금리와 건설수주간 회귀분석을 통한 건설경제 예측기법 (Forecasting Construction Economy Through a Regression Analysis between Annual Interest Rate and Contract Amount)

  • 금리의 하락은 건설투자를 유도할 수 있다. 즉 금리는 건설 경기에 영향을 주는 요소 중의 하나이다. 본 연구의 목적은 연도별 건설수주액과 금리와의 관계를 분석하고 이를 통해 향후 건설경제를 예측하는 정량적인 모델을 제시하는 것이다. 이를 위하여 1991년부터 2009년까지 19년간의 자료를 바탕으로 금리와 건설수주액 상호간의 관계를 분석하고 금리와 건설수주액을 각각 종속변수와 독립변수로 하는 회귀식을 유도하여 향후 건설경기를 예측하는 방법을 제시한다. 결과적으로 수주총액, 건축, 민간 부문 등의 수주액은 3년 뒤의 금리와, 주택부문은 2년뒤의 금리와의 상관계수가 모두 0.85이상으로 매우 밀접한 관계가 있는 것으로 나타났다. 회귀분석을 통해 수주총액, 건축, 주택, 민간 부문에 대한 수주액을 예측하는 회귀식을 도출하여 적용한 결과 수주총액, 건축, 민간의 경우 2011년까지 수주액이 감소하고 2012년에는 증가하는 것으로 분석되었으며, 주택부문의 경우 2010년까지 수주액이 감소하고 2011년부터는 증가하는 것으로 분석되었다.

  • This study focused on the emission rate of the construction materials. The method of study is as follows. First, validation of small chamber method to determine emission rate of construction material was performed by CFD simulation. For the result of this study, uniform air velocity in small chamber was founded, and small chamber as a test material for emission rate was validated. Second, the construction materials were categorized by their feature and the emission rate of volatile organic compound was determined. Totally, VOCs emission rate of 49 materials were determined.

  • Recently, industrial accidents rate has been gradually decreasing due to the development of safety management methods, but until now, the accident rate in the construction sector is higher than other industries. Large-scale construction sites are operating systematic safety systems to reduce industrial accidents. However, small and medium sized construction sites do not have systematic safety system and lack safety management ability, so that disaster is not reduced compared with large scale construction site. As a result, disaster prevention technology instruction system has been implemented to reduce the disasters of small and medium scale construction sites. However, in the case of a small construction site less than 2 billion won, there is little decrease in the accident rate, and in some cases, the accident rate increases. After the technical guidance system has been implemented, it is necessary to identify the performance and problems of implementation and to improve its effectiveness. In this study, we suggest the improvement plan to improve the efficiency of the technical guidance system by analyzing the problems and actual conditions of technical guidance operation in small and medium sized construction work sites.

도시철도 건설확충을 위한 국고지원체제 (A Suggestion on the Subsidy System to Promote the Construction of Urban Rail Transit)

  • The government's financial subsidy system for the construction project of urban rail transit needs to be revised. In 1998, the central government raised its subsidy rate to 50$\%$ of the total cost of construction. The 'method for differentiating subsidies depending on construction type and transit System' is suggested here, so that a subsidy rate can be raised for the construction of Light Rail Transit, which costs less to construct. Such methods will force local governments to make decisions regarding construction method and project size in a more rational manner.

  • The domestic process planning generally relies on calculations based on the construction-standard-production-rate. This method requires trial and error practice during the construction phase to deduce the optimized equipment combination for time and cost. Trial and error during construction can lead to cost overruns and schedule delays. Accordingly, this paper suggests an advanced method for establishing a productivity database based on combinations of equipment and also considering site conditions in order to reduce the timely effort for deducing the optimized equipment combination. For this purpose DES (Discrete Event Simulation) model was developed based on the information provided in the construction-standard-production-rate.

  • 본 연구는 공공건축물의 실적공사비 분석을 통해 총공사비에 대한 적정보정율을 기초자료로 제시하고자 한다. 이에 대해 조달청에서 발주한 2009~2011년에 준공된 53개 프로젝트를 연구 대상으로 하였다. 공사비 분석은 주요 공정인 건축, 기계, 전기, 통신, 부대시설에 대하여 빈도론적 관점에서 중위수를 활용한 절대오차율을 기반으로 총공사비에 대해 비교 분석하였다. 이를 통해 적합회귀모형을 선정하고 보정율을 책정하였다.

  • Recent research has been ongoing for modular buildings in the country, and interest increases. However, in accordance with legal restrictions in the country with regard to Project Delivery system of Modular Building, the activation of modular buildings industry is obstructed. In Korea, in accordance with national contract law, the construction contract is apply to the project delivery system of modular buildings, and in accordance with Framework Act on the Construction Industry, The project delivery system of modular buildings has to be a separate order. The definition of separate order in contract as defined in the law is that the electric work and Communication work and digestion facility work has to be separate each contract in order to be ensured professionalism. In accordance with law, the project delivery system of modular buildings is that the contract for construction is concluded with the Owner and the Construction Contractor and the contract for goods is concluded with the construction Contractor and modular manufacturer. Due to these project delivery system, the domestic factory production rate when making a modular unit is significantly reduced compared to the rate of factory production abroad and the domestic factory production rate is estimated to 10-20%. Due to the factory production rate is also low, despite what can be done at the factory the workload in construction field increases. According to the workload in field increases, the effect of the schedule reduction can be reduced. It resolved to form a consortium with a modular manufacturer and construction companies or the contract is concluded with Owner, modular manufacturer and construction companies in each. In this paper, we propose a specific project delivery system for modular building to solve the problem of the low factory production rate and the problem of schedule reduction. Through this paper, due to the variety of project delivery system on modular buildings is expected to contribute to the activation of modular buildings.

  • During the financial crisis in the late 1990s, we witnessed the large corporations failing at one moment. It is clear that the debt-dependant size augmentation and duplicate investment, and the failure in fund liquidity adjustment were the greatest causes rather than the long-term strategic advantage. Such fact, however, has led to the introduction of advanced financial techniques and security/management of fund liquidity. In order to propose a method to secure fund liquidity at the construction level, this study considers the documentational/precedent studies on project financing among fund procurement methods. And the fund liquidity status at construction level is investigated domestically/internationally to analyze the fund flow. Finally, the actual data is used to analyze progress rate and sales rate to end with the proposal of the method to secure fund liquidity in the progression of this study.

환경친화적 항만건설을 위한 항내 희석률 예측 (Prediction of a Flushing Rate in an Embayment System for Construction of an Environmentally Sound Harbor)

  • This paper presents a novel method to predict a flushing rate in an embayment system, which can be utilized to assess an environmental impact caused by harbor construction. The method was successfully applied to the Ulsan-Onsan coastal area. The flushing rate was computed on the basis of water quality changes predicted by US Army Corps of Engineers' RMA-2/RMA-4 models. After calibration and verification to the measured tidal elevation and current velocity, the model was used to estimate the flushing rate in the proposed harbor. The water quality was simulated for 96 hours and the flushing rate was computed. The results indicated that the proposed harbor would significantly reduce the flushing rate in the Onsan harbor, especially at the small embayment area near the south breakwater. The flushing rate was evaluated for several alternatives, of which the tidal flow channel of 1,000 $m^2$ in the south pier appeared to be the best mitigation measure. This study proposes that the prediction of flushing rate would be a novel method to assess a water quality impact caused by harbor construction.

건설업 산업안전보건관리비 사용 실태조사 및 분석 (Analysis and Survey on Occupational Safety and Health Management Expenses in the Construction Industry)

  • Occupational safety and health management expenses in the construction industry are statutory and separately included in the cost statement to prevent occupational accidents and health problems. The expenses are determined by multiplying the standard amount by the rate decided according to construction types and scales. However, the current expense appropriation method does not properly reflect the recent changes in the construction industry such as industry size, industry diversification, and social atmosphere about safety reinforcement. This study surveyed 1579 questionnaires in total and analyzed expense execution rate and proportion of each expense category. The expense execution rate was relative higher in complex construction (e.g., heavy construction = 126%, civil engineering = 125%) and long-period project (equal to or over 48 months construction = 133%) compared to general construction (98~116%) and short-period project (less than 48 months construction = 115%). The proportion of spending expenses was higher in the category of safety manager labor costs (25~52%), safety facility costs (22~40%), and personal protective equipment costs (10~25%). The analysis results of the study can be utilized in revising the standard expense appropriation method by reflecting the current usages of the occupational safety and health management expenses in the construction industry.
