into a curved shape. Moter-of-pearl, tortoiseshell, and metal wire were used to decorate the surface. mother-of pearl was the cutting processing, and tortoiseshell was used for back coloring. The metal line was constructed using one line and twist line.
