본 연구는 테러대응을 위한 일본 정부기관의 대응 방향을 살펴봄으로서 테러대응에 만전을 기하고 있는 우리에게 주는 그 함의는 무엇인지를 탐색하였다. 그 결과 첫째, 급조폭발물(IED)에 대한 대비책을 강구하여야 할 것이다. 둘째, 국내 자생 테러리스트의 상존 가능성을 검토하여야 할 것이다. 셋째, 중요시설의 안전도를 극대화하여야 할 것이다. 넷째, 범정부 차원에서 테러대응을 위한 대국민 홍보 교육이 이루어져야 할 것이다.

While the progress of preparation for the 2002 World Cup games goes on the environment is changing by industrializations development of science and specialization of technology, because of that recently the crime has also became intellectual so the importance on countermeasure of safety has raised. The countermeasure for safety The stadium is a limited space where amount of population could be concentrated, so that in a moment there could be a great casualties by terrorism, specially there should be efficient countermeasures for bomb terrorism. So to be prepared for the problems that had been appeared on bomb terrorism activities of North Korea around the world, we should know about the inspection environment and special inspection environment, and for the prevention first of all I've studied on suitable way to inspect the stadiums secondly to plan on specialized training of the necessary personnel on inspection and finally efficiency of use on inspection equipment. With there following plans we could make perfect safety countermeasures focused on prevention for the successful World Cup games.

Developing into information oriented society, dependency on network systems increases gradually in the area of economy, society and so on. Under that circumstance, temporary stop or damage of integrity of network system may have a strong impact on economic activities and overall society. Recently, threat of cyber terrorism, organized hostile action to government or industry through network, is increasing. Because of the features of network, it is not sufficient only a nation's countermeasure against Cyber terrorism, so international cooperation is needed. We review the status of countermeasure against cyber terrorism and examine several considerations for policy establishment.

Maritime terrorism at sea is the form of violent interference with shipping. Its global reach and negative impact on sea transportation, safety of navigation and marine environment, as well as the threat it poses to human lives and property, call for effective countermeasures at the international and national level at the same time. First, this paper gives a factual assessment of the phenomenon of maritime terrorism as well as a legal analysis of the international provisions to suppress such forms of violence at sea which is different from piracy. And also this paper attempts to address and identify issues relevant to the existing international regulations such as SUA Convention as the main source of international regulations applicable to acts of terrorism at sea, ISPS Code, PSI, etc. Finally this paper suggests the national countermeasures against maritime terrorism in light of above mentioned the definition, causes, types of maritime terrorism and concerning international regulations.

Today, in response to chemical, biological and radiological terrorism has been active for the study. However, if chemical, biological and radiological attack has occurred to respond to the agency has not conducted the research. The purpose of this study are as follows. First, South Korea and the United States 'CBR terrorism' comparative analysis of the response system. Second, South Korea 'CBR terrorism' measures to improve the system response is presented. To achieve the purpose of this study, the following research is carried out. First, determine the status of the case of CBR incident. Second, the United States 'CBR terrorism' response systems and organizational approaches. Third, Korea's 'CBR terrorism' response system and the problem is derived.

본 연구는 위험성 분석 기법을 통해 화학 산업 시설에서 발생 가능한 화학 테러에 대한 원인 을 규명하고, 기존의 테러 대응 방법에 대한 분석 및 평가를 함으로써 효과적 대응 개선 방안을 마련하기 위 한 프로그램 개발이다 테러 위험성 평가 프로그램은 자산 분석(Asset Characterization), 위협 평가(Threat Assessment), 취약성 분석(Vulnerability Analysis), 위험성 평가(Risk Assessment), 대응책 제시(New Countermeasure)의 총 5단계의 순차적 알고리즘으로 구성되어 있다. 개발된 프로그램을 항만에 위치한 석유 저장 및 정제 공정에 적용하여 테러 위험성과 그 원인을 분석함으로써 위험성 평가 프로그램의 효용성과 신뢰성을 검증하였다. 화학 산업 시설에서의 보안 및 테러리즘에 대한 문제성 제기를 통해 그 해결책을 제시하고 테러의 취약점과 원인을 규명함으로써 테러나 재해(extreme event) 발생 시 효과적인 대응책 마련이나 대응 전략 수립에 기여하고자 개발된 프로그램이다.

테러에 관한 보도는 테러리즘을 조장하고 테러리스트에 의해 그들의 홍보수단으로 이용된다는 인식이 당국이나 그 대변자들 사이에 팽배하다. 하지만 일반적으로 언론은 테러리즘에 관한 보도에서 테러리스트의 홍보 수단이 아니라 국가의 홍보 수단이 되어 테러리즘과 테러리스트들을 매도하고, 그에 대처하는 국가의 폭력을 정당화한다. 테러리스트들은 자신들의 테러에 관한 보도를 통해 일시적으로 사람들의 이목을 끄는 데는 성공할 수 있지만, 그러나 자신들의 명분을 사람들에게 홍보하는 데에는 실패한다. 그럼에도 국가나 그 대변자들은 테러리즘에 관한 보도는 그 정치적 메시지를 홍보하는 것이기 때문에 통제해야 한다고 주장한다. 말하자면, 테러리즘에 관한 보도가 테러리스트들을 위한 홍보라는 주장은 그 주장을 구실로 테러리즘에 관한 보도를 통제하려는 의도를 갖고 있다. 이러한 논지들을 제기하기 위해 본고는 테러리즘의 뉴스 가치와 홍보로서 테러리즘의 모습에 관해 논의하고 테러 보도에 관한 몇몇 문제와 잘못된 인식을 검토하면서, 그 예증으로서 9.11 테러라는 미국에 대한 비국가 테러리즘과 "태러와의 전쟁"이라는 미국에 의한 국가 테러리즘에 관한 이국 언론의 보도를 살펴보고자 한다.

오늘날 현대사회는 산업사회에서 지식정보사회로의 '페러다임의 전환기'에 직면하고 있다. 이는 지식중심의 초고속 네트워크 사회로의 진입을 의미하는 것이며, 특히 우리나라는 일찍이 IT 관련 산업에 막대한 투자를 한 끝에 몇 몇 분야에서는 이제 세계 강대국들이 우리의 기술을 벤치마킹해 가는 현실이다. 하지만 이러한 성장 일변도의 정책적 대응은 정보화의 역기능에 대한 대비가 미흡하게 되었으며, 그 대표적인 것이 사이버 테러리즘이다. 익명성을 떤 행위자가 불특정 다수에게 행하는 사이버 테러리즘은 오늘날 뉴 테러리즘의 가장 대표적인 유형의 하나이다. 본 연구는 사이버테러리즘에 대한 정책적, 법적 쟁점을 중심으로 살펴보고 그 대응방안을 강구한다.

Every country finds a way to respond a lot of terrors to keep her safe in many ways. Our country, before a terror outbreaks, makes various countermeasures such as strengthening international cooperative systems, strengthening informational ability to countermeasure terror, restricting for terrorists to enter or exit from our country, restricting other countries to input weapons in our country to prevent from terror in the aspect of precaution. A terror is more grave than any other one in behavior, and the criminals have to be punished so much and be discriminated from other ones, too. So, a concept of general crime and terror has to be defined. It is finished in the academic area to some extent, but, it is not sufficient in lawful area so much. Afterwards, it is necessary to establish counter-terror protection laws regulating terror crimes directly. In addition, it is necessary to define concretely and clearly the terror activity and deduce the definition of terrorism.
