Considering the high needs of recipient countries and the regional biases of Korean Official Development Assistance (ODA) policy, increases in the total amount of ODA and allocation to the forest sector are needed for Central Asia. In Tajikistan, illegal harvesting and grazing cause a gradual decrease in forest area. The Tajikistan government conserves forests by requesting international cooperation and establishing a policy for sustainable management of forest resources and prevention of further damages. To suggest suitable strategies and plans, the current statuses of forests and forestry were investigated, and ODA projects that can illustrate successful Korean experiences of forestation were conceived based on various geographical features and local conditions of Tajikistan in this study. Forest resource creation type projects (fuelwood and Tugai forest restoration) could result in energy independence and enhancement of ecosystem service such as a climate regulation and an increase in biodiversity. Community development type projects (introduction of ecotourism, agroforestry, and planting of fruit trees) can contribute to job creation and encourage participation of local residents, thus improving their incomes. In addition, establishment of a project foundation, including education, training, and a national forest inventory, would help those projects be sustainable in the long-term.
This paper extracted formal characteristics appearing repetitively in Kim Ji Heon's scenario works making a study of them and examined them from the perspective of the aspects of the confrontation between the author' external environments and the world of his creation. This viewpoint comprehensively implies the two aspects of the acceptance of public needs and the creativity his scenarios have in universal characteristics of the film and scenario community where he made his debut as a scenario writer and played activities most actively. In addition, we investigated how literary features are expressed concretely in the world of his works who has been evaluated as a writer with excellent 'literary value.' His scenario world whose base is humanity and existential questions also performs a function as the reading scenario by realizing one literary perfection in itself and poetic description rather than referential function as a film script, which indicates the aspects of values his scenarios have in the existing creation practice focused on story telling, and especially, in the case of "Manchoo-Late fall" it was found that it expanded the areas of literary value through the beauty of modern form. Through this analysis it is seen that the need was exposed to reconsider problematic recognitions that he was not able to be positioned properly as a writer despite the excellent literary values of Kim Ji Heon's scenarios. This study has a meaning as a start in our research climate where the research on Korean scenario writers is not made in an earnest way but it is necessary to keep making more thorough studies including other scenarios which are not organized into the collection of works, and it is also necessary to make a comparative study with cinematized film texts in our view.
In our society, recently, the concept of social economy stands out as an alternative to the mainstream economy in the market. It is noteworthy that although the social economy has the nature of practical field of civil society, the government has a willingness to actively support the social economy as a means of getting visible result of job creation. The social economy in Korea is being fostered by the government and understood within the framework of a very limited policy goal of providing jobs for the vulnerable. The problem is that the social value and community implications of the social economy are disappearing while the social economic organizations have higher policy status and become more and more dependent on the government's financial support. This paper suggests that the discourse on the social economy should be reconstructed while holding the problem of this situation.

This study attempts to deal with implications that discussions on child friendly cities, which are recently becoming issues of local communities, have as a form of universal welfare on dimensions of child welfare along with discussions of the direction to which those implications can be applied. Currently, rural labor markets are undergoing a structural change in which the proportion of non-agricultural industries is increasing, instead of decreasing the proportion of agriculture. The purpose of this study is to propose policy for job creation in rural areas through analyzing the employment situation in Rural Korea in the context of this structural change. Using the Census of Agriculture, Farm Household Economy Survey, we analyzed the increase of low income farmers and self-employed farmers. We analyzed the changes of non-farm employment in rural areas using the Census on Establishment. The main results of the study are as follows. First, farms' pathways are very diverse by the levels of income from their own farming and other gainful activities. It is necessary to implement policies that take into account the development pathways of farm household. Second, most of the farms are in low-income and self-employment status. In order to increase their incomes, it is necessary to increase non-farm income earning policy. The rural non-farm economy is becoming increasingly important in rural Korea. The growth of the non-farm economy will be crucially important when it comes to creating new jobs in rural areas in rural Korea. Third, it is necessary to provide systematic support for rural entrepreneurship as a core policy for expanding jobs beyond agriculture. Rural entrepreneurship has the potential to drive innovations that can reduce poverty and create employment. Fourth, there is a need for measures to increase jobs in the welfare field, which is growing fastest in recent years. In the welfare field, we can find vigorous collective actions in some rural communities such as community business, cooperative movement and various community development activities. Those activities will help increase the employment of aged farmers and low-income farm household.
Entering the 21st century, the flow of society and culture is emerging as a cultural phenomenon in which one experiences, enjoys, and experiences on one's own. This trend has emerged as community dance, which has been active since 2010. Community dances can be targeted by anyone and can be divided into children's, adult and senior citizens' dances depending on the characteristics and age of the group, allowing them to work in various age groups. It also refers to all kinds of dances for the happiness and self-achievement of everyone who can promote gender, race and religion health or meet the needs of expression and improve their physical strength at meetings by age group, from preschoolers to senior citizens. Community dance is a dance activity in which everyone takes advantage of their leisure time and voluntarily participates in joyous activities, making it expandable to lifelong education and social learning. It is a voluntary community gathering conducted by experts for the general public. The definition of community dance can be said to be the aggregate of physical activities that enrich an individual's daily life and enhance their social sense to create a bright society, while individuals achieve the goals of health promotion and aesthetic education. In the contemporary community dance, the dance experience in body and creativity as self-expression reflects the happiness perspective by exploring the positive psychological experience and influence of the participants in the process of participation, and participants have continued networking through online offline to enjoy the dance culture. Although research has been conducted in various fields for 10 years since the boom in community dance began, the actual methodology of the program has been insufficient to present the Feldenkrais Method, hoping that it will be used as a methodology necessary for local community dance, and will be used as part of the educational effects and choreography creation methods of artists that can improve the physical functional aspects of dance and give a sense of psychological stability.

In this paper, I examine the development of the second stage of Chicano muralism and compare it with the first stage of the Chicano Mural Movement that was born out of the Civil Rights Movement. I then discuss the different aspects of the first stage in relation to the birth of institutionalized public art and question how Chicano murals influenced public art and, conversely, how mainstream public art transformed some of the attitudes and practices of Chicano muralism. Chicano murals initially functioned as a political mouthpiece for Chicano's human rights and as a tool to recover the Chicano people's cultural pride and legacy. However, the murals gradually developed into public art projects supported by the city or federal governments, who regarded them as an economic way to effectively communicate with the community. In this process of institutionalization, muralists became increasingly concerned with aesthetic quality and began to work more systematically. For example, amateur artists or community participants who produced the earlier murals were transformed into mural experts. Chicano essentialism and the politically volatile themes used previously were phased out and the new murals began to incorporate diverse subjects and people, for example, native culture, Blacks, and women. This phenomenon reflected the changing emphasis on multicultural understanding. This kind of institutionalization did not always draw positive results. Inadequate funds were the primary concern over the actual subject and creation of the mural work. Artists reduced the strong political metaphors and aestheticized the mural forms. However, their work was productive as well: thorough research on wall conditions and painting techniques was conducted and new processes and designs were developed. This paper examines the murals created for the 1984 Los Angeles Olympic Games, Judy Baca's works, and the Balmy Alley Mural Environment project in San Francisco's Mission District. Works by Las Mujeres Muralistas in Mission District, in particular, show case colorful patterns and the Latin American indigenous culture, exploring new interpretations of old icons and design. They challenged the stereotypical depictions of females and presented alternative visual languages that revised the male-centered mural aesthetics and elaborated on the aesthetics of Rasquachismo.
