  • Purpose: Military maintenance involves corrective and preventive actions carried out to keep a system in or restore it to a predetermined condition. This research develops an optimal maintenance cycle for aviation oil testing equipment with acceptable reliability level and minimum maintenance cost. Methods: The optimal maintenance policy in this research aims to satisfy the desired reliability level at the lowest cost. We assume that the failure process of equipment follows the power law non-homogeneous Poisson process model and the maintenance system is a minimal repair policy. Estimation and other statistical procedures (trend test and goodness of fit test) are given for this model. Results: With time varying failure rate, we developed reliability-based maintenance cost optimization model. This model will reduce the ownership cost through adopting a proactive reliability focused maintenance system. Conclusion: Based on the analysis, it is recommended to increase the current maintenance cycle by three times which is 0.5 year to 1.5 years. Because of the system's built-in self-checking features, it is not expected to have any problems of preventative maintenance cycle.

  • An estimated investment gap of $176 billion needs to be filled over the next ten years to improve America's inland waterway transportation systems. Many of these infrastructure systems are now beyond their original 50-year design life and are often behind in maintenance due to funding constraints. Therefore, long-term maintenance strategies (i.e., asset management (AM) strategies) are needed to optimize investments across these waterway systems to improve their condition. Two common AM strategies include policy-driven maintenance and performance-driven maintenance. Currently, limited research exists on selecting the optimal AM approach for managing inland waterway transportation assets. Therefore, the goal of this study is to provide a decision model that can be used to select the optimal alternative between the two AM approaches by considering key uncertainties such as asset condition, asset test results, and asset failure. We achieve this goal by addressing the decision problem as a single-criterion problem, which calculates each alternative's expected value and certain equivalence using allocated monetary values to determine the recommended alternative for optimally maintaining navigable waterways. The decision model considers estimated and predicted values based on the current state of the infrastructure. This research concludes that the performance-based approach is the optimal alternative based on the expected value obtained from the analysis. This research sets the stage for further studies on fiscal constraints that will effectively optimize these assets condition.

  • Purpose: This article provides the efficiency test results of conducting depot maintenance. Method: ANOVA (analysis of variance) and ANCOVA (analysis of covariance) tests are conducted using data obtained from Defense Logistics Integrated Information System (DELIIS). Results: The result shows that although the effect of the depot maintenance is significant, some parts do not follow the overall effect of the depot maintenance. In order to solve the problem we provide some suggestions to be improved. Conclusion: For improving the combat readiness condition of K-1 main battle tank, the maintenance policies and regulation must be revised for the parts of the weakness. In addition, the collection way of the operation and maintenance data must be redesigned.

  • The installations of power quality monitoring system have increased drastically over the past several decades. These systems have been effectively used to monitor, analyze and diagnose the conditions of power system, and furthermore can be used to improve the present asset maintenance policy, scheduled (time-based) method, into the advanced, cost-effective and labor-effective maintenance methods, such as condition-based maintenance, predictive maintenance and reliability centered maintenance. As an approach to this, this paper introduces the statistical methods, three kinds of control charts (Shewhart chart, CUSUM chart and EWMA chart), and discusses the applicability of these methods to recognize the changing trends of power quality indices and to estimate the system's condition, using Matlab.

노후 학교건물의 유지관리비용 정책 평가를 위한 시스템 다이내믹스 모델 (A System Dynamics Model for Evaluation of Maintenance Cost Policy in Deteriorated School Building)

  • The maintenance of school building is pivotal issue. However, it is difficult to obtain basic analysis data for LCC(Lifecycle Cost) analysis and maintenance planning of school building. Therefore, this study proposed System Dynamics(SD) techniques to make maintenance decisions for school building. The interaction between the major parameters related to the aging of a building, maintenance activities, and cost were expressed in Causal Loop Diagram. Based on this, the formula for the relationship between causal maps was defined and converted to Stock and Flow Diagram. Through the completed SD model the 50-year plan of 214 educational building were tested by considered in account budget, maintainability, and budget allocation opinions. As a result, the integrated SD model demonstrated that it can support strategic decision making by identifying the status class and LCC behavior of school buildings by scenario. According to the scenario analysis, the rehabilitation action of preventive maintenance that primarily repairs the buildings in condition grade C showed the best performance improvement effect relative to the cost. Therefore, if the proposed SD model is expanded to consider the effects of other educational policies, the crucial performance improvement budget can be estimated in the long-term perspective.

서울시도 SPI를 활용한 서초구 도로포장상태 평가모형 개발 (Development of Seocho Borough Pavement Condition Evaluation Model based on Seoul Metropolitan SPI)

  • 서울시도의 경우 자치구 관할 도로에 비해 관리상의 중요도에 차이가 있고, 교통량 및 포장두께가 다르며 도로파손으로 인한 포장상태 저하율이 상이하기 때문에 기존 서울시도의 엄격한 관리기준을 자치구도에 적용하는 것은 바람직하지 않다. 본 연구에서는 서초구의 한정된 도로포장 유지보수 예산으로 보다 합리적이고 효율적인 포장상태 평가 및 관리를 위해 서울시도 PMS(Pavement Management System) 체계인 SPI(Seoul Pavement Index) 평가방법에 기반 하여 자치구도 포장평가방안을 제시하였다. 기존 시도SPI의 주요 변수인 균열율(Crack), 소성변형(Rutting), 평탄성(IRI)에 대한 관리기준을 구청 도로관리 기준에 맞도록 완화시키고, 제안한 각각의 포장파손 공용성 모형에 적용하여 포장상태계수를 산정하였으며, 또한, 설계시 공용성과 실제 공용성과의 차이점과 함께 준공 시 도로포장 상태도 반영되도록 수정하였다. 최종적으로 서초구 포장종합평가 모형식은 서울시의 모형식과 동일하게 각각의 공용성능 항목인 균열, 소성변형, 평탄성을 동등한 비율로 설정하여 도로포장의 전체 공용성에 영향을 주도록 설정된 제안 SPI를 개발하였다. 따라서 시도SPI보다 완화된 기준 및 설계와 시공현장상태를 반영한 구도SPI를 활용한다면 보다 합리적인 서초구도 포장의 합리적인 유지보수를 시행할 수 있을 것이다.

상수도 시스템의 운영 및 유지관리 의사결정 지원을 위한 시스템다이내믹스 모형의 개발 (Development of a System Dynamics Model to Support the Decision Making Processes in the Operation and Management of Water Supply Systems)

  • 본 논문에서는 시스템다이내믹스(System Dynamics, SD) 방법론에 입각하여 상수도 시스템의 운영에 내재된 피드백 루프 메커니즘(feedback loop mechanism)을 상수관로의 유지관리와 연관하여 규명하고, 관로 상태의 변화가 전체 시스템에 미치는 영향을포함한 상수도 시스템의 운영지표를예측하여 상수도 시스템의 효율적인운영 및 유지관리를 지원할 수 있는 SD 컴퓨터 모의 모형(simulation model)을 개발하였다. 개발된 모형은 물 공급(water supply) 모형, 관로 유지 관리(pipe maintenance) 모형 및 상수도 재정(water supply business finance) 모형으로 구성된다. 연구대상 지역 상수도 시스템의 운영 자료를 개발된 모형에 적용하여 모형을 검증하고 시스템의 과거 및 미래의 운영 상태를 추정하였으며, 시스템의 운영에 큰 영향을 미치는 정책 지렛대를 발견하였다. 정책 지렛대 발견을 위해 모형의 외부변수의 변화에 대한 연구대상 시스템의 주요 운영지표의 민감도가 분석되었는데 관로의 유지관리에 연관된 외부변수는 누수수량과 관로의 변화에는 큰 영향을 끼치나, 유수율을 비롯한 주요 운영지표에는 큰 영향을 미치지 않는 것으로 나타났다. 관로의 유지관리와 유수율과 같은 주요 운영지표 간의 관계를 보다 정확히 모형화하기 위해서는 관로의 누수 또는 사고로 인해 발생하는 사회적 비용의 발생과 그 전파 메카니즘이 모형화되어야 할 것으로 분석된다.

도시공공환경의 변인으로서 사회가치인식과 제도의 변화상에 관한 연구 - 근대기 서울의 도시가로환경에 관한 담론을 중심으로 - (The Study on the Correlation between Value Recognition and Urban Design Policy on the Urban Street - Focused on the Spatial Changes in Seoul during the Modern Periods -)

  • This study starts from the genealogical analysis of the urban public spaces through local history of Seoul which is significantly different from western countries. The analysis targets the discourse on the urban street, the basic unit of urban tissue and the settlement condition in urban life, which defines urban space-structure among the urban public spaces. And this research classifies and categorizes the value recognition and policy value occurred each period. Based on these, this research defines the progress levels of urban public design policy in Seoul as follows. Results Firstly, 1890's and 1900's was the period of development in commerce and industry, which caused congested and crowded streets. The open port policy allowed the experience of the foreign circumstance, and thus the identity of the urban streets and the value of symbolism come to realize among the society. During the Japanese colonization, urban streets put on modernized images through the urban remodeling out of the context according to the colonization policy. The brand-new values such as publicness and amenity are injected as well as modern regulations by system and authority. From Liberation to 1950's, it performed only street restoration as a repair from war with Japanese colonial system because of the political confusion and administrative vacuum. Finally, each period can be defined as follows. 1890's and 1900's can be defined as 'spontaneous finding the modernization' because urban street was intentionally transformed by the empire. Period of the Japanese colonization can be defined as 'the formation of modernized urban street concept and the compulsion of modernized regulation.' And period of from Liberation to 1950's, can be called as 'the absence of value recognition and maintenance of colonial system.' methodology.

케이슨식 안벽 항만시설의 성능저하패턴 연구 (A Study on the Performance Degradation Pattern of Caisson-type Quay Wall Port Facilities)

  • 연구목적: 국내 항만시설의 경우 사용년수가 오래된 항만구조물은 선박의 대형화 및 사용빈도 증가, 기후변화에 따른 자연재해의 영향 등으로 안전과 기능적 측면에서 상당히 많은 문제가 있다. 항만시설의 유지관리 이력 데이터를 기반으로 시설 노후화 패턴을 예측 할 수 있는 근사모델 개발을 위하여 빅데이터 분석 방법을 연구하였다. 연구방법: 본 연구에서는 케이슨식 안벽에 유지관리 데이터 수집하여 빅데이터를 바탕으로 시설물의 노후화 패턴 및 성능저하를 확인하기 위한 예측모델을 도출하였다. 가우시안 프로세스(GP)과 선형보간(SLPT) 기법을 통하여 생성된 상태기반 노후도 패턴 예측모델을 제안하고 유효성 검토를 통해 빅데이터 적용에 적합한 모델을 비교하고 제안하였다. 연구결과: 제안된 기법을 검토한 결과 SLPT기법은 RMSE 및 는 0.9215와 0.0648로 SLPT기법의 예측모델이 보다 더 적합한 것으로 검토 되었다. 결론: 이러한 연구를 통해 빅데이터 기반 시설물 성능저하 예측 연구는 유지관리를 위환 의사결정에서 중요한 체계가 될 것으로 기대된다.

걷기행사 참가의 결정요인 (Factors Associated with Perticipation in a Walking Campaign)

  • Objective: The purposes of this study are to understand the characteristics of the participants in a community walking campaign and to analyze the factors related to their participation based on the Transtheoretical Model (TTM). Methods: The study composed of the description of participant characteristics and comparison of them with non-participant characteristics in a walking campaign in K province. The data were collected through a survey of 2,590 participants and 258 non-participants from the same community. The survey instrument included questions about stages of walking and exercise, knowledge and attitude toward walking, and environmental condition for walking. Results: A majority of the walking campaign participants were in the action(24.8%) and maintenance(43.6%) stages of walking and exercise behavior. The non-participant group was split between maintenance(51.6%) and precontemplation (30.6%) stages. Among the participants, effective campaign promotion channels differed by age group while motivation for participation and participation patterns were associated with both age and gender. Favorable physical environment was a significant factor of participating in walking campaign(OR=1.396, CI=1.149-1.696). Although the campaign participants scored higher than the non-participants in most attitude toward walking questions, differences in knowledge scores between two groups were less significant. Conclusion: In conclusion, further social marketing to increase the awareness and to increase the concern of population in the community is needed based on the survey result. Transtheoretical model seems appropriate to apply to the evaluation and the planning the program of the behavior change in the community. Also, more organized and sustainable support in need to maintain the good habit of walking for the participants in walking campaign.
