본 연구는 러시아 및 중국과의 기술협력을 효율적으로 지원하기 위한 과학기술정보관리정책을 제시하고자 하는데 가장 큰 목적을 두고, 우리나라의 이들 국가 관련 과학기술정보관리기구들의 기술협력과 관련된 정보관리 실태와 문제점을 조사분석하였다. 그 결과를 토대로 과학기술정보관리정책의 수립 및 예산의 확보, 과학기술정보관리 활동의 강화, 국가차원의 과학기술정보관련 정책기구 및 수행기구의 육성방안등을 제시하고자 하는데 세부적인 목적을 두었다.

As the climate crisis intensifies, the need to improve the climate resilience of developing countries is ever increasing. Hence, the international community is seeking ways to effectively conduct climate technology transfer by linking the projects with financial mechanisms. However, commercialization of climate technology in developing countries is no easy feat as comprehensive knowledge on the target country is a prerequisite for seeking a suitable technology-financial linkage measure. Hence, in-depth discussions on effective climate technology and financial linkage measures have become an important global agenda, and South Korea, as a country with long experience in climate technology transfer, and a strong ecosystem for public climate technology, should step forward to take up a leading role. Against this backdrop, this paper proposes strategies and implementation measures for linking funds from the Multilateral Development Banks (MDB) with Korea's Public Climate Technology (PCT) by examining several key areas of R&D, international cooperation, and technology commercialization.

본 연구의 목적은 정부의 성과공유제 운영 및 성과공유제 지원정책이 기업 성과에 미친 효과성에 대한 실증적 분석을 통해, 효과적인 성과공유제 지원정책의 개선방안을 제시하는 데 있다. 이에 따라, 정부의 현 성과공유제 운영현황 문제점을 분석하고, 225개 성과공유제 도입(위탁)기업과 협력(수탁)기업을 대상으로 기업성과에 대한 설문조사를 실시하였다. 연구결과, 성과공유제는 다양한 인센티브 부족에 따른 도입기업의 증가와 확산 어려움, 현금배분 등 실질적인 성과공유 미흡, 신기술 신제품 혁신유도가 어려운 경영관리시스템 모델 증가, 1차 이외 2 3차 협력사로 제도 확산 한계 등 일부 개선점이 발견되었다. 반면, 그간 정부의 성과공유제 지원정책은 성과공유제 도입(위탁)기업과 협력(수탁)기업 모두에 긍정적 영향을 미쳤으며 특히 협력(수탁)기업의 성과에 긍정적 영향을 미쳤음이 확인되었다. 향후 과제로, 협력(수탁)기업의 매출증가 또는 R&D 역량증가 등과 같은 보다 객관적이고 정량화된 데이터를 기반으로 기업현황과 기업성과간 상호 연관성 등의 검증을 통한 연구 수행을 통해 객관성과 정확도를 제고할 필요가 있다.

국가 연구개발 투자는 꾸준히 증가하여 2018년 기준으로 세계 5위에 이르고 있다. 하지만 공공기술사업화는 정부부처간 다양한 협력을 통한 정책모델의 발굴 수준이 부족하며, 기술사업화를 확산시킬 수 있는 성과체계도 제한되어 있는 것이 현실이다. 이러한 측면에서 공공기술사업화의 성과 창출을 위해서는 다부처 정책 협력 강화와 정책 실행력을 높일 수 있는 대안이 마련되어야 한다. 이에 현실적으로 기술사업화의 공급자 관점에서 벗어난 수요자 관점에서의 다양한 정책들이 필요한 시점이다. 본 논문에서는 주요 부처별 국가 연구개발 사업에 대한 현황을 분석하고 사업별 구조, 예산, 형태의 분석을 통한 최적화된 기술사업화 방안을 제시하였다. 특히, 기존에 연구되지 않은 연구개발 투자의 정책 발굴의 문제점을 분석하여 정책 효율화 측면의 대안을 제시하였다. 이와 연계되어 정책의 효과성을 높이기 위한 기업의 Needs 기반에 맞는 정책 발굴 관점과 정책적 데이터의 연계를 통한 성과관리의 중요성이 부각 되었다. 본 연구는 그간 공공기술사업화의 체계적 연구가 부족한 측면에서 공공기술사업화의 문제점을 진단하여 기술 활용 확산을 위한 정책 고도화 제시와 사업화 관점에서의 전략적 방향을 제시하였다는 점에서 의미가 크다고 본다.

Globalization of production, changing technology in ocean shipping sector, shifting bargaining power from port service provider to port users, changing distribution patterns of the containerization and new implementation for the environment and safety concerns introduced new ways of administration in port sector. In these days, port industries cannot survive alone. Port operation and management has to be proactive to cooperate and integrate with other port operators or other industries. In the 21st century, cooperation in maritime sector is more common than that in the past with several different reasons in a mixture of forms of cooperation. Cooperation among port authorities, port operators, shipping line, inland transport service providers and/or related organizations themselves becomes to exist to overcome the challenges and development of the global transport chain. This paper investigates the concept of port cooperation and the case analysis of the cooperation in the port industry.

The aim of this paper is to analyse the impacts of R&D cooperation and obstacles to technological innovation on the innovation failure of the Korean manufacturing firms. Two hierarchical regression models including interaction variables are employed for the analysis. Some interesting findings are: first, almost all the obstacles have positive and significant effects on the failure. Second, R&D cooperation positively or negatively moderates the impact of obstacles to technological innovation on the innovation failure, although R&D cooperation itself is not directly related to the failure. Third, the interaction effects between the cooperation and the obstacles influence the failure in various manners. This study is expected to help manufacturing firms which are under unfavourable environments to formulate their cooperation strategies successfully based on what they learn from the failure.

This paper deals with the e-Commerce Cooperation between South and North Korea for Promotion of GaeSung Industrial Complex that has been evaluated as the most successful project for inviting the foreign investment of South Korea because many small and medium enterprises are rushing to invest to that Complex. The e-Commerce cooperation between South and North Korea in GaeSung Industrial Complex are playing a role for North Korea survives in the global digital world in that the cooperation is shifted to IT and e-commerce as well as. North Korea has the policy to increase national wealth to uphold the IT industry. The e-Commerce Cooperation between South and North Korea in GaeSung Industrial Complex will develop the e-commerce in North Korea and increase the e-Commerce between South and North Korea in the future.

본 연구는 우리나라 정부가 창조경제 및 산업개혁 정책을 추진하면서 창의적이고 선도적인 경제 체질로의 탈바꿈을 시도함에 따라 이에 맞는 혁신시스템을 제안하고자 수행하였다. 이에 대표적인 지식 산업이라고 할 수 있는 우리나라 정보통신 분야 혁신시스템의 협력 네트워크 요인이 기술 혁신에 미치는 영향을 알아보았다. 본 연구를 위해 한국기업혁신조사(KIS) 데이터를 사용하였고, OECD NESTI-WPIA 방법론을 준용하여 프로빗 분석을 실시하였다. 이에 분석을 통해 다음의 연구 결과를 도출하였다. 첫째, 정보통신업에서 혁신 주체 간 협력은 대체적으로 기술혁신에 긍정적인 영향을 미친다. 둘째, 민간기관과의 협력이 기술 혁신에 중요한 역할을 미친다. 셋째, 다양한 협력은 혁신에 긍정적인 영향을 미치며, 창의성 수준이 낮은 활용적 혁신에 보다 큰 영향을 미친다. 이 결과를 통해 향후, 우리나라 기술혁신 정책이 협력촉진, 민간중심의 기술혁신, 다양한 의견을 수립할 수 있는 조합주의형 시스템 구축 등의 방향으로 나아가야 할 것으로 보인다.

본 성공적인 국제기술협력을 위해서 정부는 많은 대안을 통해서 시도하고 있다. 그러나 해외전시회를 통해서 국제기술협력 활성화 방안은 아직 우리나라에서 이루어지지 않았다. 본 논문에서는 독일이 2009년도 동반 국가 "한국의 해"를 통해서 국제기술협력 활성화 정책을 실행한 사례분석을 통해서 우리정부에 시사점을 찾는데 연구의 목적을 두었다. 본 논문을 위해서 연구자가 직접 2009년도 4월 20일부터 30일까지 독일 하노버 메쎄를 방문, 관계자들과 심충인터뷰를 실시하였다. 본 논문의 구성은 총 5장으로 되어있다. 제 2장에서는 독일하노버 메쎄와 이론적 배경을 살펴보았고 제 3장에서는 문화적 갭을 줄일 수 있는 메쎄에서의 동반국가 "2009년도 "한국의 해"를 통해서 사례분석을 도출 하였다. 제 4장에서는 사례분석을 통해서 살펴본 메쎄와 국제기술협력 성과를 살펴보았고 제 5장에서는 정책적 시사점을 도출하였다.

Facing the current difficulties of fisheries industry nationally and internationally, economic cooperations between South and North Korea are needed urgently. Applying the process of economic integration to fisheries sector of separated nation, cooperation processes are divided as follows; (1) indirect and direct fisheries trade, (2) reciprocal use of fishing grounds, (3) joint venture in fisheries sector, (4) free movement of production factors and common fisheries policy. Here, fisheries trade falls under economic interchange stage. Reciprocal use of fishing ground and fisheries joint venture come in economic cooperation stage. Finally. free factor movement and common fisheries policy are related with economic integration stage. This paper investigates the schemes for fisheries cooperation between South and North Korea in preparation for a unified Korea, focusing on fisheries trade. The paper is composed of 5 chapters. Chapter 2 discusses structure and characteristics of North Korea trade, and trade situation between South and North Korea. Then, the present condition of North Korea fisheries industry and fisheries trade trend between South and North Korea are presented in chapter 3. Next, chapter 4 tackles the most common problems encountered in fisheries trade between South and North Korea, and the devices and schemes to raise fisheries trade between South and North Korea. Finally, chapter 5 summarizes and concludes the research results.
