사회주의 국가와의 협력적 개발: 싱가포르 사례와 남북경협에 주는 시사점 (Cooperative Development with Socialist Countries: Singapore Story and Implications for South-North Korea Economic Cooperation)

  • Singapore, a city state with less than 6 million population, has continued successful cooperative development and become one of the most successful Asian countries in exporting expertise in urban and real estate development. This research aims to analyze Singapore's cooperative development with socialist countries including China and Vietnam from Singapore's perspective as an investor. For cooperative development projects in China, Singapore adopted Singapore-style physical urban planning concepts as well as its own institutional and administrative systems. Singapore-Vietnam cooperative development managed to acquire profitable land and diversify its portfolio in terms of industry types and rents. This made Singapore's industrial parks more competitive than other parks in Vietnam. By showcasing successful project implementation in China and Vietnam, Singapore has proved that its model for industrial park and urban development is transferable. Singapore's success in cooperative development with socialist countries provides important implications for future cooperative development between South and North Korea. For example, phased development approaches starting from individual industrial parks expanding to mixed-use townships will be very useful to realize sustainable urban planning in North Korea and reduce financial risks. Singapore dominated development opportunities in advance when socialist countries opened their economy. To pattern ourselves after Singapore, we should not only improve our relationship with North Korea but also prepare with practical components such as financing and organizational structure.

A study on village economic cooperative in the city of China

  • According to the 2012 social blue book released by the Chinese Academy of Social Sciences, China's urban population reached 50% in 2011. With the migration from marriage and new household registration, many urban collective assets have been formed in cities. Due to the unclear property rights and the emptiness of the main body, the distribution of collective assets mostly depends on the village cadres. The central government is preparing relevant laws and regulations to fill this legal gap, while the scheme of restructuring is decided by the villagers' vote, the local government coordinate the land acquisition and management. With the process of urbanization, a large number of second-generation of demolition studied abroad, which has attracted worldwide attention. In addition to the huge amount of compensation, due to the continuous rising of the land price, the value of the collective property and enterprises on the land also keep rising, the management agency of these assets is named village economic cooperative. This paper seeks to analyze the current status and future direction of these wealthy organizations, propose solutions to some existing problems.

Questioning the Legitimation of Indonesian Sustainable Palm Oil Certification in Independent Smallholders Inside Company Concession Areas

  • Only a few researchers highlighted the implementation of Indonesian Sustainable Palm Oil (ISPO) certification. These neglected the importance of analyzing the different trajectories of the relations of production in Indonesian palm oil development. As a result, there is a prevailing doubtful attitude on ISPO legitimation. This paper aims to identify how independent smallholder pilot projects give meaning to ISPO legitimation and implementation. It explores production relations in a smallholder community, focusing on land ownership, the formation of a cooperative, and response capability in cases of failure. This paper reveals that the project brought greater understanding to the community with regards to sustainability, as well as strengthened cooperation between the company and the cooperative. This, despite the community's confronting the same problems of land legality as other independent farmers, as the community is located inside the company concession (Hak Guna Usaha, HGU).

Trend of global land cover mapping and global land cover ground truth database

  • There are many global/continental or large area land cover mapping projects because land cover is one of key parameters in environmental studies. Though ground truth collection is a important and difficult task in land cover mapping, it is usually performed independently in each project without any cooperation between them. This is the background of the development of Global Land Cover Ground Truth (GLCGT) database by the cooperation of many projects and researchers. The developed GLCGT database will be used freely by any researcher. This cooperative and common development of GLCGT database will realize reliable and continuously improved land cover ground truth data. It also eliminates duplicated efforts of ground truth collection among projects.

택지개발지구내 가로형시장의 특성에 관한 연구 (A Study on the characteristic of Street Markets in Land Development District)

  • The purpose of this study is to analyze the characteristic of street markets in land development district, Dae-gu(Sung-su, Yeoung-san and Si-gy Land development districts). The result of this study is as follows, Street markets are located between detached housing estates and cooperative housing estates. Street markets are classified as private road type, linear street type and mixed type, The influential area of street markets is extended form inside of detached housing estates to arterial road. The vitality of street markets is explained by the scale of dwelling area, road system and variety of function.

  • 도시개발에 따른 외부효과 발생을 최소화하고 개발의 편익을 주변지역으로 확산하고자 하는 사회적 요구가 증가하면서 다양한 협력적 계획방식에 대한 논의가 증가하고 있다. 장기적으로는 협력적 계획을 뒷받침할 수 있는 법규 및 제도정비가 필요한 사항이지만 이에 앞서 미국사례의 협력적 계획이 실행될 수 있는 요소, 절차, 방법론 고찰을 통해 단일 행정구역 뿐만 아니라 여러 지자체에 걸쳐 도시개발이 이루어지는 복합경계신도시 등에 적용 가능한 협력적 계획의 대안과 시사점을 도출하고자 한다. 본 논문에서는 미국 위스콘신주의 사례조사 및 분석을 통해 다음과 같은 시사점을 도출하였다. 먼저 다수 지자체 경계 구역 내 공동계획구역을 설정하여 복합경계신도시 등과 같은 특수지역에 협동계획을 위한 구역 설정이 필요하며, 이를 위한 도시 계획적 수단이 마련되어야 한다. 이와 함께 협력계획의 유연성을 높이기 위해서는 생활권 단위의 계획단위 설정과 커뮤니티 활성화를 위한 제도적 운영체계가 마련되어야 한다. 또한 지역의 성장으로 인하여 발생한 수익은 공동세를 통하여 약정된 비율로 각 지자체에 배분하는 등 소규모 지역에서의 서비스 공유 및 공동세를 운영하는 방안도 협력계획의 실천력을 확보하는 방안이 될 수 있을 것이다. 이와 함께 협력적 거버넌스 구축을 위해서 계획단계에서부터의 이해관계자 참여와 중재인을 통한 갈등관리 방안이 마련되어야 하며, 도시기본계획 수준에서 협력계획의 실행 방안이 마련되어야 한다.

  • 해외도시개발은 선진국이 해외시장을 개척하고, 개도국이 당면한 도시문제를 해결할 수 있는 바람직한 솔루션임에도 불구하고 위험성이 높다. 선진국과 개도국은 서로간에 잘 알지 못하기 때문에 위험성이 높은 과업을 착수하기에는 신뢰가 부족한 경우가 있다. 본 연구는 양자 간의 신뢰를 향상시킬 수 있는 협력 프레임워크를 구축하고자 한다. 결론적으로 신뢰구축을 위해서는 작은 규모라도 협업을 반복하는 경험을 쌓는 것이 중요하다. 신뢰의 감정은 카리스마와 공감이라는 기제를 통해 구축할 수 있다. 카리스마는 반복적인 성공과 성과에 대한 지속적인 노출이 중요한 역할을 하며, 공감은 공동작업과 공간의 공유가 중요하다. 이것은 협업이라는 공통점을 가진다. 다섯 개의 해외도시개발사례를 분석하여 카리스마와 공감의 기제를 적용하였으며 이를 통해 해외도시개발 협력 프레임워크를 구축하였다.

  • GIS can be used on almost entire fields of the world, such as the national land management, environmental management, disaster management, enterprise activities, and general lives. GIS is called as an infrastructure of the knowledge information on the cultural society. For insuring the national power on the periods of the unlimited competition, it is very important to establish the national information infrastructure. Purpose of the NGIS project I is to development on living benefits of peoplethrough an efficiency of policy and rationalism of planning. In order to achievement of this purpose, the NGIS project I has been established using the national geographic information base planning. The NGIS project I consists of the master management part, the geographic information part, the technique development part, the standardization part, and the land Information part. These five GIS project parts are operated by four governmental ministers and related institutions, such as minister of transportation and construction, minister of science and technology, minister of information and communication, minister of administrative and home affaires. The NGIS I project is to establishment of the nation spatial information systems, such as various nationwide digital maps, GIS technique development, GIS education, GIS standardization, and GIS researches.

농업생산력의 변화에 따른 농업생산조직의 발전과정 (Transformation of Cooperative Groups for Agricultural Production with the Change Agricultural Productive Force)

  • The purpose of this study was to interpret the transformation of Cooperative Groups for Agricultural Production(CGAP) with the change of the Agricultural Productive Force. The specific objectives were; 1) To investigate the change of agricultural labour-power, 2) To investigate the change of agricultural mechanization and arable land, 3) To interpret the transformation and content of CLAP. The population of farmhouseholds has decreased continuously since the late 1960s. Especially, with the move-outs of youth ages of twenties to forties, the condition of agricultural labour-power has been more serious. The processing of agricultural mechanization was a small scale step in the 1970s, but after the 1980s there was a spread of middle-large machines. However the usage rate of agricultural machines was constrained by the bad conditions of arable land. From the 1970s to now, the CGAP have bean processed by many kinds of patterns. In the 1970s, the lack of labour-power caused the creation of the Co-Working Team. After the late of 1970s, the wage of agricultural employees was raised, because the working population of agriculture was cut down. Also, the induction of agricultural machine was promoted. As a result, in the 1980s, the Machine-Using Team occurred due to these conditions of agricultural productive force. In the late of 1980s, the population decreased more rapidly, and the use of large machines were spread. Than farmhouseholds laking labour-power gave a trust to other farmhouseholds and Teams which had machines. In 1990, Given-Trust Cooperations were enacted by law, and in order to overcome the lack of labour-power, and solve the problem of the successors of agriculture, Cooperative Organizations were also enacted by law. Finally, in Korea from the 1970s to now, as the agricultural productive force has barn changed, the Co-Working Team was transformed into the Machine-Using Team, and the Machine-Using Team was transformed into the Given-Trust Cooperation, and the Cooperative Organization.

이웃협정에 의한 협조형 도시주택의 모델개발에 관한 연구 -순천시의 도심주택지에 있어서 케이스스터디 - (A Study on Model Development of Cooperative Urban Housing by Neighborhood Agreement - Case Study on the Inner Residential Area, Sunchon City -)

  • In connection with the plan for improving the residential environment gradually by analyzing the present condition of the reconstruction and parcel form of the housing area in a inner area, the main objective of this research is to develop a cooperative urban housing model based on the neighborhood agreement. The parcel form has a structure that is inappropriate for individual reconstruction; thus, the substantial improvement only through the residential environment improvement project has its limitations. As an alternative plan to resolve such limitations, I proposed a system that enables step-by-step reconstruction within the small-scaled blocks through the annexation of the land based on the neighborhood agreement. Nonetheless, I realized that it is difficult to apply such reconstruction system to individual housing. Therefore, I presented a design concept on the cooperative urban housing project as a residential form for the reconstruction inside blocks. A model plan vouches for its effectiveness. To apply substantially the cooperative urban housing plan based on the neighborhood agreement, we need to supplement the sectional plan system.
