  • Due to the successful accomplishments of the first-stage base center project, a road-map for the second-stage, global base center 2030 project has recently been proposed. The vision of the base center is to build a technology centered, cooperation based platform for a sustainable global community. The global base center 2030 project is based on three core strategies as well as three key strategies. The main goal of the core strategy is to establish an interdisciplinary smart platform, as well as a global tech-coordination facility to implement sustainable, inclusive, and innovative science and technology based ODA projects. To achieve such goals, the global center will focus on developing a global living lab, interdisciplinary smart linkage systems, and a global operating platform. The main goals for the key strategies are to solve issues at the base centers while establishing an international relationship through sustainable technology. To achieve such goals, key projects are centered in establishing a ICT package, and a global living lab based on smart interconnected system. With this, a global inter-connected business platform will also be established to support technical and operational issues.

A Study on the Activation of the Establishment of the Local Foundation for Arts and Culture: Political Dynamics of the Local Foundation for Arts and Culture and Pluralism of its Direction of Foundation (지역문화재단 설립갈등과 해소방향에 관한 연구 - 문화재단 설립의 정치적 역동성과 설립방향의 다원성 -)

  • This study has started from the political process of local community power structure to elaborate the reason why both a majority of cultural artists and cultural artist organizations want to be against establishing the local Foundation for Arts and Culture. The cultural artists and cultural artist organizations believe that the establishment of the local Foundation for Arts and Culture might threaten not only their monopolistic status or their livelihood in the local market relying on public supports, but also make them being marginalized from the potential supports. Therefore many of them have somewhat unfavourable opinions about its establishment. Drawing from the Jellabuk-do case, their concern of being isolated from the monopoly by the local Foundation for Arts and Culture are reduced to publicized discourses such as powerization, the lack of expertise, the loss of independence, and the fall of business. When constructing the Foundation for Arts and Culture, the major values are 'Pluralism' and 'Fairness'. On one hand, the terms of Fairness means that it should be fair in operations, support and executive composition. On the other hand, Pluralism means that policy-making rights should be distributed to various groups, not owned by some specific groups. Some plans for building Foundation for Arts and Culture are needed to make diverse classes and groups to expect the pluralistic interests emerged eventually.

Experimental Comparison of Network Intrusion Detection Models Solving Imbalanced Data Problem (데이터의 불균형성을 제거한 네트워크 침입 탐지 모델 비교 분석)

  • With the development of the virtual community, the benefits that IT technology provides to people in fields such as healthcare, industry, communication, and culture are increasing, and the quality of life is also improving. Accordingly, there are various malicious attacks targeting the developed network environment. Firewalls and intrusion detection systems exist to detect these attacks in advance, but there is a limit to detecting malicious attacks that are evolving day by day. In order to solve this problem, intrusion detection research using machine learning is being actively conducted, but false positives and false negatives are occurring due to imbalance of the learning dataset. In this paper, a Random Oversampling method is used to solve the unbalance problem of the UNSW-NB15 dataset used for network intrusion detection. And through experiments, we compared and analyzed the accuracy, precision, recall, F1-score, training and prediction time, and hardware resource consumption of the models. Based on this study using the Random Oversampling method, we develop a more efficient network intrusion detection model study using other methods and high-performance models that can solve the unbalanced data problem.

Teachers' Levels of Use and Stages of Concern Regarding Metaverse-based Classes in Home Economics Education (가정과교육에서 메타버스 활용 수업에 대한 교사의 관심 단계와 실행 수준에 대한 연구)

  • The purpose of this study was to identify a support method for the introduction of metaverse-based classes (MBC) in home economics (HE) education. This was achieved by diagnosing the stages of concern and levels of use exhibited by HE teachers applying the concerns-based adoption model (CBAM). Questionnaires were sent to a convenience sample of middle- and high-school HE teachers using the KSDC (Korea Social Science Data Center). Overall, 271 responses were received, and the data were analyzed using KSDC E-STAT 3.0 and SPSS 28.0.1.1. The results were as follows: First, regarding the level of knowledge of MBC, the introductory level was the most common (139 respondents, 51.3%,), followed by the beginner level (81, 29.9%), the intermediate level (28, 10.3%,), the advanced level (12, 4.4%), and the master level (11, 4.1%). Average responses on a 5-point Likert scale to questions about the use of metaverse in HE classes were as follows: possibility (4.02), necessity (3.82), and usefulness (3.90). Second, HE teachers' stages of concern in MBC were as follows (in descending order): unconcerned - stage 0, and information - stage 1 (86.9), personal - stage 2 (85.6), management - stage 3 (80.9), collaboration - stage 5 (57.5), consequence - stage 4 (57.4), and refocusing - stage 6 (55.2). Third, the use of MBC was highest for orientation - level 1 (173 respondents, 63.8%), followed by non-use - level 0 (34, 12.5%), preparation - level 2 (29, 10.7%), mechanical - level 3 (15, 5.5%), refinement - level 5 (8, 3.0%), renewal - level 7 (8, 3.0%), routine - level 4 (3, 1.1%), and integration - level 6 (1, 0.4%). Many HE teachers had heard about MBC but were in the introductory level of not knowing what it is, and at the stage of being unconcerned or wanting to know about MBC. Of the 271 respondents, only 35 used metaverse in classes. Therefore, it is necessary to provide teacher training opportunities that provide basic information on the significance and implementation of MBC for HE teachers. Also, an MBC guideline book should be developed and distributed to HE teachers. Finally, a teacher community meeting is needed to share the expertise of teachers with substantial experience in using MBC.

A Study on the Altmetrics of the Papers of Library and Information Science Researchers Published in International Journals (국제 학술지에 발표된 문헌정보학 연구자 논문의 알트메트릭스에 관한 연구)

  • Altmetrics is an alternative impact evaluation index that evaluates the social interest in the research performance of individuals or institutions in universities, research institutions, and research fund support institutions. This study empirically analyzed what kind of attention a papers of domestic library and information science researchers published in an international academic journal was receiving in the international community using Altmetric explorer. As a result of the analysis, 230 papers were tracked. The average Altmetric Attention Score (AAS) was 6.63, but there were 2 papers that received overwhelming attention (over 170 points) as they were mentioned in news report and Twitter. Second, there was a tendency for high AAS to appear in cases where a domestic researcher participated as a co-author and the main author belonged to an overseas institution, and in the case where the research funds were supported by foreign government agencies. In addition to the field of the library information science or information system, the papers classified as the field of public health service and education showed high AAS, and it was confirmed that these papers were published in the journals of various fields such as life science. Finally, it was confirmed that there was a weak correlation of r =0.25 between the AAS and the number of citations of the analyzed paper, but a strong correlation of r =0.68 between the number of Mendeley readers and the number of citations.

Analysis of Dynamic Behavior of Group Piles in Asymmetric Ground (비대칭지반에 설치된 무리말뚝의 동적거동 분석)

  • Structures such as bridge columns installed on the asymmetric ground such as mountain areas and sloping ground are subject to various loads such as wind, temperature, earthquake, and etc. The pile foundation is generally applied to bridge columns on the asymmetric ground in order to stably support structures. The behavior of the pile foundation supporting bridge columns changes due to various load conditions. In particular, ground-pile-structure interactions should be studied to analyze the behavior of the pile foundation that supports bridge columns effected by dynamic loads such as earthquakes. The pile foundation installed on the asymmetric ground effected by the earthquake has the complicated dynamic interaction between the foundation and the ground due to the ground slope, the difference in soil resistance according to the shaking direction, and the ground movements. In this study, the 1g shaking table tests were conducted to confirm the effect of the slope of the sloping ground on the dynamic behavior of group piles supporting the superstructure installed at the berm of the sloping sandy soil which is the asymmetric ground. The result shows that the acceleration of the pile cap and the superstructure decrease as the slope of the sloping ground increase, and the slope of the dynamic p-y curve of the pile decrease.

A Study on the Establishment and Operation of the Network Platform for Information of Private Archives (민간 기록정보 네트워크 플랫폼 구축 및 운영 방안 연구)

  • Private archives are an important indicator of understanding a society that contains various memories, the lives and experiences of members, daily lives, morality, and values. Recently, as diversity has emerged as an important value in Korean society, a number of individuals and communities have been appeared based on different bases and purposes, and the contents, types, and categories of private archives produced from their voluntary activities have also diversified. These private organizations and communities are potential targets for producing and holding private archives, but most of them do not have the minimum infrastructure or system for management of archives, and the foundation for management of archives is weak only to be supported with the voluntary will and activities of the private sector. Therefore, there is a need for a plan to support activities to manage archives suitable for each organization's level while respecting the unique characteristics and methods of the private sector within the national management system of archives. In addition, since it is difficult to solve all issues related to management of archives in the private sector with only a small number of process topics, a cooperative system should be established to sustain activities to manage archives on its own through networks between private sectors. In this study, we intend to propose a 'private archives information network platform (hereinafter referred to as a platform)' as a way to establish a communication and network foundation between private sectors and share resources with each other. Based on the results of analysis of cases of building network between private sectors and expected user requirements, we would like to establish a vision and target model of the platform and discuss ways to continuously operate the platform.

A Metaverse-based Collaborative Content Building Model for Representative Libraries: Focusing on the Gyeonggi-do Region (광역대표도서관의 메타버스 기반 협력적 콘텐츠 구축 모델: 경기도 지역을 중심으로)

  • Focusing on Gyeonggi Library, which is preparing Metaverse services using resident participatory budgets, we deduced the role of Metaverse suitable for metropolitan representative libraries, conducting a preliminary study and analyzing various informational resources. Subsequently, we presented a collaborative content construction and service model primarily centered around the metropolitan representative library. We conducted a survey targeting on-site librarians from metropolitan representative libraries, as well as various libraries across Gyeonggi Province and the entire nation. Through this survey, we extracted insights into the Metaverse role, content possibilities, and considerations for seamless cooperation within the scope of the metropolitan representative library. Based on the opinions of surveyed librarians, it was evident that the role of the metropolitan representative library's Metaverse should function as a tool for continuous utilization of library resources and serve as a space for the entire local community. Approximately three-fourths of the respondents expressed willingness to participate in collaborative content development. However, concerns were raised about human resource limitations, budget constraints, and excessive workloads as potential obstacles to participation. This highlighted the need for systematic support from the metropolitan representative library to address these concerns.

A Study on Daesoon Jinrihoe's Participation and Role in International Development Cooperations (대순진리회의 국제개발협력 참여와 역할에 관한 시론적 연구)

  • This study aims to examine the International Development Cooperations (IDCs) of Daesoon Jinrihoe and discuss the future prospects of these programs in terms of Daesoon Thought. The international community calls for the active participation of various donors, and this is not limited to only traditional donors such as governments, public institutions, and multilateral organizations. In this regard, the role of Faith-Based Organizations (FBOs) and Non-Governmental Organizations (NGOs) for religious communities is recognized as important. Daesoon Jinrihoe has systematized its IDCs by expanding its overseas services to implement the three major works with the official establishment of the Daejin International Volunteers Association (DIVA) in 2013. In addition to these activities, Daesoon Jinrihoe was selected by Korea International Cooperation Agency (KOICA) in 2022. As a new religion, Daesoon Jinrihoe does not provide as much support via FBOs when compared to other traditional religions (Christianity, Buddhism, Catholicism, etc.), but it is able to conduct strategic IDCs by utilizing its expertise and capabilities (education, healthcare, etc.). In fact, the nature and content of the projects carried out by these FBOs and Daesoon Jinrihoe are similar, and the results have been remarkable considering that these programs are still in their infancy. Above all, Daesoon Jinrihoe's foreign aid is more meaningful because it does not have a religious purpose such as missionary work, and it is funded by donations from believers. In carrying out IDCs, it is necessary to promote the professionalism of IDCs based on the strategic linkage of the three major works (charity aid, social welfare, and education). It is also necessary to recognize the value and spirit of IDCs for peace and coexistence based on mutual beneficence.

A Study on Metaverse Utilization and Introduction Strategies in College Education: Based on Step-by-step Metaverse Introduction Framework (대학 교육의 메타버스 활용 현황 및 도입 전략에 대한 연구: 단계별 메타버스 도입 프레임워크 개발을 바탕으로)

  • The COVID-19 pandemic has accelerated digital transformation across all industries and daily life. Edutech is spreading in the education field, also bringing changes in university education. Non-face-to-face online-only classes at universities have spread after the COVID-19 pandemic physical distancing started. Online-only or real-time online classes showed diverse educational imitations. 'Metaverse' started to attract attention as a learning space and community activity support platform that may solve the limitations of online education and communication. It is time to prepare an introduction strategy for the actual application of education using metaverse. This study, first, by examining previous studies and cases of metaverse application, and second, establishing a metaverse introduction framework based on the technology lifecycle model and the innovation diffusion theory. Finally, we provide an introduction strategy in steps, a specialized introduction plan according to the main users is established and presented as a scenario. We expect that this study will provide the theoretical background of the new technology introduction and the spread of metaverse research. Also, we present an efficient introduction strategy, the basis for a service model, and a practical basis for the university's value-added strategy.
