Empirical Analysis on Intergovernmental Financial Relations in Korea (우리나라 정부간 재정관계의 실증분석)

  • We are facing that we promptly meet the needs of the times which demand a local decentralization. We must consider, above all, the relations between central government and local government to carry out local decentralization or devolution successfully. In this respect, it is needed to enter into a relationship of intergovernmental function allocation. On this basis of this regard, we have to come up with right intergovernmental financial relations. Given this fact, this study will produce intergovernmental relation model, and then analyze our intergovernmental financial relation positively based on three criteria, such as intergovernmental power relations, role distribution between central government and local government, and the allocation of tax resources. Analysis shows that our intergovernmental financial relation belongs to a management.decentralization model generally.

Analysis of Unequal Distribution of Population Income in Indonesia

  • Income inequality is a problem that is not only faced by developing countries such as Indonesia, but also developed countries. The difference lies in the proportion of an inequality that occurs and the solution to the level of difficulty experienced. Thus, this study aims to empirically analyze the unequal distribution of population income in Java island, Indonesia, by including the human development index, open unemployment rate, foreign investment, and the degree of fiscal decentralization. The research model used in this study was multiple linear regression to analyze the panel data with a fixed-effect model approach. The results of the study showed that human development index, open unemployment rate, and the degree of fiscal decentralization had a positive and significant effect on income inequality in Java island. Meanwhile, foreign investment had a negative and insignificant effect on income inequality in Java. It is because the value of the investment is more invested in the capital-intensive sector. The government is expected to be more selective in accepting foreign investments that enter the country, especially in Java, and it should be labor-intensive investments. In addition, the government has to equalize locations for foreign investment without reducing good cooperation with these foreign investors.

  • In this paper, the concept of coordination under the setting of cooperative multiagent systems is examined. Based on the concept, a computational model in which the key constructs of coordination can be precisely defined is developed. This model can serve as a basis for developing software systems designed to support coordination in Eletronic Commerce. Coordination is viewed as management of conflicting demands on finite resources by actors or acitivities. The model views coordination as a cycle of four phases: the definition phase, the conflict resolution phase, the action phase, and the adaptation phase. Then, a formal model of coordination, both as a phenomenon and as a process is devloped. Within the context of this model, important concepts such as decomposability, informational privacy, informational decentralization, and informational efficiency are examined.

  • Due to the increasing complexity to handle conflicts and interruptions caused by resource failures and rush orders, shop control is obliged to redesign its organization according to the changing demands of the manufacturing control. These demands are leading to the development of decentralization and gradually to their permanent optimization. As a result, a powerful modeling method which can be adapted efficiently is required. The use of agent theory enables specific modeling of the relevant shop planning activities. The planning activities are modeled in a so-called activity modeling through the definition of three classes of agents; Plan Agent, Manufacturing System Agent and Control Agent as well as the description of the cooperative relationship among these agents. On the basis of the activity model the agent-based shop control method is developed which emphasizes the distributed problem-solving and the cooperation with relevant agents.

  • Nuclear education & training is an important issue for sustainability of nuclear energy and the safety of the nuclear power plant. The purpose of this paper is to present policy initiatives for establishment of the national nuclear education & training system. It analyzed current status of nuclear manpower and nuclear education & training systems of Korean nuclear organizations and government strategic plans for nuclear manpower education & training. The features of the current nuclear education & training in Korea are institutional diversification and decentralization in Industry-University-Research system. However, linkages and cooperation systematically integrated between institutions are very weak. In addition, duplicated education & training programs and resource allocation, and the resultant inefficiency have been raised as a problem. Therefore, this paper proposed the national nuclear education & training system model as a macro policy initiatives and construction of control tower that manage and adjust overall nuclear education & training.

  • Block-chain enjoys technical advantages such as "robust security," owing to the structural characteristic that forgery is impossible, decentralization through sharing the ledger between participants, and the hyper-connectivity connecting Internet of Things, robots, and Artificial Intelligence. As a result, public organizations have highly positive attitudes toward the adoption of technology using block-chain, and the design of university information services is no exception. Universities are also considering the application of block-chain technology to foundations that implement various information services within a university. Through case studies of block-chain applications across various industries, this study designs an empirical model of an integrated information service platform that integrates information systems in a university. A basic road map of university information services is constructed based on block-chain technology, from planning to the actual service design stage. Furthermore, an actual empirical model of an integrated information service in a university is designed based on block-chain by applying this framework.
