This study deals with problems of technical assistance through accidents analysis and questionnaires on small-sized construction sites which are difficult to understand real condition and administrate legally and indicated following efficient methods of technical assistance. (1) Ensuring access to the small-sized construction sites. (2) Delegation technical assistance service to civilian and supporting selected. (3) Raising of the person's safe consciousness concerned with the small-sized construction sites. (4) Safety consulting for the head office of small-sized construction sites.

본 연구는 건설사업관리 시장의 공정한 경쟁을 위하여 국내 CM 시장현황, 2010년 CM 공시업체현황 및 평가기준 분석을 통하여 CM 선정방식을 고찰하였다. 또한 건설사업관리의 평가기준의 적정성을 고찰하기 위하여 2009년도 CM 상위업체 현황과 2002년부터 2010년까지 120개 CM 용역의 참가자수와 평균 투찰율을 분석하고, 2010년 평가 결과를 공개한 6개 CM용역을 분석하였다. 이러한 고찰결과 현행 CM용역의 평가기준이 용역금액으로 결정되고 기술제안서 평가에 따른 기술력과 가격이 연계되지 못하는 등 CM 산업의 발전과 CM회사의 기술발전을 저해하는 결과들이 도출되었으므로 사업특성과 기술력 요구조건에 따른 CM자 선정방식의 개선을 제시하였다. 따라서 향후에는 사업특성별로 기술력 요구조건을 구분하는 방식과 CM 사후평가를 위한 추가의 연구 노력이 필요할 것으로 판단한다.

본 논문은 공공기관별로 발주 계약되는 모든 설계 감리 건설사업관리의 건설기술용역을 건설분야 및 사업단계로 구분하여 관리할 수 있도록 정보관리항목을 마련하고 사용주체별 업무 프로세스 개선방안을 제시하였다. 또한, 개선된 프로세스를 기반으로 용역책임자와 공공기관 담당자간에 용역실적정보를 등록 검토 승인할 수 있도록 건설기술용역 실적관리시스템을 개발하였다. 그 결과, 건설기술 용역업체의 기술인력 보유상황 및 기술인력 업무중첩도와 회사실적 등이 투명하게 관리되며, 용역업체에 대한 객관적이고 신뢰성있는 용역실적정보를 제공함으로서 향후 적정 용역업자 선정시 참고자료로 활용이 가능하며, 사업수행능력평가서 제출시 실적자료를 제출할 필요없이 온라인으로 확인이 가능하다.

현재 국내에서 입수하여 제공되고 있는 해외 기술정보(학술지, 학술회의 회의자료) 서비스는 서지정보, 기사정보 및 원문신청 등이 유관기관과 실시간으로 연계되어 있지 않아 사용자가 편리하고 손쉽게 정보를 얻기 어려운 상황이다. 본 고에서는 해외 기술정보에 대한 체계적이고 일원화된 DB와 관리체제를 구축하여 이용자에게 효율적인 정보검색서비스를 제공하고, 국내에 입수되는 해외 기술정보 자원의 서지정보에 대한 유관기관의 소장사항 안내 및 원문서비스의 역할분담과 협력체제를 강화함으로써 국내에서 수집 유통되는 해외기술정보의 효율적인 관리 및 국가 차원의 공동활용체제를 구축하고자 한다.

건설기술용역 대가기준이 명확하고 투명해지면, 발주자와 입찰자 입장에서는 용역 투입비용에 대해 예측 및 정산이 가능하며, 실제 업무를 수행하는 엔지니어 입장에서도 실질적인 혜택이 돌아갈 수 있게 된다. 최근 정부는 건설기술용역 국제경쟁력 향상을 위해 그간 사업의 규모와 상관없이 사용해오던 공사비요율방식에 의한 대가산정방식의 사용은 지양하고 점차 실비정액가산 방식으로 개선하고 있다. 그런데 개정된 실비정액가산방식의 대가산정기준을 적용하였을 경우, 기존 방식에 비하여 153%~197% 용역비가 상승하기 때문에, 개정된 대가산정기준 적용에 논란이 없으려면 기존 정산방식이나 정산근거에 대한 검토가 필요하다. 이를 위하여 미국, 영국을 비롯한 해외 사례와의 비교 분석을 통하여 2014년 개정된 건설기술용역 대가기준을 분석하였다. 분석결과, 큰 틀에서는 선진국과 같이 실비정액가산방식으로 원가계산방식을 일원화한 것은 매우 중요한 변화이지만, 상세내역계산에서는 해외와 달리 산정방식이 복잡하고, 직접인건비에 일부 간접경비가 포함되어 있으며, 제경비 기술료 등 간접경비를 포괄적으로 인정하여, 경비의 중복산정 문제나 집행내역의 불투명성 문제가 여전히 존재하는 것으로 나타났다. 이에 대한 여러 해결방안을 제안하였다.

In Korea, NSDI(National Spatial Data Infrastructure) was implemented for integrating and sharing the nationally generated spatial data. One of the main roles of implementing NSDI is providing spatial data to public agencies. And now, the establishment plan for NSDI with the technical advancement should be needed. This paper deals with the technical aspects of adopting cloud service in the NSDI. First, we propose the concept for target system, which shows the current and future NSDI. In the future NSDI model, GIS cloud and governance systems are included. Service functions for cloud system and infrastructure implementation design directions are derived. Finally, governance system implementation plan is described. This research will contribute to the implementation of NSDI cloud service system.

국내 공공건설사업에서 건설기술용역 발주 및 입·낙찰 과정은 공정성과 투명성이 강조되어 계량적 항목 위주로 업체를 선정하는 방법을 주로 적용하여왔다. 이로 인해 업체의 기술경쟁력을 강화하고자 하는 동기부여가 미흡하였고, 기술력을 기반으로 하는 업체선정방식의 필요성은 지속적으로 제기되어 왔다. 본 연구에서는 미국 공공건설사업에서의 건설기술용역 서비스 발주 및 입·낙찰 관련 미국 정부의 방침, 제반 절차 및 규정 등을 관련법 및 관련시스템을 통해 분석하고, 국내 공공건설공사에서의 건설기술용역 발주 및 입·낙찰 및 나아가 계약관리 및 사후관리에 있어서 공정하고 효율적인 건설기술용역 관리에 시사 하는 바를 도출하였다. 주요 시사점으로는 자격요건 및 역량 기반의 업체 선정, 제출 서류의 단순화, 발주자의 역할 및 책임 강조, 중소업체에 대한 배려, 탈락자에 대한 배려, 사후평가 등의 측면에서 국내 건설기술용역 발주 및 입·낙찰에 고려될 수 있을 것으로 기대된다.

The location based service means the service using the location information and the service used based on the location information comes into the spotlight as the critical information of the future mode townsman ubiquitous-City construction. LBS settles down as the core element of ITS or the telematics as the cutting edge technology appearing according to the power generation of the mobile communication technology and recently gradually broadens a range to the public safety service including the distribution management, the asset management, a children and old and the weak protection means, the disaster preparation rescue service like the E-911 of U.S. In the national, the technical regulations about the ground wave LBS was established at November 2005 for the first time in the country. but it actually operated and problems were deduced. Therefore, in this paper, domestic and foreign LBS usage trend and technical standards case try to be analyzed for the revision of the technical regulations of the ground wave LBS serviced in the national and the national technical standards bill for the revision tries to be prepared based on this.

Construction accidents are major problem in Turkish Construction industry and especially fatally rates are very high. Current legislative system on occupational safety in Turkey enforces employers to implement safety measures as well as safety management systems. However level of consciousness in the industry is unsatisfactory and safety are perceived as extra cost and unnecessary expenditure. Moreover, especially in small residential building constructions which have a big share in the industry and unfortunately safety measures to mitigate or abate construction risks do not exist. The study focuses on small residential building construction sites and in the scope of this study, thirty building projects are examined. For each building project, project cost including labour and material costs, service and consultancy costs for mechanical, electrical systems as well as architectural and structural services, costs for supervision and finally general expenditures for construction site facilities were calculated. On the other hand, occupational safety costs for personal protective equipment, collective protective measures, consultancy and training were determined. Work breakdown structures were established and for each work item firstly occupational risks were evaluated and furthermore according to risk scores safety measures to be implemented were defined and related costs were calculated. The study gave results for total safety cost on average, in terms of percentage of total project cost (3.73% of total project cost), safety cost per man-hour (0.40 USD) and safety cost in terms of unit construction area (11.60 USD per square meter). Since safety management is a part of whole project management process, study gives suggestions and techniques to calculate safety costs and implement safety measures as a part of project management service for professionals. Authors believe that suggested approach may easily developed by the usage of more data to establish a model for estimation not only for building construction sites but also for all construction projects.

Service Oriented Architecture(SOA) is an enterprise-scale IT architecture for linking software resources available on the network. SOA is believed to become the future enterprise solution that promises the agility and flexibility by integrating business processes through composition of the software services across enterprises. The first step for SOA construction is to identify the services. In this paper, we present a process-based service identification methodology for SOA through a case study of an IT company. Our methodology is composed of three steps: Processes (business & technical processes) analysis and systems analysis, Service candidates selection, and Service evaluation and construction planning. This framework would be practical and could be accepted to other organizations as it has been developed through the real case.
