The inspection of bridge condition is of extreme importance. Current inspection codes for bridge inspection are vague and uncertain. So, the results are highly subjective and different from person to person and even day to day for a given person. To circumvent possible inconsistencies in inspection and rating of bridge components, the revised inspection guidelines have been proposed.
Recently, as the concern over environmental problem has been serious all over the world, carbon has become a key issue to mitigate the problem. In the field of Architecture, various sustainable assessment systems and LCCO2 assessment strategies have been developed, guiding low carbon building while planning. However, assessment system for low carbon neighborhood, which can be more efficient strategy, is still in the stage of research. In this paper, as a research for low carbon assessment system and planning guideline for neighborhood, scope meeting domestic condition has been set and sustainable assessment system for neighborhood, which is similar to low carbon concept, have been compared. LEED-Neighborhood Development, BREEAM-Communities, CASBEE-Urban Development, and GBCC-Apartment Houses were used for comparison. As a result, it is found that those systems has many differences in judging system, aggregating method, scope of evaluation, and relations with a building assessment system. The concern about carbon is not insufficient yet. Finally, assessment system for low carbon neighborhood, which is not only for establishing the plan, but also for giving guideline at the very first state of the plan, should be developed as fast as passible. With the result of this paper, establishment of assessment criteria and the way to measure quantitative $CO_2$ should be studied forward.
For risk or reliability assessment of ship structures against particular hazardous situations such as total loss or sinking due to hull girder collapse, the short-term based response analysis rather than the long-term response analysis is required to determine wave-induced bending moments when the ship encounters a storm of specific duration and with a specified small encounter probability. In the present study, the effects of operational condition and sea states on wave-induced bending moments of large merchant vessels are investigated. A series of the short-term response analyses for a hypothetical VLCC and a Capesize bulk carrier (CSBC) are carried out with varying operational condition and sea states which include ship speed, significant wave height and wave persistence time, using the linear-strip theory based program ABS/SHIPMOTION and the MIT sea-keeping tables. The computed results are also compared with the IACS design formula predictions. The results and insights developed from the present study are summarized.

Probabilistic safety assessment (PSA) has had a significant role in quantitative decision-making by finding design and operational vulnerabilities and evaluating cost-benefit in improving such weak points. In particular, it has been widely used as the core methodology for risk-informed applications (RIAs). Even though the nature of PSA seeks realistic results, there are still "conservative" aspects. One of the sources for the conservatism is the assumptions of safety analysis and the estimation of failure frequency. Surveillance, diagnosis, and prognosis (SDP), utilizing massive databases and information technology, is worth highlighting in terms of its capability for alleviating the conservatism in conventional PSA. This article provides enabling techniques to solidify a method to provide time- and condition-dependent risks by integrating a conventional PSA model with condition monitoring and prognostics techniques. We will discuss how to integrate the results with frequency of initiating events (IEs) and probability of basic events (BEs). Two illustrative examples will be introduced: (1) how the failure probability of a passive system can be evaluated under different plant conditions and (2) how the IE frequency for a steam generator tube rupture (SGTR) can be updated in terms of operating time. We expect that the proposed model can take a role of annunciator to show the variation of core damage frequency (CDF) depending on operational conditions.
In the design and condition assessment of bridges, it is usually necessary to take into consideration the extreme conditions which are not expected to occur within a short time period and thus require an extrapolation from observations of limited duration. Long-term structural health monitoring (SHM) provides a rich database to evaluate the extreme conditions. This paper focuses on the extrapolation of extreme traffic load effects on bridges using long-term monitoring data of structural strain. The suspension Tsing Ma Bridge (TMB), which carries both highway and railway traffic and is instrumented with a long-term SHM system, is taken as a testbed for the present study. Two popular extreme value extrapolation methods: the block maxima approach and the peaks-over-threshold approach, are employed to extrapolate the extreme stresses induced by highway traffic and railway traffic, respectively. Characteristic values of the extreme stresses with a return period of 120 years (the design life of the bridge) obtained by the two methods are compared. It is found that the extrapolated extreme stresses are robust to the extrapolation technique. It may owe to the richness and good quality of the long-term strain data acquired. These characteristic extremes are also compared with the design values and found to be much smaller than the design values, indicating conservative design values of traffic loading and a safe traffic-loading condition of the bridge. The results of this study can be used as a reference for the design and condition assessment of similar bridges carrying heavy traffic, analogous to the TMB.
Stayed cables are the key components for transmitting loads in cable-stayed bridges. Therefore, it is very important to evaluate the cable force condition to ensure bridge safety. An online condition assessment and anomaly localization method is proposed for cables based on the spatiotemporal correlation of grouped cable forces. First, an anomaly sensitive feature index is obtained based on the distribution characteristics of grouped cable forces. Second, an adaptive anomaly detection method based on the k-nearest neighbor rule is used to perform dissimilarity measurements on the extracted feature index, and such a method can effectively remove the interference of environment factors and vehicle loads on online condition assessment of the grouped cable forces. Furthermore, an online anomaly isolation and localization method for stay cables is established, and the complete decomposition contributions method is used to decompose the feature matrix of the grouped cable forces and build an anomaly isolation index. Finally, case studies were carried out to validate the proposed method using an in-service cable-stayed bridge equipped with a structural health monitoring system. The results show that the proposed approach is sensitive to the abnormal distribution of grouped cable forces and is robust to the influence of interference factors. In addition, the proposed approach can also localize the cables with abnormal cable forces online, which can be successfully applied to the field monitoring of cables for cable-stayed bridges.
Bridge hangers, such as those in suspension and cable-stayed bridges, suffer from cumulative fatigue damage caused by dynamic loads (e.g., cyclic traffic and wind loads) in their service condition. Thus, the identification of damage to hangers is important in preserving the service life of the bridge structure. This study develops a new method for condition assessment of bridge hangers. The tension force of the bridge and the damages in the element level can be identified using the Bayesian optimization method. To improve the number of observed data, the additional mass method is combined the Bayesian optimization method. Numerical studies are presented to verify the accuracy and efficiency of the proposed method. The influence of different acquisition functions, which include expected improvement (EI), probability-of-improvement (PI), lower confidence bound (LCB), and expected improvement per second (EIPC), on the identification of damage to the bridge hanger is studied. Results show that the errors identified by the EI acquisition function are smaller than those identified by the other acquisition functions. The identification of the damage to the bridge hanger with various types of boundary conditions and different levels of measurement noise are also studied. Results show that both the severity of the damage and the tension force can be identified via the proposed method, thereby verifying the robustness of the proposed method. Compared to the genetic algorithm (GA), particle swarm optimization (PSO), and nonlinear least-square method (NLS), the Bayesian optimization (BO) performs best in identifying the structural damage and tension force.
Engineering asset management (EAM) requires the accurate assessment of current and the prediction of future asset health condition. Suitable mathematical models that are capable of predicting time-to-failure and the probability of failure in future time are essential. In general reliability models, lifetime of component and system is estimated using failure time data. This paper deals with the reliability assessment of elevators using life of main components. Especially this work is concerned with the stochastic nature of life of elevator components. First, we investigate the Weibull statistical analysis of lifetime data for the components. The final goal is to establish the mathematical model for reliability assessment. This work provides more perspectives to future research in the fields of reliability and maintainability.
This study develops practical models and methods for the assessment of safety and capacity rating of existing P.C. girder bridges based on the reliability methods. One of the main objectives of the study is to propose a practical but realistic limit state model for safety assessment and LRFR rating criteria, which explicitly incorporates the degree of deterioration and damage as well as actual condition of P.C. girder bridges in terms of the damage factor and the response ratio. The damage factor proposed in the paper is defined as the ratio of the current estimated stiffness to the intact base-line stiffness of a member. Based on the observation and the results of applications to existing bridges, it may be concluded that the proposed methods for the assessment and capacity rating models, which explicitly account for the uncertainties and effects of degree of deterioration or damage, provide more realistic and consistent safety-assessment and capacity rating.
