The monitoring and assessment on the insulation condition of generator stator windings have been an important task of utility companies. The interest for the assessment of insulation condition has been increasing due to the need to keep old generating equipment reliable in order to extend the equipment life and to increase the generating capacity. Even though many developments and research activities for the condition assessment of generator insulation have been performed for decades, the assessment criterion in order to consistently predict the actual insulation condition is still in question. In this paper, the correlation between the parameters and the insulation condition is analyzed through the various non-destructive diagnostic tests in order to establish the assessment criterion on insulation deterioration of generator stator windings. By analyzing the correlation, PDI(Partial Discharge Index) as a novel parameter for the assessment criterion on insulation diagnosis of stator winding is proposed and verified.

Performing inspections for Hull Condition Monitoring and Assessment as stipulated in IACS unified requirements and IMO's Condition Assessment Scheme (CAS) IMO Resolution MEPC.94(46), 2001, Condition Assessment Scheme, IMO Resolution MEPC.111(50), 2003, Amendments to regulation 13G, addition of new regulation 13H involves a huge amount of measurement data to be collected, processed, analysed and maintained. Information to be recorded consists of thickness measurements and visual assessment of coating and cracks. The amount of data and increasing requirements with respect to condition assessment demand efficient computer support. Currently, due to the lack of standardization for this kind of data, the thickness measurements are recorded manually on ship drawings or tables. In this form, handling of the measurements is tedious and error-prone and assessment is difficult. Data reporting and analysis takes a long time, leading to some repairs being performed only at the next docking of the ship or making an additional docking necessary. The recently started ED funded project CAS addresses this topic and develops-as a first step-a data model for Hull Condition Monitoring and Assessment (HCMA) based on XML-technology. The model includes simple geometry representation to facilitate a graphically supported data collection as well as an easy visualisation of the measurement results. In order to ensure compatibility with the current way of working, the content of the data model is strictly confined to the requirements of the measurement process. Appropriate data interfaces to classification software will enable rapid assessment by the classification societies, thus improving the process in terms of time and cost savings. In particular, decision-making can be done while the ship is still in the dock for maintenance.
The physical condition assessment criteria of fill dam safety inspection are now weakly regulated and inappropriate for small agricultural reservoirs since these criteria have fundamental backgrounds suitable for large-scale dams. This study proposes the degree (critical values) of defects for the quantitative condition assessment of the embankment in order to prepare the condition assessment criteria for a small reservoir with a storage capacity of less than one (1) million cubic meters. The critical values of defects were calculated by applying the method that considers the size ratios based on the dimensional data of reservoirs, and the method of statistical analysis on the measured values of the defect degree which extracted from comprehensive annual reports on reservoir safety inspection. In comparison with the current criteria, the newly proposed critical values for each condition assessment item of the reservoir embankment are presented in paragraphs 4 and 6 of the conclusion. In addition, this study presents a method of displaying geometric figures to clarify the rating classification for condition assessment items with the two defect indicators.
Performance-based remaining life assessment of reinforced concrete bridge girders, subject to chloride-induced corrosion of reinforcement, is addressed in this paper. Towards this, a methodology that takes into consideration the human judgmental aspects in expert decision making regarding condition state assessment is proposed. The condition of the bridge girder is specified by the assignment of a condition state from a set of predefined condition states, considering both serviceability- and ultimate- limit states, and, the performance of the bridge girder is described using performability measure. A non-homogeneous Markov chain is used for modelling the stochastic evolution of condition state of the bridge girder with time. The thinking process of the expert in condition state assessment is modelled within a probabilistic framework using Brunswikian theory and probabilistic mental models. The remaining life is determined as the time over which the performance of the girder is above the required performance level. The usefulness of the methodology is illustrated through the remaining life assessment of a reinforced concrete T-beam bridge girder.

Recent requirements in component management of building systems have focused on the requirement for improving methods and metric tools to support component condition assessment and appropriate decisions for infrastructure owned facilities. Although engineers and researchers have focused on developing methodologies for component assessment in recent years but there is not enough attention dedicate to facilities and components that have been constructed. This paper is a literature study of scientific papers within the topic of component condition index system (CCIS) in the period 1976 to 2009. Infrastructure component condition index had existed for some 40 years. The purpose of this paper is to provide an overview of CCIS to identify the suitable method for component condition assessment during its service life. This paper finds that the focus of CCIS, surveyed in several aspects during the 40 years that have been investigated, from technology to measurement and from assessment function to component maintenance as an integrated part of the infrastructure component management. This study offers help to researchers in understanding the selection of an appropriate method for component condition assessment in building and non-building systems.
While the pavement rating system is being utilized for periodic road condition assessment in the Eastern Region municipality of Saudi Arabia, the condition assessment is costly, time-consuming, and not comprehensive as only few parts of the road are randomly selected for the assessment. Thus, this study is aimed at developing a condition assessment model for a specific sample of a residential road network in Dammam City based on an individual road and a road network. The model was developed using the Analytical Hierarchy Process (AHP) according to the defect types and their levels of severity. The defects were arranged according to four categories: structure, construction, environmental, and miscellaneous, which was adopted from sewer condition coding systems. The developed model was validated by municipality experts and was adjudged to be acceptable and more economical compared to results from the Eastern region municipality (Saudi Arabia) model. The outcome of this paper can assist with the allocation of the government's budget for maintenance and capital programs across all Saudi municipalities through maintaining road infrastructure assets at the required level of services.
A CCTV inspection method has been widely used to assess sewer condition and performance, but Korea lacks a proper decision support system for prioritizing sewer repair and rehabilitation (R&R). The objective of this paper is to introduce the results that we have developed in the Sewer Condition Assessment and Rehabilitation Decision-making (SCARD) Program using MS-EXCEL. The SCARD-Program is based on a standardized defect score for sewer structural and hydraulic assessment. Priorities are ranked based on risk scores, which are calculated by multiplying the sewer severity scores by the environmental impacts. This program is composed of three parts, which are decision-making for sewer condition and performance assessment, decision-making for sewer R&R priority assessment, and decision-making for optimal budget allocation. The SCARD-Program is useful for decision-makers, as it enables them to assess the sewer condition and to prioritize sewer R&R within the limited annual budget. In the future, this program logic will applied to the GIS-based sewer asset management system in local governments.
This study was performed to propose the sewer defect scoring, and grading protocols for sewer condition assessment. For this, sewer defect scoring methods were comparatively analyzed and reviewed for four international condition assessment protocols, which are established based on WRc manual. As a result, we proposed a new protocol for sewer condition assessment, in which characteristics of sewer pipes are considered by segment. In reference to the PIM-3, the extent of ground subsidence was adopted to be of importance, and renewal scores increased in accordance with weighting of defects causing structural backfill materials. Also, defect grades of 'Hole' were extended to 5 levels of the grading, and 'Surface Damage' was excluded in defect assessment. The addition of 'Buckling' resulted in reduction of weights in 'Surface Damage' and 'Lining Defects'.
본 연구에서는 국내에 활발히 적용되기 시작한 쉴드 TBM 터널의 합리적인 유지관리를 위한 성능평가 기준을 제시하였다. 이를 위해 국내 외 성능평가 기준을 분석하였고, 국내 시공된 쉴드 TBM 터널에 대한 현장조사 및 정밀안전진단 보고서 분석을 통한 변상사례를 조사하여 성능평가 항목을 균열, 누수, 파손, 박리, 층분리 및 박락, 백태, 품질상태, 철근노출, 탄산화, 단차, 볼트상태, 배수상태, 지반상태, 접속부상태, 공동구 상태로 선정하였다. 또한 다중의사결정기법인 AHP 기법을 활용하여 선정된 성능평가에 대한 합리적인 가중치를 산정하였다.
현재 우리나라는 비전자기록물의 보존처리 대상선정 관련 정책 수립을 위해 법정 기준에 따라 상태검사를 실시하고 공공표준을 제정하여 상태검사 절차와 내용을 실무적으로 제시하고 있으나 실질적으로 기록물 상태검사를 이행하는 국내 기록물관리기관은 제한적이다. 이에 본 연구는 종이기록물 상태검사 현황을 파악하고 국내외 유관기관 총 18개관을 대상으로 한 설문조사를 통해 상태검사 경향성을 검토하여 국내 기록물관리기관의 종이기록물 상태검사에 반영해 볼 수 있는 시사점과 개선 방안을 제시하였다. 설문조사 결과, 국내의 경우 소장 기록물 전체를 대상으로 검사를 시행하는 반면 해외는 기록물의 역사적⋅문화적 가치 외에도 취약재질, 훼손심각성과 같은 기록물 특성이나 이용도가 높은 기록물을 선별하는 상태검사를 실시하고 있다. 또한 전수조사가 아닌 표본추출을 통한 검사방식을 채택하고 있는 기관이 많았으며, 주기적 상태검사는 보다 유연하게 운영하는 것으로 나타났다. 이에 종이기록물 상태검사에 있어서 검사 대상의 선별이나 표본추출 방식을 적용하여 보다 업무 효율성을 높이는 동시에 보존기록물의 취급을 최소화하는 방향으로 제도를 개선하고, 활용 목적을 충분히 고려한 검사항목을 개편함으로써 검사 자체에 대한 부담을 줄이고 후속조치에 대한 명확한 가이드라인 제공이 필요할 것으로 보인다.
