This study aims at countering terror. So, this study explores an implication to Korea through the countermeasure of Japanese organizational direction to countermeasure. As a result, first, some countermeasures on IED need to be sought. Second, a chance of domestic terrorism growing should be checked. Third, safety of major facilities needs to be saught. Finally, Public Service System on Education and Information for Counterterrorism must be built.

While the progress of preparation for the 2002 World Cup games goes on the environment is changing by industrializations development of science and specialization of technology, because of that recently the crime has also became intellectual so the importance on countermeasure of safety has raised. The countermeasure for safety The stadium is a limited space where amount of population could be concentrated, so that in a moment there could be a great casualties by terrorism, specially there should be efficient countermeasures for bomb terrorism. So to be prepared for the problems that had been appeared on bomb terrorism activities of North Korea around the world, we should know about the inspection environment and special inspection environment, and for the prevention first of all I've studied on suitable way to inspect the stadiums secondly to plan on specialized training of the necessary personnel on inspection and finally efficiency of use on inspection equipment. With there following plans we could make perfect safety countermeasures focused on prevention for the successful World Cup games.

Developing into information oriented society, dependency on network systems increases gradually in the area of economy, society and so on. Under that circumstance, temporary stop or damage of integrity of network system may have a strong impact on economic activities and overall society. Recently, threat of cyber terrorism, organized hostile action to government or industry through network, is increasing. Because of the features of network, it is not sufficient only a nation's countermeasure against Cyber terrorism, so international cooperation is needed. We review the status of countermeasure against cyber terrorism and examine several considerations for policy establishment.

Maritime terrorism at sea is the form of violent interference with shipping. Its global reach and negative impact on sea transportation, safety of navigation and marine environment, as well as the threat it poses to human lives and property, call for effective countermeasures at the international and national level at the same time. First, this paper gives a factual assessment of the phenomenon of maritime terrorism as well as a legal analysis of the international provisions to suppress such forms of violence at sea which is different from piracy. And also this paper attempts to address and identify issues relevant to the existing international regulations such as SUA Convention as the main source of international regulations applicable to acts of terrorism at sea, ISPS Code, PSI, etc. Finally this paper suggests the national countermeasures against maritime terrorism in light of above mentioned the definition, causes, types of maritime terrorism and concerning international regulations.

Today, in response to chemical, biological and radiological terrorism has been active for the study. However, if chemical, biological and radiological attack has occurred to respond to the agency has not conducted the research. The purpose of this study are as follows. First, South Korea and the United States 'CBR terrorism' comparative analysis of the response system. Second, South Korea 'CBR terrorism' measures to improve the system response is presented. To achieve the purpose of this study, the following research is carried out. First, determine the status of the case of CBR incident. Second, the United States 'CBR terrorism' response systems and organizational approaches. Third, Korea's 'CBR terrorism' response system and the problem is derived.

This study focuses on assessing the security ri sk or the terrorism in chemical process industries. This research modifies conventional method for assessing the terrorism risk. The risk assessment method is developed and it is implemented as software to analyze the possibility of terrorism and sabotage. This program includes five steps; asset characterization, threat assessment, vulnerability analysis, risk assessment and new countermeasures. It is a systematic, risk based approach in which risk is a function of the severity of consequences of an undesired event, the likelihood of adversary attack, and the likelihood of adversary success in causing the undesired event. The reliability of the program is verified using a dock zone case. The case dock zone includes a storage farm, a manufacturing plant, an electrical supply utility, a hydrotreater unit, many containers, and administration buildings. This study represents chemical terrorism response technology, the prevention plan, and new countermeasure to mitigate by using risk assessment methods in the chemical industry and public sector. This study suggests an effective approach to the chemical terrorism response management.

Ie is popular belief among the authorities concerned and their apologists that media coverage of terrorism promotes terrorism and is used as publicity by terrorists. Generally speaking, however, in reporting terrorism, the media become not terrorists' but state's means of publicity, and condemn terrorism, while rationalizing state's violence against terrorism. Terrorists may be successful in attracting public attention at the initial stage of terrorism, but usually fail in publicizing their cause. This fact notwithstanding, the authorities concerned and their apologists maintain thar media coverage of terrorism should be controlled, because it works as publicity for terrorists. Now it can be said that there is an intention to control the media when it is asserted that media coverage of terrorism works as publicity for terrorists. To present these arguments, this article discusses the news values and publicity aspect of terrorism, reviews some problems of and misunderstanding about media coverage of terrorism, and for illustrations, look into the American media's coverage of the 9-11 terrorism against the U. S. and "war on terror". that is, state terrorism taken as a countermeasure to it by the U. S.

These days, modern society is facing a 'turning point of paradigm' from industrial society to knowledge and information society. It indicates an entry to the high-speed network society centering on knowledge. Cyber terrorism which anonymous actors do to the uncertain number of people is one of the new types of terrorism. This study aims at political and legal speculations on cyber terrorism for protection of contents and find its countermeasures.

Every country finds a way to respond a lot of terrors to keep her safe in many ways. Our country, before a terror outbreaks, makes various countermeasures such as strengthening international cooperative systems, strengthening informational ability to countermeasure terror, restricting for terrorists to enter or exit from our country, restricting other countries to input weapons in our country to prevent from terror in the aspect of precaution. A terror is more grave than any other one in behavior, and the criminals have to be punished so much and be discriminated from other ones, too. So, a concept of general crime and terror has to be defined. It is finished in the academic area to some extent, but, it is not sufficient in lawful area so much. Afterwards, it is necessary to establish counter-terror protection laws regulating terror crimes directly. In addition, it is necessary to define concretely and clearly the terror activity and deduce the definition of terrorism.
