국내 건설공사기준 분석을 통한 U-City의 건설-IT융합 기술기준 구성 체계 개발 (The Development of Structure of Construction-Information Converged Technology Criteria on U -City by analyzing Domestic Construction Criteria)

  • Recently IT industry has its eyes on IT Converged Technology as its future growth engine. Now, local governments are busy with planning U-City Constructions to improve their competitiveness. While this shows the ripple effect of U-City Constructions, the related standards or laws don't still seem to be established. The existing Construction Criteria which comprehends only construction could not apply to U-City development. Therefore Construction-Information Converged Technology Criteria should be needed. And fundamental research of Criteria should be preceded. The objective of this research is to develop Structure of Construction-Information Converged Technology Criteria on U-City. The new comprehensive Criteria for Construction-Information Converged Technology would be fundamentally basic standard for U-city development. Thereafter local governments, the main body of the projects, could use Construction-Information Converged Technology Criteria so that there must be lest trial and error to Construction U-City Project.

  • As the demand for a convergence between construction technologies and IT is on the rise, as seen in the visualization of U-City construction, studies on the ways in which IT in should be utilized in the building and construction field have been continuously and actively performed. However, there has been almost no development of standardized technology criteria relating to the life cycle of a building (planning, design, construction, and maintenance). That is, there are almost no examples of efforts made to combine construction technology and IT in a fundamental way, considering the environment, the facility, its spatial characteristics, engineering, materials, and structure, aspects that are commonly required not only for interior spaces but also for exterior construction of U-City. Despite the fact that a state-of-the-art infrastructure has been built, and the competency of users with the cutting-edge technology, composite studies on technologies, facilities, services and spaces are still lacking, and basic research on the composite operation method including compatibility and linkage between facilities and services within a U-City has been insufficient as well. It is generally known that by fusing IT with construction technologies, the total period of construction taken can be reduced and construction expenses can be curtailed, while construction quality can be improved. For this reason, it is vital to prepare a standardized base to connect cutting-edge IT with the construction technologies. In preparing such a base, the most urgent issue is to develop standardized technology criteria. The ultimate objective of this research is to establish the technological criteria system required to apply construction-IT fused technologies to U-Cities, and to develop the technological criteria for the design, construction and maintenance of the U-Cities. This paper, whose objective is to establish development strategies for construction-IT fused technologies by way of analyzing the criteria for conventional construction projects, the necessity of criteria for construction-IT fused technologies, and the current status of U-Cities' development, is the underlying research for this purpose. The strategies established are expected to be utilized in establishing the system of criteria for construction-IT fused technologies, and to contribute to a knowledge base in the construction-IT field. In addition, based on the strategies established, criteria for construction-IT fused technologies, such as design criteria and construction standards, will be developed, and by applying these criteria and standards, the ultimate objectives of U-Cities, which are the enhancement of urban competitiveness and the satisfaction of residents, will be attained

Development and Verification of Technical Criteria for a U-Bridge

  • With the recent acceleration in the adoption of IT in industries, converged Construction-IT has been drawing attention as a new market driver in the IT fusion industry. Despite the simultaneous implementation of U-Cities all over Korea in a manner suiting each city's own attributes, Technical Criteria to build an optimized IT-infrastructure have not yet been prepared. To solve this problem, a standard for U-City construction should be prepared. This research, therefore, draw sample contents in order to establish and verify the criteria for U-City construction. The findings are expected to be meaningful, in that they would serve as significant data for establishing the criteria for future U-City construction.

The Impact of Design-Bid-Build Procurement Methods on Project Performance in Libya

  • The use of inappropriate procurement methods to deliver construction projects has long been acknowledged as a major source of poor project performance and is particularly problematic for the Libyan Construction Industry. Poor procurement method selection has been recognised as a major contributory factor to frequent time and cost overruns. This paper offers a way of selecting specific procurement methods to maximize successful project performance. The methodology involves an intensive review of relevant literature, followed by a semi-structured questionnaire survey. The key findings of the study reveal that 11 out of its 12 common selection criteria exhibit a significant contribution to one or more project performance criteria (time, cost and quality). Project clients should therefore prioritise these criteria when selecting a design-bid-build method. Knowledge of the criteria that contribute positively to project performance will also enable clients to work out, prior to and during construction, the best measures and provisions for successful project outcomes.

  • Clients demands have been changed by construction circumstances such as high-technology, megaprojects, and the complexity of construction. Advanced foreign nations have already introduced and applied new project delivery systems (i.e, CM, DB, etc.) to deal with the change of such that. Korea has also promoted variation of the delivery systems for the progressive measure to the rapid changeable situation. Even though government has made his efforts as stated above, some clients have uniformly used those to public construction projects. That is because there are not selection criteria of project delivery system for clients. Therefore, this study presented the selection criteria of project delivery system based on project types in the public large construction projects. In addition, the study has verified the viability of the presented models through consultation with professionals and experts.

  • According to the current eligibility criteria in Korea, only cities with populations of more than one million are eligible to carry out urban rail transit construction projects.   • Design standard specifications for structures applied to Seoul-Pusan High Speed Rail construction were established in 1991. Those specifications have been changed and supplemented in the process of above construction, and need to improve in accordance with the new criteria for construction works of Korean government. Also, a settlement of the criteria for prevention against disasters of Seoul-Pusan High Speed Rail is needed, and related specifications have been revised. The design criteria for Seoul-Pusan High Speed Rail are enacted with knowhow which resulted from High Speed Rail construction, and those are enacted for the purpose of establishing criteria for High Speed Rail construction in the inside and outside of Korea.

중국 CM업체선정 평가단계 주요평가항목에 관한 연구 (the Research on the Major Evaluation Criteria of Selecting for the China CM Corporation)

  • The first successful case of a CM application in Shanghai, China in 1993 presented its possibility. According to the State Council's 'Investment system reformation', in 2004, more than 40 sub-provincial divisions in China were increased the productivity of construction by the CM application. It is predicted that CM will be utilized as a technical management method at government's plan, which raises the urbanization level more than 60% through the construction industry by 2020. However, compared with increasing CM demands, there are no complete evaluation criteria of CM in china. For instance, 26 areas in china arrange criteria individually, so. Therefore, it is necessary to establish integrated evaluation criteria on the basis of regional ones. This research will draw the evaluation criteria of selecting for the China CM Corporation in order to vitalize CM system.

건설사업관리자 선정방식 개선 방안 (Improvement of Construction Manager Selection Method)

  • 본 연구는 건설사업관리 시장의 공정한 경쟁을 위하여 국내 CM 시장현황, 2010년 CM 공시업체현황 및 평가기준 분석을 통하여 CM 선정방식을 고찰하였다. 또한 건설사업관리의 평가기준의 적정성을 고찰하기 위하여 2009년도 CM 상위업체 현황과 2002년부터 2010년까지 120개 CM 용역의 참가자수와 평균 투찰율을 분석하고, 2010년 평가 결과를 공개한 6개 CM용역을 분석하였다. 이러한 고찰결과 현행 CM용역의 평가기준이 용역금액으로 결정되고 기술제안서 평가에 따른 기술력과 가격이 연계되지 못하는 등 CM 산업의 발전과 CM회사의 기술발전을 저해하는 결과들이 도출되었으므로 사업특성과 기술력 요구조건에 따른 CM자 선정방식의 개선을 제시하였다. 따라서 향후에는 사업특성별로 기술력 요구조건을 구분하는 방식과 CM 사후평가를 위한 추가의 연구 노력이 필요할 것으로 판단한다.

건설업 안전·보건관리자 선임기준 개선 방안에 관한 연구 (A Study on the Criteria for Appointment of Safety and Health Managers in the Construction Industry)

  • The construction accidents which had been on the downward trend for the past decades have increased for five consecutive years since 2008. In order to let the increasing trend of construction accident slow growing or switching to decline, various efforts are required of all members in construction industry such as government, employers, construction engineers, safety managers, construction workers, etc. Although the criteria for appointment of safety managers in construction site introduced in 1982 have contributed to prevent construction accident as a forefront for the past 30 years, it has not been a remarkable improvement in the safety manager's status and roles which have been required to change according to the changes of circumstances and environments. In associated with a newly introduced the criteria for appointment of health managers in construction site in the year 2015, the problems such as role, status, number of safety and health managers are needed to be considered comprehensively and improved widely. In this study, we propose several improvement plans which will improve the current criteria for appointment of safety and health managers in construction sites.
