This research examines the characteristics of the "rammed earth form" based on the criteria for the selection of forms. For this purpose, the paper first reviews the characteristics and orientation of the earth-construction and looks into the outline, the prerequisite, the current status and the tendency of the rammed earth form system through previous studies. Consequently, we aims to contribute to the criteria for the selection of rammed earth forms in the future through a comparative analysis of the construction cost, quality, safety and easiness of works between the veneer board form and the euroform, which are most widely used at earth housing project in the domestic country. The results reveals that the euroform is better than the veneer board with 21% of total cost in the cost analysis. But this better than that in the side of easiness of construction. In both cases, the buckling of wall panel form and the labor-oriented characteristics of the methods are the future research issues in the rammed earth form system.

Although global construction spending has experienced slow growth due to consecutive economic crises, global contractors have consistently attempted to expand their overseas market share, leading to more intense competition among contractors in the international construction market. In this market environment, owners, clients and financial institutions require reasonable and systematic criteria to effectively assess the business capabilities of international construction firms. However, the existing evaluation methods for construction firms rarely consider overseas-focused business capabilities. To address this problem, this study proposes a quantitative approach to assessing the overseas business capabilities of international construction firms. The limitations of existing approaches are reviewed, and the capabilities required to perform overseas businesses are analyzed through expert interviews. Finally, 18 evaluation indices are suggested in four categories: technology resources, project management, experience and performance, and sustainability. The relative weight of each index is determined according to the Analytical Hierarchy Process (AHP) method, and a preliminary investigation of 11 Korean construction firms is conducted. The proposed method is expected that it will provide the rational criteria for international owners, clients, and financial institutions for decision-making and for evaluating international contractors.

Since 'Act on Private Participation in Infrastructure' were changed in January 2005, BTL(Build-Transfer-Lease) projects of Private Participation in Infrastructure was introduced in the domestic construction market for the purpose of providing public facilities with the public. Selecting the most qualified Promoter should be considered discreetly in BTL projects because BTL projects is for projects with approximately thirty year project life cycle, plan, construction, operating, maintenance and obviously the success of the project totally depends on the capability and role of Promoter. However, score for cost is likely to influence selecting Promoter to take the project. Accordingly, low bid contract with too much competition could decrease the quality of the construction plan and operating plan. Thus, this study did preliminary research and documents on problems of evaluation criteria for selecting Promoter in BTL projects, and proposed improvement factors by doing questionnaire over specialists of each field.

Pruning is the most important work for the growth and aesthetics of street trees. It is also the most actively conducted maintenance work. However, the specifications, application methods, and cost criteria for pruning have not been systematically established. This has recently caused a lot of confusion in the practice of street tree pruning, such as indiscriminate pruning and lack of construction costs. Therefore, this study clarified the contents of work according to the form of pruning. It added 'aesthetic pruning,' which takes into account design. In addition, It revised equipment not in conformity with the law and excluded personnel necessary for on-site traffic control so that they could be reflected separately. As a result, this study is expected to contribute a lot to securing appropriate construction costs for maintaining street trees.

The government introduced the comprehensive evaluation bidding system with the goal of pursuing the best value and the global standard in 2016. However, for the evaluation criteria on the construction evaluation reflected to the comprehensive evaluation bidding system, the problems of the objectivity insufficiency, the inclusion of multiple subjective evaluation items, and the irrationality of the weight for each evaluation item are continue to be presented. The central office group, the local government, the relevant industry, and the expert group share recognition, but the solution is not derived. Hence, the major evaluation items to be improved were derived with the characteristics analyzed to secure the objectivity of the construction evaluation. For the analysis method, the standard deviation and the Fleiss Kappa analysis method were used by utilizing the characteristics that the construction evaluation criteria consist of all 4-point measures (good, average, insufficient, and poor). According to the result, the 10 evaluation items of the total 25 construction evaluation items were derived as the evaluation items to be improved. It was found in the analysis on the major characteristics of the derived evaluation items that the qualitative evaluation criteria such as 'Very Suitable' and 'Suitable' were commonly included in the detailed evaluation guidelines. Hence, as far as the future construction evaluation standards are concerned, the qualitative evaluation standards are sublated, and the improvement should be made mainly for the quantitative evaluation criteria enabling the objectivity assurance.

This study is aiming to analyze the relevance of rating criteria and these criteria may have effects on policy purpose of 'Construction Skilled Workers' Rank System', that are inflow of new comer, improvement of job performance, and decrease job-change. Closely related systems, electronic card system and prevailing wage system, are considered by assuming three scenarios, although they are not introduced yet. Empirical survey shows that the relevance is above average. The empirical result of regression also predicts that policy target might be mostly satisfied. Policy purpose is regressed on rating criteria, they are career, qualification, education and training, award. Career and award have positive impact on inflow of new comer. All four criteria have significant impacts on improvement of job performance. Award has strong effects on decreasing job-change. Especially, when electronic card system and prevailing wage system are adopted simultaneously with 'Construction Skilled Workers' Rank System', the level of satisfaction of policy purpose would be higher.

In the process of industrialization of our country in 1970's, Korea's housing strategy has focused on housing supply. Rapid completion and supply of apartment house buildings have caused a problem of their early deterioration due to their poor quality. In 1987 Housing Construction Promotion Act, therefore, included new regulations on housing re-construction. In July 2001, other new regulations on remodeling apartment buildings were also included in the Act. Reconstruction and remodeling have been considered to deal with such problems. This study suggests an appraisal criteria if they can select reconstruction or remodeling method in conducting their apartment building project. At first, evaluation items should be selected by the criteria of function31ity and economical efficiency. Second, the selected item is screened by AHP and multi-criteria decision-making methods. The result of study shows that the owners of apartment units will be able to select reasonable alternatives through the suggested appraisal method

This paper describes the study and test for sand and gravel embankment in winter season and also contribute to the development of construction method for the practical purposes. In order to make possible sand and gravel embankment in winter season, at first, the following eriteria on work are given under the normal weather condition: 1) The maximum diameter of material shall not exceed 30cm and sand content which is the ratio of the weight of sand to gravel shall not exceed 60% 2) Spreading depth shall not exceed 60cm each layer of material shall be compacted by over 6 times passing by thell ton smooth drum type of uibratory roller and the relative density shall exceed 60% In addition to the above conditions, the following criteria are given as winter season condition. 3) Sand contsnt shall not exceed 25%, and water content shall not exceed 4% 4) Dwing construction, the air temperature should be $70^{\circ}C$ below zero at minimum and $3^{\circ}C$ below zero onthe average and all the construction work should he continued without intersuptions. With above criteria, it is come to a conclusion that the conclusion that the construction of sand and gravel embankment in winter season will be done satisfactorily without any difficulty. On the basis of these criteria an actual construction was practiced and it was proved that those criteria are applicable to actual embankment of materials.

Clients demands have been changed by construction circumstances such as high-technology, mega-projects, and the complexity of construction. Advanced foreign countries have already introduced and applied new project delivery systems(i.e, CM, DB, etc.) to deal with the change of such that. Recently, Korea also launched two new project delivery systems, "Best Value Contracts to which the State is a Party" to provoke the project delivery system, which helps a public owner select a project delivery system appropriate to the project characteristics. Even though government has made his efforts as stated above, some clients have still used those to public construction projects uniformly. That is because there are not a selection criteria of project delivery system for clients. Therefore, this paper proposes the selection criteria of project delivery system based on project types in the public large construction projects.

Recently, construction industry demands have been changed by domestic construction circumstances such as high-technology, mega-projects, and the complexity of construction. In order to deal with the change of such a domestic construction circumstances, the Ministry of Construction and Transportation (MOCT) has introduced advanced delivery methods (i..e, CM, DB, etc.). However, the advantages and disadvantages of the advanced delivery methods have not been effectively applied for previous projects. The reason for this is that the "Reviewing Standard for the Large-scale Construction Bidding Method" has not reflected enough project characteristics when the delivery method is selected in the project planning phase. Therefore, this paper proposes the model for selecting criteria of delivery method based on project characteristics in the Multi-housing projects.
