처리과 기록물관리 현황 연구: 지자체 정부합동감사의 정량적 분석을 중심으로 (A Study on the Status of the Creation Organization of Records: A Quantitative Analysis of Joint Local Government Audit)

  • 본 연구는 2010년에서 2019년까지 정부합동감사에서 지적된 처리과 기록물관리 현황을 분석하였다. 15개 지방자치단체 총 43개의 감사결과를 대상으로 정량분석을 통해 처리과 기록관리 업무영역별 문제점을 다각도로 파악하였으며, 연도별 기록관리 지적사항을 분석함으로써 처리과 기록물관리 문제점을 알아보고 시사점을 도출하였다.

  • Automation can help organisations implement authentic and reliable record management practices, through the improved tracking of records through their life cycle as well as the consistent application of records schedules and descriptive standards. Maintaining evidence through authentic and reliable records is a cornerstone of good business practice and helps ensure a valuable record for society. This paper provided understanding of establishing records and archives management system(ARMS) with the case of the Jogye order of Korean buddhism. This system was designed to control records in the whole step from creation to preservation so that it automatized process to organize and control current records and to preserve archives. This system covers a wide range of archival functions including appraisal, arrangement and description, transfers, access, location and space management, microfilm management and destruction. This system will be applied records management of similar organization because of designing from the archival scientific point of view. Also, development process of this system will help archivist to build ARMS based on archival needs of institution.

한국 공공분야 '기록보유(Recordkeeping)'체제 전망 -'기록물분류기준표'의 제도적 의의와 특성 - (The Prospect of 'Recordkeeping Regime' in the Public Sector of Korea : Examination on the characteristics of the Tables of Transactions for Records Scheduling by PRA Act)

  • In this paper, I examined specific characteristics of the Tables of Transactions for Records Scheduling(TRS) (記錄物分類基準表 ; Kirokmul-Bulyukijun - Pyo) system by Public Records and Archives Act(PRA Act, No. 5709, 1999). All staffs and employees in governmental agencies of Korea must register, classify and dispose of their official records according to TRS by the Presidential Regulation for the application of PRA Act(No. 17050, 2000). Namely, the criteria of TRS is applicable to all stages of records lifecycle from creation to disposition(transfer to Archives or legal destruction). In the theoretical and methodological area, therefore, it is absolutely important that records managers and archival professionals in Korea make analysis on functions and characteristics of TRS by PRA Act. In the first, my examination take notice of possibility of 'adequate and proper documentation' about activity of the executive organization in TRS system. Other attention is that records management according to TRS means managing of records not only as physical entities but as logical entities which imply content and context of creation and use. In other hand, I wish to account for reasonable separation consideration for continuing utility of archives from current use of records throughout agencies duration Another theme of discussion in this paper is the theoretical framework which give account of TRS's characters. In conclusion, accountability for characteristics of TRS system could have been found in counterproposal view including the concept of Records continuum and the notion of Recordkeeping regime in Australia based on rethinking about Records lifecycle model. In the extent of practical area, more or less, it is imbalanced method that compare TRS by PRA Act to Recordkeeping regime based on Records continuum. Nevertheless, the concept and notion is suitable framework that give account of the prospect of recordkeeping system under PRA Act.as well as the meaningful characteristic of TRS.

  • 1999년 기록관리법의 제정과 함께 정비된 폐기평가 제도는 처리과에서의 폐기를 금지하고 보존기간 책정제도를 보완해 중요기록물의 유실을 방지할 수 있는 전략적 개념을 지니고 있다. 하지만 실제 기록관에서 수행되는 폐기평가의 현실은 기록관리법에서 의도하는 이러한 취지와는 현실적으로 큰 간극을 지닌다. 이에 본고에서는 기록물 평가제도에 대한 검토를 통해 현행 우리나라 폐기평가 제도의 중요성을 살펴본 다음, 현행 폐기평가 제도의 운영현황과 실제 운영상의 문제점을 고찰하였다. 이어 폐기평가 제도를 모범적으로 운영하고 있다고 판단되는 실제 사례를 기반으로 향후 우리나라 폐기평가 제도의 현실적 적용을 위한 방안을 모색하였다.

전자기록의 진본 평가 시스템 모형 연구 (The Model of Appraisal Method on Authentic Records)

  • 전자기록은 평가 시 가치 평가와 진본 여부 평가를 함께 수행해야 한다. 그간 기록의 가치 평가에 대해서는 여러 논의가 진행되어 왔지만 진본 평가에 대해서는 그러하지 못했다. 이 글에서는 진본 평가가 기록관리 각 과정의 어느 국면에서 필요하고 그 구체적인 방법은 무엇인가를 밝히고 있다. 대체로 입수단계에서는, 생산기관에서의 재생산 직후의 일치 검증, 수신된 전자기록의 품질 및 일치 검증, 입수기록패키지와 보존기록패키지의 일치 검증이 필요하다. 저장단계에서는 매체수록된 보존기록패키지의 일치 검증, 저장된 전자기록의 손상여부 검사와 복구가, 각종 처리의 단계에서는 관리기준값 변경 처리 후의 적절성 평가, 기록철 분류구조 변경 후의 평가, 마이그레이션 이후의 일치평가 및 기타 주기적 무결성 평가, 배부기록의 일치 평가 등이 요구된다. 이러한 진본 평가를 위해서는 일치검증평가, 내용적 동일성 확인 평가, 메타데이터 요소의 적절성 평가, 불법적 변경여부의 확인 평가, 물리적 상태평가 등의 방법이 적용되어야 한다.

  • 본고에서는 기록물의 내용이 아닌 기록이 생성된 기능에 기반을 두고 행해지는 전자기록 환경에서의 기능평가 프로세스를 분석하였다. 전자기록 환경에서 기능평가는 가장 보편화된 평가방식으로, 기록물의 생산 이전단계부터 수행되는 연속적인 업무 프로세스를 형성하게 된다. 종국적으로 기능평가를 기반으로 하는 전자기록 환경에서의 평가는 업무맥락 및 기록품질을 지님과 동시에, 조직의 영위 및 업무 수행에 필수적인 전자기록을 선별해 주게 된다.

한국 개(個)교회기록물의 기능분류 방안 (A Study constructing a Function-Based Records Classification System for Korean Individual Church)

  • Church archives are the evidential instruments to remember church activity and important information aggregate which has administrative, legal, financial, historical, faithful value as the collective memory of church community. So it must be managed necessarily and the management orders are based on the Bible. The western churches which have a correct understanding about the importance of church records and management order have taken multilateral endeavor to create, manage church archives systematically. On the other hand, korean churches don't have the records management systems. Therefore, Records created in individual church are mostly managed unsystematically and exist as 'backlogs', finally, they are destructed without reasonable formalities. In those problems, the purpose of this study is to offer the way of records classification and disposition instrument with recognition that records management should be done from the time of creation or previous to it. As a concrete device for them, I tried to embody the function-based classification method and disposal schedule. I prefer the function-based classification and disposal schedule to the organization and function-based classification to present stable classification and disposal schedule, as we can say the best feature of the modern organization is multilateral and also churches have same aspect. For this study, I applied DIRKS(Designing and Implementing Recordkeeping Systems) manual which National Archives of Australia provide and guidelines in ICA/IRMT series to construct the theory of the function-based classification in individual churches. Through them, it was possible to present a model for preliminary investigation, analysis of business activity, records survey, disposal schedule. And I took an example of 'Myong Sung Presbyterian Church' which belong to 'The Presbyterian church in Korea'. I explained in detail codifying process and results of preliminary investigation in 'Myong Sung Presbyterian Church', analysis of business activity based on it, process of presenting the function-based classification and disposal schedule got from all those steps. For establishing disposal schedule, I planned 'General Disposal Schedule' and 'Agency Disposal Schedule' which categorized 'general function' and 'agency function' of an agency, according to DIRKS in Australia and ICA/IRMT. And for estimation of disposal date I had a thorough grasp of important records category presented in 'Constitution of General Assembly', interview to know the importance of tasks, and added examples of disposal schedule in western church archives. This study has significance that it was intended to embody 'the function-based classification' and 'disposal schedule' suitable for individual church, applying DIRKS in Australia and ICA/IRMT on absence of the theory or example which tried to present the function-based classification and disposal schedule for individual church. Also it is meaningful to present a model that can classify and disposal real records according to the function in individual church which has no recognition or way about records management.

  • 예술기록의 조직에 있어서 정리는 기록의 생산 및 축적의 맥락을 보존하는 중요한 작업이다. 그러나 우리나라 예술아카이브에서는 출처 및 원질서의 원칙에 기반한 정리가 소홀히 다루어지고 있다. 이 연구에서는 예술기록의 정리와 분류의 개념과 차이를 정리하고, 국내외 예술기록 정리와 분류 현황을 비교 분석함으로써 이제 시작단계에 있는 우리나라 예술기록 조직업무의 문제점을 밝히고 개선방향을 제안하였다.

행정정보 및 보존기록물 공개의 운영과제 (Operative Challenges in Releasing Administrative Information and Records)

  • The release of administrative information has been the challenge of our age following the maturation of democratic ideology in our society. However, differences of opinion and conflict still exist between the government and private sectors regarding the issue, and it seems that the technical and policy-related insufficiencies of information and record management that actually operate the release of information are the main causes. From the perspective of records management, records or information are variable in their nature, value, and influence during their life span. The most controversial issue is the records and information in the current stage of carrying out business activities. This is because the records and information pertaining to finished business are but evidence to ascertain the past, and have only a limited relationship to the ideal of the 'democratic participation' by citizens in activities of the public sector. The current information release policies are helpless against the 'absence of information,' or incomplete records, but such weakness can be supplemented by enforcing record management policies that make obligatory the recording of all details of business activities. In addition, it is understood that the installation of 'document offices("Jaryogwan")' that can manage each organization's information and records will be an important starting point to integrate the release, management, and preservation of information and records. Nevertheless, it seems that the concept of 'release' in information release policies refers not to free use by all citizens but is limited to the 'provision' of records according to public requests, and the concept of 'confidential' refers not to treating documents with total secrecy but varies according to the particulars of each situation, making the actual practice of information release difficult. To solve such problems, it is absolutely necessary to collect the opinions of various constituents associated with the recorded information in question, and to effectively mediate the collective opinions and the information release requests coming from applicants, to carry out the business more practically. Especially crucial is the management of the process by which the nature and influence of recorded information changes, so that information which has to be confidential at first may become available for inquiry and use over time through appropriate procedures. Such processes are also part of the duties that record management, which is in charge of the entire life span of documents, must perform. All created records will be captured within a record management system, and the record creation data thus collected will be used as a guide for inquiry and usage. With 'document offices(Jaryogwan)' and 'archives' controlling the entire life span of records, the release of information will become simpler and more widespread. It is undesirable to try to control only through information release policies those records the nature of which has changed because, unlike the ones still in the early stages of their life span and can directly influence business activities, their work has finished, and they have become historical records or evidences pointing to the truth of past events. Even in the past, when there existed no formal policy regarding the release of administrative information, the access and use of archival records were permitted. A more active and expanded approach must be taken regarding the 'usage' of archival records. If the key factor regarding 'release' lies in the provision of information, the key factor regarding 'usage' lies in the quality and level of the service provided. The full-scale usage of archival records must be preceded by the release of such records, and accordingly, a thorough analysis of the nature, content, and value of the records and their changes must be implemented to guarantee the release of information before their use is requested. That must become a central task of document offices and "Today's information" will soon become "yesterday's records," and the "reality" of today will become "history" of the past. The policies of information release and record management share information records as their common objective. As they have a mutual relationship that is supplementary and leads toward perfection, the two policies must both be differentiated and integrated with each another. It is hoped that the policies and business activities of record management will soon become normalized and reformed for effective and fair release of information.

임시의정원 관련 기록물의 정리 현황과 재정리 방향 (The Current Status of Arrangement and the Direction of Rearrangement of the Archives Relating to the Korean Provisional Assembly)

  • 본고에서는 국회도서관이 소장하고 있는 임시의정원 관련 기록물의 정리 현황을 살펴보고 기록물 정리의 원칙을 적용하여 재정리 방향을 제시하였다. 임시의정원은 기록물 관리 규정을 가지고 있었고, 그에 따라 기록물을 생산하고 보관했다. 그러나 어느 시점에 기록물의 원질서가 해체되어 보관되다가 1960년대에 국회도서관이 수집하여 관리하고 있다. 국회도서관은 수집한 기록물을 정리하면서 생산 당시의 기록관리 체계와 보관 과정에서 있을 수 있는 여러 가지 상황을 충분히 고려하지 못했다. 당시 국회도서관은 임시의정원의 질서를 따르지 않고 정리했다. 또한 정리 과정에서 기록물의 계층 개념을 적용하지 않았고, 출처주의와 원질서 존중의 원칙을 고려하지 않았다. 그 결과 기록물의 구조와 맥락을 파악하기 어렵게 되었다. 이러한 문제점을 해결하고 기록물의 재정리 방안을 마련하기 위해서는 우선 기록물 정리 원칙에 따라 임시의정원 관련 기록물이 지니고 있는 특징을 살펴보아야 한다. 첫째, 출처주의에 따라 기록물 조직·기능·산출물이 무엇인지 파악하여 기록물의 기록물건·기록물철, 생산자, 생산일자, 기록물 유형 등을 구분해야 한다. 둘째, 원질서 존중의 원칙을 적용하여 기록물을 생산하여 보존하던 당시의 기록물 질서가 어떠했는지를 파악해야 한다. 셋째, 기록물이 완전하게 성립하였는지 효력을 갖추고 있는지를 검토해야 한다. 임시의정원 관련 기록물을 과거의 모습대로 온전하게 정리하는 것은 불가능하다. 다만 정리 현황과 재정리 방향을 검토함으로써 기록물의 내용·구조·맥락을 새롭게 파악하고 효과적으로 서비스할 수 있는 토대를 만들 수 있을 것이다.
