The structure of info-communications industry has been changing from vertical integration to horizontal layered disintegration as the Internet technology has been rapidly developed. Considering with this background, EU has decided to introduce new regulatory framework called 2003 framework and asked member states to shift to new framework by July 2003. The key words of the new framework is to be denoted by the following three characteristics: Introduction of cross-media regulatory framework Alleviation of entry regulation by general authorization, Transition from ex ante regulation to ex post regulation.

Direct tensile tests were carried out for the tensile members of steel-reinforced polymer concrete with different steel diameters and steel ratios to figure out the effect of tensile strength of polymer concrete. In the experiments, polymer concrete with $1000kgf/cm^2$ of compressive strength, steel with $5200kgf/cm^2$ of tensile strength, and the tensile members with 100 cm of constant length were used. Experimental results showed that, regardless of steel diameters and steel content, the strain energy exerted by concrete till the initial crack was 14-15% of the total energy till the point of yield: The energy was much larger than the one of high-strength cement concrete. The behaviors of tensile members of steel-reinforced polymer concrete were in relatively good agreement with the model suggested by Gupta-Maestrini (1990), which was idealized by the effective tensile stress-strain relationship of concrete and the load-strain relationship of members, while those showed a big difference from CEB-FIP model and ACI-224 equation suggested for the load-displacement relationship that was defined as the cross sectional stiffness of effective axis. Modified ACI-224 model code about the load-displacement relationship for the tensile members of steel-reinforced polymer concrete and theoretical equation for the polymer concrete tensile stiffness of polymer concrete suggested through the results of this study are expected to be used in an accurate structural analysis and design for the polymer concrete structural members.
Based on the orthotropic hypoelasticity formulation, a triaxial constitutive model of concrete is proposed. To account for increasing ductility in high confinement of concrete, the ductility enhancement is considered using so called the strain enhancement factor. It is also developed a three-dimensional finite element model for reinforced concrete structural members based on the proposed constitutive law of concrete with the smeared crack approach. The concrete confinement effects due to the beam-column joint are investigated through numerical examples for simple beam and structural beam member. Concrete at compression fibers in the vicinity of beam-column joint behaves dominant not only by the uniaxial compressive state but also by the biaxial and triaxial compressive states. For the reason of the severe confinement of concrete in the beam-column joint, the flexural critical cross-section is observed at a small distance away from the beam-column joint. These observations should be utilized for the economic design when the concrete structural members are subjected to high confinement due to the influence of beam-column joint.
An energy method of analysis is presented which can be used to study the inelastic lateral-distortional buckling of hot-rolled I-sections continuously restrained at the level of the tension flange. The numerical modelling leads to the incremental and iterative solution of a fourth-order eigenproblem, with very rapid solutions being obtainable, so as to enable a study of the factors that influence the strength of continuously restained I-beams to be made. Although hot-rolled I-sections generally have stocky webs and are not susceptible to reductions in their overall buckling loads as a result of cross-sectional distortion, the effect of elastic restraints, particularly against twist rotation, can lead to buckling modes in which the effect of distortion is quite severe. While the phenomenon has been studied previously for elastic lateral-distortional buckling, it is extended in this paper to include the constitutive relationship characteristics of mild steel, and incorporates both the so-called 'polynomial' and 'simplified' models of residual stresses. The method is validated against inelastic lateral-torsional buckling solutions reported in previous studies, and is applied to illustrate some inelastic buckling problems. It is noted that over a certain range of member slenderness the provisions of the Australian AS4100 steel standard are unconservative.

Conventional apartment building projects have favored wall slab structure for the ease of construction and economic viability. However, wall slab structure, consisting of bearing walls, makes remodeling a difficult challenge. In addition, as the amendment to the Building Act in November, 2005 incentivized easy-to-remodel Rahmen structure design for apartment building in terms of floor area ratio and the number of stories, were are seeing more use of PC construct method in apartment building projects gradually. However, PC construction method requires complex connections between beams and columns, making it difficult to install and remove formwork. Furthermore, it is not possible to reuse forms after removal, generating lots of construction wastes, and it is necessary to install new forms again when the size of connection changes in line with modification of column cross-section. Researchers in Korea and elsewhere in the world have focused on structural performance of connection in PC construction method, with little attention to alternative approaches to improving connection forms for PC construction method. Accordingly, this research aims to study an approach to improving connection forms for PC construction method.
The coexistence policy of GM and non-GM crops is still on the debates in EU since “the recommendation on guidelines for the development of national strategies and best practices to ensure the coexistence of GM crops with conventional and organic farming” has been reported in 2003. The major issues are maximum tolerance level of GMO admixture and minimum isolation distances of GM fields with others including conventional, organic and seeds production. Majority of member states in EU proposed that the tolerance level of GMO admixture must be more strictly controlled, in particular in the fields for organic crops and seeds production. To this end, it was proposed that minimum isolation distances to segregate GM crops from fields with organic crops and seeds production need to be further extended than those of conventional crops since cross pollination with other crops adjacent GM fields is known as the most prevalent source for GMO contamination. In these circumstances, it is strongly suggested that the current legislations need to be revised including the minimum isolation distances of fields for each species before field cultivation for a commercial GM crop is approved for the first time in South Korea.
An under-tension system is frequently employed for large-span structures to reduce the deflection and member size. In this study, a microgenetic algorithm was used to find the optimum cross-section of truss structures with an undertension cable under transverse loading. Maximum deflection, allowable stress, and buckling were considered constraints. The proposed approach was verified using a 10-bar truss sample that shows good agreement with the previous results. In the numerical results, minimum-weight design of the under-tension structure was performed for various magnitudes of pretension.
A new form of construction utilizing structural steel as the boundary elements in ductile flexural concrete walls is proposed to solve the bar congestion problems in such a heavily reinforced region, while maintaining the ductility and energy absorption capacity comparable to their traditional form. Two wall specimens containing rectangular hollow structural sections (HSS) and channels at their ends respectively, and one companion standard reinforced concrete wall specimen with concentrated end reinforcement were constructed and tested under reversed cyclic loading to evaluate the construction process as well as the structural performance. Initially, all three specimens were chosen and detailed with some caution to have approximately the same flexural capacity without change of the original shape and dimension of a rectangular cross section correction. Analysis and comparison of test results indicated that the reversed cyclic responses of three walls showed similar hysteretic properties, but in those with steel boundaries, local buckling of the corresponding steel webs and flanges following significant yielding was a dominant factor to determine the hysteretic response. The monotonic and cyclic responses predicted based on a sectional approach was also presented and found to be in good agreement with measured results. Design recommendations considering local instability of the structural steel elements and the interaction between steel chords and a concrete web member in such a composite wall are presented.
This paper focuses on assessing the failure of one of the transmission towers that collapsed in Winnipeg, Canada, as a result of a microburst event. The study is conducted using a fluid-structure numerical model that was developed in-house. A major challenge in microburst-related problems is that the forces acting on a structure vary with the microburst parameters including the descending jet velocity, the diameter of the event and the relative location between the structure and the jet. The numerical model, which combines wind field data for microbursts together with a non-linear finite element formulation, is capable of predicting the progressive failure of a tower that initiates after one of its member reaches its capacity. The model is employed first to determine the microburst parameters that are likely to initiate failure of a number of critical members of the tower. Progressive failure analysis of the tower is then conducted by applying the loads associated with those critical configurations. The analysis predicts a collapse of the conductors cross-arm under a microburst reference velocity that is almost equal to the corresponding value for normal wind load that was used in the design of the structure. A similarity between the predicted modes of failure and the post event field observations was shown.
Background: This study conducted to determine breast cancer awareness and influencing factors among nursing students in the West Black Sea Region in Turkey. Materials and Methods: This cross-sectional descriptive study was conducted between April-May, 2014. The sample was 270 female nursing students. Data were collected by Personal Information Form and Champion's Health Belief Model Scale (CHBMS). Results: The students' mean age was $21.6{\pm}2.09$ and 81.1% had knowledge about breast cancer from their academic education. It is found that 63.7% of the students performed Breast Self-Examination (BSE) and 11.1% had a family member diagnosed with breast cancer. The CHBMS mean score of the students was $117.7{\pm}14.5$. Conclusions: Breast cancer awareness of nursing students is on a good level and was affected by family history of breast cancer and health beliefs.
