A Study on IT Service Industry Policy for Global Competitiveness (글로벌경쟁력 관점의 IT서비스산업정책 연구)

  • An efficient industry structure is essential for competitive IT Service industry in a global world. The purpose of this research is to derive a policy direction paradigm for strengthening IT service industry structure. To find an effective policy direction, an in-depth analysis on deep-rooted problems of IT service industry has been conducted. The root-causes of industry problems are found with new perspectives on IT service industry. Past and present policies on IT service industry have been reviewed based on desirable industry behavior. A new policy paradigm and a roadmap for efficient industry policy are suggested. To justify adequacy of new policy direction, global benchmarking has been performed. USA, Germany, and Japan's IT service industry has been reviewed based on global competitiveness and desirable eco-system. And an in-depth analysis has been performed for two big competitors, India and China, The adequacy of the new policy paradigm has been tested, and mostly approved. IT service industry policy needs to be transformed from manufacturing concepts to service concepts, from domestic focus to global focus, from zero-sum policy to positive-sum policy, from supplier focus to market focus, from internal industry itself to co-growth with main industries. etc. The results of this study can be used for policy adjusting and policy making to strengthen IT service industry's global competitiveness and to improve long-term performance of Korean economy. Further in-depth researches with quantitative analysis will be needed to fully justify the adequacy of the derived new policy directions.

A comparative analysis on market and technology in water industry (물산업 시장과 기술 비교분석)

  • This study investgates Korean water technology through the water market perspective and analyses its competitiveness. Based on the water technology classification, water technology competitiveness is analysed through the technological influence index and market dominance index which are based on the extracted water technology patents from the US, Europe, Korea, and Japan for the last decade. As a result, the Korean water technology patents were lack in influence and competitiveness in global market considering the large volume of patents. There are two most tech-influential industries in Korea; manufacturing industry consisting pipes, sterilization, disinfection, and advanced water purification equipment, and construction industry including seawater desalination and water resource development. Due to the domestic usage of the patents, the Korean water technology patents scored low in global market PFS(Patent Family Size) index compared to their CPP(Cites Per Patent) index. The study is meaningful in a way that the analysis on Korean water technology competitiveness using water technology classification system and patent analysis was conducted based on the perspective of the global water market.

Classification of OECD Countries Based on National AI Competitiveness: Employing Fuzzy-set Ideal Type Analysis (국가 AI 경쟁력에 따른 OECD 국가 유형 분류: 퍼지셋 이상형 분석을 중심으로)

  • This study assesses the national AI competitiveness of 38 OECD countries with focus on AI human capital, AI infrastructure, and AI innovation capacity. Utilizing the fuzzy-set ideal type analysis method, these countries were categorized into eight distinct types based on their national AI competitiveness levels, leading to the derivation of pertinent implications. The analysis identified a category termed "AI Leading Country" consisting of North American, Western European, and Nordic countries, along with several Asian nations including South Korea. Remarkably, the United States demonstrated dominant global national AI competitiveness, achieving the highest fuzzy scores across all three evaluative factors. South Korea was classified as an "AI Leading Country" primarily due to its superior AI infrastructure, but its performance in AI human capital and AI innovation capacity was found to be moderate relative to other analyzed nations; thus highlighting the necessity of sustained focus on the accumulation of AI human capital and bolstering of AI innovation capacity.

  • In some sense an aggregated total of individual companies' competitiveness makes up industrial competitiveness of a nation. However, there are various competitiveness factors that a single company or a small group of companies can not create or overcome Inter-organizational electronic commerce has many of such properties. That is why the role of government is important. In this research, we focus on the efforts that require industrial level efforts. We borrowed various industrial-level analysis frameworks for analyzing the adopt ion and effects of informal ion technology, and applied them to inter-organizational electronic commerce. Based on such analyses, we attempted to draw implications and guidelines for the pursuit of industrial level electronic commerce.

The Development Directions of U-City Competitiveness Index

  • This study ultimately aims to suggest directions for development of U-City Competitiveness Index through thorough analyses of U-City competitiveness concepts and previous research in U-City-related index. In an attempt to reach the aforementioned goals, the concept of U-City competitiveness is presented based on existing publications on informatization age, future city, and U-City. Next, insights on the development of U-City Competitiveness Index are provided via analysis of research on indices regarding U-City and future city. Finally, the process of developing UCity Competitiveness Index and cautionary comments for each developmental step has been provided. Based on the research results, U-City competitiveness refers to the ability to respond to demands of residents in a timely manner as well as to manage U-City, ICT, U-City infrastructure, and U-City services that maximizes the efficiency of urban space management. In order for proper assessment of these criteria, development of assessment tools, selection of indices, standardization, allocation of weight per index, and construction of assessment framework are required.

  • Since the beginning of open-door policy, China has been making rapid annual growth with an average 10% economic development. And due to this rapid growth, cargo volumes via ports have been also rapidly increased, and accordingly, current China government has intensively invested in port development. Further, this development project is significantly big scale, compared with those project which Korea and Japan have. Thus, China is beginning to threaten Korean ports, especially Busan port which try to be a hub port in Northeast Asia. For this reason, it has been very important issue for Korea and Busan port to investigate or analyze Chinese ports based on empirical data. Especially, although various studies related to Shanghai and Hong Kong have been conducted, the competitiveness of overall Chinese major ports has been little studied. In this paper, we analyzed competitiveness level of eight Chinese ports with capabilities as container terminal, based on reliable sources. From data analysis, eight Chinese ports were classified into four groups according to competitiveness level. Rankings among four clusters based on competitiveness level are cluster(Hone Kong), cluster C(Shanghai), cluster A(Qingdao, Tianjin, and Yantian) and cluster D(Dalian, Shekou, and Xiamen).

Analysis of International Competitiveness of Chinese ginseng in Comparison with Korean ginseng (중국 인삼 산업의 국제 경쟁력 분석)

  • In this thesis we aim at analyzing international competitive power of Chinese ginseng in comparison with Korean ginseng and searching policy direction for Korea to compete Chinese ginseng industry. We summarized the research results as follows; First, we examine the structural change of ginseng industry of China. Second, we review the theories for international competitiveness and apply the method of analyzing competitiveness to ginseng industry. Third, we compared the international competitive power of the ginseng industry between China and Korea and found that Chinese ginseng, estimated by Revealed Comparative Advantage(RCA) at about 15, still remains high competitiveness in terms of cost and price but lowering price competitiveness recently. Based on the research results, we suggest export promotion strategies of the Korean ginseng as follows; 1) Korean government should enforce trade cooperation with China so as to register Korean root ginseng an importable medicine. 2) Korean ginseng producer should develop various products such as capsules, powders and etc. according to China's consumer purchasing power and taste. 3) Korean ginseng should be sold as an differentiated commodity so that it will contribute to building consumer loyalty to Korean ginseng, makes market share superior to other cheaper ginseng products in China. 4) In order to be effective brand marketing and product advertisement, there should be established reliable networks to process and distribute Korean ginseng products exclusively.

A Study on the Analysis of Regional Disparity and Competitiveness on Employment in Korea (지역 간 고용격차와 고용경쟁력 분석에 관한 연구)

  • This study aims to recognize the regional disparity of employment and to analyse the regional current states and characteristics using the evaluation criteria for employment competitiveness. Firstly, it has revealed that the regional disparity of employment is deepening and disparity from the quality side and stability side are more serious. Secondly, the strongest regional employment competitiveness was found to be Chungnam, followed by Seoul, Ulsan, Gyeongbuk, Daejeon and the region of employment risky is Busan. Lastly, it has analysed that the most influencing factors on employment competitiveness are criteria of stability sector. Therefore, we should make efforts to create jobs of good quality and stable, in order to reduce regional disparity and strengthen the competitiveness of employment. And especially region of employment risky must require continuous monitoring.

An Analysis on Trade Competitiveness between Korea and China (한.중간 무역경쟁력 분석 -섬유.전기전자.운송.기계산업을 중심으로-)

  • First, the trade competitiveness of the textile industries in South Korea has been weakening, whereas, the counterpart in China has been growing as the main export industries. Second, the trade competitiveness of the mechanics industries in South Korea has been increasing and appearing as the new promising strategic export industries. And, the counterpart in China also shows that it has been rising, while the country’s level of the imports specialization index has been weakening. Third, the trade competitiveness of the transportation industries in South Korea has been rising as the export-oriented and at the same time, privileged industries. And, China has also been rising as South Korea has been in the case, whereas, imports specialization index has been weakening. Fourth, the trade competitiveness of the electrical and electronic industries in South Korea has relatively been at the very high level, giving rise to the core export-privileged industries in the South Korea. And, China has been emerging as the new strategic export industries, as its industry structure has been shifted from the import- specialization and export-specialization industries. Fifth, it is indicated that the trade in the both South Korean and Chinese industries of fable materials, mechanics goods for computer & office, and goods for electric mechanics has been going favorable and brisk.

A Study on the Exporting Outcomes of Korean Materials Industry in the U.S.A. Market (한국 소재산업의 미국시장 수출성과에 관한 연구)

  • Materials Industry has a very large ripple effect on national economic development. Nevertheless, Korea has been passing over importance of this Industry. So, this study examined competitiveness on ten chief exporting items to U.S.A market based on the understanding of vital role of materials industry in the national economy. Analyzing methods were Market Share, Trade Specialization Index(TSI), and Market Comparative Advantage(MCA) and the data were collected through parts and materials statistical data which produced by Korean Commerce and Industry Minister. From this study, following results were found. i) Highly ranked items of U.S.A market share were chemical fiber drapery weaving, synthetic fiber. These items commanded over 10% share of the same market and tire, steel wire occupied 9.05%, 8.65% respectively. ii) In searching trade balance aspects through TSI, tire and steel wire secured very powerful competitiveness among examined items in trading with U.S.A. while synthetic resins and other plastic material were very weak competitiveness in the same market. iii) Analysis results of market competitiveness by MCA, indicated that chemical fiber drapery weaving, synthetic fiber and tire ensured high-powered competitiveness in U.S.A Market. Therefore, these items would be positioned as main items in the market.
