Economic Effects Analysis of Self-Produced Forages for Dairy Cows and Hanwoo (자가 생산 풀사료 사양의 경제적 효과분석)

  • This study divided the area capable of producing domestic forage into grazing pasture, hay production area, and silage crop area, calculated the required area according to the forage production volume, and examined whether self-sufficiency in forage leads to cost savings. When the self-sufficiency rate of forage for dairy cows and Hanwoo is 80%, the improvement in profitability per heaf ranges from 3% to 9%, typically around 5%, which is considered a significant benefit for both corporate and individual businesses. The average profit per ranch is expected to increase about KRW 50 million per year, and the country as a whole is expected to reduce forage costs by KRW 0.9 trillion per year. Recently, efforts are being made by the government and local authorities to cultivate summer forage at the rice fields for improving self-sufficiency in forage feed to stabilize rice supply and demand. Furthermore, it is also necessary to conduct research on reducing the cost of concentrated feed and TMR (Total mixed ration).

Accession of Korea to the Nagoya Protocol and its Economic Impact Analysis on Korean Bioindustry Companies (우리나라의 나고야의정서의 가입이 바이오산업에 미치는 경제적 영향 분석)

  • Analysis of the economic impact on Korean bioindustry companies was approached after Korea access to the Nagoya Protocol on Access to Genetic Resources and the Fair and Equitable Sharing of Benefits Arising from their Utilization to the Convention on Biological Diversity (hereinafter 'the Protocol') enters into force. Cost analysis of the economic impact is based on the size of bioindustry market, dependency ratio on genetic resources abroad, ABS (Access and Benefit Sharing) ratio for royalty ratio. Korean bioindustry companies would have had to pay extra ABS cost around 1.3-6.0 billion won for using genetic resources abroad, if the Protocol had entered into force in 2009. And this cost is estimated to be around 13.6 - 63.9 billion won in 2015. All ABS costs account only about less than 0.01% of total Korean bioindustry volume of target years. These show us that joining the Protocol will not significantly impact the bioindustry market in Korea. If the Protocol enters into force, genetic resources users have to pay PIC (Prior Informed Consent) and MAT (Mutually Agreed Terms) cost before accessing the genetic resources outside of their country, regardless of the accession status of the country. This ABS costs and terms on provided genetic resources will be determined by compliance between genetic resources users and providers. As a genetic resources provider, Korean bioindustry companies will have advantage over technology transfer agreements, royalties, licensing agreements, and taxes on profits from patents including traditional knowledge. Also, Korean bioindustry companies are expected to get various socio-economic benefits such as patent litigation and regulatory proceedings as a genetic resources provider. Considering the advantages and disadvantages of the Protocol that Korean bioindustry companies will face together, the socio-economic impact of the Nagoya Protocol on Korean bioindustry companies is negligible regardless of the accession status of Korea to the Nagoya Protocol.

The Effect of Social Discount Rate Manipulation on the Economic Feasibility Tests: Focusing on the Environmental Public Investment Projects (사회적할인율 조정이 공공투자사업의 경제성 평가에 미치는 영향: 환경투자사업을 중심으로)

  • Unlike general public investment projects, when it comes to environmental public investment projects, there is a gap between those who pay the costs, and those who receive the benefits. This is because of the long term nature of environmental investments, which entails that the majority of the costs are paid by the current generation, while the benefits are reaped by future generations. Because of this, when the social discount rate is set at a standard, singular rate, an issue of relative underestimation of the benefits reaped by future generations may occur during the analytic process. This paper begins with the recognition of this problem, and attempts to estimate a suitable social discount rate that can be applied to environmental investment projects. Taking into account recent economic situations, the social discount rate is currently being estimated at between 2.9 ~ 4.9%. Also, this paper used preliminary feasibility studies that took place so far, to analyze the standard pattern of benefit generation. This revealed that alterations in social discount rates can bring significant changes in economic feasibility test results. Simulation results showed that roughly 6% of B/C ratios could be increased by 1%p. resulting in a decrease in social discount rates. Also if we use hyperbolic discount rates, instead of using the current singular rate, there would be a meaningful increase in the benefits for the future generation.

Determination of Installation Priority of Washlands Using Multi-Dimensional Scaling Method (다차원척도법을 이용한 강변저류지 설치 우선순위 선정)

  • Within a basin, there are potentially multiple locations that can be used as a washland, given their relatively small size when compared with other hydraulic facilities such a dam. However, it is unreasonable to install washlands in all these potential locations due to economic and environmental considerations. In this study, a new methodology for determination of installation priority of washlands is presented. How to integrate the decision variables in this decision making problem has been a key issue in previous studies because a washland can provide many benefits such as flood reduction, agricultural benefit and recreational benefit. In particular, a methodology is needed to integrate all decision variables realistically, properly and reasonably, in situations where there is not sufficient data for direct integration of all these decision variables such as construction cost or benefits a washland can provide. This new methodology aims to suggest how to integrate methodologies used in previous studies. The suggested methodology uses four different rankings which are determined based on a flood reduction effect, a relative significance index, an economic analysis, and a space planning suitability index. These rankings are integrated to determine a final installation priority ranking of washlands by a multi-dimensional scaling method. The new methodology has been applied to the Anseong river basin, to show its applicability, and the application result compared with those of previous studies.

Influence of Rapeseed Meal on Growth Performance, Blood Profiles, Nutrient Digestibility and Economic Benefit of Growing-finishing Pigs

  • This study was conducted to investigate the influence of dietary rapeseed meal (RSM) on growth performance, blood profiles, nutrient digestibility and economic benefit of growing-finishing pigs. A total of 120 growing pigs ($[Yorkshire{\times}Landrace]{\times}Duroc$) with an initial body weight (BW) $29.94{\pm}0.06kg$ were used in this experiment. Pigs were randomly allotted into 1 of 5 treatments in a randomized complete block design and 6 replicates with 4 pigs per pen. Treatments were divided by dietary RSM supplementation levels (0%, 3%, 6%, 9%, or 12%) in growing-finishing diets. A linear decrease (p<0.05) of BW and average daily gain (ADG) were observed at 13th wk of finishing and overall periods of pigs. Additionally, gain-to-feed ratio (G/F) tended to decrease by dietary RSM supplementation in growing-finishing diets (linear, p = 0.07 and quadratic, p = 0.08). Concentrations of serum triiodothyronine and thyroxine were not influenced by dietary RSM treatments whereas thyroid gland and liver weight were increased at 13th wk of finishing period (linear, p<0.05; p<0.01) by increasing dietary RSM supplementation level. In blood profiles, serum total cholesterol and low density lipoprotein cholesterol concentrations were not differed by dietary treatments at 13th wk of finishing period whereas concentration of serum high density lipoprotein cholesterol was affected by the supplementation level of RSM, resulting in a linear RSM level responses (p<0.05). Serum blood urea nitrogen concentration tended to decrease (linear, p = 0.07; p = 0.08) at 6th wk of growing and 13th wk of finishing periods and digestibility of dry matter tended to decrease by dietary RSM (linear, p = 0.09). Crude protein, crude fat and nitrogen retention, whereas, were not affected by dietary RSM supplementation level. In the economic analysis, feed cost per weight gain was numerically decreased when RSM was provided up to 9%. Consequently, RSM could be supplemented to growing-finishing diets up to 9% ($3.07{\mu}mol/g\;Gls$) without detrimental effects on growth performance of growing-finishing pigs.

  • The purpose of this paper is to estimate economic benefits for the investment of railway transshipment system with non-powered turntable. The freight transport by railway can have decided advantages over trucks in terms of energy efficiency, emissions and cost for certain freight movements, just as transportation in the metropolitan region can have great advantages over driving truck. But the freight transport by truck should gain significant mobility benefits from a freight railway system. Thus, the railway transshipment system with non-powered turntable which is coupled railway transport advantages with load transport advantages has been developed and used in the european countries. This research has conducted the empirical analysis, by calculating the investment of railway transshipment system with non-powered turntable. The key factor for the economic benefits for the non-powered turntable is the utilizing throughputs. This demand is influenced by the throughput in the railway transshipment system. The main results of this paper are as follows: railway transshipment system with non-powered turntable does not have economic benefit for investment. We recommend that the plan for investment has to be considered the modification.

A Study on The Performance Verification and Economic Evaluation of ESS for Frequency Regulation Application (주파수조정용 ESS의 성능검증 및 경제성평가 알고리즘에 관한 연구)

  • Recently, the installation of energy storage systems (ESSs) has increased in parallel with the extension of renewable energy resources. However, there has been no concrete analysis ofthe performance verification and economic evaluation of ESSs,which makes it difficult to perform aneffective installation and operation of an ESS. In particular, there are no international technical standards and guidelines on electric ESS for frequency regulation applications. Therefore, acomprehensive study on the power quality, impact on grid, extent of contribution, and cost benefit study of ESS are strongly being required. Under these backgrounds, this paper proposes a performance verification algorithm on ESS for frequency regulation application based on ananalysis of the AGC(Automatic Generation Control) performance verification method of PJM in USA. In addition,this paper proposes an economic evaluation algorithm on a 500 MW installation of ESS for frequency regulation applications using the account settlement of an expensive gas-fired generation plant and coal-fired power generation plant. From the simulation with real ESS operation data and 500 MW installation case, it wasconfirmed that the ESS showssuperior performance toany other conventional generators and provides anannual benefit of 500 MW ESS are between 345~429 billon won.

A Study on Demand-side Wage Subsidy (노동수요 측면의 임금보조정책 연구)

  • As the 'jobless growth' is developing into a worldwide phenomenon, many countries try to recover a virtuous relationship between the growth and employment using various wage subsidy programs. This study focuses on wage subsidy to employers, labor demand-side wage subsidy for which one can think of two types-a tax credit(a flat wage subsidy) and a social insurance premium exemption(a proportional wage subsidy). For job creation, Korean government reintroduced a tax credit to small and medium-sized enterprises(SMEs) which have increased their employment level in 2010. But many experts has continuously insisted that it should be replaced with a social insurance premium exemption arguing only a few SMEs benefit from the tax credit as most of them are actually not paying any corporate or general income tax bills. However, as the insurance premium exemption accompanies an increase in the amount of budget with the coverage widen, one cannot confirm its cost effectiveness over the tax credit. This paper aims to provide a theoretical analysis to derive some formal conditions under which a social insurance premium exemption creates more jobs than a tax credit does given a budget constraint. We show that the former's dominance over the latter depends on whether there exists a dead zone of social insurance or not. If there does not exist a dead zone, a social insurance premium exemption is more desirable in many cases, whereas one cannot guarantees its dominance over a tax credit if there exists a dead zone. Therefore in order to realize its dominance, the government should minimize a dead zone so that most SMEs effectively benefit from the insurance premium exemption. In addition, applying discriminative exemption rates which reflect each firm's job conditions such as wage level and labor demand/supply sensitivity, the government try to enhance job creation effect.

  • This study analyzed the amount of carbon dioxide reduction and economic benefits of detailed processes of CO2 6,000 tons plant facilities with mineral carbonation technology using carbon dioxide and coal materials emitted from domestic circulating fluidized bed combustion power plants. Coal ash reacted with carbon dioxide through carbon mineralization facilities is produced as a complex carbonate and used as a construction material, accompanied by a greenhouse gas reduction. In addition, it is possible to generate profits from the sales of complex carbonates and carbon credits produced in the process. The actual carbon dioxide reduction per ton of complex carbonate production was calculated as 45.8 kgCO2eq, and the annual carbon dioxide reduction was calculated as 805.3 tonCO2, and the benefit-cost ratio (B/C Ratio) is 1.04, the internal rate return (IRR) is 10.65 % and the net present value (NPV) is KRW 24,713,465 won, which is considered economical. Carbon mineralization technology is one of the best solutions to reduce carbon dioxide considering future carbon dioxide reduction and economic potential.

A Comparative Analysis on the Effect of Housing Funds Special Deductions and Monthly Rent Tax Credit on Housing Ownership for Non-Homeowning Wage Earners (무주택근로자에 대한 주택자금 세제지원이 주택보유에 미치는 효과의 비교 분석)

  • Using the National Survey of Tax and Benefit from 2008 to 2021, this study examines the effects of special deduction for housing funds (debt service payment of housing rental loans and long-term mortgage interests) and tax credits for monthly rent on home ownership of salaried workers without homeownership. The results indicate that, others being constant, households in metropolitan areas exhibit a lower probability of homeownership compared to non-metropolitan counterparts, with this probability rising as household size increases. Among housing types, apartments show the highest homeownership likelihood, followed by townhouses and single-family homes. The two special income deduction schemes reduce the user cost of homeownership through price and wealth effects, facilitated by housing fund accumulation, thereby enhancing homeownership probability. Conversely, tax credits for monthly rent reduce homeownership likelihood via price effects. These findings suggest that income deductions and rent tax credits exert distinct and contrasting influences on home purchase decisions.
