ROK has a lot to benchmark from how Ukraine is fighting Russia back with its tactical wins. They have taken a targeted strategy to strike Russia's top generals with high precision. To carry out this strategy, Ukraine is operating a Special Operations Force, which utilizes US/NATO forces, civilian and own resources for maximum impact. Of note, they utilize Starlink for seamless connection from detection, decision-making to strike to maximize operational efficiency. As ROK faces security threat of weapons of mass destruction, Ukraine's military intelligence organization set-up, weapons system and operations can provide some guidance on how to leverage its various SOF as well.

The Republic of Korea Army predicted that the continuous decline in fertility rate and the low birth rate, one of the biggest issues in our society, would lead to a security crisis due to a lack of military personnel, and revised the Military Service Act in 2010 to prevent enlistment of 'clearly mixed races', which had previously restricted enlistment. made it compulsory As a result, 50 children from multicultural families enlisted in the military in 2011, and the Military Manpower Administration at the time predicted that more than 8,000 people would enlist every year after 2020. This poses another challenge for the Army. A lack of understanding and respect for different languages, religions, and eating habits can lead to conflict among members, which will lead to weakening of combat power. Therefore, through a case study of multicultural application by world powers, the history of success and failure of respect for multiculturalism and the current policy of respecting multiculturalism of the U.S. Army are studied to examine the direction of our army.

The transition to wartime operational control during the term of office, which was the promise of the Moon Jae Inn administration, fell through. More than 70 years after it was transferred during the Korean War in 1950, the policy of converting wartime operational control has been repeatedly decided and reversed several times. This conversion of wartime operational control is a national policy directly related to our security, and it is most important to understand the determinants of the administration's conversion to wartime operational control. This paper selects two cases of adjustment of wartime operational control policy during the Lee Myung Bak administration in 2006 and 2010 during the Roh Moo Hyun administration as the subject of the study and expects to gain not only policy predictive power but also successful policy execution at the time of the two administration' policy changes.

In the fintech environment, Smart phones are mainly used for various service. User authentication technology is required to use safe services. Authentication is performed by transmitting authentication information to the server when the PIN or password is entered and touch the button completing authentication. But A post-attack is possible because the smudge which is the trace of using screen remains instead of recording attack with a camera or SSA(Shoulder Surfing Attack). To prevent smudge attacks, users must erase their fingerprints after authentication. In this study, we proposed a technique to determine whether to erase fingerprints. The proposed method performed erasing fingerprint which is the trace of touching after entering PIN and designed the security keypads that processes instead of entering completion button automatically when determined whether the fingerprint has been erased or not. This method suggests action that must erase the fingerprint when entering password. By this method, A user must erase the fingerprint to complete service request and can block smudge attack.

As the method of collecting and utilizing structured and unstructured data develops due to the influence of the Fourth Industrial Revolution, unwanted personal information data is also being collected and utilized, and hackers are attempting various attacks to steal information. As a result, the importance of information protection has increased, and various protection techniques have emerged, among which many studies have been conducted using decentralized techniques of blockchain and various algorithms to strengthen the security of biometric authentication techniques. This paper proposed a public blockchain biometric authentication system that allows users to protect their data in a safer biometric authentication method in the public blockchain and use it in the blockchain through signature with authenticated information.

The purpose of this study is to investigate the relationship between the amount of media coverage related to drug crimes and the actual number of drug-related arrests. It aims to determine the implications of this relationship for the formulation of police policies in response to drug crimes. To achieve this, we collected and analyzed 50,355 domestic online media coverage data from 2001 to 2022 and drug crime arrest data compiled by the National Police Agency. The analysis confirmed a significant causal relationship between the amount of online media coverage of drug crimes and the actual number of drug crime arrests. This relationship was found to be influenced by the existence of dominant issues and the relevance of famous incidents. It was determined that media coverage was also influenced by public interest beyond drug crime arrest numbers. Based on these research findings, the police have proposed the need to monitor the amount of crime-related media coverage and enhance security capabilities for crimes that receive public attention in order to gain the trust of the citizens.

The purpose of this study was to analyze how innovative facility investment and innovative research manpower capabilities of venture companies related to the 4th industrial smart farm affect the technological performance of patents and design registrations, and the financial performance of sales and operating profit. As a research method, a total of 47 venture companies were selected as a sample and regression analysis was performed. Research Results This study analyzes the technological commercialization factors of venture companies related to the 4th industrial smart farm and proposes to expand the budget for R&D government tasks for financial and technological success. In the future research direction, I believe that more discussion is needed on the contribution of companies to quantitative and qualitative growth.

According to the Statistics Korea in 2016, 56.9% of companies do not fairly pay compensation for employee invention, despite the increasing proportion of the inventions in corporations. One reason is that the objective calculation method for employee and patent's contribution and the clear standard of fair compensation have not been established. Therefore, this study proposes a new calculation method using DCF (Discounted cash flow) and AHP (Analytical hiearchy process) methodology to calculate the fair amount of employee invention compensation, and verified it through real case examples. As a result, 2.3 times higher amount of compensation was calculated than the previous approach. This study is meaningful that it provided objective compensation criteria that could more protect the inventor in the situation which the clear criteria for the calculation of fair compensation are not established. This methodology is expected to be applicable for SMEs as employee invention compensation.

Augmented reality game has differences with traditional games in the way what it includes physical risks happened in the real world. Although accidents related to Pokemon Go are increasing, academic discussions on the issues are rare. Thus, this study explores risk types caused by the augmented reality game and examined how perception of the risks affect usage intention on the game. This study also provides the research implications through comparative analysis between youth group who generally has the tendency toward game addiction and older group. According to the results, teenagers had less usage intention when perceived financial risk increase. In case of over twenty, time risk had negative relationship with usage intention. Physical risk had no significant effect on usage intention for teenagers, but positive relationship was observed in case over twenty. These results imply the necessity of an appropriate regulation for safe game play.

Unlike other lawsuits, patent infringement litigation is a very difficult case to grasp without expert knowledge of the patented technology. The Patent Agent Act seems to recognize the legal representation of patent agent in Article 8, but the Constitutional Court and the Court have refused to recognize patent agent's legal representation right in the patent infringement suit. In this regard, constant controversy is taking place among patent agents and lawyers. This study examines the measures to enhance the effectiveness and professionalism of patent litigation in patent infringement litigation. This study analyzes the role of patent attorneys in patent infringement lawsuits in major countries and derive rational alternatives. As a result, it is inappropriate to restrict the attorneys' automatic acquisition of patent attorneys' qualifications or revise the patent attorneys' law in relation to the patent attorney's right of proxy. In the case of litigation parties, it is a desirable alternative to introduce a revised patent attorney system for the fundamental problem solving and to allow the litigants to reasonably choose the litigation agent.
