The purpose of this study is to present scientific and technical information management policy for efficient support for technical cooperation with Russia and China. Bearing this purpose in mind, the main function, of Korea's scientific and technical information managing organizations related to Russia and China and the status of information management were examined, then the realities of, and controversial points on, technical cooperation have been investigated and analyzed. On the basis of this, this paper tried to present measures concerning the establishment of scientific and technical information managing policy, the securing of budget, the enforcement of scientific and technical information managing operations and the promotion of a comprehensive organization for scientific and technical information management.

As the climate crisis intensifies, the need to improve the climate resilience of developing countries is ever increasing. Hence, the international community is seeking ways to effectively conduct climate technology transfer by linking the projects with financial mechanisms. However, commercialization of climate technology in developing countries is no easy feat as comprehensive knowledge on the target country is a prerequisite for seeking a suitable technology-financial linkage measure. Hence, in-depth discussions on effective climate technology and financial linkage measures have become an important global agenda, and South Korea, as a country with long experience in climate technology transfer, and a strong ecosystem for public climate technology, should step forward to take up a leading role. Against this backdrop, this paper proposes strategies and implementation measures for linking funds from the Multilateral Development Banks (MDB) with Korea's Public Climate Technology (PCT) by examining several key areas of R&D, international cooperation, and technology commercialization.

The purpose of this study is to suggest the improvement plan for an effective benefit sharing support policy through empirical analysis on the benefit sharing operation of government as well as the benefit sharing support policy of government affecting firm performance. Therefore, this study analyzed current problems on benefit sharing operation of government as well as performed a survey for 225 participating and cooperation firms regarding firm performance. This study found some improvements such as insufficient diverse incentive measures leading to the difficulty of participating firm's increase and spread, insufficient substantial benefit sharing such a cash allocation between consignment firms, the increase of biz management system model failing to induce innovation of new technology or product, and difficult spread into 2nd, 3rd cooperative firms besides 1st ones, meanwhile, verifying the positive influence of government benefit sharing support policy on both participating and cooperation firms, especially on the performance of cooperation firms. As a further study, it is necessary to increase the objectiveness and accuracy of a research through verification of the interrelationships between firm statue and performance on the basis of more objective and quantitative data such a sales increase or R&D capability of cooperation firms.

National R&D investment has steadily increased, reaching number 5 in the world as of 2018. However, for public technology commercialization, the level of discovery of policy models through various cooperation initiatives between government ministries is insufficient, and the performance system that can spread technology commercialization is also limited. In this respect, in order to create results in public technology commercialization, it is necessary to prepare alternatives to strengthen multi-ministerial policy cooperation and increase policy execution power. In this paper, we analyzed the current state of national R&D projects by major ministries and suggested an optimized technology commercialization plan through analysis of the structure, budget, and form of each project. In particular, an alternative in terms of policy efficiency was suggested by analyzing the problems of policy discovery that have not been studied previously. This study is of great significance in that it diagnosed problems of public technology commercialization in terms of the lack of systematic research on public technology commercialization and suggested policy advancement for the spread of technology use and the strategic direction in terms of commercialization.

Globalization of production, changing technology in ocean shipping sector, shifting bargaining power from port service provider to port users, changing distribution patterns of the containerization and new implementation for the environment and safety concerns introduced new ways of administration in port sector. In these days, port industries cannot survive alone. Port operation and management has to be proactive to cooperate and integrate with other port operators or other industries. In the 21st century, cooperation in maritime sector is more common than that in the past with several different reasons in a mixture of forms of cooperation. Cooperation among port authorities, port operators, shipping line, inland transport service providers and/or related organizations themselves becomes to exist to overcome the challenges and development of the global transport chain. This paper investigates the concept of port cooperation and the case analysis of the cooperation in the port industry.

The aim of this paper is to analyse the impacts of R&D cooperation and obstacles to technological innovation on the innovation failure of the Korean manufacturing firms. Two hierarchical regression models including interaction variables are employed for the analysis. Some interesting findings are: first, almost all the obstacles have positive and significant effects on the failure. Second, R&D cooperation positively or negatively moderates the impact of obstacles to technological innovation on the innovation failure, although R&D cooperation itself is not directly related to the failure. Third, the interaction effects between the cooperation and the obstacles influence the failure in various manners. This study is expected to help manufacturing firms which are under unfavourable environments to formulate their cooperation strategies successfully based on what they learn from the failure.

This paper deals with the e-Commerce Cooperation between South and North Korea for Promotion of GaeSung Industrial Complex that has been evaluated as the most successful project for inviting the foreign investment of South Korea because many small and medium enterprises are rushing to invest to that Complex. The e-Commerce cooperation between South and North Korea in GaeSung Industrial Complex are playing a role for North Korea survives in the global digital world in that the cooperation is shifted to IT and e-commerce as well as. North Korea has the policy to increase national wealth to uphold the IT industry. The e-Commerce Cooperation between South and North Korea in GaeSung Industrial Complex will develop the e-commerce in North Korea and increase the e-Commerce between South and North Korea in the future.

This study was conducted to propose creative innovation systems. The effect that cooperation network factors of innovation system in telecommunications sector called typical knowledge industry have on technological innovation was examined. We used the Korea Corporate Innovation Survey (KIS) Data for this study, it has to apply the OECD NESTI-WPIA methodology for probit analysis. The analysis derived the following findings. First, cooperation between the principal innovations in the telecommunication information generally have a positive impact on innovation. Second, cooperation with private institutions have an important role in technological innovation. Third, the various cooperation exerts a positive impact on innovation and has a greater impact on practical innovation in a low creativity level. With this result, it seems that our technological innovation policy should follow a direction of building corporatist-type system to establish cooperation promotion, privately led innovation, and a variety of opinions.

For a successful international technical cooperation through the government has tried many alternatives. However, international technical cooperation through international exhibitions Activation did not occur yet in our country. In this paper, accompanied by the Germans in 2009 states "Year of Korea" through the international technical cooperation to enable the policy to run the case study suggests implications for the government to find us through the aims of the study. For this paper, the researchers direct 20 to 30 April 2009 Hannover Messe, Germany Visit, officials and Interviews were conducted with officials. This paper consists of five chapters is the total. Chapter 2 describes the characteristics for Hannover Messe and Chapter 3 of 2009 "Year of Korea" was through a case study. Facing the current difficulties of fisheries industry nationally and internationally, economic cooperations between South and North Korea are needed urgently. Applying the process of economic integration to fisheries sector of separated nation, cooperation processes are divided as follows; (1) indirect and direct fisheries trade, (2) reciprocal use of fishing grounds, (3) joint venture in fisheries sector, (4) free movement of production factors and common fisheries policy. Here, fisheries trade falls under economic interchange stage. Reciprocal use of fishing ground and fisheries joint venture come in economic cooperation stage. Finally. free factor movement and common fisheries policy are related with economic integration stage. This paper investigates the schemes for fisheries cooperation between South and North Korea in preparation for a unified Korea, focusing on fisheries trade. The paper is composed of 5 chapters. Chapter 2 discusses structure and characteristics of North Korea trade, and trade situation between South and North Korea. Then, the present condition of North Korea fisheries industry and fisheries trade trend between South and North Korea are presented in chapter 3. Next, chapter 4 tackles the most common problems encountered in fisheries trade between South and North Korea, and the devices and schemes to raise fisheries trade between South and North Korea. Finally, chapter 5 summarizes and concludes the research results.
