The U.S. Department of Health and Human Services and fifteen other Federal Departments and Agencies have issued final revisions to the Federal Policy for the Protection of Human Subjects (the Common Rule, 45 CFR 46, Subpart A). The Common Rule was initially promulgated in 1991 and amended in 2005. The Final Rule to update the current regulations was published in the Federal Register on 19 January 2017. The final compliance date of the revised Common Rule including the cooperative research requirement is effective on 20 January 2020 after twice to delay. The revised Common Rule aims to make more effective conduct of minimal risk research reflecting modern research activities and recognize evolving technologies, including mobile technologies, internet, and the growth in computing power. The revisions to the Common Rule were based on a variety of sources of public, stakeholder, and expert comments. The author summarized the key changes and the implications to Korean human research regulations.
Make-to-forecast production is a way to realize high customization and fast responsiveness. This study firstly investigates the effect of introducing a common component in a make-to-forecast production environment. The common component can eliminate a modification step, which is a major cost component in make-to-forecast production. It is illustrated, however, that introducing a versatile component that merely covers several variants is unattractive, and thus adding values to the common component is inevitable in this environment. Secondly, an order-matching rule under the condition that two partially overlapped delivery lead time intervals exist is proposed. The rule considers the effect of matching orders to units that can cover both intervals. An alternative re-matching rule is also developed and examined. Numerical experiments clarify that the proposed rule generally realizes higher contribution ratio and lower percentages of orphans and rejected orders. The proposed re-matching rule increases the average contribution ratio at the expense of increased orphans and order rejections.

International organizations and classification societies established rules and regulations to which shipbuilders and ship operators should comply during design, construction, even operation keeping from hazard to life of crews and ocean environment. Hence, rules and regulations could be guidelines for design and construction of ship sometimes. In practical wise, ship structure designers be predisposed to design lightest and easy-to-product structures which satisfy rules and regulations. Therefore, changes of rules and regulations are remarkably important issue to related industries. In 2006, IACS established and released Common Structural Rules for Bulk Carrier and Common Structural Rules for Double Hull Oil Tanker. These CSRs are consolidated and unified rules of class society's rules. But these two rules are different from each other. IACS has plan to release unified rule of two ship type called Harmonized Common Structural Rule for Bulk Carriers and Oil Tankers. This new rule will be effective from July 2015. Hence, bulk carrier and double hull oil tanker whose contract date is on and thereafter July 2015 should be complied with CSR-H. Therefore, it is highly important to be aware of consequences and cause of consequences with respect to CSR-H. The object of this research is to compare requirements of structure scantling in way of midship area for selected target ship according to CSRs and CSR-H and to analysis cause of deviation between two rules.
A collaborative filtering which supports personalized services of users has been common use in existing web sites for increasing the satisfaction of users. A collaborative filtering is demanded that items are estimated more than specified number. Besides, it tends to ignore information of other users as recommending them on the basis of information of partial users who have similar inclination. However, there are valuable hidden information into other users' one. In this paper, we use Association Rule, which is common wide use in Data Mining, with collaborative filtering for the purpose of discovering those information. In addition, this paper proved that Association Rule applied to Recommender System has a effects to recommend users by the relation between groups. In other words, Association Rule based on the history of all users is derived from. and the efficiency of Recommender System is improved by using Association Rule with collaborative filtering.

An Automated Guided Vehicle System (AGVS) with a unidirectional loop guide path is modeled as a discrete-time stationary Markov chain. It is discussed how to estimate the mean response time, the utilization, and the cycle time of AGV for a delivery order. Three common operation strategies for idle vehicles - central zone positioning rule, circulatory loop positioning rule and point of release positioning rule - are analyzed. These different operation strategies are compared with each other based on the performance measures.

The proposed algorithm used the Hybrid teaming rule in the input and hidden layer, and Back-Propagation teaming rule in the hidden and output layer. From the results of simulation of tracking control with one link manipulator as a plant, we verify the usefulness of the proposed control method to compare with common direct adaptive neural network control method; proposed hybrid teaming rule showed faster loaming time faster settling time than the direct adaptive neural network using Back-propagation algorithm. Usefulness of the proposed control method is that it is faster the learning time and settling time than common direct adaptive neural network control method.
Objectives : The paper aims to study the philosophical background of Huangdineijing by taking into account the fact that its ideas are identical to that of the period between the Warring States and Han. Methods : Through considering the period and the historical backdrop in which Huangdineijing was published, and through considering the book with other texts such as Huangdisijing, the paper draws the common spirit of the time and analyzed the cause and flow of philosophies and ideas that influenced Huangdineijing. Conclusions : 1. Books that upheld Huangdi contained within Hanshu・Yiwenzhi have a common point with the mythical symbol of Huangdi in that they are related to the rule of a nation and the creation of a civilization. Huangdi, who in Huangdineijing bears a need to be understand at this common point of view. 2. The spirit of the period between Warring States and Han can be deduced as "a movement towards unification" and "the development of a civilization infused with spirit of unification." Such spirit of time are reflected in Huangdineijing as Nine Acupuncture(Official Acupuncture) and the establishment of the measuring standards for meridian, bone, and internal organ, and the establishment of the concept of 'Pyungin.' Especially the construction of waterways that connected Huanghe and Yangzijiang river with their tributaries that formed a direct composition of unification was applied to human body in Huangdineijing, thereby establishing the concept of 'Mai'. 3. Unlike Lao Zhuang School of Taoism was not interested in the act of ruling at all, Huangdineijing and its contemporary publication Huangdisijing, present their readers with Number, Law, Rule, Regulation and Governance. Here, the philosophy and the idea which seek "Law" as the methods of ruling the nation by actively participating in the governance of the nation based on the model of natural law and rule appear. Such philosophy and idea is an evidence of the influence of Fajia in accordance with the social and realistic changes witnessed during the time.
This study aims to reveal the dissolving process around the customary common right to forest utilization through a series of policies consolidating the modern forest ownerships in Korea under the rule of Japanese Imperialism. The existence of the customary common right to forest utilization has been widely recognized since the old time. Common profitable actions in a certain area have been given to village residents to gain useful materials such as forage, timber, fuelwood, wild animals, soil, grazing, and quarry in forest, which were necessarily required for their own daily life as customary commodities. This right was divided into the right around common forests and special easement in forests. Therefore, the common forests applicable of these rights were classified into village common forests and special easement forests. Especially, General-Government granted the national forests in pre-emption to a private(88.6%, 2,463,555chungbo) or public(12.1%, 299,050chungbo). After all, most of the common forests were transferred into national forests in earlier stage and then later into public ar private forests by Japanese Imperialism.

In this study, we developed rotating machine vibration condition monitoring system based upon Windows NT and DSP Board. Developed system includes signal analysis module, trend monitoring and simple diagnosis using threshold value. Trend analysis and report generation are offered with database management tool which was developed in MS-ACCESS environment. Post-processor, based upon Matlab, is developed for vibration signal analysis and fault detection using statistical pattern recognition scheme based upon Bayes discrimination rule and neural networks. Concerning to Bayes discrimination rule, the developed system contains the linear discrimination rule with common covariance matrices and the quadratic discrimination rule under different covariance matrices. Also the system contains k-nearest neighbor method to directly estimate a posterior probability of each class. The result of case studies with the data acquired from Pyung-tak LNG pump and experimental setup show that the system developed in this research is very effective and useful.
The letter of credit is quintessentially international. In the absence of international legal system, a private system based on banking practices has evolved, commanding the adherence of the international letter of credit community and providing the foundation of th reputation of this instrument. To maintain this international system, it is vital that international standard banking practice should not be subject to local interpretations that misconstrue or distort it. The UCP is a formulation of international standard banking practice. It is neither positive law nor a "contract term" in any traditional sense and its interpretation must be consonant with its character as a living repositary of international understanding in this field. As a result, the interpretation and application of specific articles of the UCP must be consistent with its evolving character and history and with the principles upon which sound letter of credit practice is predicated. This study, especially, focuses on article 13 and article 14 of the UCP500. Article 13(b) of UCP500 stipulates that banks will have a reasonable time, not to exceed seven days, to examine documents to determine whether they comply facially with the terms of the credit. The seven-day provision is not designed as a safe harbor, because the rule requires the issuer to act within a reasonable time. But, by virtue of the deletion of the preclusion rule in the document examination article in UCP500, however, seven days may evolve as something of a safe harbor, especially for banks that engage in strategic behavior. True, under UCP500 banks are supposed to examine documents within a reasonable time, but there are no consequences in UCP500 for a bank's violation of that duty. It is only in the next provision. Courts might read the preclusion more broadly than the literal reading mentioned here or might fashion a common-law preclusion rule that does not require a showing of detriment. Absent that kind of development, the change in the preclusion rule could have adverse effects on the beneficiary. The penalty, strict estoppel or strict preclusion, under UCP500 and 95UCC differs from the classic estoppel. The classic estoppel rule requires a beneficiary to show three elements. 1. conduct on the part of the issuer that leads the beneficiary to believe that nonconforming documents do conform; 2. reasonable reliance by the beneficiary; and 3. detriment from that reliance. But stict preclusion rule needs not detrimental reliance. This strict estoppel rule is quite strict, and some see it as a fitting pro-beneficiary rule to counterbalance the usually pro-issuer rule of strict compliance.
