Expert judgment is frequently employed in the search for the solution to various engineering and decision-making problems where relevant data is not sufficient or where there is little consensus as to the correct models to apply. When expert judgments are required to solve the underlying problem, our main concern is how to formally derive their technical expertise and their personal degree of familiarity about the related questions. Formal methods for gathering judgments from experts and assessing the effects of the judgments on the results of the analysis have been developed in a variety of ways. The most important interest of such methods is to establish the robustness of an expert's knowledge upon which the elicitation of judgments is made and an effective trace of the elicitation process as possible as one can. While the resultant expert judgments can remain to a large extent substantiated with formal elicitation methods, their applicability however is often limited due to restriction of available resources (e.g., time, budget, and number of qualified experts, etc) as well as a scope of the analysis. For this reason, many engineering and decision-making problems have not always performed with a formal/structured pattern, but rather relied on a pertinent transition of the formal process to the simplified approach. The purpose of this paper is (a) to address some insights into the balanced use of formally structured and simplified approaches for the explicit use of expert judgments under resource constraints and (b) to discuss related decision-theoretic issues.

Current Internet is designed by lots of service providers with different objects and policies which make the direct deployment of radically new architecture and protocols on Internet nearly impossible without reaching a consensus among almost all of them. Network virtualization is proposed to fend off this ossification of Internet architecture and add diversity to the future Internet. As an important part of network virtualization, virtual network embedding (VNE) problem has received more and more attention. In order to solve the problems of large embedding cost, low acceptance ratio (AR) and environmental adaptability in VNE algorithms, cognitive method is introduced to improve the adaptability to the changing environment and a cognitive virtual network embedding algorithm based on weighted relative entropy (WRE-CVNE) is proposed in this paper. At first, the weighted relative entropy (WRE) method is proposed to select the suitable substrate nodes and paths in VNE. In WRE method, the ranking indicators and their weighting coefficients are selected to calculate the node importance and path importance. It is the basic of the WRE-CVNE. In virtual node embedding stage, the WRE method and breadth first search (BFS) algorithm are both used, and the node proximity is introduced into substrate node ranking to achieve the joint topology awareness. Finally, in virtual link embedding stage, the CPU resource balance degree, bandwidth resource balance degree and path hop counts are taken into account. The path importance is calculated based on the WRE method and the suitable substrate path is selected to reduce the resource fragmentation. Simulation results show that the proposed algorithm can significantly improve AR and the long-term average revenue to cost ratio (LTAR/CR) by adjusting the weighting coefficients in VNE stage according to the network environment. We also analyze the impact of weighting coefficient on the performance of the WRE-CVNE. In addition, the adaptability of the WRE-CVNE is researched in three different scenarios and the effectiveness and efficiency of the WRE-CVNE are demonstrated.

Background: Polycystic ovarian syndrome (PCOS) is one of the most common endocrinopathies among reproductive-age women. Its metabolic features often overlap with those associated with metabolic syndrome (MS) and insulin resistance syndrome (IRS). The objective of this study was to determine the prevalence and predictors of MS and IRS in infertile Vietnamese women with PCOS. Methods: A cross-sectional study was conducted at a tertiary fertility centre at Hue University Hospital from June 2016 to November 2017. A total of 441 infertile women diagnosed with PCOS based on the revised 2003 Rotterdam consensus criteria were enrolled. MS and IRS were defined based on the National Heart, Lung, and Blood Institute/American Heart Association Adult Treatment Panel III 2005 and American College of Endocrinology IRS 2003 criteria, respectively. Complete clinical and biochemical measurements of 318 women were available for analysis. Independent predictors of MS and IRS were identified using multivariate logistic regression. Results: The overall prevalence of MS and IRS in women with PCOS was 10.4% and 27.0%, respectively. We identified older age (>30 years) and obesity as independent predictors of MS and IRS. Elevated anti-$M{\ddot{u}}llerian$ hormone levels increased the risk of IRS, but not that of MS. Conclusion: MS and IRS are prevalent disorders among infertile Vietnamese women with PCOS. PCOS is not solely a reproductive problem. Screening and early intervention for MS and/or IRS based on anthropometric, metabolic, and reproductive hormone risk factors should be an integral part of fertility care.
Objectives: This study identified problems and improvements in projects targeted to dental workers in a child-adolescent dental care service. Methods: The subjects were 40 dentists, 43 dental hygienists, and 51 others who participated in service in Seoul. A self-administered questionnaire was used to address the problems and improvements in the project. Descriptive statistics, chi-square test, and one-way analysis of variance were performed using SPSS 23.0. Results: Oral examination was performed by 99.2% of dentists, and some service items such as professional tooth cleaning, fluoride application, and scaling were performed by dental auxiliary personnel regardless of legal duties. The problem was that the subjects took a lot of time in providing services, and students or guardians participating in the project refused to receive preventive dental services. As regards improvements, the insurance fee was the highest (48.1%), followed by the provision of regular services (38.8%), and system improvement and administrative support (35.7%). Conclusions: To activate a child-adolescent dental care service, it is thought that continuous efforts such as providing financial support by the government, education to increase participants' understanding, and social consensus for the participation of service providers and beneficiaries are required.
Tempered electronic contents have multiplied in last few years, thanks to the emergence of sophisticated artificial intelligence(AI) algorithms. Deepfakes (fake footage, photos, speech, and videos) can be a frightening and destructive phenomenon that has the capacity to distort the facts and hamper reputation by presenting a fake reality. Evidence of ownership or authentication of digital material is crucial for combating the fabricated content influx we are facing today. Current solutions lack the capacity to track digital media's history and provenance. Due to the rise of misrepresentation created by technologies like deepfake, detection algorithms are required to verify the integrity of digital content. Many real-world scenarios have been claimed to benefit from blockchain's authentication capabilities. Despite the scattered efforts surrounding such remedies, relatively little research has been undertaken to discover where blockchain technology can be used to tackle the deepfake problem. Latest blockchain based innovations such as Smart Contract, Hyperledger fabric can play a vital role against the manipulation of digital content. The goal of this paper is to summarize and discuss the ongoing researches related to blockchain's capabilities to protect digital content authentication. We have also suggested a blockchain (smart contract) dependent framework that can keep the data integrity of original content and thus prevent deepfake. This study also aims at discussing how blockchain technology can be used more effectively in deepfake prevention as well as highlight the current state of deepfake video detection research, including the generating process, various detection algorithms, and existing benchmarks.

Compared to the significant approach of project-based learning research, a data-driven design project-based learning has not reached a meaningful consensus regarding the most valid and reliable method for assessing design creativity. This article proposes an advanced information data-interactive learning system for creative design using a service design process that combines a design thinking. We propose a service framework to improve the convergence design process between students and advanced information data analysis, allowing students to participate actively in the data visualization and research using patent data. Solving a design problem by discovery and interpretation process, the Advanced information-interactive learning framework allows the students to verify the creative idea values or to ideate new factors and the associated various feasible solutions. The student can perform the patent data according to a business intelligence platform. Most of the new ideas for solving design projects are evaluated through complete patent data analysis and visualization in the beginning of the service design process. In this article, we propose to adapt advanced information data to educate the service design process, allowing the students to evaluate their own idea and define the problems iteratively until satisfaction. Quantitative evaluation results have shown that the advanced information data-driven learning system approach can improve the design project - based learning results in terms of design creativity. Our findings can contribute to data-driven project-based learning for advanced information data that play a crucial role in convergence design in related standards and other smart educational fields that are linked.
Objectives: This study examined the problems encountered when analyzing the market size, purchase, and consumption of HMR (home meal replacements) in the Republic of Korea. Methods: The macro data relevant to the market size and purchase status of HMR were critically summarized. The micro data retrieved from the 2019 & 2020 Korea National Health and Nutrition Examination Survey (KNHANES) were analyzed to understand the consumption of HMR. Results: The Korea Agro-Fisheries & Food Trade Corporation and the Ministry of Food and Drug Administration reported the market size of HMR, whereas the Korean Rural Economic Institute and the Rural Development Administration reported the purchase expense and frequencies of HMR. Since the values on the market size and purchase status were calculated or surveyed using different scopes of HMR, there have been reliability issues for the data presented. Additionally, lack of consensus on the use of Korean terms corresponding to HMR was found to be a problem. To examine the consumption of HMR, analysis of the food intake data from KNHANES presented results with very low validity due to the inappropriate survey and coding scheme not reflecting the inclusion of new food types. Conclusions: Several problematic discrepancies were encountered in the statistics on HMR. The fundamental cause of these problems was the absence of agreement on the scope of HMR and the Korean terms corresponding to it. Considering the increasing importance of HMR in Korean diets, urgent cooperative efforts are required between the government and academia to derive an agreed Korean term and establish the scope of HMR.
The purpose of this study is to examine the socal policy of the Yoon Seok-Yeol government from the perspective of both policy and theory. Theoretically, the analysis reveals that the Yoon government attempts to build and implement a welfare system model that was distinctly different from the previous Moon government. The newly elected government adopted a welfare model known as 'welfare for the vulnerable.' This model inherits the welfare ideology of the conservative parties in Korea, which is the self-reliance welfare. The Yoon government continues to expand welfare and family support, which were promoted by the Moon government. However, in most other areas, the Yoon government pursues different policies than the previous government. In terms of policy, this study demonstrates that the social security policies of the Yoon government is insufficient to solve the welfare blind spot problem that is widespread in the Korean welfare system. Among the Yoon government's policies, there are only a few policies that can eliminate welfare blind spots, such as improving social assistance systems, introducing parental allowance, and promoting sickness allowances.
This study scrutinizes the necessity and cases of the public and pension cooperation and tries to present the way of construction of information infrastructure for the pension systems suitable for Korea. The developed countries have recently been focusing on strengthening the multi-pillar pension system, while pension education and information services have emerged as an important element of the pension cooperation. The frame of the multi-pillar-pension system in Korea has already been constructed, but it is not substantial. Especially bad information on the pension system has seriously hindered the consolidation of the pension system. In order to solve this problem, we analyzed cases of public-private cooperation systems in Iceland, New Zealand, Netherlands, and Sweden. In order to build a basic infrastructure for construction pension cooperation in Korea, it is necessary to promote information exchange and cooperation among pension organizations and to improve the pension portal of NPS 'My Pension'. In addition, this study suggests establishing an association of private and public pension schemes, which manages the integrated information and education of pension systems.
Within the discipline of International Relations (IR), the literatures on global governance (GG) and great power management (GPM) at best ignore each other, and at worst treat the other as a rival or enemy. On the one hand, the GPM literature, like both realism in all its forms, and neoliberalism, takes for granted the ongoing, disproportionate influence of the great powers in the management of the international system/society, and does not look much beyond that. On the other hand, the GG literature emphasizes the roles of smaller states, non-state actors and intergovernmental organizations (IGOs), and tends to see great powers more as part of the problem than as part of the solution. This paper argues that the rise to prominence of a non-traditional security agenda, and particularly of human security, has triggered a de facto merger of GPM and GG that the IR literature usually treated as separate and often opposed theories. We use the Ebola crisis of 2014-15 to show how an issue framed as human security brought about a multi-actor response that combined the key elements of GPM and GG. The security framing overrode many of the usual inhibitions between great powers and non-state actors in humanitarian crises, including even the involvement of great power military forces. Through examining broadly the way in which the Ebola crisis is tackled, we argue that in an age of growing human security challenges, GPM and GG are necessarily and fruitfully merging. The role of great powers in this new human security environment is moving away from the simple means and ends of traditional GPM. Now, great powers require the ability to cooperate and coordinate with multiple-level actors to make the GG/GPM nexus more effective and sustainable. In doing so they can both provide crucial resources quickly, and earn respect and status as responsible great powers. IGOs provide legitimation and coordination to the GPM/GG package, and non-state actors (NSAs) provide information, specialist knowledge and personnel, and links into public engagement. In this way, the unique features of the Ebola crisis provide a model for how the merger of GPM and GG might be taken forward on other shared-fate threats facing global international society.
