The Debate on Net Neutrality: Evidences, Issues and Implications (망중립성 논의의 쟁점과 함의)

  • The Federal Communications Commission voted to repeal net neutrality protections on December 14, 2017. This is the very opposite decision of the net neutrality rule that the Obama administration has consistently maintained. The ensuing storm from the repeal of net neutrality protections has an extensively effect enough on individuals and businesses to cover the entire spectrum, and the impact is hard to assess in the U. S. content industry, which dominates the worldwide Internet content and platform market. On the other hand, Korea's net neutrality protections have been firmly pursued, and there is no sign of change even after the decision happened in the U. S. Net neutrality is not a simple theme that is associated with the Constitution, such as freedom of expression, as well as the issue of network enhancement to prepare for 5G. Accordingly, this study examines how the net neutrality has been carried out in the U. S. and Korea over the years, and provides the issues of Internet enhancement, perspectives of ISP and ICP, and implications for the Constitution, market economy, fair competition and zero rating. This research delivers future direction and implications of domestic net neutrality policies.

A Study on Examples Applicable to Numerical Land Cover Map Data for Atmospheric Environment Fields in the Metropolitan Area of Seoul - Real Time Calculation of Biogenic CO2 Flux and VOC Emission Due to a Geographical Distribution of Vegetable and Analysis on Sensitivity of Air Temperature and Wind Field within MM5 - (수도권지역에서 수치 토지피복지도 작성을 통한 대기환경부문 활용사례 연구 - MM5내 기온 및 바람장의 민감도 분석과 식생분포에 기인한 VOC 배출량 및 CO2 플럭스의 실시간 산정을 중심으로 -)

  • Products developed in this research is a software which can transfer the type of shape(.shp) into the type of ascii using the land cover data and the topography data in the metropolitan area of Seoul. In addition, it can calculate the $CO_2$ flux according to distribution of plants within the land cover data. The $CO_2$ flux is calculated by the experimental equation which is compose of the meteorological parameters such as the solar radiation and the air temperature. The net flux was shown in about $-19ton/km^2$ by removing $CO_2$ through the photosynthesis during daytime, and in 2 ton/km2 by producing it through the respiration during nighttime on 10 August 2004, the maximum day of air temperature during the period of 3yr(2001 to 2004), in the metropolitan area of Seoul. Spatial distribution of the air temperature and the wind field is simulated by substituting the middle classification of the land cover map data, upgraded by the Korean Ministry of Environment(KME), for the land-use data of the United States Geological Survey(USGS) within the Meteorological Mesoscale Model Version 5(MM5) on 10 August 2006 in the metropolitan area of Seoul. Difference of the air temperature between both data was shown in the maximum range of $-2^{\circ}C\;to\;2.9^{\circ}C$, and the air temperature due to the land use data of KME was higher than that of USGS in average $0.4^{\circ}C$. Also, those of wind vectors were meanly lower than that of USGS in daytime and nighttime. Furthermore, the hourly time series of Volatile Organic Components(VOCs) is calculated by using the Biosphere Emission and Interaction System Version 2(BEIS2) including the new land cover data and the meteorological parameters such as the air temperature and so]ar insolation. It is possible to calculate the concentration of ozone due to the biogenic emission of VOCs.

Studies on the Distribution of Fisheries Resources by Bottom Trawling in the Yellow Sea (트롤조사에 의한 황해 주요 어족생물의 분포특성에 관한 연구)

  • Fish distribution characteristics are essential to assess and estimate fisheries resources in a particular area. The primary goal of this study is to determine the distribution characteristics by the bottom trawling in the Yellow Sea west of South Korea. The surveys were carried out between 33$^{\circ}$00'N~37$^{\circ}$00'N latitude and 124$^{\circ}$00'E~126$^{\circ}$00'E longitude at EEZ(Exclusive Economic Zone) of Korea in Yellow Sea on May and August, 1999 and April, 2000. The ships used in this survey were the R/V Chung-kyeong(G/T 300) and R/V Dong-baek(G/T 1,050) of Yeosu National University. The results obtained can be summarized as follows 1. From the trawl data the fisheries resources are seriously decreasing through most of the species(about more 50%) have been appeared only one time at the bottom trawl on April, 2000. The total fish species caught by the trawl net during the 3 times survey were 106 species and a few species(dominant species) of these occupied 50~90% of the quantity of the total quantity by number or by weight. Among the dominant species the tanaka's snailfish was recorded to be the most dominant species in the survey area. The fish species in the Yellow Sea were clustered according to the regions. They clustered in two or three partes to the south-north direction in the spring season and clustered in two parts to the on-off shore direction of the shore in the summer season. Most of the fish caught at the the trawl net with cover-net(30.3mm) were small sized. They were shorter than 15 cm in length and the extruding rate of the cod-end which was 60mm mesh size ranges about 90%. 2. The densities of the number and weight per unit volume derived from the total catches sampled in April, 2000 survey were $1532.2{\times}10^{-6}fish/m^3$ and $39.55{\times}10^{-6}kg/m^3$, respectively. 3. The density variation of fish population between 1999 and 2000 showed a slight tendency to increase.

Mortality of Little Tern(Sterna albifrons) by Abandoned Fishing Nets during Parental Care Period (폐그물 방치에 의한 육추기의 쇠제비갈매기(Sterna albifrons) 사망)

  • Abandoned fishing nets served Little Tern(Sterna albifrons) chicks as cover on a sandy island on Ganwol Lake, Hongsung-gun, Chungcheongnam-do, Korea. Chicks were incidently caught in $2.5cm{\times}2.5cm$ mesh sized nets and died of dehydration and exhaustion. Three adults died when they were caught by abandoned fishing net during parental care period in $2.5cm{\times}2.5cm$ mesh sized nets. Whereas $0.7cm{\times}0.7cm$ mesh sized nets did not affect the chicks' or adults' survival. Overlapped nets with several layers were more dangerous for chicks than were spread nets with a single layer. Dead chicks and adults were found to have been entangled by wing and neck. In this study, wing and nape(head+bill) of dead chicks were longer than those of live chicks. To improve the survival rate of Little Tern chicks at Ganwol Lake, abandoned fishing nets must be removed before the breeding season.

Development of Deep Learning Based Ensemble Land Cover Segmentation Algorithm Using Drone Aerial Images (드론 항공영상을 이용한 딥러닝 기반 앙상블 토지 피복 분할 알고리즘 개발)

  • In this study, a proposed ensemble learning technique aims to enhance the semantic segmentation performance of images captured by Unmanned Aerial Vehicles (UAVs). With the increasing use of UAVs in fields such as urban planning, there has been active development of techniques utilizing deep learning segmentation methods for land cover segmentation. The study suggests a method that utilizes prominent segmentation models, namely U-Net, DeepLabV3, and Fully Convolutional Network (FCN), to improve segmentation prediction performance. The proposed approach integrates training loss, validation accuracy, and class score of the three segmentation models to enhance overall prediction performance. The method was applied and evaluated on a land cover segmentation problem involving seven classes: buildings,roads, parking lots, fields, trees, empty spaces, and areas with unspecified labels, using images captured by UAVs. The performance of the ensemble model was evaluated by mean Intersection over Union (mIoU), and the results of comparing the proposed ensemble model with the three existing segmentation methods showed that mIoU performance was improved. Consequently, the study confirms that the proposed technique can enhance the performance of semantic segmentation models.

Influnce of Plant Residues on Net Mineralization and Nitrification of the Selected Piedmont Soils in North Carolina (Piedmont토양(土讓)에 식물체잔사(植物體殘渣)처리가 질소무기화(窒素無機化) 및 질산화과정(窒酸化過程)에 미치는 영향(影響))

  • Determination of N mineralization and nitrification potentials of selected Piedmont soils of North Carolina requires a better understanding of the influences of incorporated plant residues. The net N mineralization and nitrification were significantly influenced by the soil types and by plant species. The net N mineralization and nitrification of soils mixed with plant residues were consistently increased with successional incubation periods. The net mineralization and nitrification ranged from $9.77{\mu}g/g$ to $143.80{\mu}g/g$, and from $5.31{\mu}g/g$ to $145.66{\mu}g/g$ during the incubation periods, respectively. The net N mineralization was more influenced by NO3-N than by NH4-N. Overall, the greatest proportions of net N mineralization and nitrification occurred in Chewacla and Wehadkee and lowest in Enon and Mecklenburg. For the plant residues, the net N mineralization and nitrification were observed to be lowest in corn and highest in soybean. In a low-input agricultural systems, soybean may be planted as cover crop which may improve the nitrogen status of selected Piedmont soils of North Carolina.

Remote Sensing Image Classification for Land Cover Mapping in Developing Countries: A Novel Deep Learning Approach

  • Convolutional Neural networks (CNNs) are a category of deep learning networks that have proven very effective in computer vision tasks such as image classification. Notwithstanding, not much has been seen in its use for remote sensing image classification in developing countries. This is majorly due to the scarcity of training data. Recently, transfer learning technique has successfully been used to develop state-of-the art models for remote sensing (RS) image classification tasks using training and testing data from well-known RS data repositories. However, the ability of such model to classify RS test data from a different dataset has not been sufficiently investigated. In this paper, we propose a deep CNN model that can classify RS test data from a dataset different from the training dataset. To achieve our objective, we first, re-trained a ResNet-50 model using EuroSAT, a large-scale RS dataset to develop a base model then we integrated Augmentation and Ensemble learning to improve its generalization ability. We further experimented on the ability of this model to classify a novel dataset (Nig_Images). The final classification results shows that our model achieves a 96% and 80% accuracy on EuroSAT and Nig_Images test data respectively. Adequate knowledge and usage of this framework is expected to encourage research and the usage of deep CNNs for land cover mapping in cases of lack of training data as obtainable in developing countries.

Effects of Row Cover Materials on the Micro Environment and the Growth of Leafy Vegetables (엽채류 간이 터널 재배 시 피복자재별 미기상 환경 및 생육)

  • This study was carried out to evaluate the effects of row cover materials supported by flexible FRP frames with three kinds of non-woven fabric, and five kinds of net in leaf vegetable cultivation. Leaf radish (Raphanus sativus L.), Chinese cabbage (Brassica rapa L. ssp. pekinensis) were sown on May 21, 2003, and leaf lettuce (Lactuca sativa L.) was planted at the same date in Agricultural Research Center for Climate Change, Jeju, Korea. Net coverings showed higher light transmittance than in non-woven fabric coverings. The average air and soil temperatures increased by $0.3{\sim}1.0^{\circ}C$ in net coverings and $0.5{\sim}3.0^{\circ}C$ in non-woven fabric coverings, respectively. There was no difference in relative humidity among the covering materials. All the vegetables showed higher growths and yields in non-woven coverings than in non-covering. The yields increased 81% in leaf lettuce, 58% in leaf radish, and 93% in Chinese cabbage, respectively. In addition, the insect damages were considerably reduced in the row covering plots than in the control, especially in non-woven fabric coverings.

Mesh Selectivity of Trawl Cod-end for Squid (오징어류에 대한 트롤 끝자루의 망목선택성)

  • The squid fishery from the East China Sea has increased in importance in recent years, for management of resources were carried out selection experments using diamond and square mesh cod-end with enclosing small mesh cover net by trouser net method during 1991-1994 year. Mesh selection studies on Short-finned squid and Long-finned squid divided from catches by trial experiments. The results that square mesh cod-end retained proportionally fewer small and undersized Short-finned squid and Long-finned squid, square mesh cod-end were greater selection factor and 50% selection length than diamond mesh cod-end.

  • Our goal is to obtain a better scientific understanding how to define the nature and role of remotely sensed land surface parameters and energy fluxes in the heat island phenomena, and local and regional weather and climate. By using the MODIS visible and thermal imagery data and analyzing the surface energy flux images associated with the change of the landcover and landuse in study area, we will estimate and present how significant is the magnitude of the heat island heat effect and its relation with the surface parameters and the energy fluxes in Taiwan. To achieve our objective, we used the energy budget components such as net radiation, soil heat flux, sensible heat flux, and latent heat flux in the study area of interest derived form remotely sensed data to understand the island heat effect. The result shows that the water is the most important component to decrease the temperature, and the more the consumed net radiation to latent heat, the lower urban surface temperature.
