An Improved Multilevel Fuzzy Comprehensive Evaluation to Analyse on Engineering Project Risk

  • Purpose: To overcome the question that depends too much on expert's subjective judgment in traditional risk identification, this paper structure the multilevel generalized fuzzy comprehensive evaluation mathematics model of the risk identification of project, to research the risk identification of the project. Research design, data and methodology: This paper constructs the multilevel generalized fuzzy comprehensive evaluation mathematics model. Through iterative algorithm of AHP analysis, make sure the important degree of the sub project in risk analysis, then combine expert's subjective judgment with objective quantitative analysis, and distinguish the risk through identification models. Meanwhile, the concrete method of multilevel generalized fuzzy comprehensive evaluation is probed. Using the index weights to analyse project risks is discussed in detail. Results: The improved fuzzy comprehensive evaluation algorithm is proposed in the paper, at first the method of fuzzy sets core is used to optimize the fuzzy relation matrix. It improves the capability of the algorithm. Then, the method of entropy weight is used to establish weight vectors. This makes the computation process fair and open. And thereby, the uncertainty of the evaluation result brought by the subjectivity can be avoided effectively and the evaluation result becomes more objective and more reasonable. Conclusions: In this paper, we use an improved fuzzy comprehensive evaluation method to evaluate a railroad engineering project risk. It can give a more reliable result for a reference of decision making.

A Framework for Climate Change Risk Management (기후변화 위험관리를 위한 체계)

  • Purpose: This study aims to propose a framework for climate change risk management by analyzing characteristics of climate-induced disasters. Method: The recent global and domestic trends of loss and damage under natural disaster events and the characteristics of climate-induced disasters were analyzed to design a framework for climate change risk management. Results: In consideration of the uncertainty of climate risk and various spatio-temporal scales of climate disasters, a new framework is suggested for comprehensive climate risk management that includes risk assessment, goal setting, planning, monitoring and evaluation, learning and adjustment. The framework aims at an iterative process that is activated by stakeholder engagement. Conclusion: Pilot studies need to be conducted to revise and polish the framework in the future, and institutional arrangements should be prepared for the effective implementation of the comprehensive climate risk management.

  • Human error is one of the major contributors to the accidents. A lot of risk assessment techniques have been developed for prevention of accidents. Nevertheless, most of them were interested in physical factors, because quantitative evaluation of human errors was difficult quantitatively. According to lack of risk assessment techniques about human errors, most of industrial risk assessment for human errors were based on data of accident analysis. In order to develop an effective countermeasure to reduce the risk caused by human errors, a systematic analysis is needed. Generally, risk assessment system is composed of 5 step(classification of work activity, identification of hazards, risk estimation, evaluation and improvement). This study aimed to develop a risk identification technique for human errors that could mainly be applied to industrial fields. In this study, Ergo-HAZOP and Comprehensive Human Error Analysis Technique were used for developing the risk identification technique. In the proposed risk identification technique, Ergo-HAZOP was used for broad-brush risk identification. More critical risks were analysed by Comprehensive Human Error Analysis Technique. In order to verify applicability, the proposed risk identification technique was applied to the work of pile head cutting. As a consequence, extensive hazards were identified and fundamental countermeasures were established. It is expected that much attention would be paid to prevent accidents by human error in industrial fields since safety personnel can easily fint out hazards of human factors if utilizing the proposed risk identification technique.

An Evaluative Study of the Operational Safety of High-Speed Railway Stations Based on IEM-Fuzzy Comprehensive Assessment Theory

  • The general situation of system composition and safety management of high-speed railway terminal is investigated and a comprehensive evaluation index system of operational security is established on the basis of railway laws and regulations and previous research results to evaluate the operational security management of the high-speed railway terminal objectively and scientifically. Index weight is determined by introducing interval eigenvalue method (IEM), which aims to reduce the dependence of judgment matrix on consistency test and improve judgment accuracy. Operational security status of a high-speed railway terminal in northwest China is analyzed using the traditional model of fuzzy comprehensive evaluation, and a general technique idea and references for the operational security evaluation of the high-speed railway terminal are provided. IEM is introduced to determine the weight of each index, overcomes shortcomings of traditional analytic hierarchy process (AHP) method, and improves the accuracy and scientificity of the comprehensive evaluation. Risk factors, such as terrorist attacks, bad weather, and building fires, are intentionally avoided in the selection of evaluation indicators due to the complexity of risk factors in the operation of high-speed railway passenger stations and limitation of the length of the paper. However, such risk factors should be considered in the follow-up studies.

  • The new paradigm of dentistry require the detection of caries in their earlier stages. To achieve this, a high technology detection device and systematic and organized caries management system are needed. Caries management by risk assessment (CAMBRA) model is representative caries management system that satisfied new paradigm. Dental caries prevention and treatment according to CAMBRA model is patient-centered, risk-based, evidence-based practice. Therefore, individual caries management such as CAMBRA should be performed through accurate assessment of caries disease indicators and comprehensive assessment of caries risk factors and protective factors. Based on the CAMBRA better effectiveness of comprehensive dental caries management including non-surgical treatment will be accomplished.

Effect of exercise interventions on sarcopenic obesity in middle-aged and older adults: a comprehensive review

  • Purpose: This study examined the definitions, diagnostic criteria, and measurements of sarcopenic obesity and identified effective exercise interventions that improve cardiometabolic outcomes in middle-aged and older adults, in whom the prevalence of sarcopenic obesity is increasing. Methods: This comprehensive review followed the principles of literature search, data extraction, and review, as described in the PRISMA 2009 guidelines. Results: The 11 articles included in this study presented different concepts of sarcopenic obesity. Exercise interventions for sarcopenic obesity varied in their effects. Resistance exercise improved muscle mass and physical function, while aerobic exercise primarily impacted obesity and cardiometabolic indicators. Combined exercise had mixed results across indicators. Conclusion: This study addressed a pressing public health concern in the context of an aging population, acknowledged the unique challenges of sarcopenic obesity, and attempted to clarify definitions and assessment methods, while identifying effective exercise interventions to reduce cardiometabolic risk. Sarcopenic obesity is a multifaceted condition with varying definitions and diagnostic criteria. Its association with cardiometabolic risk underscores the need for comprehensive assessments considering both muscle and obesity indicators. While exercise interventions hold promise for managing sarcopenic obesity, further research is required to establish effective strategies.

Development of the Safety Management Risk Assessment Factors and Indicators for Coastal/Offshore Fishing Vessels (연근해어선의 안전관리 위험성평가 인자 및 지표개발)

  • Although the Korean government (Ministry of Ocean and Fisheries) and related organizations are enforcing many policies to improve the marine safety of vessels with weak safety management, the effectiveness of each policy is deficient due to the lack of a risk assessment method for ship safety management. Most previous studies in Korea of the risk assessment of ships only dealt with fragmentary risks of individual marine accident risks, so a new assessment method for comprehensive marine accident risk is needed. Examples of comprehensive risk assessments for ship safety management are the selection method for inspection targets by the Port State Control and the Norwegian Maritime Authority. In this study, indicators for the comprehensive risk assessment of ship safety management were developed for and applied to coastal/offshore fishing vessels that occupy a high proportion of the registrations and marine accidents in Korea. As a result, the risk of each ship was confirmed quantitatively, and a ranking of the weakness factors for ship safety management was identified.

Drinking Patterns Among Korean Adults: Results of the 2009 Korean Community Health Survey

  • Objectives: In Korea, the proportion of deaths due to alcohol is estimated at 8.9%, far exceeding the global estimate of 3.8%. Therefore, this study was performed to examine the factors associated with low-risk, moderate-risk, and high-risk drinking patterns in Korean adults and to identify target populations for prevention and control of alcohol-related diseases and deaths. Methods: We analyzed data from 230 715 Korean adults aged 19 years and older who participated in the 2009 Korean Community Health Survey. Multinomial logistic regression analysis was used to examine associations between socio-demographic and health-related factors and patterns of alcohol use. Results: A substantially larger proportion of men than women engaged in high risk (21.2% vs. 3.4%) and moderate-risk alcohol use (15.5% vs. 8.2%). In both sexes, moderate- and high-risk uses were associated with younger age, higher income, being currently employed, smoking, being overweight/obese, and good self-rated health. Conclusions: Given the large proportion of the population that is engaging in moderate- and high-risk drinking and given the social norms that support this behavior, public health policies and campaigns to reduce alcohol consumption targeting the entire population are indicated.
