공공 건설현장의 친환경성 제고를 위한 현장환경관리협의회 운영 모델 (Operation Model of On-site Environmental Management Council to Enhance Eco-friendliness in Public Construction Sites)

  • 저탄소 녹색성장 및 친환경 트렌드는 미래 지구환경 보존의 핵심 개발지표이며, 정부도 저탄소 녹색성장 및 친환경성 제고를 국가발전의 주요지표로 설정하고 강력한 정책을 추진하고 있는 상황이다. 국내 건설산업 관련분야에서도 탄소저감 및 친환경 자재와 제품 개발, 대체에너지 개발 등에 대해서는 집중적 투자가 이루어지고 있으나, 생산단계인 건설과정에서의 저탄소 및 친환경적 노력은 미흡한 실정이다. 이에 본 연구에서는 국내 대표적 발주기관 및 환경관리 선도업체 환경관련 업무담당자와의 의견조사를 통하여 현재의 현장환경관리 실태와 문제점을 분석하고, 향후 체계적인 현장 환경관리를 위한 방안을 조사하여, 공공건설 현장의 친환성성 제고를 위한 방안의 일환으로 현장의 체계적 환경관리 활동 전개를 위한 조직 구성 및 운영 모델을 제시하였다. 본 연구와 더불어 효율적 환경관리 활동을 정착시키기 위해서는 환경관리에 대한 수행주체들의 인식전환과 전담인력 배치, 환경관리비의 현실화, 그리고 효율적 업무처리를 위한 지침수립과 환경관리 활동에 대한 평가방법 등에 대한 검토도 추가적으로 필요한 시점이다.

  • 최근 산업재해의 전반적인 감소에도 불구하고, 건설업은 증가추세이다. 사고의 대부분은 안전관리자가 선임되어있는 규모가 큰 공사현장보다 다세대주택, 리모델링, 근생시설 등 규모가 작은 공사현장에서 많이 발생한다. 실제 사업장 규모별로 보면 전체 재해의 81.6%, 대부분이 120억원미만 50인미만 소규모 사업장에서 발생됐다. 본 연구에서는 단지형 다세대주택신축사업을 추진하는 소규모 주택업체의 안전관리 운영실태를 조사하고 분석하여 효시적으로 안전경영모델을 표준화시켜 적용했으며, 소규모 주택업체가 표준화된 안전경영모델을 쉽게 이해하고 실천하여 무재해를 달성하는데 목적이 있다.

  • To stem the ever-prevalent occurrence of industrial accidents in the construction industry, which is emerging as a social problem, efforts must be invested by various stakeholders. Specifically, among stakeholders, the orderer is at the top of a project's decision-making structure. Therefore, the orderer's awareness of safety and health directly affects the process of securing the safety of the overall construction site. In this light, the present study aims to identify differences in the perceptions of each stakeholder regarding the obligatory safety and health measures for clients that have recently been introduced. In addition, it suggests specific implementation plans in the Korean context. The data used for analysis were collected through a survey targeting stakeholders such as orderers, safety managers, and site managers, and the collected data were quantitatively reviewed by using multivariate analysis methods such as analysis of variance. As a result of the analysis, the introduction of safety and health obligations for the owner was found to be necessary, and the designation and operation of safety and health experts as an action plan was deemed reasonable. The authors expect that the results of this study can be used as basic data for revising the related regulations in Korea. Moreover, as a further study, a review of the effectiveness after improving regulations would contribute strongly to the domain.

  • In recent years, geothermal heat pump (GHP) systems have become increasingly popular for heating and cooling in buildings. The Standing Column Well (SCW) method is one of the most efficient GHP system. Because it use groundwater for heat transfer material. In SCW systems, water is re-circulated between the well and the building (heat pump). It is only a short time since this method has been applied in domestic. So we have to refer to the developed countries' guides and manuals of SCW. In this paper, several design and construction points of SCW method are filed. We used real operation data of SCW system at Chong-Ju Univ. site for economical efficiency analysis. As a result, the payback period of Chong-Ju Univ. site is calculated at 7.23 years.

  • Constructing urban public housing built adjacent railway site has the noise and vibration problem coming from operation of trains. Thus, anti-vibration plans utilizing anti-vibration pads must be established to minimize the impact of train noise and vibration from the tunnels on the residents of the public housing. Under various difficulties and expectation from the citizens, many efforts were taken to satisfy the amenity requirements on noise and vibration for the residential area. As a results, it can be recognized that amenity standards can be satisfied. But great caution is required to prepare ourselves for various situations that might occur during construction, especially considering that the relevant railroads are still under operation.

  • The difference the guide specifications of between housing and land development has been caused many problems, since Korea Land Corporation and Korea Housing Corporation were merged into LH (Land and Housing Corporation) in 2009. Those are that specification criteria to establishing lower level specifications are disordered; duplicated investment on sites; management systems are conflicted site to site, which are based on different operation system from old land and housing corporations, etc. Thus, this paper aims to suggest a direction of integrated guide specification system of LH including improved and advanced classification hierarchy and specification.

  • This study aims at establishing JIT production management system to enable manage the resources input into from procurement through construction based on correct identification of the process, an analysis on the amount of input materials and information sharing. This study has focused on the process control and working process of rebar work in domestic apartment house construction where the overall scope of Process from the planning phase to the construction phase has been analyzed in this study. Also construction phase was selected for the application of a sample case. A basic model for JIT production was generated with these processes. Furthermore A questionnaire and the on-site survey with process, checklist and control data were prepared and performed for the application of JIT production management model into rebar work. The governing scopes of JIT production management system include process management, material management, yard loading and moving management and inventory control, and the operation of each control item

  • As recent construction projects aim to build higher and bigger buildings, lifting operation is getting increasingly important in construction sites. Accordingly, as tower cranes get higher and higher, disasters involving tower cranes are also on the rise. According to occupational incident statistics of the Korea Occupational Health & Safety Agency (KOHSA), most of such incidents occur in installation, dismantling and climbing phases of tower crane. Therefore, it is essential to develop preventative measures to secure safety of tower crane operations, with critical focus on installation, dismantling and climbing of tower crane. Hence, this research attempts to measure criticality of key risk factors in installation, dismantling and climbing phases of tower crane on construction site and propose necessary safety measures. As a result, conclusions herein will contribute to minimize disasters and incidents involving tower cranes in high-rise building construction sites.

  • 동북아의 허브항만으로 건설중인 부산신항만은 태풍 매미로 인해 480억원에 이르는 큰 피해를 입었다. 국내의 현행 항만설계기준을 보면 항만 정온도 기준은 선박규모별 항내 한계파고만이 규정되어있다. 그러나, 항만의 연중 이용일수를 나타내는 항만 가동률은 화물을 싣고 내리는 하역작업의 효율에 달려있으며, 하역효율은 다시 접안선박의 파랑에 의한 동요 및 하역기계의 성능에 따라 결정된다. 선박의 동요는 파고뿐만 아니라 주기에 따라서도 충분히 달라질 수 있으며 해 ${\cdot}$ 조류, 바람 등의 외력조건, 계류시스템의 특성과 선박의 제원 등의 복합적인 요인에 의하여 결정된다. 본 연구에서는 수치실험 및 관측 자료를 통해 평상시의 항만 가동률을 산정하고자 한다. 특히, 부산신항만의 개발초기단계에서의 계획으로부터 수심을 증심시킴과 아울러, 매립범위 및 해안선 형태 등 다양한 변화가 건설과정에서 나타났고 이를 본 연구에서 반영하여 상세해역과 장래 개발해역 둥에서 항만가동율을 재산정하였다. 파랑변형과정의 이해와 분석을 돕기 위하여 관련해역에서 정상상태 스펙트럼모델과 확장 완경사 파랑 모델을 부산신항역에 적용하여 항만반응 특성을 분석하였다.

  • This study was to suggest the necessity of depth research in order to enhance the effectiveness of technical consulting system. And the purpose of this study was to decrease the construction accidents to some extent, being on the increase day by day as it takes issue properly and suggest a reform measure. As for research method, it executed the collection of public opinions widely and questionnaire with the bibliography, expert of construction safety, the related institutions, academic world, safety association, and director of construction site. Also, it was to suggest the reform measure by the stage, classifying the problems on the system and operation by 4 stages like a stage of delivery of subscription and supervision, a stage of contract with guidance of technology, a stage of executing the guidance work of technology, and a stage of performance of advice.
