A Decision Support System for Small & Medium Construction Companies (SMCCs) at the early stages of international projects

  • Despite the significant increase of Korean contractors in the international construction market, many SMCCs (Small & Medium Construction Companies) have suffered in the global financial crisis, and some of them have been kicked out of the international market after experiencing huge losses on projects. SMCCs face obstacles in the international market, such as an insufficient ability to gather information and inappropriate management of associated risks, which lead to difficulties in establishing effective business strategies. In other words, making immature decisions without an effective business strategy may cause not only the failure of one project but also the bankruptcy of the SMCC. To overcome this, the research presented herein aims to propose a decision support system for SMCCs, which would screen projects and make a go/no-go decision at the early stages of international projects. The proposed system comprises a double axis: (1) a profit prediction model, which evaluates 10 project properties using an objective methodology based on a historical project performance database and roughly suggests expected profit rate, and (2) a feasibility assessment model, which evaluates 17 project environment factors in a subjective and quantitative methodology based on experience and supervision. Finally, a web-based system is established to enhance the practical usability, which is expected to be a good reference for inexperienced SMCCs to make proper decisions and establish effective business strategies.

  • Since the Construction Management(CM) was introduced into the Korea construction industry, the efforts for acceleration of CM adaption have been continued. The fact that an owner organization has the essential key to successful application of CM delivery method is true, but there has been no study on owner's organization. An owner should decide their organization type and measure their current needs for several different construction business functions for successful application of CM. After the needs of CM business functions are measured, the owner should reinforce their required business functions through strengthening their in-house capability or outsourcing. Thus, this paper defines four kinds of owner organization type and suggest the form for evaluation of owner's CM ability and analyze about needs of each type's CM capability through a survey.

  • u-City business is IT projects and City development processor which be coupled to the city development in the planning stages, and u-City planning and design reflecting at that stages can be built efficiently, and cost savings can be.   • Among national properties of various governmental offices and departments, we focused on the public finance. Because the financial balance of national properties of governmental offices and departments has been in deficit. This study focuses on postal administration business which faces the financial crisis. The purpose of our study is to show devices for value improvement of postal administration business headquarters of Ministry of Information and Communication. Research was based on case researches and domestic post offices which were decided to rebuild. Problems of domestic postal administration business were first found out. And for its solutions, research on domestic and foreign cases were carried out, superior cases for benchmarking was regulated so that these can be applied to the post offices to be built or to be remodeled.

  • With the electricity industry structure reformation of the government in April, 2001, Korea Power Electric Corporation was divided in to Korea water power nuclear power and 5 thermal power plant. After, various delivery method is introduced and applied for active profit creation according to the competition between each development companies for the public company privatization. However, the current situation does not satisfy the project participant by selecting the delivery method without reflecting the business goal and project characteristics of power plant construction business. The objective of this study is to research the influencing factors that should be considered to select the delivery method in thermal power construction business and develop a standard of selection of appropriate delivery method through questionnaire and interviews to establish a model to select the delivery method that fits the business goal of the subject of delivery. In the future, if the delivery method selection model suggested in this study is applied, it is expected to select the appropriate delivery method of power plant construction business by effectively reflecting the business goal, characteristics and demand of the delivery subject, and characteristics of the construction business apart from the existing customary practices that decided the delivery method dependent on the subjective and experience based judgement.

  • As information and communication technology advances driving the rapid evolution of e-commerce and e-business becomes on effective marketing means for both business and institutions, the industry deals with these changes and has a profound, positive impact on production and operations management. But the construction industry falls behind compared with other industries in productivity, informationalization, automatization and globalization. Especially even though the informationalization is inevitable in any developing society, a number of construction industries can hardly cope with it properly. As the construction industry gets informationalized and advanced, the introduction of PMIS (Project Management Information System) is making progress actively for the effective construction project control and productivity improvement in construction. With the government officials' political promotion and the rising desire for construction informationalization of enterprises, many are attempting to develop integrated systems or to replace a previous system with a more advanced alternative. Construction Industry, however, has the peculiar properties that the period for the completion of construction is limited and on top of that, most of its data processing systems are seen as being an early stage in the design of management information systems. As a result, there are extremely few applications in the construction industry. In this paper, we propose the PMIS system based on new model 4CM that improves on previous models.

A Pilot Study on the Present State and Transformation of Construction Management Actors of USFK's EC Projects (주한 미군 EC 프로젝트의 현황과 시공관리 주체의 변화에 대한 기초연구)

  • Emerging trends regarding USFK(United States Forces, Korea)'s EC(Engineering/Construction) market include: (1) introduction of MATOC(Multiple Award Task Order Contract); (2) increase of DB(Design-Build) contract; and (3) encroachment of large US-origin private EC firms upon Korea. This study analyzes the change of USFK's EC market with focus on the change of construction management actors for USFK's EC projects. Specifically, USFK's EC projects have been managed by FED(Far East District). Recently, however, the large US private EC companies substitute the role previously taken by FED. This phenomenon is accelerated by the business chances in Korea due to LPP(Land Partnership Plan) and intentions of US Government to save military construction costs by means of utilizing US private EC companies. The large US EC firms entering into Korea are business opportunities as well as challenges to Korean EC firms, which are contracting USFK's EC projects. This study concludes that, through teaming joint venture with the large US EC firms, the market changes can be opportunities to acquire foreign market information and learn advanced construction management skill from them.

The Impact of COVID-19 Pandemic on Firm Performance: Empirical Evidence from Vietnam

  • The outbreak of Coronavirus disease 2019 (COVID-19) has caused serious impacts not only on human health but also on the economies around the world. Enterprises play an important role in the development of every country but it is also one of the most affected sectors during the pandemic. Drawing on panel data of 131 enterprises listed on the Vietnamese stock exchange from 2016Q1 to 2021Q3, this study aims to investigate the impact of the COVID-19 pandemic on firm performance. Enterprises are classified into seven industries including Agriculture, Material, Industry, Real estate and Construction, Energy, Consumer, and Service. The paper also analyzes the variation of the effects among companies, focusing on differences in revenue and capital structure. The results show that the COVID-19 pandemic negatively affects business performance. In addition, the empirical findings indicate that revenue and debt decreasing can cause deterioration of firm performance during the pandemic period. The decrease in revenue has a direct impact on firm profitability. The reduction of debt levels affects the corporate leverage leading to adverse effects on firm performance. The negative effect is more pronounced for companies in some specific sectors including industry, real estate, construction, consumption, and services.

Firms' Diversification Strategy and Long-Term Performance

  • A firm's business composition and the sales volume of each business segment are subject to change depending, to a considerable extent, on the firm's business strategy. These changes were weighted and represented as a single index, referred to by scholars in strategic management and industrial organization research fields as 'firm entropy' then its impact on firms' profitability was assessed over twelve years. The performance differences between contractor and non-contractor firms, as well as focused and diversified firms, were compared through a Longitudinal Data Analysis Technique within a Hierarchical Linear Modeling framework. Hypothesis was formulated based on firm diversification theories and previous research findings. The hypothesis was tested according to the modeling outcomes, and implications are presented. The research findings indicate that the level of firms' long-term profitability supports the argument that the construction industry is highly competitive and mature.

  • Continually having growed up overseas construction market for new Nuclear Power Plant(NPP), the exports of Korean Reactor emerges as the key task of National Nuclear Business. The objective of this study is to strengthen the competitiveness of Korean Reactor through the improvement of Construction Project Contract & Delivery System for NPP. This study suggests the method for increasing Korean Reactor's competitiveness of exports by analyzing the business environment of foreign market and comparing Contract & Delivery System between domestic and foreign.
