Globalization of Korean Textile Design (한국텍스타일디자인의 세계화 방안)

  • The Korean textile industry contributed much to the country's economic success during the 1970s-80s. Since the end of the 1980s, however, most of the Korean textile industry has begun to suffer from both high labor costs and skilled-labor shortage. During this period, such countries as China, Indonesia, and Malaysia began to gain strong foothold in the global textile market, mainly owing to considerably low label costs. To maintain competitiveness in the global textile market, the Korean textile industry should undergo a structural change. It should switch from the mass production of low quality design to selective praction of high quality and well-designed textiles. An cement of high value-added should be put into the textile product.: Usage of functional material, new processing technology, automation, pro-environmental dye shes, and strategic marketing is required. In this appear, I suggest ways and means to make the Korean textile design be good enough to compete in the global market.

  • The adoption of smart factories and smart manufacturing as strategies to enhance competitiveness and stimulate growth in the manufacturing sector is vital for a country's future competitiveness and industrial transformation. The government has consistently pursued smart manufacturing innovation policies starting with the Manufacturing Innovation 3.0 strategy in the Ministry of Industry. This study aims to identify policy areas for smart factories and smart manufacturing based on technical standards. Analyzing policy areas at the current stage where the establishment and support of domestic standards aligning with international technical standards are required is crucial. By prioritizing smart manufacturing process areas within the industry, policymakers can make well-informed decisions to advance smart manufacturing without blindly following international standardization in already well-established areas. To achieve this, the study utilizes a hierarchical analysis method including expert interviews and importance-performance analysis for the five major process areas. The findings underscore the importance of proactive participation in standardization for emerging technologies, such as data and security, instead of solely focusing on areas with extensive international standardization. Additionally, policymakers need to consider carbon emissions, energy costs, and global environmental challenges to address international trends in export and digital trade effectively.

Development of an Autonomous Guidance System Based on an Electric Vehicle for Greenhouse (온실내 작업 가능한 전동작업차의 자동추종 주행시스템 개발)

  • The percentage of those aged 60 and over is 43.5% among our country's 3,186 thousands farming population, so farm village is getting aging society rapidly. Moreover agricultural competitiveness has being weakened due to labor shortage by degradation in quality of labor configuration from elderly porson. For realisms easy workability, we developed a motor vehicle for agricultural activity. The vehicle has an automatic guidance system which could follows a track of magnetic tape on the floor for easy moving to given working position. We collected data from two guidance sensors, located on front and rear end of the vehicle and calculated displacement and angle deviation from the track. This traveling system was stably controlled with processing information deflection S, angle of deviation, D and angle velocity, Vt = $k_1D$ - $k_2S$ from two guidance sensors attached on front and rear of th motor vehicle. Also this system have been tested under various condition of $k_1$, $k_2$ for comparison on both stepped and turning routes. The results show that traveling performance is best at $k_1$=0.7, $k_2$=3.

  • Vietnam is one of a country with an important strategic position in economic development in the Asia Pacific region. In addition, Vietnam has a longtime agricultural more than 70% of agricultural labor. With favorable natural conditions, agricultural growth in Vietnam is'key'to the developing countries. However, Vietnam's agriculture has still encounter many problems due to drought, climatic conditions, natural disasters. The level of development and agricultural production is weak, the process of post-harvest storage is limited and particularly agricultural competitiveness with other countries is obstacles. In fact, the Government of Vietnam decided to cooperate with other countries have highly developed agriculture such as America, Korea, Japan... hoping to get help and promote agricultural development in a sustainable manner. Since 1992, Vietnam and Korea established formal diplomatic relations. During 20 years of cooperation and development, We have been obtained many satisfactory results not only in fields invest infrastructure, technological science but also exchange experience especially in the agricultural sector. From the Korea ODA project, Vietnam's agriculture in general has made significant progress. With vision, ODA projects continues to support the Central Highlands region in which the Da Lat city, Lam Dong province. Pass the cooperation between Dongguk University and Da Lat University has many positive results. Hopefully in the near future, the relationship between Vietnam and Korea in general will continue to grow strongly, the Korea ODA project will be continue to support Vietnam's agriculture in general and in particularly for the Central Highlands which in Da Lat City, Lam Dong province.

A Study on Oriental Images of Modern Fashion in the New Paradigm (뉴 패러다임을 통해 나타난 현대 패션 동양적 이미지 연구)

  • This study aims to explore the creation of fashion design that embraces the diversity of human culture by examining oriental images that appear in the modern fashion with a focus on new paradigms that significantly affect human life as the latest trends, and by reflecting the trends of the times. The results of this study are as follows: First, this study examined that with regard to paradigm, a theoretical frame to view universe, the dichotomous, determinist, mechanism, linear paradigm collapsed to convert to undetermined, exoteric, pluralistic, indeterministic, organic, and holistic paradigm. The new paradigm is identified to have emerged before and after 1950s, and through the new paradigm, the characteristics of postmodernism such as historicality, popularity, locality, folkways and the characteristics of deconstructionism, internally mutual text, post phenomenon, undeterminability and externally exposure, destruction, poverty, decomposition and analysis, were identified. Second, the Orient is defined as the generic term referring to the entire Asian areas east of Turkey. Through the developmental process of oriental images, it was converted from the Oriental image, which mysteriously and romantically represents oriental elements, into the ethnic image that represents long time oriental traditions and indigenous culture together with the characteristics of the new paradigm. Third, the artistic characteristics of the Oriental costumes presented by Korea, China and Japan are expressed in developmental types, T-type plane structure, layered style, asymmetrical adjustment and easy silhouette, and they show indigenous characteristics of each country, for example, Chinese styles in dragon pattern, red and yellow, Japanese styles in flower design and achromatic color. Fourth, the Oriental Image, combined with the postmodernism and deconstructionism through the new paradigm, has two: one Oriental image highlights traditional elements by creating new Oriental image such as natural image, folk image, hybrid image and deconstruction image; and another is undetermined and vague by combining or decomposing Oriental or Western elements. It is expected that fashion designs that reflect these contexts of the times will contribute to the strengthening of international competitiveness.

Issues and Solutions of Restructuring Private Universities (사립대학의 구조조정을 둘러싼 쟁점과 합리적 해결 방안)

  • The purpose of this study is to conceptualize some issues around university restructuring in Korea, and explore rational-practical solutions ensuring the survival of higher education institutes confronting many challenges like rapid decreasing rate of birth, global open market of higher education system, and the phenomena of concentration on capital city area etc.. In order to achieve study goals, higher education policies and provisions of past governments from DaeJung Kim's to current MeongBak Lee's were analyzed, and also characteristics and directions of university restructuring of each government were identified. Through this analysis, it was evident that the main concern of university restucturing discourse was primarily focused on how to make public universities have high level of competitiveness. On the other hand, private universities had been totally alienated from university restructuring discourse since 1990's, despite their historical and great contributions to national development of our country. Based on some criticisms of educational policies of national government and partial revision proposal of the higher education act initiated by a few assemblymen, this study suggested eight solutions for developmental restructuring of private universities; constructing comprehensive framework of university restructuring, keeping market-friendly restructuring principle to allow universities take an autonomous position, revising methods, criteria and indexes of university evaluation, reducing the number of enrolling students, not the number of universities and colleges, a new policy to develop local universities allying with universities located at capital city area, differentiating private universities into two types of semi- or quasi-national university and complete autonomous university, legislating financial supports to private universities, and lastly, equal treatment of public and private universities in pursuit of half price tuition.

  • Parkinson's Disease (PD) is one of the three major old-age onset neurodegenerative diseases, its incidence rate is increasing worldwide as being an aging society. The number of PD patients has increased from 3 million in 1990 to 6.2 million in 2015 and is expected to increase to 12.4 million by 2040. Although many therapeutic candidates have been under development, but not yet been suggested the therapeutics of PD. For analyzing the trends and the status of convergence of technologies in the PD therapeutics, we classified into six sub-categories using global patent information and analyzed the level of technical competitiveness and technology convergence according to year, country, applicant, and technical description. These results can be used as a fundamental understanding for the current technical trend and the status of convergence of PD therapeutics, and establish the direction and strategy of R&D.

  • Objectives Despite the great contribution made by chemical substances to the development of modern civilization, their indiscriminate use has caused various kinds of damage to the global environment and human beings. Accordingly, the major developed countries and international society have tried to ensure the safe use of chemicals and a reduction in the use of hazardous chemicals through the establishment of the United Nations Environment Programme and various international agreements. In this reason, we tried to introduce about Green Chemistry progress at the present in worldwide and Korea. Methods We checked and analyzed relative journals, reports using keyword as like Green Chemistry, alternative chemicals, eco-friendly etc. and major country's government homepage search. Results Green Chemistry theory, which argues for the reduction or removal of harmfulness in chemicals throughout their entire life-cycle, has been spreading, and major developed countries, such as the US and Denmark, have developed and operate programs to provide reliable chemical information to help replace hazardous chemicals. Korea has also been conducting studies as like eco-innovation project. Through this project the "Alternative Chemical Search program," has been developed, distributed, and operated since 2011 to provide reliable information to small and medium-sized businesses that have difficulties collecting information to ensure conformity to international regulations. The program provides information that includes the regulations of major countries and Korea, information on 340 alternative chemicals, 70 application cases, and 1:1 consulting. Conclusions The Alternative Chemical Search program is expected to contribute to the establishment of response systems for regulation of Korean small and medium-sized businesses, and it also will be used to provide basic data for Korean hazardous chemical regulation, together with the Act on the Registration and Evaluation, etc. of Chemical Substances and the Chemical Control act, making it possible to establish an infrastructure for Green Chemistry in Korea and to increase national competitiveness.

  • At present, the scale of Electronic Commerce through internet has been rapidly increasing due to the development of information & communication technology, and aggregated to 2.4 billion dollar in America last year (1998). The market scale of worldwide electronic commerce is also presumed to be about 130 billion dollar in 2000, and to occupy more than 20% of the whole world trade in world 2020. Since the right of trademark, despite of being effective only in registered nations on the principle of territorialism, is unified on the cyber space of internet without domestic barrier or local limitation which make it easier to conduct the distribution of information rapidly through the address-internet domain name, those are very important that the systematic dispute-solving plan on problems such as decision of its Act and international jurisdiction to be established, in an effort to prevent the newly emerging dispute instances such as trademark infringement and improper competitiveness. In addition, it is natural that on the threshold of the electronic commerce age which formed with an unified area without the worldwide specific regulation, each country including us makes haste with the enactment of "electronic commerce Act" aiming at coming into force in 1999, in keeping with getting through "non-tariff law on electronic commerce" by U. S. parliament on May, 1998. In view of the properties of electronic commerce transactions through internet, there are the large curtailment of distributive channel, surmounting of restrictions on transaction area, space and time and the easy feedback with consumer and the cheap-required capital, from which the problems may arise - registration of trademark, the trademark infringement of domain name and the protection of prestigious trademark. Therefore, it is necessary to take the counter-measure, with a view of reviewing the infringement of trademark and domain name and the instances of each national precedent and to preventing the disputes. The improvement of the persistent system should be needed to propel the harmonious protection of those holding trademark right's credit and demanders' expectant profit by way of the righteous use of trademark.

UK Urban Regeneration Policy for Comprtitiveness: A Government Perspective

  • The UK Government's approach to how to deliver regeneration in its towns and cities has changed considerably in recent years. Traditionally, urban regeneration policy focused on reversing physical, economic and social decline in an area where market forces would not do this without intervention. Since 2010 urban regeneration has become a vital part of the Government's approach to increasing local growth and competitiveness and building a strong and balanced economy. The current emphasis is on a place-based approach to regeneration that builds on the particular strengths of different places to drive growth and addresses the factors that hold them back. This paper outlines the key features of current UK urban regeneration policy and how interventions to support regeneration and growth are being pursued at different spatial scales to ensure all parts of the country benefit. They include pan regional initiatives like the Northern Powerhouse and Midlands Way, to groups of local authorities operating at a sub regional level (combined authorities/city regions), Local Enterprise Partnerships, and a variety of smaller scale programmes delivering regeneration in areas of economic and social decline. The paper explains some of the policy instruments and funding programmes available to support regeneration, and provides case studies of some major urban regeneration projects that illustrate the new approach including housing and infrastructure improvements like the planned High Speed Rail 2 line. These are supporting regeneration through the creation of strategic partnerships involving government, places and investors. The paper concludes with some lessons from past and future regeneration schemes to improve their effectiveness and impact on places and enhance local growth potential.
