Estimating the Economic Value of the East Sea Beach Using Individual Travel Cost Method (개별여행비용법(TCM)을 이용한 동해안 해수욕장의 경제적 가치추정)

  • The purpose of this paper is to estimate the economic value of beaches which are the major part of the East Sea Coast. ITCM (Individual Travel Cost Method) is applied to estimate the economic value of its beaches using Poisson, negative binomial, truncated Poisson and truncated negative binomial models. The consumer surplus during length of stay per capita is 214,088 won in beaches overall on the East Sea Coast, 206,398 won in Gangwon-do beaches and 271,171 won in Gyeongbuk/Ulsan beaches. Annual total economic value of its beaches considering the number of visitors at beaches is 6,269 billion won (3,970 billion won in Kangwondo beaches, 2,299 billion won in Kyungbuk/Ulsan beaches).

  • Probabilistic approaches are applied to the problem of groundwater remediation design to consider the risk of design and heterogeneity of real condition. Hydraulic conductivity fields are generated by two methods. First, the homogeneous domains which have the hydraulic conductivity with log-normal distribution are constructed by using Latin Hypercube method. Second, random fields with a certain spatial correlation are also generated. The optimal solutions represented by cumulative distribution function (CDF) of relative cost are calculated by three different manners. The one uses the homogeneous domains with the optimal design of base condition. It shows that ver)'wide range of cost and the influences of different penalty values. The other one uses the random field with same design and shows narrow range of cost. These CDF can reflect on the risk of optimal solution in a simple exampie condition and be effective in estimating the cost of groundwater remediation.

  • The process of building project for planning, designing, construction, maintenance, and waste disposal are related with each other. However, we have a difficulty for estimating building's LCC due not to be flexible each other. Therefore, we analyzed the boundary condition between the process of construction and maintenance, and analyzed the factor of segment. We also suggested the Link System for flexible relation.

  • The goal of this study is to make the government/users decide rationally with regards to the problems of the weapon systems management. Therefore it is necessary to develop how much precisely and through what methods the system should be cost. That costing policies should be determined under the considerations of the estimating expense and the expected benefit due to the applications of cost informations. After that, it must also be decided where the cost informations are used. We can suggest the cost results be used to find the most reasonable system among alternatives, the best producer, the most benevolent policy for user, and so on.

  • This paper is concerned with the life-cycle cost(LCC) analysis of the urban transit vehicle. LCC is the core part of analyzing the total cost of acquisition and ownership of a system. LCC in railway industry has been focused on the prediction of investment for railway vehicles. Therefore, to investigate future cost for operation and maintenance in detail, it is necessary to evaluate the LCC of the vehicle systematically. This study is focused on making a fundamental model for estimating the LCC of the urban transit vehicle. To develop a appropriate LCC model, we broadly analyzed specs and standards and compared the LCC model developed in other country. Moreover, this paper proposes strategies to develop an unique LCC model for the urban transit vehicle.

  • Value-based requirements engineering process, called The ViRE(Value-Innovative Requirement Engineering) was suggested to create an uncontested market using ERRC(Eliminate, Reduce, Raise, Create) requirements analysis. But ViRE did not provides a quantitative data analysis method for ERRC decision so as to make objective decisions for customers. In this paper, to solve this problem, we suggest a quantitative ERRC analysis method by estimating requirements cost. Our method defines user requirements and decides their weight. Then, it makes quality level table for all the identified requirements and function modules and estimate implementation cost based on their quality levels. Finally, assess each requirement's impact and then evaluate ERRC value. We could get the more objective ERRC values by evaluate the requirement weight. functional module weight, and implementation cost. And we proved the efficiency of our model by a case study, smart student ID system.

  • Effective cost management requires reliable cost estimates at every stage of project development. The primary purpose of this research is to develop systematic modeling procedures and an automatic computing program for infrastructure estimating in the Texas Department of Transportation (TxDOT). The computing system toggles between project input information and segregated district unit prices for highway work item quantity estimates associated with earthwork and landscape, subgrade treatments and base, surface courses and pavement, structures, miscellaneous construction, and lighting, signing, markings and signals. This quantity-based approach was chosen because of the conventional approach lacking of quantity information until primary design is complete.

Estimation of a Level of Service and Cost of Service Function for Road Pavements for Performance Management in the Public Sector (공공부문 성과관리를 위한 도로포장의 서비스수준과 서비스비용 함수 추정)

  • PURPOSES : This study aimed to evaluate the performance of pavement management works and to develop a function for estimating the level of service (LOS) and cost of service (COS) for the systematic and quantitative management of pavement performance in the public sector. METHODS : The International Roughness Index (IRI) was used as the performance index for pavement management. Long-term pavement performance data for a period of 7 years (2007-2014) collected by the National Highway Pavement Management System and historical maintenance budget data published by the South Korean government were used to develop the LOS-COS function. Based on the function, a model for estimating the appropriate budget as well as the network conditions was suggested. RESULTS : There was high degree of correlation between pavement performance and the investment level (R = - 0.74). The developed LOS-COS function suggested that the unit cost to improve the network IRI to 1 m/km was 32.6 billion KRW. Further, the maintenance costs normalized with respect to the LOS levels were LOS-A = 88.2 billion KRW, LOS-B = 55.6 billion KRW, and LOS-C = 23.0 billion KRW. CONCLUSIONS : This study proposes a simple way of developing a LOS-COS function. It also shows how to develop a network budget demand and condition estimation model using the LOS-COS function. In addition, it is the first attempt to evaluate the road maintenance budget in South Korea. It is expected that these results will help in the negotiations between the road managers and budget makers.

  • In this paper, we test for allocative efficiency of productive inputs including electricity and measure the divergence between the actual and optimal level of electricity for the chemical products, which is a relatively highly electricity-intensive sector in Korean manufacturing industries, by estimating a shadow cost function. Supposing cost minimization subject to market prices was achieved, we derive the price elasticities of demand for each input and simulate the impact of a 10% increase in power rate on its demand and supply price by estimating jointly a cost function with an inverse supply relation. The null hypothesis of allocative efficiency of inputs is rejected over the period 1982-2006. On average, electricity is used more than optimal level by 98% per year. The demand for electricity decreases by 11.4%, and supply price, on average, falls by 0.08%, other things being equal.

  • In government procurement programs, cost estimation and analysis support funding decisions and are the basis for other major decisions, too. Such estimating and analyzing the cost of the weapon systems are crucial in execution of the defense budget. However, existing cost estimations and analyses have focused on domestic R&D projects, thus those are not valid in application to foreign weapon acquisitions. This study aims at foreign weapon systems that are acquired from Direct Commercial Sales. Because the data for price estimation of a foreign weapon is usually not available, we suggest a price estimation model based on performance factors of the weapon. In this study, the proper price of the weapon system is estimated using the parametric cost estimating model. Using the data of helicopter-launched anti-tank guided missiles worldwide, we analyze the effect of each performance factor on the weapon system price by regression analysis, and use step-wise and ridge regression analysis to remove multi-collinearity. This study hopefully contributes to more reasonable decision making on proper price of weapons.
