공동주택 실적공사비 산정시 공종별 변동요인에 관한 연구 (A Study on the Change Factors by Activities for Estimating Historical Cost on Apartment Housing Projects)

  • Construction industry is faced with the problems such as the quickly changeable circumstance and increasing construction companies due to regulation mollification of company registration. In order to overcome these problems, new estimation system based on historical estimation cost is ready to introduce by government step by step. But the time of transition for estimation system causes another problems such as chaos addition to simultaneity of a standard of estimation system and new estimation system, lack of related regulation, accumulation of historical extensive cost data, and adjustment methodology when historical estimation data is applied to next projects. The purpose of this study is to suggest the change factors by activities for estimating historical cost for apartment housing projects. New estimation system is based on historical construction data. For application of this system, the standard adjustment methodology system is necessary. and extensive cost data should be accumulated under an unified construction work classification system. Therefore in this study, according to the construction work classification system, every apartment housing project was classified to 16 work classifications, and 7 major composed items which occupy more than 85% of construction costs are analyzed by detailed activities and by average ratio and maximum ratio each of them. In the result of the study, furniture work, foundation work and masonry work are the works which have big gap of costs between average ration and maximum ratio. In addition to suggestion of change factor by work species, 5 qualified construction specialists are interviewed and change factors in 7 major works are analyzed.

장수명 공동주택에서의 SI구분 및 분리기준에 관한 법제화 방향 (The Legislation of SI Distinction & Separation in Long-Life Housing)

  • The apartment housing in Korea has been rapidly constructed by adapting the most suitable construction methods as like wall structure, wet and united construction. But most of short-lived equipments usually filled in the structure which has longer life, and it causes not only to make difficult coping with the deterioration of equipments but also to let buildings remained deteriorate themselves. The buildings can be remodelled to slow down the terms of deterioration or reconstructed to give a new life of themselves, although the disposal of wastes or the lack of natural resources still be problems and unsolved that can occurred in pulling down and reconstructing the buildings. Furthermore, it is the time to need keeping with worldwide trends and movements as like sustainability or 'green growth' movements based on low carbon emissions. The researches for Long-Life Housing apartments which has durability and variation have been advanced up to now. Long-Life Housing apartments can separate their structures from equipments and interior or exterior materials of buildings. Therefore equipments or materials of buildings can be easily repaired and replaced with new ones, even if they are deteriorated themselves. Also, the construction process of Long-Life Housing apartments can be independent from the matter of proprietary rights, terms of durability, decision rights and so on. 'The law of Possession and Management of Collective Building' and the 'Regulation of Management of Collective Building' established by each local governments are already legislated for declaring the rights of using and ownership, responsibilities of each parts of apartment buildings. These laws and regulations classify the ownership of each parts of apartment buildings, and divide the ownership with public possession and exclusive possession. Therefore, this study will conduct comparative analysis between 'The law of Possession and Management of Collective Building' and 'the Regulation of Management of Collective Building' and find problems which can be occurred in future construction of Long-Life Housing apartments. It will be helpful to revise laws and regulations.

도로 포장의 초기상태에 따른 공사비 차등지급규정의 시험적용 (Application of Pay Adjustment Regulation for Highway Flexible Pavements)

  • 본 논문에서는 도로포장의 성능개선을 유도하기 위한 제도적 수단인 공사비 차등지급규정(지불규정)을 제시하고 이를 고속도로 아스팔트 포장 공사에 처음으로 적용한 결과를 다루고 있다. 지불규정을 적용하기 위한 단위구간(lot)은 덧씌우기 포장의 일평균 시공연장으로 정의하였다. 단위구간은 다시 포장의 초기상태 평가를 위한 최소 단위인 세부단위구간(sublot)으로 나누었으며, 세부단위구간에서 측정한 품질항목의 평균과 표준편차를 이용하여 단위구간을 대표하는 품질항목별 지불계수(pay factor)를 산정하였다. 마지막으로, 각각의 품질항목이 포장의 중장기 공용성에 미치는 상대적 영향을 고려하여 합성지불계수를 결정하였다. 본 연구에서 제시한 지불규정은 2008년에 한국도로공사 6개 지역본부(충청, 호남, 경북, 경남, 경인, 강원)에서 시행된 아스팔트 덧씌우기 포장공사에 적용하였으며, 이 과정에서 제기된 고려사항 및 문제점을 정리하였다. 결론적으로, 품질항목에 대한 평가결과가 품질관리한계를 만족하는 경우에는 기존 공사비 대비 최대 50% 가까이 인센티브 지급이 가능함을 알 수 있었다. 반면에, 다짐도와 같은 주요 성능관련 품질이 낮을 경우 기존 공사비 대비 최대 10% 가까이 공사비 감액도 있을 수 있음을 확인하였다.

Seismic assessment of base-isolated nuclear power plants

  • This research presented a numerical and experimental study on the seismic performance of first-generation base-isolated and fixed-base nuclear power plants (NPP). Three types of the base isolation system were applied to rehabilitate the first-generation nuclear power plants: frictional pendulum (FP), high-damping rubber (HDR) and lead-rubber (LR) base isolation. Also, an Excel program was proposed for the design of the abovementioned base isolators in accordance with UBC 97 and the Japan Society of Base Isolation Regulation. The seismic assessment was performed using the pushover and nonlinear time history analysis methods in accordance with the FEMA 356 regulation. To validate the adequacy of the proposed design procedure, two small-scale NPPs were constructed at Universiti Teknologi Malaysia's structural laboratory and subjected to a pushover test for two different base conditions, fixed and HDR-isolated base. The results showed that base-isolated structures achieved adequate seismic performance compared with the fixed-base one, and all three isolators led to a significant reduction in the containment's tension, overturning moment and base shear.

건축물 리모델링의 활성화 및 안전관리방안에 관한 연구 (A Study on the Safety Management and Activation of Construction Remodeling)

  • The purposes of this research are to use the buildings efficiently and long, save energies, make the cozy and comfortable environment of residential and living spaces, rearrange the related acts for easy implementation of remodeling, and activate the government's support programs so as to make remodeling activated in a safe mode. The scope and methodology of this research include the review of existing literatures and data on remodeling, census on apartment residents, influence factors, and the development of methods for activation of building remodeling and strengthening of safety management, like activation measures, licensing and ordering regulation updates, etc regarding the remodeling. Safety inspection and in-depth inspection before and after remodeling should be regulated. The construction materials for remodeling should be light weighted and the construction methods which can minimize the impact and vibration during construction should be selected. The improvement of regulation on the remodeling contractor qualification and order method should be updated. If the remodeling is activated and safety management is reinforced by the suggested measures, solving of lack of house, prevention of abuse of resources, and improvement of residential environment could be accomplished rationally.

유해·위험작업의 취업제한에 관한 규칙 및 특별안전보건교육 대상작업의 사망재해 분석에 관한 연구 (Analysis of Death Accidents of Hazardous and Dangerous Works defined in Regulation for Employment Restriction and Special Education for Safety and Health)

  • With the changes of industrial structure, contents and types in hazardous and dangerous works have been changed considerably. However, the hazardous and dangerous works by defined "Regulation for the hazardous and dangerous work employment restriction" and "Special education for safety and health"have not been amended over twenty years. This study aimed to identify the recent trends of the works by analyzing the death accidents cases from 2004 to 2013 and to present the management methods about future hazardous and dangerous works. The results showed that amount of 1,972 cases among 11,513 death accidents were equivalent to the works presented by "Regulation for the hazardous and dangerous work employment restriction". The amount of death accidents in 'Work of using construction equipment following construction machinery management act' was biggest among the death accidents cases and that of 'Work of handling pressure vessels following high-pressure gas safety control act' didn't show up. For the works in "Special education for safety and health"amount of 1,650 death accidents cases were equivalent. The amount of death accidents in 'Work involving a crane with a capacity of 1 ton or more or work which is carried out with a crane or hoist with a capacity of less than 1 ton in a workplace having at least 5 such machines' presented by "Special education for safety and health"was biggest. Also, death accidents case didn't occurred in three works presented by "Special education for safety and health". It was analyzed that works with low death accidents cases should be needed to study thoroughly the whole disaster research involving nonfatal accidents.   • Overloaded Vehicles are one of biggest of hazard in durability decrease of roads and bridges. Thus, regulation was put in force about overloaded vehicles to reserve this problem. However, existing system had many problems. For these reasons, this paper presents solutions of U-intelligent overload vehicles regulation system based on manless and wireless for fixing of problems of existing system and construction of ITS. With this in mind, we studied about composition method of system. applications of USN, design of system controller, WCDMA/HSDPA, etc in this paper.

Development of International Project Risk Index (IPRI)

  • Since the mid-2000s, Korean large-sized construction companies have pursued in earnest to expand their business to global construction market in surroundings that domestic market have a continuous and long-term stagnation. However, during last a few years, they have experienced the serious financial loss from international projects. In the meantime, for the sound improvement of Korean construction industry, many stakeholders long for efficient early warning signals to generally monitor and track the potential risks of international projects. In this study, we introduce an International Project Risk Index (IPRI), which is derived from massive data provided by large-sized companies, and expect to provide the practitioners and decision makers as an aid to proactively cope with the change of the potential risks. The outcomes from the IPRI can be utilized to prepare a timely management strategy and to establish an appropriate government support regulation.

  • 우리나라의 지능형 교통체계(ITS)는 "국가통합교통체계효율화법"에 근거한 ITS 사업시행지침 및 각 ITS 표준에 의하여 구축되고 있다. 그러나 주요 ITS 설비에 대한 기술적 특징과 시공 구축에 대한 기술기준이 마련되어 있지 않은 채, 단 몇 개의 사업시행지침과 정보교환기술에 치우쳐 있는 ITS 표준만으로는 스마트한 지능형 교통체계(ITS) 구축을 기대하기 어렵다. 따라서 본 논문에서는 현행 법적 제도의 현황 및 문제점을 파악하고 스마트한 지능형 교통체계(ITS) 구축을 위한 기술기준 제정의 필요성에 대하여 살펴보기로 한다.
