This study, by proposing a case study of community radio, attempts to expand the horizon of academic and social discussion on the medium that has been disproportionately skewed towards discourses on alternative media, technology, and programming content. As residents of local community actively participate in the production process, they reconstruct their cultural identities. In that sense, community radio is a medium that makes it possible the re-negotiation and reconfiguration of cultural identities of local residents. That is to say, a case study on the specific ways in which community residents appropriate community radio in reconstructing their identities offers us some entry points where we may come up with a new perspective on the identity of community radio. The results of fieldwork show that community radio, as it is closely intertwined with the residents' participatory cultural practices, is a medium of 'lived culture' -i.e., a medium that contributes to the making of civility, communitarianism, and social network. Community radio, then, may be redefined as an interactive medium that contributes to the formation of social rapport and solidarity.

This study started from the consciousness that the community media practice studies have been confined to the traditional terrestrial broadcasting. The following research results and implications were obtained by analyzing Daedeok-valley Radio's case to elucidate characteristics of online-based community media and content production and distribution characteristics neglected in previous researches. First, online community media activities are civic/citizen media activities that capture the value of local communities, and this locality is realized through media content production and its online distribution. Second, contents of online community media link members of the community, and individuals become nodes, interacting both online and offline. Therefore, online-based citizen media activities can be utilized effectively as a means to enhance civic participation and to achieve the locality of community in online and offline spaces depending on strategies for online contents production and distribution. Utilizing online infrastructures for media content creation and distribution in Korea demonstrates potential opportunities of local online media to be considered as niche media that can increase its own sustainability.

The purpose of this study was to investigate the sole of local newspaper for community development in Korea. Specific objectives of the study were : 1) to identify the role of local newspaper in community development, 2) to analyze problems and situations on local newspapers in Korea, and 3) to suggest desirable roles of local newspaper for the community development. To attain the above objectives, this study was carried out through literature review, contest analysis of selected local newspapers, and the questionnaire survey of selected readers of local newspaper. The data were collected from 267 readers of local newspaper who participated in the farmers` training session in the Rural Development Administration, by using questionnaires developed by the researcher, and total of 263 questionnaires were analyzed. The statistical techniques used for the study were frequence, percentile, standard deviation utilizing the $SPSS/PC^+$. The major findings of the study were as follows : 1. The major roles of functions of local newspapers identified in this study were summarized as to reinforce the community consciousness, to form community opinion, to watch and to monitor community environment, to provide education and entertainment, and to contribute to the conveyance and promotion of community culture. 2. The general characteristic of local newspaper readers surveyed were; a) average distance from town to their village was 9.3 Km, b) average age was 29 years, c) about 75% of them were senior high school graduates, and d) about 96% of them participated in group activities. 3. About 45% of the respondents used television or radio for their moor sources of local news were TV or radio, while about 31% respondents used immunity newspaper for their moor sources of local news. About 67% of the respondents kept their readership over two years, and about 40% of them read community newspaper regularly at their home. 4. The results of content analysis showed drat the local newspapers were dealing with articles on cultural affairs, community consciousness, administrative and civic affairs, however, there were not enough educational news, and various kinds of general news in the community. 5. Survey also showed the most needed news were ; 1) political news including administrative and civic affairs, 2) economic news including sales and distribution, 3) social news including social problems on environmental pollution and community development works, 4) educational news including technology and information, 5) cultural news including guide to cultural and historical sites and local brief news. 6. In the evaluation of local newspaper, the readers were generally positive in valued roles of local newspaper in community relations, community development, promoting community cohesion and understanding of community members, and about 40% of the respondents were positive in predicting the bright future perspectives of local newspapers. 7. In the readers` evaluation of local newspaper, readers responded that local newspapers were very closely related to the community and residents, reflecting the current concerns of local population and recognizing the value of community media, and the contents of local newspaper were positively related to daily lives of community residents and opinions of overall community.

In this article, we provide an overview of expansion strategies, optimal locations of base stations with different characteristics, and radio-planning models.

This study analyzed the story of 'Good Morning, Ladies of the World', a multicultural program of a community radio Gwanak FM. Furthermore, the study performed an in-depth interview on Korean producing staffs and migrant casts in order to figure out the contents for the improvement of awareness and for the design of multicultural media story telling. As a result, the migrant women presented overall public discourses on their own culture, climate and customs as a sense of representative. While Korean staffs wanted to understand and communicate with their culture and to share private experiences, migrant women wished understanding and respect to their culture and removal of discrimination or prejudice. Accordingly, the storytelling design for the improvement of multicultural awareness must be a private discourse on the basis of a public discourse, and it turned out that the user of a mediator who experienced and knew culture of Korea and the migrant is necessary. And, this study recommended the need of education of migrant women and media support for a proper story planning, structuring and delivery.

We present a modeling of constraint satisfaction problems and provide heuristic algorithms of backtracking search to optimize the frequency assignment. Our research objective is to find a frequency assignment that satisfies all the constraints using minimum number of frequencies while maximizing the number of community radio stations served for a given area. In order to get a effective solution, some ordering heuristics such as variable orderings and value orderings are provided to minimize the backtracking in finding all solutions within a limited time. To complement the late detection of inconsistency in the backtracking, we provide the consistency enforcing technique or constraint propagation to eliminate the values that are inconsistent with some constraints. By integrating backtracking search algorithms with consistency enforcing techniques, it is possible to obtain more powerful and effective algorithms of constraint satisfaction problems. We also provide the performance evaluation of proposed algorithms by comparing the theoretical lower bound and our computed solution.

RFID is the item is at the core of the Internet, promoting action in the online community is a pivotal element. RFID uses radio frequency waves to automatically find the technology to track individuals and items referring to the short-range wireless technology can be included. For example, ZigBee and Bluetooth has a strong ability to track and calculate. In this study, major advances in this technology by analyzing the techniques of intensive discussions, the current progress of mankind, and the impact on the future direction of development is included.

Technosignature, previously known as SETI(search for extraterrestrial intelligence), is the scientific evidence of past or present extraterrestrial civilizations. Since NRAO's Project Ozma was performed in 1960, most of the noticeable technosignature searches have been done by radio telescopes, hoping to find strong and narrow bandwidth signals that cannot be explained by known natural processes. Recently, the Breakthrough Listen project has opened a new opportunity for technosignature by utilizing both optical telescopes, radio telescopes, and next-generation radio telescope arrays. In this review, mainly based on NASA Technosignatures Workshop (2018), we review the current trends of technosignature surveys, as well as other possible methods for detecting technosignature. Also, we suggest what the Korean community could contribute the technosignature research, including the new SETI project with Korea VLBI Network (KVN).

Radio pulsars are highly magnetized, rapidly rotating neutron stars that emit synchrotron radiation along the magnetic axes at their spin frequencies. Traditionally, pulsar observations have been done at low frequencies (MHz up to a few GHz), since radio pulsar spectrum is known to a power-law with a steep negative spectral index. More recently, high-frequency pulsar observations (several GHz and above) have been made as a broadband spectrometer and fast computers became available. High-frequency pulsar observations will provide information on radio emission mechanism of pulsars in the vicinity of the neutron star surface. There is also huge interest from gravitational-wave and astrophysics community to find a pulsar in the center of our Galaxy. The Korean VLBI Network has three 21-m single dishes in the Korean peninsula. Using KVN's lowest observational frequency of 22-GHz, we performed test observations with the KVN targeting a few selected known, bright pulsars. In addition, we have been developing pulsar pipelines that can be utilized with a VLBI facility using Mark-V. We present a brief introduction of radio pulsars and show data obtained with the KVN.
