  • This study aimed to develop strategies to re-establish the Park Nature Conservation Area in Bukhansan National Park, reflecting landscape ecological value by using the zonation program Marxan with Zones. Planning unit was set by watershed, and the basic data were mapped, considering topographical and ecological values. Mapped indicators were analyzed with the application framework of Marxan with Zones by indexing some indicators. The zones divided into Park Nature Conservation Area (Zone A), Park Nature Environment Area I(Zone B) which is reflected on the concept of Potential Park Nature Conservation Area and Park Nature Environment Area II(Zone C). The best solution for each of the scenarios was fixed through the sensitiveness analysis. From these, the final solution was selected considering five criteria including area ratio of conservation area and grouping. Lastly, the final solution was verified in the overlapped analysis with recent zonation. According to the results, the number of watersheds was 77, with an average area of $1,007,481m^2$. In terms of basic mapping and indexation, the slope index and number of landscape resources for topographical property were average 0.22 and 38 places, respectively. Biotope index was average 0.69 and legally protected species was 14 species, reflecting ecological values. As the social and economic indicators, trail index was average 0.04, and the number of tour and management facilities was 43 places. Through the framework of Marxan with Zones, the best solution for scenario 1 which was set by the highest conservation criteria was selected as the final solution, and the area ratio of Park Nature Conservation Area and grouping was excellent. As the result of overlapped analysis, suggested zonation of the Park Nature Conservation was better than the recent zonation in the area raito (28.3%), biotope grade I(15.4%) and the distribution points (10 places) of legally protected species with verification of proper distribution of conservation features according to the zone.

  • Traditional building technique has been used as the main technology in the field of architectural heritage conservation in South Korea. It has remained this way with very little resistance until now. But the time has come to question the appropriateness of traditional technique as conservation technique. In this paper a study was done on the properties of the traditional technique and the architectural heritage conservation technique in order to define the appropriateness between the two techniques. As a result the traditional technique was found to be unfit for conservation technique. The reasons are as follows. First, there is a time gap between the traditional technique and the time when the heritage was first built. Second, conservation work is about retaining the values of being a heritage while the traditional technique is about safeness and practicality. Third, the use of traditional technique comes with using the tools of its time which cannot ensure the safety of the heritage. The traditional technique must be looked upon as one of an option in the field of conservation. We must develop a better conservation technology by finding balance between the traditional technique and modern science. And further more an aggressive investment must be made in order to realize this objective.

  • Korea introduced the cooperation charge on conservation of ecosystem for minimizing damage of ecosystem due to development projects and their effects and for preparing resources for natural environment conservation projects. Advanced countries have made efforts by expanding investment in natural environment conservation and restoring projects to promote prevention of global warming and improvement of biological diversity, are establishing nationwide strategies and plans. To examine the reality of projects by returns of the cooperation charge on conservation of ecosystem, microsite projects in schools and public facilities take the largest share while their project budgets are only about 100~300 KRW, relatively small, which might be attributable to budget restrictions in accordance with the calculating method of levying cooperation charge on conservation of ecosystem and problems of project proceeding in the system of returning fund for projects in general. The conclusion which this study suggests on invigoration of cooperation charge on conservation of ecosystem and its operation are as followings. First, although the cooperation charge on conservation of ecosystem has been introduced in 2001, the amount of imposition per unit area remains unchanged. It is desirable to increase the amount into $1,400KRW/m^2$ as of August, 2011 as the price index has been continuously rising for the past 10 years and the upward adjustment of imposition per unit area should be notified by the decree of the Ministry of Environment every January. Second, the ceiling amount of the cooperation charge on conservation of ecosystem should be abolished. Now the ceiling amount is defined as 1 billion KRW but it was found that there was not any ceiling amount specified according to the comparative analysis of similar systems with the Korean environmental improvement fund. The ceiling should be abolished so that medium level businesses are carried out and ecosystem recovering projects in the true sense of the word can be made smoothly. Third, weight should be introduced in calculating amounts in accordance with ecologic and economic values. Harmony between development and environment can be achieved by applying differentiated weights of constant regional coefficient by use zone and ecologic and economic values. Continuous efforts of improving cooperation charge on conservation of ecosystem should be made more than anything else so that projects by returns of cooperation charge on conservation of ecosystem get effectiveness.

  • This study analyzes the perception of public value created by Korea Rural Community Corporation, a representative public corporation in the agricultural and rural sector. We categorize agricultural and rural public values as 'stable food supply,' 'conservation of national environment and nature,' 'formation and cultivation of water resources,' 'prevention of soil loss and flooding,' 'conservation of ecological system,' 'conservation of rural tradition and culture.' For the qualitative analysis, we apply content analysis. And, for the quantitative analysis, we use topic modeling and Latent Dirichlet Allocation (LDA) analysis which is used widely in the field of text-mining. Results show that internal perception for value suppliers are mainly created for 'stable food supply,' 'formation and cultivation of water resources,' and 'conservation of rural tradition and culture.' External perception for value demanders are created for all public values, but its evaluation and demand include various aspects including both positive and negative opinions.

  • The purpose of this study is to find out characteristics of the fillers made by epoxy resin (L-30) and filling epoxy resin (L-50) with talc, quartz sand and wollastonite with different mixture ratio of 5%, 50%, 80%, 120%, and 150%. The viscometer and colorimeter were used to measure the viscosity and chromaticity of the fillers. Additionally, IC and SEM were used to reveal characteristics of the filler, and checked ultrasonic wave velocity, compressive strength and contact angle to estimate the stability between the filler and stones which are essential for conservation treatments. The filler mixed with the talc had the lowest value in the ultrasonic wave velocity analysis, and its compressive strength decreased as the mixing rate of talc increased. On the other hand, wollastonite had higher values than others in the ultrasonic wave velocity and the compressive strength regardless of epoxy resin type, also, these values increased as mixing rate increased. The properties of the filler, which include the granularity and shape, have influence on characteristics of the stone conservation adhesives. Thus, the filler type, characteristic, and mixture ratio must be considered for effective conservation treatment.

  • Ecotourism has a concept of conservation as a basis, for economic and social values are derived from the sustainable use of natural resources. This study aims to introduce natural landscape of the Cairngorms National Park in Scotland and to describe its conservation and tourism in the Park, in order to provide the implication of landscape conservation of National Parks in Korea. Although the National Parks of Scotland were officially established long after those of England and Wales, their important features had already been internationally recognised and designated as Sites of Special Scientific Interest(SSSI), National Nature Reserve(NNR), or National Scenic Area(NSA). These focus on landscape conservation and are managed by Scottish Natural Heritage(SNH). The Cairngorms National Park focuses on landscape conservation and recreation, and has been the subject of a number of initiatives attempting to assess landscape resource potential and its current and future management. This implies that a carefully preserved landscape has the effect of a tourism resource in which tourists look for novelty embedded in the typicality of the landscape of the National Park. The typical landscape which is conserved in the Cairngorms National Park is understood as both an objective representative and a subjective ideal involving the meaning of the landscape. This is implicit in the tourist booklet that promotes the sightseeing activities of tourists. It is thus important that National Parks should be focused both on managing landscape as well as promoting tourism.

  • In order to analyze the consciousness of the general public toward wetland conservation issues, three hundred people, chosen to reflect a representative sample of the issues, including the general public and stakeholders of wetlands in Korea, were questioned for a one month period from September 5th, 2007. With regard to a question about the current level of wetland conservation in Korea, only 9.7 percent of the survey group answered that it has been adequately conserved. This suggests that there is a strong need to reform existing policies and management frameworks pertaining to wetland conservation. While the stakeholders recognized the public values derived from wetlands very well, 58.8 percent of the general public did not understand the values at all. This suggests that increased and systematic education and public relations programs for wetlands and their public values should be launched, especially for the general public. With regard to the effects brought about by levels of wetland conservation, 83.2 percent of the survey group answered that wetland conservation was very important for both the natural environment and development of Korea, while 63.5 percent of the group answered that it was very important for themselves and their family. Surprisingly, 85.1 percent of the survey group said a wetland should be conserved, even though there are no direct economic benefits from doing so. With all these survey results, the general public in Korea thinks that wetlands are an important and precious public asset which should be passed to the next generation.
