농촌체험 마을경관의 보전가치평가 연구 (A study on conservative Value Evaluation for landscape of the Rural Tourism villages)

  • This paper researches conservative value evaluation of rural tourism villages with "CVM(Contingent Valuation Method)" focusing on visitor to offer the guide for preservation and management in landscape of rural tourism villages based on critical consciousness for conservation and utilization by regional development. The option value is 37,624won(36.7%), the bequest value is 34,856won(34.0%), existence value is 30,073 won(29.3%), and overall average willingness to pay of conservation value is 102,517won(100.0%) for conservative value of sesim-village in Kyung-Ju. The results show that landscape of rural tourism villages has great value historically and culturally. In conclusion, it suggested that planners and staffs of rural tourism villages recognize that it is positively necessary to be considered not only multiple landscape index but also conservation policy in process of development planning in rural tourism villages.

CVM을 이용한 전통민속마을의 보전가치평가 연구 (A Study on Conservative Value Evaluation for the Ethnic Villages by Contingent Valuation Method)

  • The Ethnic Villages which are designated as a cultural property in Korea are important factors to recognize how the living environment was and to represent uniqueness should be preserved in Korea. For these reasons, this study investigates the Ethnic Villages in Korea and evaluates the economic values of the Ethnic Villages using CVM(contingent valuation method) which has been knows as one of the practical methods in the field of environmental economics. The results of this study indicate that the economic value of the Ethnic Villages for conservation and maintenance is 27,430 won per household/month, and this can be converted into 19,398 hundred million won per one year. This results proves validity of this study compared to the maintenance cost conserving the Ethnic Village of the Cultural Heritage Administration. It can be used as a policy basis to raise finances for conserving the Ethnic Village needed additional support.

콤바인 무인주행기술의 경제적 가치평가 (Economic Value to Farmers for the Automatic Guidance Technology of Combine)

  • This study intended to estimate the willingness-to-pay amount by farmers for the automatic guidance technology of Combine. Contingent Valuation Method was employed for this estimation using survey data from 65 Combine using farmers. Based on the dichotomous choice model, farmers’willingness-to-pay for the automatic guidance technology was ranged from ₩4,772,000(median) to ₩5,268,000(mean). The estimated willingness-to-pay by the for the new technology was approximately one quarter of the average value based on the willingness-to-pay for the new technology was approximately one quarter of the average value of Combine in sample farms. This implies that there is an economic rationals for developing the new technology as long as it will be available with the cost less than the amount of estimated willingness-to-pay.

Economic Analysis of an Internet Portal, 'NANOIN'

  • In this research, economic analysis of Integrated Information System for Nano-convergence Industy (hereafter 'NANOIN'), which was developed and has been in operation by Organization of Nano-convergence Industrial Cooperation, is conducted. For this purpose, the research has been carried out in the following order. First, NANOIN user's maximum willingness-to-pay is estimated using contingent valuation method, the number for NANOIN users is estimated using Bass Diffusion Model, and annual benefit from NANOIN is estimated. Next, annual cost from NANOIN is estimated using annual budget for NANOIN related planned activities. Finally, economic value of NANOIN is evaluated using economic analysis applied to the estimated annual NANOIN benefit and cost. From the economic analysis, it is found that NANOIN has some economic value. It is expected that the procedures suggested in this research can help to systematically evaluate economic value for public goods which have not only uncertain benefit from user's side but also uncertain demand just like NANOIN.

  • 본 글에서는 최근 기술가치평가에 적용되고 있는 조건부가치평가법(Contingent Valuation Method) 다속성효용평가법(Multi-attribute Utility Assessment) 그리고 조건부청구권가치평가법(Real Option Pricing Method)의 세가지 가치측정기법들의 특징과 조요 관련 문헌들을 간략하게 정리하여 소개함으로서 관심있는 연구자들에게 유용한 정보를 제공하고자 한다. 소개하는 방법론들은 환경재화의 가치측정기법과 위험도가 높은 에너지프로젝트의 가치평가기법으로 개발된 기법들로서 신기술이 가지는 특징인 외부성 등의 비시장재적 특성과 높은 위험도에따른 투자가치를 반영할 수있어 기술 및 기업의 가치평가 사례연구에 응용할 수있다.

상주국제승마경기장 사업의 경제적 편익 (Estimating the benefit of constructing the international horse riding arena at Sangju)

  • 본 연구는 경상북도 상주에 건립된 국제승마경기장 건립사업의 경제적 편익을 지역에 거주하는 가구들의 지불의사액에 의해 평가한다. 평가기법으로는 양분선택형 조건부가치법 (dichotomous choice contingent valuation method; CVM)을 기초로 하되 추정의 정확성 제고를 위해 (1) 응답자가 지불의사에 대해 불확실한 경우 모르겠다고 응답할 수 있는 응답 항목을 추가하였고 (2) 제시된 금액을 지불할 의사가 없다고 응답한 응답자에게는 지불의사액이 전혀 없는지를 추가 질문하였다. 설문조사는 상주 국제승마경기장의 행정상 위치를 고려하여 경상북도와 대구광역시 거주 가구를 모집단으로 하고 일대일 개인면접 설문조사를 통해 수집되었다. 평가결과, 가구당 년 지불의사액은 1,847원으로 평가되었으며, 경상북도와 대구시 가구수를 곱하여 계산된 상주 국제승마경기장의 연간 총 편익은 35.6억원으로 평가되었다.

수도권 도시림 보존의 경제적 편익 추정 -광교산을 중심으로- (Estimating the Economic Benefits of Conserving Urban Forests in the Capital Region: The Case of Mt. Kwanggyo)

  • Urban forests have various environmental benefits, contributing to the quality of urban life. However, these values have been underestimated or never been reflected in the urban development planning in Korea. As a result, a number of forests in urban areas were either partly or wholly destroyed without their public's values being assessed explicitly. The objective of this paper is to estimate the economic benefits attached to Mt. Kwanggyo in the Capital Region using contingent valuation method, aiming to provide policy-makers with useful information to make an informed public decision in urban development planning. The survey was carefully designed and implemented to meet a number of recommendation rules suggested in the literature. The overall results show that the respondents well accepted the contingent market and would be willing to pay a significant amount for the proposed program of conserving the mountain. Total economic benefits for the population amounted to approximately 3.8 billion Korean won per year. This quantitative information can be used in cost-benefit analysis of urban development plans.

대형 해양과학연구선 건조사업의 비시장적 편익 평가 (Non-market Benefits of Building the Large Oceanographic Research Ship)

  • A project to build a large oceanographic research ship was proposed to improve the level of ocean research. This paper attempts to measure the non-market benefits of the project. To this end, the dichotomous choice contingent valuation method is used. In particular, the recently proposed one and one-half bounded model is applied. The model can reduce the potential for response bias compared to the double bounded model, while maintaining much of its efficiency. Moreover, in order to deal with zero WTP observations, a spike model is adjusted for our data. A survey of 500 randomly selected households was implemented in the Metropolitan area. The respondents were asked in person-to-person interviews about how they would be willing to pay for implementing the project. Overall, respondents accepted the contingent market, and were willing to contribute a significant amount (3,244 won), on average, per household per year. The aggregate value of the project nationwide would amount to approximately 40.1 billion won per year.

석호환경의 보존가치 추정: 송지호를 중심으로 (Measuring the Conservation Value of Lagoons: The Case of Songji Lagoon)

  • In recent days, most of the lagoons in Korea have been lost on account of indiscreet development and pollution. Thus, this study measures the conservation value of the Songji lagoon, a representative lagoon in Korea by using the contingent valuation (CV) method and specifies the non-use value of Songji lagoon. The survey was carefully desigrled and implemented to meet a number of recommendation rules suggested in the literature. The overall results show that the respondents well accepted the contingent market and would be willing to pay a significant amount for the proposed program to conserve Songii lagoon. Total Conservation value of Songji lagoon amounted to approximately 21.2 billion Korean won per year. Moreover, the non-use value of Songji lagoon amounted 15.7 billion Korean won per yew. The results of measuring the conservation value provide decision-makers with data indispensable to devising a conservation and management policy.

부산시 수돗물 수질개선 편익의 추정 (Valuing the Economic Benefits of the Water Quality Improvement in Busan)

  • Water is an indispensable input to human's existence and industrial production. In these days, people are getting more concerned about their health and the interest in the safety of drinking water has increased. In this situation, this paper attempts to measure the economic benefits of the tap water quality improvement. The study area was restricted to Busan, the second largest city in Korea, where local government is planning to implement a tap water quality improvement program. We apply a one-and-one-half bounded dichotomous choice contingent valuation (CV) method to obtain at least a preliminary evaluation of the benefits. CV is developed for valuing goods or services that cannot be valued either directly or indirectly from market observations and has been applied to several environmental goods. The CV survey was rigorously designed to comply with the guidelines for best-practiced CV studies. We surveyed a randomly selected sample of 400 households in Busan and asked respondents questions in person-to-person interviews about how they would be willing to pay for the water quality improvement. Respondents overall accepted the contingent market and were willing to contribute a significant amount (US$1.66), on average, per household per month. We can also calculate the aggregate value of the program which improves the water quality in Busan. This study is expected to provide policy-makers with useful information for evaluating and planning environmental policies relating specifically to water.
