환태평양 시대의 부산항 물류산업 합리화 (The Rationalization of PDM in Pusan Port for the Period of Round Pacific Area)

  • The most change in this century is supposed to be declination of ideology, and block of world economy. Addition to down full of cold war atmosphere around Northeast Asia, not only economic and social mood in this region is dramatically changed, but also it gave birth to the block of Northeast economy that accerlated new hub of world economy. According to dramatic change of economic surroundings the dynamic potential of growth in this region will be guided to enlarge inter-regional trade and increase volume of trade, thus suggests to grow steadily transportation. cargos in this region will have to arrange the system of delivery and inner transportation, accessary facilities, inter-regional harbors if North America and EC has connected easily. As have accerlated GATT and UR represented multilateralism and regionalism, it has regulated to increase trades of region due to relief of the trade barrier through specific areas has agreed with separately. The flow of regionalism of world economy has appeared to realize EC and NAFTA centered U.S.A, and also has presented to free trade region or one-size market agreement in Asia as APEC, EAEG in Malaysia, and etc. In defense to this block and internationalism of world economy, Pusan has to come forward to the hub of Northeast others has proposed a project to dominate the Northeast, Economy Association Agreement as Far East comprehensive development project in USSR, Hunchun development project in NK, and East Sea development project in PRC, Niigate regional development in Japan, Duman River development project in NK, and East Sea development project in Korea. As this exercise has proceed, Pusan also have arranged development strategy definitely and prepared provisions systematically. Engaging to participate center of delivery system is meant to be completed complex functions, namely the transfer storage processing & assembly function of international commodity. Pusan has ability to be terminal point of TSR. it had been connected to EC as the biggest economy block and TKR as complex transportation root to Far East, it would be the center of inground and seabase delivery terminal to Rotterdom as the biggest container pier and major piers to North-East and South East Asia. In order to provide a Role of 21 century's internationalization, Pusan has appealed to participate in management information research and development connected to Pohang-Ulsan-Changwon-Masan, and has utilized efficiently the resources such as man, material, money and information.

"무역상무(貿易商務)에의 역사적(歷史的) 어프로치와 무역취인(貿易取引)의 전자화(電子化)" (E-Commerce in the Historical Approach to Usage and Practice of International Trade)

  • The author believes that the main task of study in international trade usage and practice is the management of transactional risks involved in international sale of goods. They are foreign exchange risks, transportation risks, credit risk, risk of miscommunication, etc. In most cases, these risks are more serious and enormous than those involved in domestic sales. Historically, the merchant adventurers organized the voyage abroad, secured trade finance, and went around the ocean with their own or consigned cargo until around the $mid-19^{th}$ century. They did business faceto-face at the trade fair or the open port where they maintained the local offices, so-called "Trading House"(商館). Thererfore, the transactional risks might have been one-sided either with the seller or the buyer. The bottomry seemed a typical arrangement for risk sharing among the interested parties to the adventure. In this way, such organizational arrangements coped with or bore the transactional risks. With the advent of ocean liner services and wireless communication across the national border in the $19^{th}$ century, the business of merchant adventurers developed toward the clear division of labor; sales by mercantile agents, and ocean transportation by the steam ship companies. The international banking helped the process to be accelerated. Then, bills of lading backed up by the statute made it possible to conduct documentary sales with a foreign partner in different country. Thus, FOB terms including ocean freight and CIF terms emerged gradually as standard trade terms in which transactional risks were allocated through negotiation between the seller and the buyer located in different countries. Both of them did not have to go abroad with their cargo. Instead, documentation in compliance with the terms of the contract(plus an L/C in some cases) must by 'strictly' fulfilled. In other words, the set of contractual documents must be tendered in advance of the arrival of the goods at port of discharge. Trust or reliance is placed on such contractual paper documents. However, the container transport services introduced as international intermodal transport since the late 1960s frequently caused the earlier arrival of the goods at the destination before the presentation of the set of paper documents, which may take 5 to 10% of the amount of transaction. In addition, the size of the container vessel required the speedy transport documentation before sailing from the port of loading. In these circumstances, computerized processing of transport related documents became essential for inexpensive transaction cost and uninterrupted distribution of the goods. Such computerization does not stop at the phase of transportation but extends to cover the whole process of international trade, transforming the documentary sales into less-paper trade and further into paperless trade, i.e., EDI or E-Commerce. Now we face the other side of the coin, which is data security and paperless transfer of legal rights and obligations. Unfortunately, these issues are not effectively covered by a set of contracts only. Obviously, EDI or E-Commerce is based on the common business process and harmonized system of various data codes as well as the standard message formats. This essential feature of E-Commerce needs effective coordination of different divisions of business and tight control over credit arrangements in addition to the standard contract of sales. In a few word, information does not alway invite "trust". Credit flows from people, or close organizational tie-ups. It is our common understanding that, without well-orchestrated organizational arrangements made by leading companies, E-Commerce does not work well for paperless trade. With such arrangements well in place, participating E-business members do not need to seriously care for credit risk. Finally, it is also clear that E-International Commerce must be linked up with a set of government EDIs such as NACCS, Port EDI, JETRAS, etc, in Japan. Therefore, there is still a long way before us to go for E-Commerce in practice, not on the top of information manager's desk.

Application of Gamma Ray Densitometry in Powder Metallurgy

  • The most important industrial application of gamma radiation in characterizing green compacts is the determination of the density. Examples are given where this method is applied in manufacturing technical components in powder metallurgy. The requirements imposed by modern quality management systems and operation by the workforce in industrial production are described. The accuracy of measurement achieved with this method is demonstrated and a comparison is given with other test methods to measure the density. The advantages and limitations of gamma ray densitometry are outlined. The gamma ray densitometer measures the attenuation of gamma radiation penetrating the test parts (Fig. 1). As the capability of compacts to absorb this type of radiation depends on their density, the attenuation of gamma radiation can serve as a measure of the density. The volume of the part being tested is defined by the size of the aperture screeniing out the radiation. It is a channel with the cross section of the aperture whose length is the height of the test part. The intensity of the radiation identified by the detector is the quantity used to determine the material density. Gamma ray densitometry can equally be performed on green compacts as well as on sintered components. Neither special preparation of test parts nor skilled personnel is required to perform the measurement; neither liquids nor other harmful substances are involved. When parts are exhibiting local density variations, which is normally the case in powder compaction, sectional densities can be determined in different parts of the sample without cutting it into pieces. The test is non-destructive, i.e. the parts can still be used after the measurement and do not have to be scrapped. The measurement is controlled by a special PC based software. All results are available for further processing by in-house quality documentation and supervision of measurements. Tool setting for multi-level components can be much improved by using this test method. When a densitometer is installed on the press shop floor, it can be operated by the tool setter himself. Then he can return to the press and immediately implement the corrections. Transfer of sample parts to the lab for density testing can be eliminated and results for the correction of tool settings are more readily available. This helps to reduce the time required for tool setting and clearly improves the productivity of powder presses. The range of materials where this method can be successfully applied covers almost the entire periodic system of the elements. It reaches from the light elements such as graphite via light metals (AI, Mg, Li, Ti) and their alloys, ceramics ($AI_20_3$, SiC, Si_3N_4, $Zr0_2$, ...), magnetic materials (hard and soft ferrites, AlNiCo, Nd-Fe-B, ...), metals including iron and alloy steels, Cu, Ni and Co based alloys to refractory and heavy metals (W, Mo, ...) as well as hardmetals. The gamma radiation required for the measurement is generated by radioactive sources which are produced by nuclear technology. These nuclear materials are safely encapsulated in stainless steel capsules so that no radioactive material can escape from the protective shielding container. The gamma ray densitometer is subject to the strict regulations for the use of radioactive materials. The radiation shield is so effective that there is no elevation of the natural radiation level outside the instrument. Personal dosimetry by the operating personnel is not required. Even in case of malfunction, loss of power and incorrect operation, the escape of gamma radiation from the instrument is positively prevented.

가축분뇨액비 지중살포기의 견인력 및 살포 특성 (Pulling Force and Manure Spreading Characteristic of Tractor-drawn Animal Slurry Manure Sub-soil Injector)

  • 1. 트랙터 삼점히치탑재형 지중살포기 가. 5련 치즐푸라우에 의해 토양 파쇄가 이루어지고 용적식 워블판 펌프에 의해 지중에 압송 살포하는 구조로 설계 제작되었다. 나 슬러리 가축분뇨살포기의 지중깊이별 축분살포기 견인력은 토앙파쇄 깊이 50mm에 비해 100mm일 때 550kgf에서 600kgf로 조금 증가하였으나 토양파쇄 깊이 150mm에서는 약 800kgf로 급격히 증가하였다. 다. 슬러리가축분뇨 송출장치로 오수펌프와 토출관 사이 압력조절탱크 설치로 분뇨토출 분지관의 살포균일성을 높일 수가 있었다. 2. 트랙터 견인형 지중살포기 가. 5련 치즐플라우에 의한 토양파쇄 후베인형 진공펌프에 의해 슬러리 가축분뇨를 지중에 압송 살포하는 장치로 제작되었다. 나. 슬러리 가축분뇨 지중살포기의 살포 깊이별 견인력은 반 건조 상태인 논 토양의 경우 지표살포 683kgf, 살포 깊이 l0cm에서 1,062kgf, 깊이15cm에서 1,214kgf로 나타났으며, 살포 깊이 20cm에서는 트랙터의 슬립발생 증가하여 작업이 곤란하였다. 다. 시작기의 밭 토양에서 견인력은 지표살포 784kgf, 살포 깊이 l0cm에서 997kgf, 깊이 15cm에서 1,320kgf, 깊이 20cm에서 1,670kgf로 나타나 살포 깊이가 증가함에 따라 견인력이 크게 증가하는 경향이었다. 라. 슬러리가축분뇨를 토양에 압송$\cdot$살포하는 송출관에 분배관 설치로 토출관간 슬러리가 축분뇨의 토출균일성을 높일 수 있었고, 송출관의 압력조절밸브를 조정하면 10a당 살포량 조절이 가능하였으며, 지중살포 깊이는 10${\~}$15 cm 수준이 적합한 것으로 판단된다.

고해상도 광학 위성영상의 항만선박관리 활용 가능성 평가: 부산 신항의 선석 활용을 대상으로 (Evaluation of the Utilization Potential of High-Resolution Optical Satellite Images in Port Ship Management: A Case Study on Berth Utilization in Busan New Port)

  • 한국의 전체 수출입 물동량은 지난 20여년 동안 연평균 약 5.3%씩 증가하였고, 약 99%가량의 화물이 여전히 해상을 통해 운송되고 있는 것으로 나타났다. 최근 해상 물동량 증가, 코로나 및 전쟁 등의 이유로 해상 물류가 혼잡해지고 예측이 어려워지고 있어 지속적인 항만의 모니터링이 중요하다. 다양한 지상 관측 시스템과 automatic identification system (AIS) 정보를 이용하여 항만을 모니터링하고 항만 내 컨테이너 터미널의 효율적 운영과 물동량 예측을 위한 많은 선행 연구가 진행되었다. 하지만, 소형 무역항이나 개발도상국의 무역항의 경우 대형 항만에 비해 환경 문제와 노후화된 인프라 등의 이유로 항만을 모니터링하기에 어려움이 있다. 최근 인공위성의 활용성이 높아짐에 따라 광범위하고 접근하기 어려운 지역에 대해 위성 영상을 이용하여 지속적인 해상 물동량 데이터 수집 및 해양 감시체계 구축을 위한 선행 연구가 진행되고 있다. 본 연구는 고해상도 위성영상을 이용하여 부산 신항을 대상으로 항만 내 컨테이너 터미널에 존재하는 선석에 정박한 선박을 육안으로 탐지하고 선석 활용률을 정량적으로 평가하고자 한다. 국토위성, 아리랑위성 3호, PlanetScope, Sentinel-2A를 이용해 항만 내 선석에 정박하고 있는 선박을 육안으로 탐지하였고 선석에 정박 가능한 전체 선박의 수를 이용하여 선석 활용률을 산출하였다. 산출 결과 2022년 6월 2일의 경우 0.67, 0.7, 0.59로 변화하는 것을 보였으며, 영상 촬영 시각에 따라 선박의 수가 변화한 것으로 확인되었다. 2022년 6월 3일의 경우 0.7로 동일한 것으로 나타났고 이는 선박의 종류는 변화하였으나 촬영 시각에 선박의 수는 동일한 것으로 확인이 되었다. 선석 활용률은 값이 클수록 해당 선석에서의 작업이 활발하게 이루어지고 있는 것을 의미하고 있으며, 이는 선석이 혼잡하여 정박지에서 대기하고 있는 다른 선박의 대기시간이 길어지고 운임료가 증가할 수 있기 때문에 선석 활용률을 이용하여 기초적인 새로운 선박 운항 계획 수립에 도움이 될 것으로 판단된다. 선석에서의 작업시간은 수시간에서 수일이 소요되는데 영상의 촬영 시간 차이에 따른 선석에서의 선박의 변화율을 산출한 결과 4분 49초의 시간차이에도 선박의 변화가 있는 것을 확인할 수 있었다. 이는 관측 주기가 짧고 고해상도 위성영상을 모두 이용한다면 항만내 지속적인 모니터링이 가능할 것으로 사료된다. 그리고 항만 내 선박의 변화를 최소 시간 단위로 확인할 수 있는 위성 영상을 활용하면 항만 관리가 이루어지지 않는 소형 무역항이나 개발도상국의 무역항 등에서도 유용하게 사용할 수 있을 것으로 기대된다.

멜론 봄 재배 시 코이어 배지경에서 배지 혼합 비율과 급액량에 따른 생육 및 품질 (Growth and Quality of Two Melon Cultivars in Hydroponics Affected by Mixing Ratio of Coir Substrate and Different Irrigation Amount on Spring Season)

  • 최근 수경재배에서 가장 많이 사용되는 친환경 유기배지인 코이어 배지를 사용하였을 때 코이어 칩과 더스트 비율, 급액량에 따라 멜론의 생육과 과실 품질을 분석하고 봄 재배시 코이어 배지를 이용한 멜론 수경재배의 기초 자료를 제공하고자 본 연구를 수행하였다. 실험에 사용한 2 종류의 코이어 배지는 칩과 더스트의 비율이 각각 3:7, 5:5이었으며, 배액률 10, 20, 30% 수준으로 급액하였을 때 멜론의 생육과 품질 변화, 배지의 물리적 화학적 변화를 분석하였다. 배액률 10%를 기준으로 양액을 공급한 처리구는 총 급액량이 주당 91L로 급액량이 가장 많은 배액률 30% 처리구에 비해 약 30% 절감되었다. 총 배액량 또한 급액량이 가장 적은 배액률 10% 처리구에서 주당 10L 이하로 낮은 값을 나타내었다. 더스트 비율이 높은 칩:더스트 3:7 배지는 5:5 배지보다 총 배액량이 약 30-70% 감소하였다. 급액량이 많고 더스트 비율이 높은 3:7 배지를 사용했을 경우 엽생육과 과실 비대가 좋았고 당도는 품종 간 차이가 컸다. 배액률 30%를 기준으로 급액하면 배액률 10% 기준으로 급액하였을 때보다 과중이 21% 증가하였다. 더스트의 비율이 높은 3:7 배지는 5:5 배지보다 용기용수량, 공극률 등 배지 물리성이 우수하였고, 재배 기간 중 네트발현기 이후 배액 EC가 $3.0-6.8dS{\cdot}m^{-1}$로 높은 값을 나타내었다. 재배 품종 특성 및 재배 조건 등을 고려하여 적정한 양수분 관리를 하면 코이어 배지를 이용한 수경재배 시 고품질의 멜론을 생산할 수 있을 것으로 판단된다.
